If a credit card processor freezes your money or closes your merchant account, do not assume the balance is lost or that it must be released on a universal schedule. First identify the exact restriction named in the notice, preserve the notice and your records, and ask the processor in writing which funds are affected, why, what documents are required, and when the account will be reviewed. Respond to any chargeback request before its deadline, then follow the agreement’s payout, reserve and dispute procedures. The guidance below uses U.S. processor terms; your contract, account type, state and country can change the result.
Start with the notice, not assumptions
“Frozen funds” is an informal description, not a single legal or operational status. A processor may be holding one transaction, placing a rolling reserve on the account, delaying a payout because of a chargeback, limiting account access during an investigation, or terminating the account. Each status has different documents, review dates and release mechanics.
Classify what happened

Save the exact email, dashboard message, date, account identifier, affected balance and transaction list. Take dated screenshots before a message disappears or changes. Do not rely on a phone agent’s summary when the written notice says something different.
Protect your evidence and cash position in the first 24 hours
Create a complete case file
- The notice and every follow-up message, including attachment names.
- The agreement and fee schedule that governed the account on the date of the transactions, with the version date or a dated copy.
- Payout reports, bank deposits, refunds, invoices, order records and transaction IDs.
- Proof of shipment, delivery confirmation, service completion or customer acceptance.
- Customer emails, chat records and refund communications relevant to disputed payments.
- Identity, business-registration and bank-account verification documents already requested by the processor.
- A contact log showing the date, channel, representative, case number, promise and next deadline.
Keep originals read-only and work from copies. Send only the records requested for the stated matter. Never send passwords, one-time codes, full card numbers or unrelated personal data.

Reconcile the amount that is actually at risk
Compare the processor’s stated hold with your own ledger. Separate completed payouts, pending transactions, refunds owed to customers, open chargebacks, processor fees and the reserve balance. A headline account balance can include money that was never eligible for immediate payout. This reconciliation gives you a defensible number when you ask for a release schedule and prevents you from promising customers money that is still restricted.
Stabilize operations without making the situation worse
Pause new activity that could create additional disputes until you understand the restriction. Keep fulfilling orders you can complete, communicate honestly with affected customers, and issue lawful refunds where appropriate. Do not alter invoices, backdate shipment records or describe a payment as delivered when it was not. Any new payment relationship will have its own underwriting and disclosure requirements; opening another account is not a guaranteed fix for the current hold.
Read the controlling agreement alongside the notice
Processor help pages are general explanations. The agreement, its incorporated payment terms and the version applicable to your account control the contractual process. Check the sections headed reserve, access to proceeds, chargebacks, payout timing, termination, investigation, fees and dispute resolution. Confirm the governing country or state and whether the account is for an individual, sole proprietor or company.
For example, Stripe describes a reserve as “a temporary hold on a portion of a business’s funds for a predetermined period of time.” Its support guidance says a reserve notice states the amount or percentage and period, and that an appeal may be possible depending on the account’s risk profile. Those statements describe Stripe’s process, not a universal right to an appeal or a maximum hold for every processor.

Stripe’s service terms also allow reserve terms to change when it perceives a change in risk or a financial provider requires it. Depending on the agreement, reserve funding can come from transaction funds, money you provide or a debit to an associated bank account. Treat those as contractual powers to examine against your signed terms, not as a conclusion that a particular debit is lawful.
Send one precise written request
Use an authenticated dashboard message or the support channel named in the notice. Keep the tone factual and ask for a written answer to each item:
- What exact status applies: transaction hold, reserve, limitation, investigation, chargeback withholding or termination?
- Which transactions, payouts and dollar amounts are restricted?
- What clause or policy authorizes the action, and which agreement version governs?
- What triggered it: a verification issue, unusual volume, dispute, refund exposure, prohibited activity concern or another reason?
- What documents are required, in what format, and by what deadline?
- Is processing still enabled, and are refunds or withdrawals available?
- For a reserve, what percentage or fixed amount, start date, end date or rolling interval applies?
- How much is being held for fees, refunds or chargebacks separately from the reserve?
- What is the next review date, expected payout schedule and condition for release?
- How do you request reconsideration, appeal or a formal contract dispute review?
Ask the processor to identify the case number and the person or team responsible for the review. A written response that says only “risk decision” is not enough to plan cash flow; request the operational details the agreement permits it to disclose.
Submit the records that resolve the stated risk
Match each document to the processor’s request. For a fulfillment question, provide the invoice, order confirmation, tracking record and delivery or service-completion evidence. For a refund question, provide the refund receipt and the customer communication. For identity or banking verification, submit current business and account documents through the processor’s secure upload path.

