If an electricity provider refuses your usage records, stop relying on phone calls: send a written request that identifies your account, meter, dates, interval and file format, and ask the provider to cite the exact reason and any legal exemption. Keep proof that you are the account holder. In the UK, use a UK GDPR Subject Access Request and consider a separate data-portability request. Elsewhere, the regulator, ombudsman, consumer body or data-protection authority depends on your location.
Start by turning the refusal into a documented case
A provider may have denied a request because it could not verify your identity, the request included another person’s information, the data is not retained in the requested system, or the request was too vague. You need a record that distinguishes those possibilities from an unlawful refusal.
Send one precise written request
Reply by email, through the supplier’s privacy channel, or by another traceable method. State that you are renewing the request for your electricity-usage data and include:
- Your full name and service address.
- Account number, meter-point identifier or meter serial number.
- The exact start and end dates.
- The interval requested: billing totals, monthly, daily, hourly or half-hourly readings.
- Your preferred format, such as CSV, spreadsheet, PDF or a machine-readable file.
- Whether you want raw meter readings, a readable usage statement, corrected billing information, or transfer to another service.
- Why you need the information, if that helps the provider locate it or understand the request.
Ask the provider to confirm what it can supply, what it cannot supply, and the reason for each limitation. A clear scope prevents a refusal based on an “unclear” request.

Ask for the precise reason
Request the policy or legal exemption relied on and ask which of these applies: identity or authority, another person’s data, retention period, technical unavailability, an excessive request, or a different reason. Ask for the review or appeal route and the name of the privacy, information-rights or complaints team handling it.
Preserve evidence
Save the original request, refusal, attachments, privacy notice and dates of calls. Keep bills, meter photographs, your own meter readings and proof that you hold the account or are an authorised representative. This evidence is useful when the provider later says it never received the request or that the records do not identify you.
Define exactly what data you are entitled to seek
“Usage data” can mean several different records. Separating them makes it easier to choose the right route and to spot an improper substitution, such as offering a current bill when you asked for historical interval readings.

Check who has authority
An account holder can normally request information associated with that account, subject to identity checks and privacy limits. A joint holder may need to explain which data relates to them. A tenant, former occupant, landlord or energy adviser may need written consent or another form of authority. Ask the provider what evidence it accepts rather than sending another person’s identifiable consumption history. If the account is in someone else’s name, request your own personal data separately and ask whether the provider can provide anonymised property-level information.
Use the formal UK data-rights routes
For a UK customer, a refusal should not end the matter. The UK GDPR provides a route to obtain a copy of personal data and supplementary information, and the energy sector has additional smart-meter rules about access and privacy.

Make a UK GDPR Subject Access Request
Label the message “UK GDPR Subject Access Request.” Describe the account, meter, dates and data categories rather than asking vaguely for “everything.” Request the data in an electronic format and ask for the source, purposes of processing, recipients and retention information where those supplementary details are relevant. The Information Commissioner’s Office (ICO) advises following up verbal requests in writing so you can explain the complaint, provide evidence and state the solution you want.
A subject access request concerns personal data. A provider can still need to redact another person’s information, verify your identity, or explain that a record is not held. Ask it to provide the non-exempt portion and to identify the specific exemption instead of refusing the entire request without detail.

Data portability is not simply a faster subject access request. Under the UK GDPR framework, it can apply to personal data you provided or that was observed about you, processed by automated means, and technically portable. Raw readings from connected objects such as smart meters may potentially qualify. Ask for a structured, commonly used, machine-readable file and, where technically feasible, direct transmission to another service you name. Derived data, opinions and information containing another person’s rights may fall outside the portability scope even though some related personal data remains accessible through a subject access request.
Understand the smart-meter access framework
The UK Smart Meter Data Access and Privacy Framework governs how suppliers, networks and third parties access smart-meter data and is intended to give consumers control over who receives it, subject to regulated purposes. A framework review identifies three consumer access routes:
- An in-home display.
- Additional devices connected to the home-area network.
- A request to the supplier.
An in-home display or home-area device can show current or future usage, but it does not compel a supplier to disclose historical provider-held records. Do not treat a display reading as a substitute for the interval file you requested if you need records for a dispute, move or analysis.

