If your bank account was debited but a merchant says the UPI payment is missing, do not pay again immediately. Open the UPI app’s transaction history, record the status, transaction reference or RRN, date, time, amount and merchant details, then report the transaction through the app or to the bank that debited your account. Ask the merchant to have its acquiring bank check the incoming payment.
A debit entry alone does not prove that the merchant received confirmation or funds. The resolution deadline depends on whether this was a merchant payment or a person-to-person transfer: RBI’s outer limit is T+5 days for a merchant-confirmation failure and T+1 day when a beneficiary account was not credited.
First, identify what the UPI app says
Open the payment app or your bank’s UPI section and select the disputed transaction. Note the exact status shown:

- Failed: the payment did not complete. NPCI says a failed debit should be refunded; its FAQ advises contacting your bank if the refund has not arrived within one hour.
- Successful: the app has a final success response, but the merchant may still need its acquiring bank to locate or reconcile the payment.
- Reversed or refunded: the debit has been returned. Confirm the credit in your bank statement rather than relying only on a notification.
Save a screenshot or notification and copy the UPI transaction ID, RRN or other reference displayed by the app. Also record the transaction date and time, amount, UPI ID or merchant identifier, and the account that was debited. Support teams need these details to trace a payment; never disclose your UPI PIN or an OTP to someone claiming to process the complaint.

App labels differ between banks and payment applications. Look for options such as Help, Report issue, Raise dispute, Get help or Transaction complaint on the transaction-details screen.
Why a debit does not prove merchant receipt
A UPI payment has several linked events: your bank authorises the debit, the payment message travels through the UPI system, and the merchant’s acquiring bank or payment provider records the merchant confirmation. The customer’s account can therefore show a debit while the merchant’s system has not received a final confirmation.
NPCI describes merchant receipt as occurring when the customer’s confirmation reaches the merchant pool or the merchant’s bank account under the merchant’s agreement. The bank statement entry is evidence that your account was debited, not independent proof that this final merchant-side event occurred. Only the transaction record held by the participating banks and the merchant’s acquiring bank can establish whether the payment settled, remains pending, failed, or was reversed.
What to do, in order
1. Preserve the transaction record
- Open UPI app or bank app → Transaction history → the disputed payment.
- Write down the status, transaction ID or RRN, amount, date, time and merchant details.
- Save the transaction screen and any debit notification. Keep the bank statement entry if the app later changes its status.
Do not delete the notification or start a second dispute for the same reference. One clear complaint containing the original reference is easier for the bank to trace.
2. Report it through the app or debiting bank
Use the transaction’s Report issue or equivalent control and choose the closest description. NPCI’s July 2023 UPI Help guidelines identify U022 as “Account debited but transaction confirmation not received by merchant” and U009 as “Customer account not credited back for failed merchant transaction.” These internal labels help explain the distinction, but an app may show plain-language options instead of the codes.
If the app does not provide a usable dispute path, contact the bank that debited your account. Give the agent the reference, exact amount and time, merchant name or UPI ID, and the status shown in the app. Ask for the recorded final status and a trace of the debit. Obtain a complaint or service-request number and keep it with your records.

3. Have the merchant check its acquiring bank
Give the merchant the transaction reference and payment time, but do not send your UPI PIN, OTP, card security code or login credentials. The merchant should search its own payment records and contact the acquiring bank or payment provider that receives UPI payments for the business. This is a different channel from your remitter or debiting bank: your bank traces the debit from your account, while the acquiring bank traces the merchant-side receipt.

A merchant’s front-counter screen or order system can fail to update even when a bank has a transaction record. Conversely, a debit can remain unresolved even when the merchant sees no entry. The two institutions must reconcile the same transaction reference.
4. Treat a pending payment as unresolved, not successful
NPCI’s FAQ says a pending transaction may reach the beneficiary within 48 hours because of a delay at the beneficiary bank. That is published FAQ guidance, not a guarantee that every merchant payment will settle in 48 hours. If the merchant still cannot confirm the payment, or the app continues to show pending, report the discrepancy through the app and to the debiting bank rather than assuming that the debit is final.
Do not make a duplicate payment while the first payment is unresolved unless you have considered the risk of two settled charges. If the purchase is urgent and you decide to use another payment method, retain proof of both transactions and ask the merchant to identify any duplicate. NPCI lists duplicate payment as a merchant complaint category, but there is no universal rule requiring a customer to retry immediately.
5. For a failed status, check the refund
NPCI says a failed debit should be refunded. Its FAQ advises contacting bank customer support if the refund has not arrived within one hour. The one-hour point is NPCI contact guidance, not the RBI’s maximum reversal period. If the app says failed and no credit appears, report it with the original transaction reference and ask when the reversal was initiated.

