A cable tester that reports “good” usually confirms only continuity and wire order. It does not measure internet throughput, the Ethernet link speed negotiated by your devices, router performance, Wi-Fi conditions, congestion, or the quality of your ISP connection. Use a wired speed baseline, test directly from the modem, inspect the speed of every link, and then isolate Wi-Fi or contact your ISP.

What a “good” cable-test result actually proves

Most inexpensive cable testers send a low-voltage signal through each conductor and check whether the wires are connected in the expected order. A pass tells you that the conductors and contacts form a complete path at the time of the test. It does not certify the cable’s category, its ability to sustain a particular Ethernet rate, or the performance of the internet service beyond it.

That is why a cable can pass a continuity or wire-map test and still be part of a slow connection. The cable may be an older category, a connector may make marginal contact under load, or another component in the path may negotiate only 100 or 10 Mbps. A tester also cannot detect a slow modem, an overloaded router, wireless interference, ISP congestion, or a service plan that is slower than expected.

Treat the tester result as one narrow check: the cable is not obviously open or miswired. Continue with the network tests below before replacing equipment.

Start with a reliable wired baseline

Test the affected computer over Ethernet

  1. Connect the computer to the router with Ethernet, temporarily avoiding Wi-Fi, mesh satellites, powerline adapters, and unnecessary switches.
  2. Run a reputable speed test and record download speed, upload speed, and latency. Note the time and whether other people or devices are using the connection.
  3. Repeat the test several times. Ofcom advises checking at different times because speeds can vary by day and time. Record a second set when the connection feels slow rather than relying on one result.

Latency matters separately from throughput. A connection can show an acceptable download result yet feel unresponsive in calls, games, remote desktops, or other live services because delay or variation in delay is high. Keep the latency result with your speed readings.

Compare the result with the service you pay for

Use the plan’s advertised or contracted rate as a reference, not as a guarantee that every test will match it. A computer, Ethernet adapter, router port, switch, or cable can impose a lower local limit. The purpose of this first test is to establish whether the slowdown is reproducible on a wired device and to create a number you can compare after each change.

Bypass the router to separate local equipment from the ISP

Run the direct-to-modem test

  1. Disconnect the router from the modem or gateway.
  2. Connect the computer directly to the modem or gateway with Ethernet.
  3. Allow the modem or gateway to finish coming online, then run the same wired speed test and record download, upload, and latency.
  4. Reconnect the router after testing so your normal network is protected and all household devices can reconnect.

This comparison is the quickest way to divide the problem. TP-Link, NETGEAR, and AmpliFi all use a direct connection as a diagnostic boundary: the modem-facing test removes the router, its settings, and most of the local network from the path.

Direct-to-modem result Most likely area What to investigate next
Still slow ISP, modem or gateway, service line, congestion, provisioning, or plan limit Check equipment ratings and reboot in the order below, then contact the ISP with your wired results.
Fast, while router-connected Ethernet is slow Router, WAN port, LAN port, switch, splitter, configuration, or local cable path Check negotiated speeds and every intermediate component; try another rated port and patch cable.
Fast on Ethernet but slow on Wi-Fi Wireless conditions or client capability Run the Wi-Fi checks in the dedicated section rather than replacing the broadband line.

If the modem requires a login, special VLAN setting, or a device registration step, a direct test may not come online in the same way as the router. In that case, ask the ISP how to perform an approved direct test instead of changing settings blindly.

Check the negotiated speed of every link

Your internet path is limited by its slowest active component. Inspect the Ethernet adapter’s current link speed in the computer’s network status, then check the ratings printed on or specified for the modem or gateway, router WAN and LAN ports, switches, splitters, and any USB-to-Ethernet adapter.

Component or observation Why it matters Action
Computer link shows 10 or 100 Mbps when the plan is faster The adapter, cable, port, or negotiation on that segment is limiting the connection. Try another router port and a known-good Cat5e or Cat6 patch cable; verify the adapter’s capability.
Router WAN port is rated only 100 Mbps A faster modem service cannot pass through that port at full rate. TP-Link warns that a 100 Mbps port caps a faster plan. Use a gigabit-capable WAN port or replace the limiting router.
Router or switch has mixed 10/100/1000 Mbps ports Connecting through a 10 or 100 Mbps port creates a lower ceiling even if another port is gigabit-capable. Move the cable to a port rated for the target speed and retest.
USB or built-in network adapter has a lower rating The computer cannot negotiate above the adapter’s limit. Check the adapter specification and use a suitably rated replacement if necessary.
Splitter, wall jack, or intermediate patch panel is unverified Any intermediate segment can negotiate below the desired rate or intermittently drop packets. Temporarily remove the intermediate part and test with one short patch cable.

Google’s Nest Wifi guidance documents 10/100/1000 Mbps Ethernet classes and recommends Cat5e or Cat6 for connections above 100 Mbps. That recommendation is about the capability of the local Ethernet path; it does not promise that your ISP will deliver a particular internet speed.

Replace the cable only when the evidence points to it

Use a known-good cable of the right category

Swap in a short, undamaged Cat5e or Cat6 patch cable that is known to work at the speed you need. NETGEAR notes that an older Cat5 cable can limit a gigabit connection to 100 Mbps. A continuity tester can still pass that cable because all conductors are connected even though the cable’s category or the resulting negotiation is insufficient for a gigabit link.

