Act as soon as a flood warning threatens your location. Move to higher ground, follow any evacuation order immediately, and stay out of floodwater whether you are walking or driving. A flash flood can develop in minutes, leaving only seconds to react, so do not wait to judge the depth or watch conditions worsen.

First, identify the alert and your required response

The National Weather Service uses different alert levels. Your response should match the alert, your location, and any instructions from local emergency management.

Alert What it means What to do
Flood Watch Conditions are favorable for flooding; flooding is possible. Prepare, review your route and supplies, and monitor official updates.
Flood Warning Flooding is imminent or occurring. Take action now. Move away from threatened areas and follow local instructions.
Flash Flood Warning A flash flood is imminent or occurring. If you are in a flood-prone area, move immediately to higher ground. Do not wait for water to arrive.
Flood Advisory A nuisance-level event is expected, but conditions can still become dangerous. Use caution, avoid water-covered routes, and continue monitoring updates.

A warning is not a prediction to consider later. It is the signal to carry out the action that protects you. Local emergency-management orders and live National Weather Service alerts take precedence over general guidance because routes, shelters, and warning boundaries vary by community.

What to do in the first few minutes

  1. Check whether your location is threatened. Read the alert area and instructions, and consider whether you are near a stream, drainage channel, low-lying road, shoreline, or other flood-prone place.
  2. Move to higher ground. Go uphill or to an upper level of a sturdy building when flooding threatens. Never enter a drainage channel, culvert, underpass, or storm drain to reach safety.
  3. Follow an evacuation order immediately. Leave by the designated route, not by a route that merely appears shorter on a map.
  4. Take only essential items if you must leave. Bring medications, identification, essential medical equipment, a phone and charger, and critical documents if they are immediately accessible.
  5. Keep receiving official updates. Conditions and road closures can change while you are moving. Use local emergency alerts, radio or television, and, if available, a battery-backed NOAA Weather Radio with a tone alert.

Do not delay to see how deep the water gets, photograph the flooding, or retrieve nonessential belongings. A flash flood can arrive faster than a person can safely relocate.

When should you evacuate?

If officials issue an evacuation order

Leave immediately. The Centers for Disease Control and Prevention states: “Never ignore an evacuation order—authorities will direct you to leave if you are in a low-lying area or within the greatest potential path of rising waters.” Use the designated evacuation route and go to the location named by local authorities, such as a shelter or an approved reception site.

If it can be done without delaying departure, follow official instructions for shutting off utilities and disconnecting appliances. Do not enter a flooded basement or touch electrical equipment in wet conditions to perform those steps. Take essential supplies rather than trying to empty the house.

If no evacuation order has been issued

Continue monitoring official instructions and be ready to move. You may need to leave if your home is damaged, water begins entering, emergency personnel direct you out, or the route to safety is about to close. Do not treat the absence of an order as proof that your particular building or road is safe; warnings can be updated as local conditions change.

Plan for people who need assistance

Households should decide in advance how to transport anyone with a disability, a medical condition, limited mobility, or another support need. Confirm accessible transportation and medication needs before an emergency. If you rely on powered medical equipment, identify a backup power plan and tell local emergency officials what assistance you require.

Can you drive or walk through water that looks shallow?

No. Do not drive onto a flooded road and do not walk through moving water. Water can hide a washed-out road, open manhole, debris, or downed electrical line. Depth and current are difficult to judge from a vehicle or from the roadside.

The National Weather Service notes that fast-moving water less than one foot deep can knock a person off their feet and that about 1½ feet of fast-moving water can flip a vehicle. These figures are not safe-depth limits: a much smaller amount can sweep a child, a person with limited balance, or a vehicle from the road. The practical rule is to stay out and find another route.

The CDC summarizes the driving rule as: “Never drive in flooded areas—turn around, don’t drown!” A road closure, barricade, or emergency worker’s direction is a command to stop, not an obstacle to drive around.

What if your vehicle stalls in rising water?