What EU law says
Directive (EU) 2019/944, Article 24, states: “if final customers request it, data on the electricity they fed into the grid and their electricity consumption data shall be made available to them.” The directive describes standardised communication, remote access or an authorised third party as possible delivery routes. That language supports a strong access principle, but the practical procedure, exemptions, formats and enforcement body are set by the member state and the specific market arrangements.
If you are in an EU country, identify the national energy regulator and data-protection authority before escalating. Ask the provider which national rule it says permits the refusal and whether it can release a redacted or aggregated version. Do not assume that a rule or complaint deadline from one member state applies in another.
Escalate in the right order
Use the provider’s internal review
Send the refusal and your evidence to the provider’s privacy officer, information-rights review team or formal complaints team. Ofgem describes subject access requests as a route to a copy of personal data and supplementary information and identifies an internal-review route for information-rights concerns. Ask for a written outcome that addresses each requested data category, not a generic statement that the company “cannot help.”
Choose an external body by location and issue

When filing externally, attach the written request, refusal, account proof and the result of the provider’s internal review. State the outcome you want: the raw file, a readable statement, a corrected bill, a reasoned exemption decision or a transfer to a named third party.
Troubleshoot the refusal you received
“We cannot verify your identity”
Ask which document or account detail is missing and provide it through the provider’s secure channel. Do not email unnecessary identity documents to an unverified address. If the account recently changed hands, include the relevant move-in, move-out or supply-transfer date.

“The data belongs to someone else”
Ask for your own readings and for an explanation of which fields must be redacted. A joint account, landlord-owned meter or previous occupant’s period can contain mixed personal data. Consent or written authority may allow release of another person’s information, but do not assume that a property address gives you entitlement to every historical occupant’s usage.
“We no longer retain it”
Ask what date range is actually held, what retention rule was applied, and whether archived billing or network records exist. Supply your bills and meter photographs for periods the provider no longer has, but label them as customer-held evidence rather than provider records.
“The system cannot produce that format”
Ask for the closest available electronic format and a data dictionary or explanation of each field. If you requested half-hourly readings and the provider only stores daily totals, ask it to confirm that limitation in writing rather than silently sending a different interval.
“The request is too broad or excessive”
Narrow the date range, identify the meter and specify the fields you need. You can make a staged request—for example, billing readings first, then interval data for a defined dispute period—while preserving your request for the remaining records.

If any item is withheld, identify the specific exemption or reason, whether it concerns identity, another person’s data, retention or technical availability, and tell me how to request an internal review. Separately, please assess whether the raw data qualifies for UK GDPR data portability and state the result.”

Replace the bracketed text with your details before sending. Do not include a template token in the final request.
Keep expectations realistic
A data-rights request can obtain records and an explanation, but it does not guarantee a particular commercial outcome. It does not by itself require a provider to recalculate a bill, install a smart meter, create data that was never recorded or disclose another person’s identifiable history. If the real problem is an incorrect charge, make a billing correction or dispute request alongside the data request so the provider addresses both issues.
Consumer awareness remains uneven. Approximately 16% of respondents in the UK BEIS Smart Meter Customer Experience Study (2016–2018) recalled receiving information about how their supplier stores smart-meter consumption data about 10 weeks after installation. In a Citizens Advice survey reported in the UK government’s framework review, 47% of smart-meter owners said they knew how regularly they were sharing consumption data. These figures describe awareness, not a legal success rate or a provider response deadline.
Decision path at a glance
- Write to the provider with the account, meter, date range, interval, format and purpose.
- Request the exact refusal reason, exemption and review route.
- Verify your authority and separate your data from another person’s.
- For UK records, file a UK GDPR Subject Access Request and separately consider portability.
- Preserve the refusal, bills, meter evidence and privacy notice.
- Use the provider’s internal review, then the appropriate energy, consumer or data-protection authority for your jurisdiction.
The strongest case is specific and documented: it asks for identifiable records, accepts necessary redactions, and challenges a blanket refusal through the body that regulates the actual problem.
