Start with power, connections, and a working outlet, then test the Chromebook after every change. If it still will not start, use the least destructive reset that matches the symptom. A hardware reset is different from a factory reset, and ChromeOS recovery is more consequential still: recovery reinstalls the operating system and permanently erases local files.

Identify which failure you are seeing

“Won’t turn on” and “keeps restarting” are different symptoms, even though they can look similar. A Chromebook that shows no sign of charging or a startup screen needs power checks first. A Chromebook that reaches startup and then turns off repeatedly follows Google’s repeated-restart troubleshooting path. The title alone cannot establish whether the cause is the charger, battery, display, a user profile, or the ChromeOS installation, so work from observable behavior rather than guessing at a failed part.

  • No power or no charging: there is no usable startup screen, or the battery does not appear to charge.
  • Repeated boot cycle: the Chromebook turns off and back on over and over, sometimes before you can sign in.
  • Starts but reports an operating-system error: you can sign in or reach the desktop, but ChromeOS displays an error that may require a restart, reset, or recovery.

Use the sequence below and test the device after each step. Stop when the symptom is gone; do not perform a destructive reset merely because it is available.

When a Chromebook won’t turn on or won’t charge

1. Verify the outlet and every power connection

  1. Plug the Chromebook into a known-working wall outlet.
  2. Firmly connect the charger or power adapter to the Chromebook and to the wall. If the charger has a detachable cable or adapter, check both ends.
  3. Look for the Chromebook’s charging indicator. The light’s color and behavior vary by model, so treat it as an indication that power is being received, not as a diagnosis.
  4. If the outlet is controlled by a switch or power strip, make sure it is switched on. Test another outlet if there is any doubt.

If the Chromebook appears to be charging, leave it connected for at least 30 minutes before trying to start it. Google Chromebook Help gives the same minimum interval for the covered “won’t charge” cases. This is an operational instruction, not a guarantee that a battery or adapter is healthy.

In addition, the design of the external flash drive enables it to be quickly recognized by the system after being inserted into the computer. (NOTE: Please check if your device has a USB-A port before purchasing. If not, a USB-C hub is needed.)
  • FAT32 format: The default system format for 8GB flash drive is FAT32. FAT32 USB flash drive is widely applicable, such as in televisions, DVD players, vehicles, printers, embroidery machines, etc. Be patient if you have problems with system recognition. It may take some time for initial recognition, but it will happen.

2. Reconnect the charger in the recommended order

When charging still does not appear to work, disconnect the charger at both the Chromebook and wall ends. Reconnect it to the Chromebook first and then to the wall, and allow at least 30 minutes of charging before testing again. This removes a loose or incomplete connection from the list of possibilities without opening the computer or changing its software.

If there is still no charging indication or startup response after these checks, avoid buying a replacement part based only on the symptom. The correct adapter and repair path depend on the exact model. Continue with the non-destructive restart step only if the Chromebook can reach a usable screen; otherwise move to model-specific manufacturer support after the reset guidance below.

Try a normal power cycle when the Chromebook can respond

If you can sign in and ChromeOS reports an operating-system error, turn the Chromebook off and back on normally before attempting a factory reset or recovery. A normal power cycle is the lowest-risk software action in this situation and does not intentionally erase local files.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Use the Chromebook’s ordinary shutdown control, wait until it has fully powered off, and then press the Power button once. If it starts normally, reproduce the original action that caused the error. If the restart loop returns, do not keep cycling it indefinitely; proceed to Diagnostics and the recovery guidance.

Use a hardware reset only after power checks fail

Most clamshell Chromebooks

For most Chromebook models, Google’s hardware-reset sequence is:

  1. Turn the Chromebook off.
  2. Press and hold Refresh.
  3. While holding Refresh, tap Power.
  4. Release Refresh when the Chromebook starts.

A hardware reset is not the same as ChromeOS recovery. It resets hardware components so the device can start again, but Google warns that it might delete some files in the Downloads folder. Save anything important elsewhere first if the Chromebook can still be used.

Tablets and device-specific variants

Chromebook tablets use a different button combination, and Google lists other model-specific variants. If the Refresh-plus-Power sequence does not apply, do not improvise with random key combinations. Check the manufacturer’s instructions for the exact model. The model matters because keyboard layout, tablet controls, and reset behavior are not identical across the Chromebook range.

What to do when the Chromebook turns off, then back on, over and over again

Google’s troubleshooting guidance explicitly points persistent restart loops toward Chromebook recovery. Before recovery, use the built-in Diagnostics tools when you can reach them. Google mentions Diagnostics for investigating memory in repeated-restart cases. For charging trouble, Diagnostics can also help with battery troubleshooting. Treat the results as information for the next decision, not as permission to replace an unverified component.

  • LED Indicator: The end of the USB storage flash drive is designed with an indicator. The LED indicator lights up when you plug the zip drive usb into the devices, the light blinks while write/read activities are in process. In this case, do not remove the USB drive pack. Otherwise, data integrity and the service life of the USB drives are affected.

Work through the restart path

  1. Complete the outlet, charger, and charging-time checks.
  2. If the Chromebook can sign in, perform one normal shutdown and restart.
  3. If it remains usable long enough, open Diagnostics and examine the memory information for the restart problem. Use the battery-related Diagnostics information when charging is the symptom.
  4. If the loop continues, prepare for ChromeOS recovery, taking the data-loss warning below seriously.