Use a short index that names each file, transaction ID and date. Redact information the processor did not request, while leaving enough detail to match the record to the transaction. Keep a copy of the exact submission and confirmation timestamp. If a document is unavailable, say why and offer an alternative record rather than sending an altered or speculative substitute.
Understand the provider-specific timelines
There is no industry-wide number of days after which every processor must release money. The following figures are provider-specific terms or guidance, not guarantees for another account.

Record the date from which a stated period runs. A rolling reserve releases portions on a schedule while replacing them with newer retained funds; it is not the same as a single hold that ends once. A dispute-related hold can also outlast a normal payout cycle because the underlying claim remains unresolved.

A chargeback is not merely another customer-service complaint. It involves the customer’s bank, your processor, card networks and other parties, and the evidence window can close while a general account review is still open. Square states: “Chargebacks are time sensitive and can involve many parties (you, your bank, your customer, their bank, card brands, etc.), so we need you to contest chargebacks quickly and diligently.”

- Open the individual chargeback record and record its response deadline, reason code, amount and transaction ID.
- Map the reason code to evidence: authorization, delivery, cancellation policy, refund, duplicate processing or another stated basis.
- Submit a concise chronology with the relevant invoice, customer communications, delivery proof and refund record.
- Confirm the upload succeeded and retain the submission receipt.
- Monitor for requests for additional information and answer them before the deadline.
Square’s U.S. payment terms warn that late or insufficient documentation can make a chargeback irreversible. Do not wait for the broader account investigation to finish before answering a dispute.

Closure stops or limits future processing; it does not automatically decide when every dollar becomes available. The agreement may allow deductions for fees, refunds and chargebacks, maintain a reserve, or delay payment while an investigation is pending. Ask for a closing statement that lists gross balance, deductions, restricted amount, payout method and each expected release date.
Download transaction and tax records before access is removed. Confirm the bank account for any payout through the processor’s authenticated process, and watch for failed deposits or requests to re-verify ownership. Continue servicing customers and handling refunds according to your legal and contractual duties even if the dashboard is read-only.

Escalate proportionately
Use the contract’s internal path first
Follow the agreement’s complaint, reconsideration, appeal or dispute-resolution procedure exactly. Attach the earlier notice, your document index, submission timestamps and reconciliation. Avoid sending multiple contradictory narratives through different channels; consistency makes it easier to identify what remains unresolved.
Consider legal advice for a material or prolonged hold
A qualified attorney familiar with merchant-processing agreements can assess the contract, governing law, reserve language and available dispute procedure when the balance is substantial, the explanation remains unclear or the stated release date has passed. Counsel cannot be promised to compel an immediate payout, and legal remedies differ by jurisdiction. The sources cited here do not establish a universal regulator complaint route or universal merchant right to release.
Before meeting counsel, assemble the agreement version, notice, account ledger, chargeback files, processor correspondence, bank statements showing missed payouts and your estimate of business impact. This usually produces a more useful review than a general allegation that the money was “frozen.”
Build a prevention and continuity checklist
- Review your processor’s reserve, chargeback, payout and termination clauses before changing products or sales channels.
- Keep fulfillment, refund and customer-contact records linked to transaction IDs for the period required by your business and tax obligations.
- Monitor dispute rates, refund spikes and sudden changes in sales volume so you can explain anomalies early.
- Maintain enough operating cash to cover refunds, payroll and suppliers if a payout cycle is interrupted.
- Keep a current business identity and bank-verification file ready for secure submission.
- Give customers clear delivery times and refund terms that match what you can actually perform.
- Document any change in business model, product category, average ticket or sales geography before volume changes make it look unexplained.
When comparing a future processor, evaluate restriction notice quality, review dates, release mechanics, chargeback response tools, reserve formulas, closure payouts, governing region and dispute procedures—not just transaction fees. A lower advertised rate does not compensate for terms you cannot operate under.
The Bottom Line
Identify the exact hold, preserve every record, ask for a written contractual explanation and release schedule, and meet every chargeback deadline. Provider timelines are account- and agreement-specific; if a material balance remains held after the stated review date, use the contract’s escalation path and obtain local legal advice.