  1. Stop trying to move the vehicle. Do not restart the engine or attempt to push through deeper water.
  2. Assess the safest exit immediately. If the doors can be opened and the outside path is clear, leave the vehicle and move toward higher ground.
  3. If doors will not open, use another exit if possible. Follow emergency guidance and avoid being pulled into moving water.
  4. Contact emergency services when you can. Give your location, the direction of the current, and the number of people in the vehicle.
  5. Follow rescuers’ instructions. Do not return to the vehicle for possessions.

National Weather Service guidance says to leave a stalled vehicle immediately and seek higher ground when it is safe to do so. Rising water can engulf and carry away a vehicle, even when the initial depth appeared manageable.

What to prepare before flooding begins

Preparation is most effective before a warning arrives. The CDC preparation guidance, updated and reviewed August 24, 2026, emphasizes planning routes, communications, supplies, and support needs.

Make a household plan

  • Choose more than one route to higher ground and identify the official evacuation routes for your area.
  • Write down where local shelters and reception centers are located, including an accessible option if needed.
  • Decide how household members will contact one another if separated. Include an out-of-area contact if local phone networks are overloaded.
  • Arrange transportation for anyone who cannot drive or walk independently.
  • Learn the local warning sounds, text-alert system, and instructions for your building or neighborhood.

Assemble a compact emergency kit

  • First-aid supplies.
  • Bottled water and ready-to-eat food, including a manual can opener for canned food.
  • Flashlights and extra batteries.
  • A phone charger or other backup power source.
  • Prescription medicines and a list of medications, allergies, and medical contacts.
  • Identification, insurance cards, and essential medical records.
  • A battery-backed NOAA Weather Radio, if useful for your area.

Household needs differ. Include infant supplies, mobility aids, hearing or vision equipment, and other items that cannot be replaced quickly. Keep the kit where it can be reached without entering a flooded area.

Protect essential documents

Place IDs, insurance information, medical records, and key contact details in a waterproof pouch or other waterproof material. Keep digital copies in a secure account only as a supplement; a phone may be lost, damaged, or out of power during an evacuation.

Is floodwater dangerous after the rain stops?

Yes. Floodwater and standing water can contain infectious-disease hazards, chemicals, sewage, sharp debris, and hidden holes. Water that looks calm can still be contaminated or electrically dangerous. Keep children away from high water, drainage channels, and storm drains, and do not allow pets or people to play in or drink floodwater.

After the immediate event, wait for official reentry instructions. Public-health authorities may issue separate advice about tap water, food, mold, sewage, and damaged utilities. Do not use tap water for drinking, cooking, brushing teeth, or making ice unless local officials say it is safe or provide a treatment instruction.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Cleaning up after reentry is approved

Use protective equipment recommended by public-health officials. CDC guidance identifies rubber boots and plastic gloves as useful cleanup protection. They reduce contact with contaminated surfaces but do not make active floodwater safe to enter. Avoid electrical equipment until a qualified authority confirms it is safe, and keep children away from cleanup areas.

Common mistakes that turn a warning into an emergency

  • Waiting for visual proof: Water may rise faster than you can leave.
  • Using a familiar shortcut: A normally safe road may be the first one to wash out.
  • Driving around a barricade: The closure may protect against a collapsed roadway or current that is not visible from the car.
  • Walking near moving water: A person can lose footing before the water reaches knee height.
  • Returning for possessions: Phones, documents, and clothing are replaceable; a delayed departure may not be.
  • Assuming the warning ends when rain stops: Upstream runoff can continue raising water levels after local rain has ended.
  • Treating cleanup gear as rescue gear: Boots and gloves are for authorized cleanup, not for crossing floodwater.

What to remember when instructions change

A flood response is a sequence of decisions, not a one-time alert. Recheck the warning area, route status, shelter instructions, and evacuation order whenever an official update arrives. If you are told to leave, leave; if you are told to shelter on higher ground, stay out of water and away from damaged utilities; if authorities restrict reentry, wait until they announce that it is permitted.

The safest default is simple: move away from threatened water, obey the local order, and never enter a flooded road or walkway. Official local instructions determine the route and destination; the National Weather Service and CDC guidance explain why acting early and staying out of floodwater matters.
