When a data center reaches its available utility capacity, treat it as a constrained-power emergency—not simply as a blackout. Freeze new load, protect life-safety and mission-critical systems, notify the utility and balancing authority, ride through the transition on UPS systems, transfer to tested on-site generation, and shed or relocate flexible workloads. If the constraint will last longer than batteries and fuel reserves, combine efficiency, workload flexibility, storage, generation and grid upgrades.
First, determine what has actually run out
“No more power” can describe several different bottlenecks. The remedy depends on whether the limit is the utility’s import allocation, a transmission or feeder constraint, a site transformer, medium-voltage switchgear, cooling capacity, generator output, fuel inventory or a protection setting. A brief utility interruption and a sustained shortage of available capacity are different operating conditions.
Confirm the limiting element
- Check utility import: Compare real-time demand and the facility’s contracted or approved import limit. Ask the utility whether the restriction is local, temporary, transmission-related or part of a broader system emergency.
- Check the facility path: Verify transformer loading, feeder limits, switchgear ratings, bus-tie status and protection settings. A lightly loaded server floor cannot use capacity that a saturated transformer or feeder cannot deliver.
- Check mechanical and support systems: Cooling plants, pumps, fans, humidification, fire systems and control networks may be the practical limit even when electrical nameplate capacity remains.
- Check generation and fuel: Confirm generator output, paralleling-gear limits, fuel quality, tank level, resupply commitments and any emissions or operating restrictions.
Immediately freeze nonessential deployments and establish a megawatt budget for IT racks, cooling and auxiliary loads. Record the maximum safe import and the minimum load required to keep critical systems stable. Use the facility’s established contacts to notify the utility, balancing authority and emergency-management chain.
Protect critical loads before changing anything else
Use the documented load-priority matrix rather than improvising at the panel. Life-safety systems, fire detection and suppression, environmental monitoring, control systems, networking, storage and mission-critical compute normally receive the highest priority. Keep those systems on the protected bus and verify that their downstream breakers, power-distribution units and network paths are redundant.

What the UPS can and cannot do
UPS batteries respond in milliseconds and bridge the interval while the facility disconnects from the grid and starts local generation. PNNL model documentation describes configurations using diesel or natural-gas engines, automatic transfer schemes and UPS ride-through. A UPS also conditions voltage and frequency, but its battery runtime is usually measured in minutes, not days. It cannot solve a sustained capacity deficit unless the load is reduced or another source is available.
Confirm battery state of charge, bypass status, module health, autonomy at the present load and the time required for generators to start and stabilize. A rack-mounted UPS with replaceable battery modules is useful only when its voltage, VA/kW rating, runtime, bypass arrangement and battery-service plan match the engineered system. A consumer UPS is not a substitute for a data-hall UPS plant.
Transfer to generation and island safely
When utility supply is unavailable or deliberately limited, use automatic transfer equipment and the tested generator-start sequence. Do not manually close breakers or defeat interlocks unless the site’s switching procedure specifically authorizes the action and qualified electrical personnel are present.

Execution checklist
- Announce the constrained-power event to the control room and incident commander.
- Confirm that UPS systems are carrying the protected bus and that no unexpected bypass is active.
- Verify generator permissives, fuel valves, ventilation, cooling, starting batteries and control power.
- Start generators according to the documented sequence; allow voltage and frequency to stabilize.
- Transfer loads in the approved order, watching phase balance, harmonics, breaker status and cooling response.
- Confirm that parallel generators share load correctly and that reserve capacity remains for motor starts or a failed unit.
- Record transfer times, alarms, fuel use and any load that failed to start.
Uptime Institute reports that UPS, transfer-switch and generator faults are among the most common power-related outage mechanisms. Its guidance emphasizes documented procedures, testing, utility coordination and review of fuel storage and resupply. A system that starts successfully during a monthly test may still fail during a prolonged event if fuel logistics, controls or transfer equipment are neglected.
Engine operation and permits
The U.S. Environmental Protection Agency’s May 1, 2025 clarification says certain qualifying stationary emergency engines may operate for up to 50 hours per year in non-emergency conditions. That is not a blanket exemption. Engineers must verify the engine’s classification, permit language, local air rules, fuel limits, testing requirements and the exact conditions that qualify as an emergency. Keep environmental compliance staff and regulators in the response plan.
Reduce or move flexible demand
Once critical loads are stable, release capacity in the order defined by the priority matrix. The fastest relief often comes from software and operating changes rather than construction.

Immediate load-shedding actions
- Pause noncritical batch processing, analytics and backup jobs.
- Defer model training, rendering and other scheduled high-density workloads.
- Migrate stateless services, replicas or queued work to another region or facility.
- Use server power-management controls, including approved low-power or deep-sleep states.
- Raise temperature setpoints only within the data center’s approved thermal envelope and manufacturer limits.
- Disable redundant test environments and nonproduction clusters after confirming that they cannot affect recovery or security.
Every action needs a service-level agreement check. A workload that appears movable may have data-residency, latency, licensing, dependency or recovery-time constraints. Maintain a preapproved list of jobs that can be paused, migrated or throttled, with owners and rollback steps.

