If a delivery robot blocks your path, first look for a safe, accessible way around it without entering traffic. Do not push, block, open, disable, or otherwise tamper with the machine. If it is stopped, malfunctioning, or obstructing a sidewalk, curb ramp, or crosswalk, report it through your city’s transportation, public-works, or 311 service. Tell the agency exactly where it is and how the obstruction affects access. Rules and reporting channels differ by jurisdiction.
Cities and statutes may call these machines personal delivery devices (PDDs). The ordinary phrase “delivery robot” is used below.
Use this sequence first
- Check for an accessible route. Look for a path that remains on the sidewalk and does not require stepping into moving traffic, crossing outside a safe crossing point, or climbing a curb. A person who can walk around a robot may still be unable to do so in a wheelchair, with a stroller, or with a visual or mobility impairment.
- Leave the robot alone. The City of Alexandria’s resident guidance says, “Do not attempt to push, block, or tamper with the device.” Do not lift it, shove it into a travel lane, open its compartments, disconnect it, or try to repair it.
- Report an obstruction or malfunction. Use the local 311, transportation, public-works, or right-of-way reporting service when available. The correct channel varies by city. In Alexandria, Virginia, the city directs residents to Alex311 and asks them to use the keyword “personal delivery device.”
- Describe the access impact. Include the exact location, whether the robot is moving or stopped, whether it blocks a curb ramp or crosswalk, and whether a clear accessible alternative exists. These details help the agency distinguish a minor narrowing from a complete barrier.
- Escalate immediate danger or an incident. If the robot creates an immediate collision hazard or someone is injured, use the appropriate local emergency or law-enforcement channel. Do not assume that an operator-reporting deadline applies to pedestrians; such deadlines generally place duties on the operator or other eligible entity.
Why a curb-ramp or crosswalk blockage is serious
Sidewalk width is not the only issue. A robot positioned at a curb ramp can eliminate the only usable connection between the sidewalk and a crossing. A person using a wheelchair may be unable to reach the curb cut even when another pedestrian can walk around the machine. A 2021 Toronto city committee communication described this problem through a reported incident involving a wheelchair user and a delivery robot blocking a curb cut. That account demonstrates the access consequence; it does not establish how often such incidents occur.
The same distinction applies to crosswalks. A robot that merely narrows a broad sidewalk may be passable for some people, while one stopped in the detectable warning area, ramp landing, or crossing path can force a person into traffic or leave no independent route. Treat the location and the available detour—not just the robot’s size—as the important facts.

What to report
Give the reporting agency information it can act on. You do not need to identify the delivery company if you cannot do so safely.
- Location: street address, nearest intersection, building entrance, transit stop, or a clear landmark.
- Position: sidewalk, curb ramp, crosswalk, driveway crossing, or other part of the right of way.
- Status: moving, stationary, repeatedly stopping, displaying an error, or unattended.
- Access effect: narrowed passage, complete blockage, or a need to enter the roadway.
- Detour: whether a safe, level, accessible alternative route is available.
- Time and recurrence: when you observed it and whether the same obstruction has happened repeatedly.
- Immediate risk: near collision, fallen person, blocked emergency path, injury, or property damage.
These are practical details to include in a complaint, not a claim that every reporting form requires every field. Follow the questions shown by your local service and avoid standing in traffic to collect a photograph.
How local rules change the answer
There is no single nationwide rule that makes every delivery robot move immediately or assigns one reporting number to every pedestrian. The examples below illustrate why your city and state matter.

| Jurisdiction or source | What the rule or guidance says | What a pedestrian should take from it |
|---|---|---|
| Alexandria, Virginia | City resident guidance says PDDs should yield to pedestrians, tells residents not to push, block, or tamper with a device, and directs reports about obstructive or malfunctioning devices to Alex311 using “personal delivery device.” | Walk around only if you have a genuinely safe, accessible route; otherwise report the obstruction through Alex311. |
| Florida | Florida Statute §316.2071 says a PDD operating on a sidewalk or crosswalk must not unreasonably interfere with pedestrians or traffic, must yield the right-of-way to pedestrians, and must obey official traffic and pedestrian-control signals. | These are Florida requirements, not a rule for every state. A robot interfering with a pedestrian or ignoring a signal can be relevant information in a local report. |
| Washington | RCW 46.75.020 permits operation on sidewalks and crosswalks, with a limited alternative when a sidewalk is absent or inaccessible. It requires compliance with local right-of-way rules and requires the operator to control or monitor navigation and operation. For covered injury or property-damage incidents, the eligible entity must report to local law enforcement within 48 hours. | The 48-hour requirement is an operator or eligible-entity duty for specified incidents, not a blanket deadline imposed on every pedestrian who sees a blockage. |
| District of Columbia | The District Department of Transportation (DDOT) publishes requirements for permitted operators, including reporting duties for specified injury or property-damage incidents. A 2026 DDOT permit announcement also described disability-interaction field testing. | Use the District’s current transportation or emergency channels for a hazard or incident. Do not treat an operator’s permit obligations as a substitute for your own urgent safety response. |
Local ordinances can add restrictions, define where devices may travel, or provide a dedicated complaint form. A state statute that allows sidewalk operation does not guarantee that a particular placement is lawful or accessible.
Decide whether to go around or report immediately
Use the following decision points rather than assuming every obstruction is the same:
A clear, level detour exists
If you can safely remain on the sidewalk, avoid traffic, and keep a route that works for your mobility needs, walking around may be the quickest option. Alexandria specifically tells residents they may simply walk around a PDD. Do not interpret that advice as requiring a wheelchair user or anyone else to take an unsafe or inaccessible detour.

