If a solar storm disrupts navigation or radio, first identify which service is failing, check the latest NOAA Space Weather Prediction Center (SWPC) alert, and treat an unexplained GPS position as uncertain. Slow down or stop before acting on contradictory directions, use a paper map you have already learned to read, and follow the operating procedure for your profession or local authority. A solar storm can produce a radio blackout, a solar-radiation storm, a geomagnetic storm, or a combination of effects; GPS, high-frequency (HF) radio, cellular service and satellite links do not all respond the same way.

Start by identifying the kind of space-weather event

“Solar storm” is a broad public term. NOAA separates space weather into three scales: radio blackouts (R), solar radiation storms (S), and geomagnetic storms (G). The scale, intensity, location and technology involved determine what you may notice. An R event is associated with a solar flare and can disturb HF radio on the sunlit side of Earth. An S event involves energetic solar particles and can affect HF propagation through polar regions. A G event is a disturbance of Earth’s magnetic environment that can affect satellite navigation, power systems and other infrastructure.

NOAA category Associated phenomenon Potentially relevant effect Geographic qualification
R: radio blackout Solar flare HF radio degradation, loss of contact or blackout Impacts are described for the sunlit side of Earth
S: solar radiation storm Energetic solar particles HF communication problems and other radiation-related operational hazards HF effects are described through polar regions
G: geomagnetic storm Disturbance in Earth’s magnetic environment Possible degradation of satellite-navigation accuracy and impacts on infrastructure Effects vary with the event and system; no single global outage pattern applies

These are categories, not a prediction that every event will disable your equipment. NOAA’s scale descriptions explain the distinctions and severity levels; the version at swpc.noaa.gov/noaa-scales-explanation-replaced-20231213 is marked as replaced, so check the current SWPC scale information when you need an operational interpretation.

Why the label matters to your decision

A navigation receiver can continue to display a position while its accuracy has deteriorated. Conversely, an HF operator may lose a path that worked minutes earlier while local cellular service remains usable. Do not infer that one working device proves every other service is healthy. Match the alert category to the affected system before choosing a response.

If GPS or a navigation app becomes unreliable

GPS and other global navigation satellite systems (GNSS) can experience larger positioning errors, reduced precision or loss of reception during severe space weather. The NOAA-hosted technical study describes increased ionospheric total electron content, scintillation that can disturb individual satellite signals, and solar radio bursts that can, in severe cases, deny GPS reception. A receiver showing coordinates is therefore not proof that the fix is correct.

  1. Make the situation safe. If you are driving and the displayed position, speed or turn instruction conflicts with the road, signs or your surroundings, reduce speed and pull over at a safe location. Do not make a sudden lane change or turn solely because an app commands it.
  2. Mark the position as uncertain. Pause automatic rerouting and avoid treating a single blue-dot location as a verified reference. Compare the display with visible landmarks, road signs, mile markers and the last position you know to be reliable.
  3. Use an offline reference. A paper road map or regional atlas that covers your route can provide a navigation reference without satellite reception. A map is useful only if it includes the area you are in and you understand its symbols, scale and orientation.
  4. Use a compass only if you know how. A baseplate compass can help orient a map, but carrying one without practice does not create a dependable navigation system. Practice before an emergency and account for local declination when your navigation method requires it.
  5. Recheck before moving. When the receiver regains a signal, compare the new fix with the map and physical evidence instead of immediately accepting a large jump or an implausible route.
  6. Escalate professional operations. Aviation, maritime, fleet, emergency-service and infrastructure teams should use their established navigation, dispatch and contingency procedures and contact the responsible authority or control center. A consumer checklist cannot replace those role-specific rules.

What a GPS failure can look like

  • A position that drifts while the device is stationary.
  • Distance, speed or estimated arrival values that change abruptly.
  • Repeated loss and reacquisition of satellites.
  • Different devices reporting noticeably different positions.
  • A route that conflicts with a sign, chart, road geometry or known landmark.

Any one symptom can have an ordinary cause, such as a blocked antenna or software fault. During an active space-weather alert, however, treat unexplained inconsistencies conservatively until you can verify the position through another source.

If radio communications degrade or fail

First determine which radio service is affected. NOAA documents HF degradation and blackout risks under particular R and S conditions; it does not establish a universal fallback channel that works everywhere. A change from HF to VHF, cellular, satellite or another system may help in one location and fail in another because coverage, hardware, terrain, congestion and the space-weather effect differ.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  1. Identify the band and path. Record whether the problem is on HF, a local land-mobile channel, VHF, a satellite link or a connected service. Check another authorized channel or terminal only if your operating plan permits it.
  2. Follow the role-specific communications plan. Use the procedures for your aircraft, vessel, fleet, emergency organization, utility or workplace. Those plans should define priorities, call signs, reporting intervals and approved alternatives.
  3. Confirm whether the issue is local. Check power, antenna connections, batteries, cabling and equipment indicators. If multiple independent stations report the same loss at the same time, a propagation problem becomes more plausible, but do not assume the cause without the responsible operator’s assessment.
  4. Transmit only what the procedure allows. Keep messages concise, identify yourself as required and avoid repeatedly transmitting on a channel that a safety authority has reserved for urgent traffic.
  5. Use a prearranged contact method. Personal plans should list local contacts, meeting points and alternate methods selected for the area. Establish those details before an event rather than improvising after the primary channel fails.
  6. Follow public instructions. If an emergency-management agency, service operator or control authority issues a communication instruction, treat it as the governing direction for that operation.

