If your state is not on Apple’s current list for IDs in Wallet, you cannot add its driver’s license or state ID as an official Wallet credential yet. Keep carrying the physical card, check your state DMV for an announced mobile-ID program, and ask any agency or business what forms of identification it accepts. A U.S. passport creates a separate option: Apple’s passport-based Digital ID can be presented at participating TSA checkpoints for domestic travel, but it does not replace your passport, work for international travel, or guarantee acceptance at every airport.
First, confirm that your state is actually unsupported
Availability changes as jurisdictions launch or expand their programs, so an old article or a remembered state count is not reliable. Apple’s live ID in Wallet list currently includes Arizona, Arkansas, California, Colorado, Georgia, Hawaii, Illinois, Iowa, Maryland, Montana, New Mexico, North Dakota, Ohio, Oklahoma, Puerto Rico, Virginia, and West Virginia. Puerto Rico is a U.S. territory; the other entries are states.
Open the Wallet app and start the add-ID flow to see whether your issuing jurisdiction appears. If it does not appear, that is an availability limitation, not a problem with your phone, card, or Apple Account. Do not try to substitute a photograph, scan, or screenshot of your license. Those images are not the same as a state-issued mobile credential and may be rejected or create security and privacy risks.

What to do when your state is not listed
Keep the physical license or state ID with you
Your physical credential remains the dependable option for driving, age checks, government services, financial transactions, and any business that has not implemented Wallet ID acceptance. Store it where you can reach it without relying on cellular service, battery life, or a particular reader.

Virginia’s DMV specifically tells residents to continue carrying physical identification as a backup, especially when driving. That is useful practical guidance, but it is not a statement of driving law in every jurisdiction. Check your own DMV’s rules before assuming a digital credential is sufficient during a traffic stop or roadside inspection.
Look for an official state mobile-ID program
Visit your DMV’s official website or contact the agency and look for terms such as mobile driver’s license, mobile ID, digital credential, or digital driver license. Ask four precise questions:
- Has the state issued an official app or announced a launch date?
- Where may the credential be used: law enforcement, airports, state offices, age-restricted businesses, or only selected pilots?
- Must the physical card still be carried while driving?
- Which phones, operating systems, identity checks, and fees apply?
A state program and Apple Wallet support are separate decisions. A DMV may offer an app without supporting Wallet, or Apple may add a state after the DMV has completed its technical and legal work. Use only instructions published by the issuing agency; do not enroll through an unofficial app that merely stores a barcode or photograph.

Use a passport-based Digital ID if you need a Wallet credential for a domestic flight
Who is eligible
A U.S. passport holder can create a passport-based Digital ID in Apple Wallet even when the person’s state license is not supported. Apple describes this as a separate credential derived from the passport, not as a digital version of the state driver’s license. It is intended for identity verification at participating TSA checkpoints for domestic travel.
Apple’s announcement on November 12, 2025, described the initial TSA rollout as beta and said it was available at participating checkpoints in more than 250 U.S. airports. That was an announcement-time figure, not a permanent or universal airport count. Check the airport and checkpoint you will actually use before leaving home.
How to set up the passport Digital ID
- Open Apple Wallet and choose the option to add a Digital ID based on a U.S. passport.
- Scan the passport’s photo page when prompted. Use good lighting and keep the page flat so the printed information can be read.
- Hold the iPhone over the passport to read its embedded contactless chip. Keep the phone still until the read completes.
- Take the requested selfie and follow the on-screen facial or head movements. These checks compare the live capture with the passport information.
- Review the requested details and finish the identity verification. Apple requires Face ID or Touch ID authorization before information is shared at a reader.
- Allow time for setup before your trip. If a scan fails, clean the camera and passport surface, remove a thick phone case, use even lighting, and retry rather than waiting until the security line.
Apple says the passport data used to create Digital ID is stored on the device. Apple also says it cannot see when or where the credential is presented or what information is shared. Those are Apple’s stated properties of its system; the recipient still controls whether it accepts the credential and which fields it requests.