A restart loop that prevents sign-in may leave no opportunity to back up local files or run Diagnostics. In that case, record the exact point at which it restarts and any error text or indicator-light behavior. Give those details to the manufacturer if recovery is not possible or does not solve the problem.

Factory reset and ChromeOS recovery are different

Both operations remove local information, but they address different layers of the Chromebook. Choosing the wrong one can erase data without fixing the underlying issue.

Action What it changes Local-data impact Typical use in this decision flow Equipment
Power and charging checks Verifies the external power path None First step for no power or charging symptoms Working outlet and compatible charger
Normal power cycle Shuts down and starts ChromeOS normally Does not intentionally erase files OS error when you can sign in None
Hardware reset Resets hardware controls so the device can start Google warns that some Downloads files might be deleted After less-invasive checks fail None, but the button sequence is model-dependent
Factory reset (Powerwash) Removes local user data, settings, and apps Erases local data, including Downloads User-profile or settings problems after trying a hardware reset None, although a backup destination is strongly recommended
ChromeOS recovery Removes and reinstalls ChromeOS Permanently erases files on the Chromebook’s hard drive Persistent restart loops or a damaged operating-system installation Internet recovery on supported newer models, or an 8 GB-or-larger USB drive plus another computer with Chrome

Back up files before either a factory reset or recovery whenever the Chromebook can stay on long enough to do so. Cloud-synced data may be available after you sign in again, but files stored only in local folders are not automatically protected by that fact.

Understand ChromeOS recovery before you start

Recovery is the most consequential software step in this guide. Google Chromebook Help states: “Recovery permanently erases everything on your Chromebook’s hard drive, even your downloaded files.” That includes local files that have not been copied elsewhere. Recovery removes and reinstalls ChromeOS; it is not merely a restart and it is not the same as Powerwash.

Internet recovery

Some newer Chromebooks offer recovery over the internet. If your model presents that option, follow its on-screen instructions and keep the device connected to power. Availability depends on the Chromebook model, so do not assume that every device has this route.

USB recovery

The USB method requires all of the following:

  • A USB flash drive with capacity of at least 8 GB.
  • Another working Chromebook, or a Windows or Mac computer with Chrome, to create the recovery media.
  • Permission to erase the USB drive’s existing contents. Creating recovery media reformats that drive.

Use a USB drive whose contents you can lose. A USB drive is unnecessary when the Chromebook supports internet recovery, but the USB route is the fallback when that option is unavailable or cannot complete.

Recovery procedure and data checks

  1. Back up any local files that are still accessible.
  2. Confirm whether the Chromebook offers internet recovery. If it does, use that option and follow the displayed steps.
  3. If USB recovery is required, move any files off the 8 GB-or-larger drive before creating the media.
  4. Use another Chromebook or a Windows or Mac computer running Chrome to create the recovery media.
  5. Start the affected Chromebook in its recovery process and select the created media when prompted.
  6. Allow ChromeOS to be removed and reinstalled, then complete setup and test whether the restart or power symptom has stopped.

The exact key combination and screen labels for entering recovery can vary by model. Use Google’s current recovery instructions and the manufacturer’s model guidance rather than applying a sequence from a different Chromebook.

When a factory reset (Powerwash) is the appropriate branch

A factory reset, also called Powerwash, erases local user data, including downloaded files, settings, and apps. Google describes it as a possible response to user-profile or settings problems and recommends trying a hardware reset first in that flow. It does not reinstall ChromeOS, so it should not be treated as a substitute for recovery when the operating system itself is damaged or the device repeatedly restarts before sign-in.

  • Store more with capacities up to 8GB (1 gigabyte (GB) = 1 billion bytes. Some capacity not available for data storage.)

Back up local files before starting. If the Chromebook is managed by a school or employer, the administrator may control reset and enrollment behavior; contact that organization before removing the local profile. Follow the current on-screen Powerwash instructions for your ChromeOS version, then test the Chromebook before restoring extensions or apps that could recreate a settings problem.

Know when to stop troubleshooting and contact the manufacturer

Contact the Chromebook manufacturer when the official power, restart, reset, Diagnostics, and recovery steps do not fix the issue, or when the device cannot complete those steps. Google directs owners to the manufacturer for continuing problems because the correct support route depends on the brand and model.

Have these details ready:

  • Exact model and, if available, the serial number.
  • Whether a charging indicator appears and how it behaves.
  • Whether the display stays blank, reaches the sign-in screen, or shows an error.
  • Whether the Chromebook was recently dropped, exposed to liquid, or connected to a different charger.
  • Which steps you completed and whether the device could charge for at least 30 minutes.
  • Whether it is personally owned or administrator-managed.

Do not prescribe a battery, display, motherboard, or charger replacement from the generic symptom alone. A model-specific inspection is safer than opening the Chromebook or installing an incompatible part.

A concise decision checklist

  • No light or startup: verify the outlet and both charger connections, then allow the Chromebook to charge for at least 30 minutes.
  • Can reach ChromeOS: try one normal shutdown and restart before destructive operations.
  • Still failing: use the Refresh-plus-Power hardware reset only when it matches the model, remembering the warning about possible Downloads loss.
  • Repeated boot loop: use Diagnostics for memory when accessible and follow the recovery path.
  • Profile or settings issue: consider Powerwash only after a backup and after trying the hardware reset.
  • Operating-system recovery: back up first; recovery permanently erases local files and needs either supported internet recovery or an 8 GB-or-larger USB drive and another computer with Chrome.
  • Nothing resolves it: provide the model and observed symptoms to the manufacturer rather than guessing at a repair.
