Immediately isolate affected systems from every network, activate your incident-response plan, and coordinate through trusted channels. Disconnect Ethernet or Wi-Fi when feasible, but do not reflexively shut down a machine: powering off can erase volatile-memory evidence. Preserve the ransom note and technical details, secure backups, notify the appropriate responders, and restore only from verified-clean systems.
The sequence below follows U.S. organizational guidance from CISA’s joint #StopRansomware Guide, the FBI, FBI Internet Crime Complaint Center (IC3), and NIST. Individuals and victims outside the United States should adapt the reporting and legal steps to their jurisdiction and obtain qualified help.
In the first 15 minutes: contain the attack without destroying evidence
Ransomware may be discovered through inaccessible files, unusual extensions, a ransom note, disabled services, or suspicious account activity. You do not need to wait for a visible payment screen before treating the incident as active. The immediate objective is to stop additional systems from being encrypted or accessed while preserving information responders will need.

If multiple systems or subnets are affected, isolating one workstation at a time may be too slow. The CISA checklist says to “Determine which systems were impacted, and immediately isolate them.” In a broad compromise, responders may need to take network segments offline at the switch level. Have the network or security team coordinate this action so that essential safety or life-critical systems are handled deliberately rather than disconnected blindly.
2. Decide whether a shutdown is necessary
Network disconnection is normally preferable to an immediate power-off. A running system can contain volatile-memory artifacts, active network connections, encryption keys, or attacker tooling that may disappear when power is removed. CISA treats powering down as a fallback when the network or host cannot otherwise be disconnected. If a machine cannot be isolated through its network connection and continued operation risks wider harm, document the decision and follow the response team’s direction before shutting it down.
3. Activate the response plan and use trusted communications
Move from improvised troubleshooting to the organization’s incident-response process. Notify the incident lead, IT and security staff, relevant management, the managed-service provider, cyber-insurance contact, and communications staff according to the plan. Assume that email, collaboration platforms, or shared drives could be monitored or compromised; use phone calls or another out-of-band channel when appropriate. Do not announce technical details on a channel that an attacker may control.

U.S. organizations
After containment is under way, the CISA guide recommends reporting to or seeking assistance from CISA, a local FBI field office, IC3, or a local U.S. Secret Service field office. The FBI’s victim guidance directs victims to a local field office or IC3. Follow your insurer’s notice procedure as well; policies often specify approved responders and strict notification windows. Ask counsel which breach-notification, privacy, sector, contractual, and sanctions rules apply to the facts and locations involved.
Individuals and victims outside the United States
Use your national cybercrime reporting service, local police, data-protection authority, or other competent authority. The U.S. checklist is organizational guidance, not a substitute for individualized forensic or legal advice. A person with an infected home computer should still disconnect it from networks, avoid plugging in backup media, preserve the note, and seek qualified local assistance.
Preserve the ransom note and a reliable incident record
Do not delete the ransom note, wipe a drive, reinstall operating systems, or run cleanup utilities before responders decide what evidence is needed. Containment takes priority, but unnecessary destruction can make attribution, recovery, and legal decisions harder. If possible, have qualified responders acquire system images, relevant logs, and memory captures using documented evidence-handling procedures.
Record the identifiers that reporting forms request
| Detail | What to capture |
|---|---|
| Ransomware identification | Any claimed variant or group name, the ransom-note filename, and the encrypted-file extension |
| Attacker contact | Email addresses, chat handles, onion or other URLs, and screenshots or exported messages |
| Demand and payment data | Currency requested, wallet addresses, transaction IDs, deadlines, and any payment already made |
| Affected environment | Hostnames, user and service accounts, servers, cloud services, subnets, and the approximate discovery time |
| Observed impact | Unavailable applications, encrypted or exfiltrated data indications, safety effects, and business functions interrupted |
IC3’s ransomware page identifies variant names, file extensions, attacker contacts and URLs, cryptocurrency details, and the demand as useful complaint information. Keep original files and messages in read-only or otherwise protected storage, and record who collected each item and when.

Protect backups before attempting recovery
Backups are a recovery resource only when they are both clean and inaccessible to the attacker. Immediately protect backup servers, cloud backup consoles, snapshots, and removable media. Disconnect backup infrastructure from affected networks where feasible, and restrict administrative access while responders determine whether backup credentials or management systems were compromised.
Verify cleanliness and recovery points
Do not assume the newest backup is safe. Establish when the attacker first obtained access, whether backups were reachable during the intrusion, and whether restoration points contain encrypted or tampered data. Preserve several dated recovery points so that investigators can compare them. NIST advises organizations to plan, implement, and test backup and restoration strategies and to keep backups isolated from ransomware; see its ransomware response guidance.
Prepare a clean restoration area
Build or designate a clean network segment for recovery. Restore a prioritized service there first, scan and validate the restored system, and confirm that its administrative credentials are not shared with the compromised environment. Do not reconnect an infected host merely to copy files or test whether it “looks normal.”

