Check your local emergency instructions first. If officials have ordered your area to evacuate, leave immediately using the recommended route. If there is no evacuation order, check your evacuation and flood-risk information, then decide whether your building and household can shelter safely. A hurricane warning means hurricane conditions are expected in the warning area, with tropical-storm-force winds potentially beginning within 36 hours; it is not a guarantee that every address will experience the same winds, flooding, or timing.

What a hurricane warning means

The National Weather Service (NWS) issues a hurricane warning when hurricane conditions are expected in a specified area. In the NWS operational definition, tropical-storm-force winds are expected to begin within 36 hours. That lead time describes the warning area as a whole, not a fixed amount of preparation time for your address. Wind, storm surge, rainfall, flooding and tornado threats can vary substantially within the warning area.

A warning is a call to act, but it is not a universal instruction for every resident to evacuate or to remain at home. Local emergency-management officials decide which zones must leave, which routes are open, and which shelters are operating. Their instructions take priority over a general article, an old forecast, or a social-media post.

Your first actions after the warning

  1. Read the latest local alert. Check your county, city or tribal emergency-management authority and your local NWS office. Look specifically for an evacuation order, your zone designation, storm-surge or flood instructions, road closures, shelter openings and transportation information.
  2. Confirm your location. Use your street address rather than a broad city label. Determine whether the address is in an evacuation zone, a storm-surge risk area, a flood-prone area or another locally designated hazard area.
  3. Make the leave-or-stay decision based on official guidance. If an order applies to your zone, do not wait for conditions to worsen. If no order applies, consider your building, flood exposure, transportation, medical needs and destination before deciding.
  4. Tell everyone in the household the plan. Identify who will make decisions, where you will meet if separated, how you will communicate and which destination you will use.
  5. Keep checking for changes. Orders, routes, shelter capacity and storm forecasts can change. Use official alerts, local radio or television and NOAA Weather Radio when available.

How to decide whether to evacuate or shelter

Use the following factors together. A single fact, such as being outside a forecast area, does not establish that a home is safe.

Question What it means for your decision
Have local officials ordered your zone to evacuate? Leave immediately and follow the designated route. Do not delay for nonessential preparations.
Is your address in a storm-surge, flood or other hazard zone? Prepare to evacuate and follow local instructions even if the wind forecast seems modest.
Is the structure suitable for sheltering? A well-built home outside an evacuation zone may be the safest location when officials have not ordered evacuation. Mobile homes, buildings with known damage and some high-rise situations require specific local advice.
Can you reach a safe destination? Consider a route that officials have designated, a place to stay, fuel or transportation, and whether roads may become impassable.
Does anyone need extra assistance? Account for mobility, medical equipment, medications, children, older adults, disabilities, language needs and pets. Ask local officials about accessible transport and shelters.

If you are uncertain about a building’s safety or your ability to evacuate later, contact local emergency management or emergency services for guidance while communications remain available. Do not wait until rising water, strong winds or closed roads remove your options.

If officials order you to evacuate

The NWS action wording is direct: “Follow instructions issued by local officials. Leave immediately if ordered!” An evacuation order is not a suggestion to monitor for a later decision.

  1. Leave as soon as practical. Use the route and destination identified by officials. Avoid shortcuts through low-lying areas, bridges or roads that authorities have closed.
  2. Take a compact essentials kit. Bring prescription and essential over-the-counter medicines, identification, payment cards and cash, important documents, phones, chargers, a battery or portable power source, several days of food and water, and required medical supplies.
  3. Plan for every passenger. Pack infant supplies, mobility aids, hearing or vision equipment, spare eyeglasses, medications that need temperature control, and comfort items for children or older adults.
  4. Include pets and service animals. Take food, water, medication, leashes, carriers and vaccination records. Confirm in advance that your destination or shelter accepts animals; rules differ by location, and ordinary shelters may not accept pets.
  5. Tell someone where you are going. Share your destination and route with an out-of-area contact. If cellular service becomes unreliable, a written contact card helps household members reconnect.
  6. Do not return early. Wait for officials to say that roads and neighborhoods are safe. Floodwater, downed power lines, structural damage and contaminated water can remain dangerous after the strongest winds end.