Demand-response enrollment can convert flexible demand into a dependable operating resource. Define the maximum shed in megawatts, the response time, the event duration, the number of events allowed and the process for restoring load. Test the controls under realistic conditions; an automated command that overloads cooling or causes a synchronized restart is not genuine flexibility.
A California Energy Commission project combined deep-sleep and dynamic-voltage/frequency controls, workload scheduling and load migration with ancillary-service participation. Its published estimate was 1,342 GWh of annual savings, $163 million in cost reduction and 596,114 metric tons of emissions reduction if all California data centers adopted the three technologies. Those figures are a project estimate for statewide adoption, not a guaranteed result for an individual facility.

Choose a sustained solution when the shortage will outlast backup
If the utility constraint will continue beyond UPS autonomy and available generator fuel, select a portfolio rather than a single device. Compare each option by deliverable MW, stored MWh, response time, ride-through duration, availability target, fuel security, emissions, interconnection lead time, workload flexibility, cost and regulatory exposure.
| Option | Strength | Limits and required controls |
|---|---|---|
| UPS | Millisecond response, power-quality support and short ride-through | Usually minutes of runtime; batteries age, require replacement and can fail or be bypassed. |
| Standby generation | Hours to days of duration when fuel is available | Requires fuel logistics, emissions permits, black-start and islanding controls, and regular transfer-switch testing. |
| Battery storage | Very fast response and dispatchable MWh without an engine start | Duration is limited by energy capacity; systems require thermal management, degradation planning, fire-code compliance, market controls and interconnection approval. |
| Efficiency and workload flexibility | Often the fastest way to free capacity without new electrical construction | Bounded by service-level agreements, application design, latency, data movement and customer commitments. |
| New utility supply or transmission | Durable capacity for long-term expansion | Usually the longest schedule and greatest permitting, interconnection and construction uncertainty. |
On-site generation and storage can shorten the path to additional power and improve resilience, but they add fuel, emissions, protection, fire-safety, controls and operating complexity. Treat them as engineered infrastructure, not plug-in capacity.

1Clear out junk files and repair common Windows errors2Fix the driver behind crashes, sound loss and screen glitches3Repair Windows errors before they cause bigger problemsHow to add data-center load when the grid is full
Start with a staged load plan
- Define the envelope: Set an import cap and a separate cap for each electrical and cooling subsystem.
- Deploy in blocks: Add racks or halls only when the next block has firm power, cooling, protection and commissioning capacity.
- Use interruptible capacity: Classify workloads that can be curtailed during grid events and contract their operating requirements explicitly.
- Coordinate interconnection early: Ask the utility and balancing authority about feeder studies, transmission constraints, required protection, telemetry and energization milestones.
- Pair new load with flexibility: Schedule intensive jobs during lower-demand periods, retain migration capability and reserve storage or generation for contingencies.
New generation does not automatically create permission to export or import power. Interconnection studies may require short-circuit analysis, protection changes, telemetry, power-quality equipment and operating agreements. A microgrid that islands incorrectly can endanger utility workers and damage equipment.

Why power availability is tightening
FERC’s 2025 Summer Assessment says reserve margins are tightening as generation retires while hyperscale data-center demand rises. It identifies greater exposure during high demand, low renewable output, wildfire conditions and transfer constraints. FERC’s 2024 State of the Markets release reported 2.8% electricity-demand growth across organized regional markets and 2,289 GW of capacity in interconnection queues at the end of 2024.
The U.S. Department of Energy and Lawrence Berkeley National Laboratory estimate that data centers used about 4.4% of total U.S. electricity in 2023 and could use approximately 6.7% to 12% by 2028. DOE also cites an EPRI estimate of up to 9% of U.S. electricity generation annually by 2030. These are national forecasts, not a load projection for a particular campus.
FERC Chairman Mark Christie summarized the system problem in the March 20, 2025 State of the Markets report: “The combination of rapidly increasing electricity demand, driven by hyperscale customers such as data centers, paired with the alarming rate of base load generation retirements and lack of new dispatchable generation, is not sustainable and must be addressed.”

Build a response program that survives the next event
Test the complete chain
- Run black-start and transfer tests under realistic load, not only unloaded generator tests.
- Verify UPS autonomy at measured, current loads and at the highest expected temperature.
- Exercise fuel contracts, delivery routes, storage turnover and emergency access.
- Test workload-shedding and migration automation, including restoration and data-consistency checks.
- Review alarm routing, control-network independence and manual fallback procedures.
- Invite the utility, balancing authority, fire service, fuel supplier and equipment vendors to appropriate exercises.
Track the right operating metrics
Maintain a live view of utility import, generator output, UPS state of charge, available fuel hours, cooling headroom, shed-ready megawatts, migration capacity and the time needed to restore each workload class. Report both electrical and thermal margins; an electrical reserve that cannot be cooled is not usable capacity.
Uptime Institute’s 2025 survey found that one in ten impactful outages still caused serious or severe disruption. Its research director Andy Lawrence described the challenge as anticipating multiple technological changes, planning expansion despite major power constraints and preparing for unpredictable AI workload demand. That combination makes capacity planning a continuing operating discipline rather than a one-time construction decision.
The practical decision rule
Use UPS systems to bridge time, generators or storage to extend time, and workload flexibility to reduce the amount of power you need. For a short event, stabilize and transfer. For a prolonged constraint, shed or move demand while securing fuel and approvals. For permanent growth, combine efficiency, flexible workloads, storage or generation with utility and transmission planning. Electrical protection, islanding, fuel, emissions, fire safety and interconnection work require qualified professionals and site-specific engineering.