Ransomware incidents can involve data theft, account takeover, or both encryption and extortion. Determine which systems and accounts were accessed, including email, identity-provider, VPN, remote-desktop, cloud, backup, and service accounts. Review authentication logs, privilege changes, mailbox rules, new accounts, and unusual data transfers where those records are available.

Reset credentials in a controlled order
The FBI’s organizational guidance says to change online and network passwords after systems are taken off the network. Coordinate resets with the response team rather than changing passwords piecemeal from a potentially compromised computer. Start with high-privilege, remote-access, identity, backup, and service accounts; revoke active sessions and tokens where the platform supports it; then reset affected user credentials. Require multifactor authentication for accounts and services that support it, and monitor for reuse of old credentials.
Never type new passwords into a machine that responders have not cleared. If an identity provider or password manager may be involved, use a known-clean administrative device and follow the provider’s emergency compromise procedure.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Should you pay the ransom?
Payment is not a dependable recovery method. The FBI states, “The FBI does not support paying a ransom in response to a ransomware attack,” and warns that payment does not guarantee that data will be restored. A decryptor may fail, stolen data may still be published, and criminals may demand more money or attack again.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteDo not let an attacker-set deadline turn payment into an unreviewed technical decision. Escalate to executive leadership, counsel, the insurer, qualified incident responders, and law enforcement. They should evaluate the availability and integrity of backups, operational and safety consequences, sanctions and other legal exposure, reporting duties, and whether any proposed transaction can be handled lawfully. Preserve all negotiation messages and wallet details, whether or not payment is ultimately considered.

Recover in a clean, prioritized environment
Set restoration priorities
Rank systems by safety, essential operations, dependencies, and the data needed to operate them. A practical order often starts with identity and core network services, followed by the applications that support critical business or public functions, but the incident lead should set the actual sequence for your environment. Document why a system is being restored and what evidence supports its cleanliness.
Rebuild or restore, then validate
- Prepare clean infrastructure. Reimage or rebuild systems when compromise cannot be ruled out; apply supported operating-system and application updates before placing them into service.
- Restore from a verified recovery point. Use offline or otherwise isolated backups and keep the restored system in the clean recovery segment.
- Validate security and function. Check user privileges, scheduled tasks, endpoint telemetry, logging, application behavior, and data integrity. Confirm that malware indicators and unauthorized accounts are absent.
- Reconnect deliberately. Permit network access only after the response team approves the host and its dependencies. Monitor authentication, file activity, outbound connections, and endpoint alerts during and after reconnection.
- Keep a recovery log. Record restoration points, commands, configuration changes, approvals, validation results, and any failed attempt so that later investigators can reconstruct events.
What not to do during the first response
- Do not keep an infected computer online to see whether encryption finishes.
- Do not power off every device automatically when network isolation is possible; preserve volatile evidence unless safety or containment requires shutdown.
- Do not attach a clean backup drive or shared storage to an uncontained host.
- Do not wipe, reimage, or delete ransom notes before evidence decisions are made.
- Do not negotiate or pay from an account or device that may be compromised.
- Do not promise customers, employees, or regulators a recovery time that has not been established.
- Do not assume that decrypting files resolves data theft, credential compromise, persistence, or legal obligations.
When to bring in outside responders
Escalate to a qualified incident-response or digital-forensics team when internal staff lack experience, several systems or identity services are involved, evidence may be needed for litigation or insurance, or the organization cannot establish a clean recovery environment. Compare providers on verified ransomware and forensic experience, geographic and jurisdictional coverage, availability and response time, evidence-handling practices, and compatibility with your insurer and legal counsel. An outside provider supplements containment and reporting; it does not replace either obligation.
After operations resume: document and improve
Keep a complete incident timeline from initial symptoms through containment, reporting, credential resets, restoration, and monitoring. Record which controls failed, how the attacker reached the environment, which backups were usable, and where communications or decision rights were unclear. Update the response plan, contact list, segmentation, identity controls, logging, and backup isolation, then test the revised restoration process. NIST’s guidance emphasizes testing backup and restoration strategies rather than treating them as theoretical capabilities.