6. Wait only to the applicable regulatory outer limit
RBI’s 2019 framework uses different turnaround times for two different failures. The count is expressed as T+1 or T+5, where T is the transaction date. These are outer limits, not promises that a bank will take that long; RBI says participants should aim for quicker resolution.

| Situation | RBI outer limit | Compensation for delay |
|---|---|---|
| UPI funds transfer: your account was debited but the beneficiary account was not credited | Reversal by T+1 day | ₹100 per day beyond T+1 |
| UPI merchant payment: your account was debited but confirmation was not received at the merchant location | Automatic reversal within T+5 days | ₹100 per day beyond T+5 |
Do not apply the T+5 rule to every UPI payment. A transfer to another person’s account uses the T+1 scenario when the beneficiary is not credited; a purchase from a merchant uses the T+5 scenario when merchant confirmation is missing. The applicable category depends on what you were paying and which event failed.
7. Check compensation if the deadline passes
For a covered delay beyond the relevant outer limit, RBI’s framework specifies compensation of ₹100 per day. The circular says compensation “shall be effected to the customer’s account suo moto, without waiting for a complaint or claim from the customer.” In other words, filing a claim is not supposed to be a prerequisite to the credit.
If the deadline has passed and neither the reversal nor the compensation appears, ask the debiting bank to explain the transaction’s classification, reversal date and compensation calculation. Include your original complaint number. Keep screenshots of the status and a statement showing the debit and any later credit.

Your UPI app or participating bank
NPCI says customers can raise a grievance or check transaction status through the UPI app of a participating bank. The app is usually the fastest way to attach the transaction reference to the correct payment. If the app routes the complaint to the bank, record the resulting ticket number.
The bank that debited your account
Contact this bank for a debit trace, failed-transaction refund, pending status or missing reversal. It can identify the remitter-side message and coordinate with other UPI members. A payment app that is not your account-holding bank may only be able to display status or forward the dispute, so contact the account-holding bank when the issue concerns the actual debit.
NPCI complaint routing
NPCI’s complaint process passes a portal complaint to the relevant member institution, which is responsible for resolution. A portal submission does not replace the need to provide the transaction reference or to monitor the bank’s response. Use the category that matches the event: missing merchant confirmation, failed merchant refund, pending status or another accurate description.

The merchant’s acquiring bank
The merchant must pursue its side through its acquiring bank. Tell the merchant to search using the transaction reference, amount and time, not only the customer’s name. A merchant’s inability to find an order number does not by itself prove that the bank never received a UPI message.
RBI Integrated Ombudsman
If the bank or other responsible member does not resolve the complaint through the applicable process, preserve the complaint reference and consider the RBI Integrated Ombudsman route. Eligibility, waiting periods, filing steps and the scheme’s scope can change, so check the current RBI instructions before filing. Include the original transaction evidence, the bank’s response or lack of response, and the remedy you are seeking.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Common situations and the correct response
The app says successful, but the cashier sees nothing
Show the merchant the reference and ask it to check with its acquiring bank. At the same time, ask your debiting bank to confirm the final status and trace the payment. Do not infer that the merchant has received the money solely from the successful-looking screen or from the debit entry.
The app says pending and the merchant wants another payment
Explain that the first payment has no final resolution. Ask the merchant to hold the order while its acquiring bank checks the reference. If you must pay again, keep evidence of both payments and seek a written acknowledgment of any duplicate-refund arrangement. A second payment can create two settled charges if the original later completes.
The app says failed, but the debit remains
Check whether a separate credit has posted. If not, use the app’s failed-transaction complaint path and contact the debiting bank, following NPCI’s advice to contact support when the refund has not arrived within one hour. Ask for the expected reversal date and retain the ticket number.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesThe merchant says it refunded you, but your account is still debited
Ask the merchant for the refund reference, then give both the original payment reference and refund reference to your bank. A merchant’s internal refund message is not the same as a credit visible in your account. The bank must confirm whether the original debit was reversed or whether a separate refund is still in transit.

You do not recognise the debit
Treat an unidentified or unauthorised transaction as a bank-security issue, not merely a merchant-status dispute. NPCI directs customers to raise fraudulent, unidentified or unauthorised transaction complaints with their bank. Contact the bank through an official channel immediately and follow its account-protection instructions.
What to include in every complaint
- UPI transaction ID, RRN or reference exactly as displayed.
- Transaction date and time, including the time zone if the parties are in different locations.
- Amount and currency, the debited account, and the merchant’s name or UPI ID.
- The app’s current status and the date you first noticed the discrepancy.
- A screenshot or notification showing the debit, with unrelated personal information concealed where practical.
- The merchant’s response, including any acquiring-bank or refund reference.
- Every bank, app or NPCI complaint number and the date of each contact.
State the requested remedy precisely: confirmation of settlement, reversal of the debit, credit of a missing refund, or payment of applicable delay compensation. Avoid describing a merchant-confirmation failure as a beneficiary-credit failure; the two categories have different RBI limits.
What the official timelines do—and do not—mean
RBI’s circular DPSS.CO.PD No. 629/02.01.014/2019-20, dated September 20, 2019, calls the prescribed turnaround time “the outer limit for resolution of failed transactions.” It also says banks and other participants “shall endeavour towards quicker resolution of such failed transactions.” Therefore, a bank may resolve a case earlier, and the fact that a case is still within T+1 or T+5 does not make the debit proof of merchant receipt.
The limits also do not determine the actual state of one particular payment. The available sources cannot tell whether your transaction settled, is pending, was reversed, was duplicated or was misreported by a merchant without the transaction reference and the records held by the banks and app. Use the status and trace process to establish that fact.
Bottom line
Record the transaction reference, check the app status, report the issue to the app or debiting bank, and have the merchant involve its acquiring bank. A failed debit should be refunded, while RBI’s outer limits are T+1 for an uncredited beneficiary and T+5 for a merchant-confirmation failure, with ₹100 per day compensation beyond the applicable limit. Escalate with your complaint evidence through the current RBI Integrated Ombudsman process if the responsible member does not resolve the case.