Inspect both plugs for broken locking tabs, bent contacts, contamination, or a latch that does not seat firmly. Look for crushed sections, sharp kinks, and pull damage. A cable that works when held in one position but drops speed when moved should be replaced, even if a static tester pass is repeatable.

Retest after each physical change

Change one item at a time: cable, router port, switch bypass, or adapter. Repeat the same wired speed test and record the negotiated link speed. If replacing the cable changes a 100 Mbps link to 1000 Mbps and the speed test rises accordingly, the original cable or its termination was the limiting segment. If neither value changes, continue to the next component instead of repeatedly testing the same cable.

Separate Wi-Fi limitations from an internet-line fault

When Ethernet is fast but a wireless test is slow, the broadband line is not automatically at fault. Ofcom states that a slow Wi-Fi test does not always indicate a problem with the broadband line. Distance from the router, walls, nearby interference, the router’s radio, the client device, and the supported Wi-Fi generation can all change the result.

Use controlled Wi-Fi comparisons

  • Run a test in the same room and close to the router, then compare it with the normal location.
  • Test the affected device separately from another device. A single older client can have a lower wireless capability than the router.
  • Compare the available Wi-Fi bands on the router and client. Keep the device on the band that provides a stable result in its location rather than assuming one band is always faster.
  • Temporarily reduce physical obstacles and sources of radio interference, then repeat the test.
  • Compare wireless results with the wired baseline taken at the same time.

If the near-router result is also poor while Ethernet remains fast, investigate the router’s wireless configuration or hardware. If every wired test, including the direct-to-modem test, is poor, Wi-Fi is not the primary cause.

Restart in the correct order and verify the ports

Check the physical connections first

Microsoft advises confirming that the Ethernet cable is in the correct router port, not the Internet/WAN port intended for the modem-to-router connection. Verify that the modem cable is in the router’s WAN or Internet port and that the computer or switch is connected to a LAN port. A misplaced cable can leave a link active while preventing the expected network path.

Power-cycle modem, then router

  1. Unplug the modem or gateway and the router from power.
  2. Wait at least about 30 seconds before reconnecting, following Microsoft’s restart procedure.
  3. Reconnect the modem or gateway first. Wait for its normal online indicators and for it to complete synchronization.
  4. Reconnect the router, as TP-Link recommends, and wait for it to obtain service from the modem.
  5. Run the same wired test and note whether the negotiated link and throughput changed.

Restarting can clear a temporary negotiation or software state, but it cannot turn a 100 Mbps port into a gigabit port or repair an ISP line fault. If the result is unchanged, return to the component comparison rather than repeating power cycles.

Use the symptoms to choose the next action

Observed pattern Best next action
All wired devices are slow, including direct to the modem Check modem and service ratings, reboot once in the stated order, then ask the ISP about outages, congestion, provisioning, plan limits, or a line fault.
Direct modem test is fast; router-connected tests are slow Inspect the router WAN port, LAN port, switch, splitter, configuration, and negotiated link speeds. Test without each intermediate device.
Only one computer is slow over Ethernet Check that computer’s adapter capability, link speed, cable, and port. Test another device on the same cable and port.
Ethernet is fast; Wi-Fi is slow everywhere Compare bands, location, interference, router wireless settings, and client generations.
Speed changes when the cable is moved or the plug is touched Replace the cable and inspect the jack or port for mechanical damage.
Link repeatedly falls from 1000 to 100 Mbps Substitute a known-good Cat5e or Cat6 cable, remove splitters or switches, and test a different rated port.

When to contact the ISP

Escalate after you have a wired baseline, a direct-to-modem result, the negotiated link speeds, and the times of the tests. Tell the ISP whether the modem-facing test is below the subscribed service and whether the result changes at different times. Ask about an outage, congestion, provisioning or account limit, modem or gateway status, and a possible line fault.

Google and NETGEAR direct customers to the ISP when a direct wired test remains slow after local equipment and ratings have been checked. Provide the exact download, upload, and latency readings rather than reporting only that the cable tester passed. That distinction helps support staff investigate the service side instead of replacing a cable that has already passed the only test it was designed to perform.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

A practical checklist before you replace hardware

  • Record repeated download, upload, and latency results on a wired device.
  • Repeat at another time if the result varies.
  • Test directly from the modem or gateway, then restore the router.
  • Record the negotiated speed of the computer’s Ethernet link.
  • Verify the ratings of the NIC or adapter, modem, router WAN and LAN ports, switches, and splitters.
  • Use a known-good Cat5e or Cat6 cable and remove damaged or kinked cables.
  • Confirm WAN/Internet and LAN port placement.
  • Restart the modem first, wait for it to return, then restart the router.
  • Compare Ethernet and Wi-Fi under the same conditions.
  • Contact the ISP when the direct wired test is still below the expected service.

The key distinction

A cable tester answers, “Are the conductors connected in the expected order?” Your speed test answers, “How fast does the entire path perform right now?” Those are different questions. Use the direct-to-modem comparison and negotiated-link readings to locate the bottleneck before buying a cable, router, switch, or adapter.