If there is no evacuation order

No order does not mean no risk. Check the official evacuation-zone map and local flood guidance, then evaluate the structure and household needs. Storm-surge-risk residents should be prepared to evacuate when officials direct them. A well-built home outside an evacuation zone may be the safest place if authorities have not ordered evacuation, but that assessment does not apply automatically to mobile homes, buildings with questionable construction, areas vulnerable to flooding or people who cannot safely shelter without assistance.

If you choose to remain, finish essential preparations before winds become hazardous. Bring outdoor objects inside or secure them as local officials advise, keep vehicles fueled if evacuation becomes necessary, fill medically required water supplies, and move household members to the planned shelter room before the worst conditions arrive. Never drive through flooded roads; water depth and road damage are difficult to judge from a vehicle.

How to shelter inside

NWS guidance calls for a small interior room, closet or hallway on the lowest level that is not at risk of flooding. Choose a location away from windows, skylights and glass doors, with as many walls as possible between people and the outdoors.

  1. Move everyone, including pets where allowed, to the selected interior space before dangerous winds begin.
  2. Keep a flashlight, battery-powered radio, phone and charging option, medicines, water, shoes and protective clothing within reach.
  3. Stay away from windows and exterior doors. Do not use an open garage or a room with large expanses of glass as your primary shelter.
  4. Remain there while the local threat is active. A temporary lull can occur before conditions worsen again, so do not leave because the wind briefly decreases.
  5. Wait for updated official guidance before leaving the shelter or traveling.

For a high-rise, mobile home or any building with known structural problems, ask local emergency-management officials where occupants should go. Generic shelter advice cannot replace building-specific instructions.

How to monitor reliable updates

Follow your local NWS office and local emergency-management authority through their official channels. Use emergency alerts on your phone, local radio or television and NOAA Weather Radio when possible. Compare any forwarded message or social-media claim with an official update before acting on it. Keep checking after the initial warning because evacuation zones, shelter availability, road conditions and the expected timing can change.

Plan for household-specific needs

Children and older adults

Pack familiar food, required medication, identification and comfort items. Explain the plan in simple terms and identify who will supervise each child or dependent adult during travel and sheltering.

People with disabilities or medical equipment

Arrange accessible transportation before roads become crowded. Carry backup batteries, charging cables, service-animal supplies and written instructions for equipment. Ask local officials which shelters have accessible power, bathrooms and medical support.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Pets

Keep carriers, leashes, food, water, medication and records together. Identify more than one pet-friendly destination because shelter rules and capacity vary.

People who may need language or communications assistance

Save translated instructions or contact information from local authorities, and tell a trusted neighbor or support person how to reach you. Do not assume that one alert format will meet every communication need.

Common mistakes to avoid

  • Waiting for visible danger. Evacuation routes become harder to use as traffic, flooding and wind increase.
  • Treating the 36-hour definition as guaranteed preparation time. It is the NWS warning criterion for expected tropical-storm-force winds in the warning area, not a promise for your address.
  • Assuming no evacuation order means zero danger. Flooding, surge, wind damage and loss of utilities can still occur outside ordered zones.
  • Relying on a single forecast or unofficial post. Use current local instructions and keep monitoring.
  • Leaving pets or medications behind. Put these items in the first-load kit, not on a last-minute checklist.
  • Driving through water or blocked roads. Turn around and follow official detours.
  • Leaving shelter during a quiet period. Wait for confirmation that the threat has passed.

Quick action checklist

  • Read the latest local emergency alert.
  • Determine whether your zone has an evacuation order.
  • Check storm-surge and flood-risk information for your address.
  • If ordered, leave immediately on the designated route.
  • If staying, identify the lowest-level interior room away from glass.
  • Gather at least three days of food, water and medicine per person.
  • Pack documents, cash, flashlights, radio, chargers and household-specific supplies.
  • Arrange transportation, destinations and pet care.
  • Keep monitoring official updates until authorities announce that the threat has passed.