Know the travel limits
- Digital ID can be used only where a participating TSA checkpoint has enabled it.
- It is for domestic identity verification. It cannot be used for international travel or to cross a border in place of a U.S. passport.
- Carry the physical passport as a fallback, even when the airport is listed as participating. A dead battery, damaged device, closed reader, or checkpoint change can leave you needing the document.
- Digital ID does not establish that you have a state driver’s license, and it does not authorize you to drive without whatever physical or state-issued credential your jurisdiction requires.
Choose a TSA-accepted document for your flight
TSA’s current identification page is the authority for checkpoint rules. For adults, TSA says non-REAL-ID-compliant driver’s licenses and state IDs have not been accepted at checkpoints since May 7, 2025. If your state card is not REAL ID compliant, use another credential on TSA’s accepted list or obtain a compliant state credential before traveling.
| Credential | When it helps | Important limitation |
|---|---|---|
| REAL ID-compliant state license or ID | Routine domestic air travel at TSA checkpoints | You must obtain it from your state; Wallet availability is a separate issue. |
| U.S. passport book | Domestic flights and international travel | Carry the physical passport; a Wallet Digital ID is not a replacement. |
| U.S. passport card | Domestic flights and the travel situations for which the card is valid | It is not a universal substitute for a passport book, especially for international air travel. |
| Passport-based Digital ID in Wallet | Domestic identity checks at participating TSA checkpoints | Acceptance is selective, rollout details change, and it cannot be used for border crossing. |
Before every trip, check TSA’s live accepted-ID list and the airport’s current checkpoint information. A credential that is valid in general may still be unusable if that particular checkpoint lacks the required reader or has temporarily suspended mobile-ID processing. Arrive with a physical alternative so a technology failure does not become a missed flight.
Understand where Wallet ID is—and is not—accepted
Apple describes use at select businesses, venues, apps, and TSA checkpoints. “In Wallet” does not mean “accepted everywhere a plastic card is accepted.” A police officer, state office, employer, bar, hotel, rental counter, or bank may have no compatible reader or may require the physical credential under its own policy or local law.

When you need to show identification for driving, an age check, account recovery, or another in-person transaction, ask the specific recipient before relying on Wallet. Keep the physical license available until that recipient confirms its policy. Never unlock your phone and hand it over as a substitute for an approved identity exchange; use the reader or sharing prompt supplied by the organization.
Device and software requirements
Apple’s support guidance lists different requirements for state IDs and passport Digital ID. Apple can revise these requirements, so verify the current support page before buying or upgrading a device.

These are the versions Apple lists in its support material and may change. An otherwise compatible phone cannot overcome a state that has not joined the program.

A practical decision path
- No U.S. passport: Carry the physical state license or ID, check your DMV for an official mobile-ID rollout, and ask each recipient what it accepts.
- U.S. passport and domestic flight: Set up Passport-based Digital ID if your devices meet Apple’s requirements, then verify that your specific TSA checkpoint accepts it. Carry the physical passport as backup.
- Any flight: Confirm that you have a REAL ID-compliant state credential or another document on TSA’s current accepted list. Do not assume a Wallet credential works at every airport.
- Driving or an age-restricted transaction: Bring the physical license unless the responsible agency or business has explicitly confirmed an accepted digital process.
Troubleshoot common failures
Your state is missing from the add-ID screen
Check that you selected the correct country and document type, update iOS, and confirm the issuing jurisdiction on Apple’s live list. If the state is still absent, there is no supported Wallet enrollment to repair; use the physical card and monitor DMV announcements.
Passport scanning or chip reading fails
- Use bright, indirect light and avoid glare on the passport photo page.
- Remove a case or magnetic accessory that interferes with near-field communication.
- Place the top of the iPhone over the passport’s chip area and hold it still for several seconds.
- Restart the phone and retry on the latest supported iOS.
- If verification still fails, use the physical passport and contact Apple Support rather than relying on an unverified workaround.
The credential works in Wallet but is rejected at a checkpoint
Ask whether that checkpoint participates, whether its reader is operating, and whether TSA has changed the lane or process. Present the physical passport, passport card, or REAL ID credential listed on TSA’s accepted-ID page. Wallet presence alone does not override a checkpoint’s equipment or policy.
A business refuses the Wallet credential
That business may not be an enabled recipient, may require a physical document, or may be following a local rule. Do not argue that Apple’s general description guarantees acceptance. Use the physical ID or ask the business what alternative it can process.
What the Virginia example does—and does not—prove
Virginia’s Wallet launch was described by Secretary of Transportation Nick Donohue as “The introduction of ID in Apple Wallet to Virginians marks a major moment of innovation for the Commonwealth, putting Virginians ahead of the curve when it comes to both technology and protecting personal information.” That statement is a launch quote, not evidence that Wallet ID replaces a physical license nationwide or is accepted by every Virginia agency. Virginia DMV’s separate backup advice illustrates the safer practice: keep physical identification available, particularly when driving.
Quick Recap
Before you leave for the airport
- Check Apple’s current Wallet ID jurisdiction list and the current TSA accepted-ID page on the day you travel.
- Confirm that your state card is REAL ID compliant if you plan to use it for domestic air travel.
- If using passport Digital ID, complete setup at home and verify the specific airport checkpoint’s participation.
- Pack the physical passport, passport card, or compliant state credential that you intend to use as backup.
- Charge your phone and watch, keep them unlocked only when prompted, and do not depend on a screenshot or photograph of an ID.
- For driving, work, age checks, or government services, ask the recipient about acceptance before leaving your physical license behind.
