Start by disconnecting the VPN and testing an ordinary webpage. If the page does not load, fix the hotel, airport, café, cellular, or other network first. If it loads normally, complete any captive-portal sign-in, then troubleshoot the VPN by changing its server or protocol, checking the app and device, and testing another network. This sequence separates a dead internet connection from a VPN-specific failure without leaving your security software disabled or violating a venue’s access rules.
Identify which failure you have
Travel failures usually fall into two different categories. A VPN may refuse to establish a tunnel at all, or the app may report “connected” while websites and other apps cannot reach the internet. The first checks overlap, but the cause and remedy can differ.

Run the safe triage sequence
- Disconnect the VPN. Leave the VPN off only long enough to diagnose connectivity and, if necessary, sign in to a legitimate public network. Open a routine website. ExpressVPN’s troubleshooting guidance uses this as the initial split: if internet access also fails while disconnected, investigate Wi-Fi, cellular service, or the network itself.
- Check the connection indicator and signal. Confirm that the device is associated with the venue’s official Wi-Fi name or has usable cellular service. A connected Wi-Fi icon does not prove that the network has granted internet access.
- Reconnect the VPN after the test. Do not treat an unencrypted connection as a normal operating state on public Wi-Fi; use it only for the minimum portal or diagnostic step.
If ordinary browsing fails, move to the captive-portal section below. If ordinary browsing works, skip directly to the VPN-specific checks.

Public networks commonly require a room number, voucher, payment, or acceptance of terms in a browser before they allow general traffic. A VPN or proxy can prevent that redirect from appearing because the device tries to build the encrypted tunnel before the network has authorized internet access.

“To use a captive portal, the device is required to establish a direct connection from a web browser to the portal before it has established a VPN connection.” — UK National Cyber Security Centre
- Turn off the VPN and any manual proxy temporarily.
- Open the device’s browser and visit a simple, non-sensitive page to trigger the venue’s redirect. Mozilla’s captive-portal guidance recommends this trigger-and-redirect approach.
- Read the page’s branding and address carefully. Select only the venue’s official network, and do not enter credentials or card details into a look-alike portal. Ask reception or the network operator to confirm the exact Wi-Fi name and sign-in address.
- Complete the terms, room, voucher, or payment step through the legitimate portal. Confirm that a normal webpage loads while the VPN remains disconnected.
- Reconnect the VPN and test both a webpage and an app that needs internet access.
The NCSC says a captive-portal assistant should be preferred where the device offers one because it is designed for this limited sign-in task. It still requires a direct browser connection before the VPN tunnel exists.
If the portal does not appear
- Disconnect and reconnect to the Wi-Fi network, then open a browser page again.
- Restart the device if the redirect remains stuck.
- Open a private or incognito window to avoid a cached redirect or extension interfering.
- Forget the venue network and join it again only after verifying its official name with staff.
- Try the operating system’s captive-portal notification or sign-in assistant, when available, rather than accepting an unexpected certificate or downloading software.
Do not bypass a venue’s payment or access controls. If staff confirm that the network is online but the portal is broken, request a different access method or use your cellular connection.
If internet works without the VPN: change server and protocol
A functioning ordinary connection narrows the problem to the VPN path, the app, or a network that filters particular VPN traffic. A single VPN server can be overloaded, unavailable, or unreachable from the country or venue you are visiting.

Try another server location
Open the provider app’s server list or location picker and select a different nearby or regional server. If the app has an automatic or “fastest” option, test it after a manual alternative. A successful connection to one location but not another is evidence of a server-path issue, not proof that every location is available.
Switch among protocols the app actually supports
Protocol labels and menu paths differ by provider, operating system, and app version. Start with the app’s automatic selection. If it fails, try another supported protocol from the connection or advanced settings, then reconnect.
Proton’s UDP/TCP explanation notes that TCP can help on unstable or controlled networks, where it may resemble ordinary web traffic more closely, although it can be slower. The same provider describes a Stealth protocol for situations in which VPN connections are being blocked. These are provider-specific features, not universal workarounds; use only options documented by your provider.

Record which server and protocol worked. That information helps support staff distinguish a temporary server fault from systematic blocking.

Fix app, account, and device causes
When changing location or protocol does not help, inspect the local software and system state. A VPN error can be produced by an expired account, a stale app, an incorrect clock, or another network filter.
Update and verify the VPN app
- Install the latest version offered by the provider’s official app store or download channel.
- Sign in again and confirm that the subscription or account is active. A payment or entitlement failure can look like a connection timeout.
- Force-quit and reopen the app. If the provider documents a safe reset or reinstall procedure, follow it; export or note any custom settings first.
Correct date, time, and network settings
Set the device to automatic date, time, and time zone. Certificate validation and tunnel authentication can fail when the clock is substantially wrong. Also review any manually configured proxy, custom DNS, or work-profile network setting and return it to the intended travel configuration.
Check security software without weakening protection
Firewalls, antivirus products, endpoint-management profiles, and “web protection” modules can block VPN adapters or their traffic. If you need to isolate this cause, perform a brief, controlled test exactly as the security vendor or VPN provider instructs, then immediately restore protection. Do not leave antivirus, firewall, or filtering disabled on public Wi-Fi. Prefer an allow-list or provider-specific configuration over a permanent shutdown.

Use a second network as a diagnostic
Try cellular data, a personal hotspot, or another trusted connection. If the VPN connects over the alternate network but not the hotel or airport Wi-Fi, the local network may be filtering VPN traffic, enforcing a restrictive firewall, or leaving the original session unauthenticated. Ask the network operator whether VPN connections are permitted and whether a different SSID or wired option is available.
If the VPN fails on both the travel Wi-Fi and cellular or hotspot data, check the provider’s service-status page, account, and support channel. Keep the error text, device model, operating-system version, app version, attempted server, protocol, and exact networks in your report. Proton’s connection-problem guide likewise recommends testing another network, such as a phone hotspot, to isolate an ISP or local-network issue.

Android phones and tablets
Open the VPN app and its Android system VPN settings to confirm which app owns the active connection. Android can display a persistent notification when an always-on VPN cannot connect; Google’s Android VPN help documents that notification. If always-on or “block connections without VPN” is enabled, temporarily review those settings while diagnosing a broken tunnel so the device is not left with all traffic blocked. Restore the intended policy once the VPN works or you have chosen a deliberate offline state.

Check Wi-Fi association, the captive-portal prompt, and any installed configuration profile. If a third-party security or VPN app is suspected, follow Apple’s troubleshooting sequence and the provider’s removal or reset instructions rather than deleting unknown profiles at random.

Windows and macOS computers
Check the VPN client’s adapter status, system proxy settings, and firewall rules. Disconnect other VPN clients and virtual-network tools that may compete for the same routes. Restarting the computer after an app update can clear a stale virtual adapter, but do not delete drivers or profiles unless the provider’s documented procedure calls for it.
When the destination or network is restrictive
VPN availability and legality vary by destination, provider, and network operator. Anti-blocking or obfuscation features may improve compatibility but cannot guarantee a connection, and a hotel or national network may prohibit VPN traffic. Follow current local law, the venue’s acceptable-use policy, and your provider’s destination-specific guidance. Do not assume that a failed connection proves censorship, or that a successful tunnel makes every activity lawful.
In a highly censored location, contact the provider through its official support channel after recording the tests you have completed. ExpressVPN’s support guidance specifically directs users in highly censored countries to seek support when standard troubleshooting fails. If communication is unsafe or the service is prohibited, stop rather than attempting an unverified workaround.