The robot narrows the path but leaves no accessible route
Do not squeeze through a gap that could catch a mobility aid or force you into the street. Move to a safe waiting point, if one is available, and report the obstruction with the location and access impact. If you are traveling with another person, ask them to make the report while you remain clear of traffic.

A curb ramp, crossing, or traffic signal area is blocked
Treat this as a higher-priority access problem. Note which corner and which ramp or crossing is affected. Do not relocate the robot yourself, even if it appears unattended.
The machine is moving unpredictably or creates immediate danger
Get out of its path and away from traffic first. For a collision, injury, or active hazard, contact the appropriate local emergency or law-enforcement service. Provide the robot’s location and describe the danger; do not attempt to stop it physically.

What not to do
- Do not push, kick, drag, lift, or turn the robot.
- Do not block it with your body, a bicycle, a stroller, or another object.
- Do not open a cargo compartment or remove a package.
- Do not unplug, cover, damage, or attempt to hack its sensors or controls.
- Do not step into a traffic lane simply to get around it.
- Do not assume a robot’s silence means it is abandoned; it may be remotely monitored or moving again.
- Do not confront a delivery worker or operator in the roadway. Put distance and personal safety first.
Tampering can create a second hazard, damage property, interfere with an investigation, or make the robot harder for its operator to recover. The City of Alexandria’s wording is direct: “Do not attempt to push, block, or tamper with the device.”

Some laws place a short reporting deadline on an operator. Washington’s RCW 46.75.020, for example, specifies 48-hour local-law-enforcement reporting for covered injury or property-damage incidents by an eligible entity. DDOT’s permitted-operator rules likewise assign incident-reporting duties to operators. Those provisions explain why an operator may have obligations after a crash; they do not replace your need to seek immediate assistance or make a local complaint.

How to find the right local channel
- Search your city or county government site for “311,” “sidewalk obstruction,” “right-of-way,” “transportation,” or “personal delivery device.”
- If the city has a 311 app or phone service, select the category closest to sidewalk, pedestrian, or public-space obstruction.
- Use the agency’s emergency route instead when there is an active danger, injury, or collision; ordinary 311 queues may not be monitored as an emergency service.
- Keep the confirmation number or screenshot if you need to report that the obstruction remains.
- If the local service rejects the category, submit the same facts to transportation or public works and state that a delivery robot is blocking pedestrian access.
Alexandria’s Alex311 process is a concrete example, not a national template. Other cities may use a transportation department form, a police non-emergency line, or a separate accessibility office.
Questions to answer before submitting a complaint
- Can a wheelchair, mobility scooter, stroller, or person with a visual impairment pass without entering traffic?
- Is the obstruction at a curb ramp, crosswalk, bus stop, driveway, or signal pole?
- Is the robot stopped because of a visible fault, or is it still navigating?
- Is anyone currently at risk of being hit or falling?
- What safe action did you take: walk around, wait, or move to a safe location?
Answering these questions produces a more useful report than simply writing “robot in the way.”
What is known—and not known—about frequency
No quantified, representative statistic establishes how often delivery robots block sidewalks, curb ramps, or crosswalks in the jurisdictions covered here. The Toronto communication is a documented accessibility example, not a prevalence study. Avoid treating one report as evidence that blockages are common everywhere, and avoid dismissing a real access barrier because no national rate has been published.
Key points by situation
| Situation | Immediate choice | Report or emergency action |
|---|---|---|
| Robot narrows a wide sidewalk and an accessible detour is clear | Walk around without entering traffic. | Report if it is malfunctioning, repeatedly obstructive, or unsafe. |
| Robot blocks the only level path or curb ramp | Do not force a passage or move the robot. | Report the exact corner and accessibility impact through the local channel. |
| Robot blocks a crosswalk or signal area | Wait in a safe place; do not cross into traffic to bypass it. | Report the crossing location; use emergency services for an active danger. |
| Collision, injury, or property damage | Get clear and seek help. | Use the appropriate local emergency or law-enforcement route; operator deadlines may be separate. |
The safest response is therefore simple but conditional: use an accessible route only when one truly exists, never manipulate the machine, and report the obstruction through the channel your jurisdiction provides.