Do not promise that cellular, VHF or satellite communications will remain available merely because an HF link is down. The documented hazards are service- and geography-specific, and a single storm can affect different paths differently.

Check live alerts before making a technical diagnosis

Space-weather conditions and alert validity periods change. NOAA SWPC’s notifications timeline is the official starting point for current alerts, warnings and observed statements. The timeline includes categories for GPS systems and HF radio communications.

  1. Open the timeline and read the event type, issue time, start time and validity period.
  2. Check whether the notice concerns GPS, HF radio or another system; do not apply an HF notice automatically to every navigation receiver.
  3. Read the stated geography and severity. A sunlit-side radio blackout and a polar HF disturbance do not describe the same operating area.
  4. Refresh the page when conditions are changing. An expired notice is not a guarantee that conditions have returned to normal, and a new notice can replace an earlier expectation.
  5. For professional operations, pass the alert to the person responsible for dispatch, navigation, communications or safety and apply the organization’s procedure.

Alerts provide situational information, not a personalized route decision. If your observed conditions conflict with an app or a general forecast, prioritize immediate safety and the authorized operating procedure.

Prepare an offline navigation and communication plan

Preparation is most useful before a storm is visible in a forecast. Build redundancy around the route and role you actually have rather than buying a device and assuming it will solve every outage.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

For ordinary travel

  • Carry a current paper map that covers the complete route, including likely detours.
  • Learn the map’s scale, road classification, symbols and grid or coordinate system before departure.
  • Write down critical addresses, road numbers and meeting points instead of storing them only in a phone.
  • Keep charging options and a small flashlight available; a space-weather event can coincide with unrelated power or network interruptions.
  • Tell someone your planned route and an expected check-in time when traveling through areas with limited coverage.

For radio users

  • Document primary and alternate channels, contact windows, call signs and message priorities.
  • Test antennas, power sources and batteries under normal conditions.
  • Know which changes require an authorized operator, dispatcher or control center.
  • Keep paper copies of essential frequencies, procedures and contact numbers where electronic access may be unavailable.

For aviation, maritime and critical operations

Use the organization’s approved contingency plan, notices and responsible authorities. Satellite navigation and HF communications in polar regions may be degraded or lost in severe scenarios, according to FEMA’s Federal Operating Concept for Impending Space Weather Events. That document is an older federal planning reference: its notification and duration ranges describe specified scenarios, not a live forecast or a guaranteed outage duration for your operation.

Understand the technical reasons for GPS errors

GNSS signals travel through the ionosphere before reaching a receiver. Solar activity can change the ionosphere’s total electron content, altering signal delay and therefore the calculated range to a satellite. Rapid small-scale changes can produce scintillation, in which signal strength and phase fluctuate. A receiver may lose lock on one satellite, switch among satellites or calculate a position with larger error.

Solar radio bursts add another mechanism. Strong radio emissions at frequencies relevant to GNSS reception can raise the noise level at the receiver and, in severe cases, deny reception. The NOAA-hosted GPS Critical Infrastructure Timing Study: Usage/Loss Impacts/Backups/Mitigation explains these mechanisms and provides technical examples. Its estimates are study context, not a prediction of the performance of a particular phone, vehicle receiver or future storm.

Interpret the most severe radio-blackout warning correctly

NOAA’s R5 description says: “Complete HF (high frequency) radio blackout on the entire sunlit side of the Earth lasting for a number of hours.” The statement applies specifically to the extreme R5 category. It does not mean that every solar storm causes a complete worldwide radio outage, nor that services outside the affected HF path will fail in the same way.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Geography is a central part of the warning. Radio-blackout effects tied to a flare are described on the sunlit side, while solar-radiation-storm HF effects are described through polar regions. A receiver’s location, the path between stations, frequency, antenna and operating time all matter. Two people using the same model radio can therefore report different results during the same event.

Separate documented risk from assumptions

  • Do not assume every “solar storm” is a geomagnetic storm. Use the R, S or G category in the notice.
  • Do not assume a displayed GPS coordinate is accurate. Verify it when it conflicts with physical evidence.
  • Do not assume one alternate channel is universal. Availability depends on geography, equipment and the event’s effect.
  • Do not treat planning ranges as promises. FEMA’s scenario figures are for federal planning, not a clock that predicts your outage.
  • Do not rely on an old alert. Read the current SWPC validity period and any updates.
  • Do not improvise in regulated operations. Aviation, maritime, emergency and infrastructure procedures take precedence over general consumer advice.

The safest general response is consistent across devices: identify the affected service, verify information through an independent reference, slow down decisions that could create physical risk, and use the procedure written for your role.
