Alert the nearest zoo employee or security officer immediately. State the zoo, the exact exhibit or nearby landmark, what you saw, how many people appear to be involved, and any visible injury or animal contact. Stay behind the barrier, move yourself and nearby visitors away from the immediate area, and follow staff or emergency-service directions. If staff cannot be reached or there is immediate danger, call your local emergency number from a safe position. Never enter the enclosure, approach the animal, open a gate, or attempt an untrained rescue.
What to do in the first minute
- Move to a safe observation point. Step behind the designed barrier and keep other visitors from crowding the edge. Do not climb, lean over, or reach through fencing to get a better view.
- Get zoo staff or security. Use the nearest employee, security officer, information desk, posted emergency phone, or other clearly marked reporting point. Some facilities provide dedicated devices: Philadelphia Zoo, for example, directs visitors to use red emergency phones to report dangerous behavior. That arrangement is local, not a universal zoo standard.
- Give a precise location. Name the zoo, entrance or section, exhibit name, and a nearby landmark, sign, path, or restroom. “The big-cat area” is less useful than “white tiger exhibit beside the north entrance.”
- Describe only what you can safely see. Report how many people are inside or at the edge, whether anyone appears injured or trapped, whether an animal has made contact, and whether the person is moving. Do not move closer to verify a detail.
- Call emergency services when necessary. If staff are unavailable, the person is being attacked, someone is seriously injured, an animal has escaped, or another immediate threat exists, call the local emergency number. The correct number depends on the country and region; no single number applies worldwide. Make the call from behind a barrier and keep the line open for questions.
- Follow instructions. Staff or police may direct visitors to evacuate, shelter in place, stay quiet, or clear a route. Follow those instructions rather than improvising.

Prague Zoo’s visitor guidance tells people to notify staff immediately about threats to visitor or animal safety and to follow staff or emergency-service directions during extraordinary security situations. Those instructions illustrate the priority: report first, then comply with the facility’s response, rather than trying to manage the incident yourself.
How to report useful facts without taking risks
A concise, structured report helps responders find the scene and choose the right resources. Speak slowly enough to avoid mixing assumptions with observations.
- Where: zoo name, exhibit, path, gate, entrance, or visible landmark.
- Who: approximate number of people involved and, if safely visible, basic clothing or identifying features.
- Condition: standing, fallen, trapped, moving, unconscious, or visibly bleeding. Say “I cannot tell” when you cannot see clearly.
- Animal status: species or exhibit label if known, animal location, and whether contact is visibly occurring.
- Access details: whether a gate, moat, fence, or other barrier has been crossed and whether other visitors are gathering.
- Your position: where you are waiting so staff can find you without asking you to approach the enclosure.
These are sensible visitor observations. They are not a request to reproduce an internal incident command form or to investigate the scene. Never trespass to obtain a missing detail.

Should you call the local emergency number?
Yes when there is immediate danger and zoo staff cannot be reached quickly, or when a serious injury, active animal attack, escape, or broader crowd danger is apparent. Call from a protected location, identify the zoo and exact area, and say what is happening now. If staff are already managing the scene and there is no additional immediate threat, use the zoo’s reporting channel and follow its directions instead of placing unnecessary duplicate calls.
Do not assume a particular number works in every country. Ask the zoo operator, information desk, or local authorities for the correct emergency route when the situation is not immediately life-threatening. If you call, keep your phone available for a callback and avoid blocking access paths while you wait.

Crossing a barrier can create a second victim, trigger defensive animal behavior, and obstruct trained responders. Smithsonian and Ljubljana Zoo visitor rules prohibit crossing safety barriers, while Patna Zoo guidance tells visitors not to approach during an animal incident.

Even a seemingly empty service gate may lead directly to an animal area or prevent staff from controlling movement. Leave dropped phones, bags, toys, and other property until zoo personnel declare the area safe.

Do not attract, distract, feed, or handle the animal
Shouting, throwing objects, flashing lights, using food, or attempting to lure an animal can escalate the event and draw it toward more people. Do not try to restrain an animal or direct it with improvised equipment.
Do not direct the person inside to make sudden movements
Calling contradictory instructions from outside can cause running, waving, or other behavior that increases risk. Report what you see and let animal staff or emergency responders give any instructions.
Do not create a crowd or livestream from the edge
Move spectators away from the immediate area, keep access routes clear, and put recording aside if it distracts you or delays a report. A video is not more important than an unobstructed response route.
Why an attempted rescue can make the incident worse
Zoo emergencies require coordinated control of animals, gates, visitors, medical care, and communications. A historical North Carolina Zoo staff procedure, revised 1 April 2013, describes an incident commander, communications, rangers, operations and rescue coordination, and animal staff. It calls for medical personnel to attend the victim only after animal staff have secured the animals and announced that it is safe, or after the victim has been removed. That document is facility-specific and overdue for its stated 2013 review; it is useful only to show why a witness should not freelance a rescue, not as a current universal procedure.

The safe visitor role is therefore limited but important: raise the alarm, provide accurate observations, protect yourself and nearby visitors from additional exposure, and keep out of the operational area.
What happens after you report
Every zoo has its own emergency plan, equipment, staffing, and terminology. Do not expect another facility to use the same phone color, radio channel, alarm, code word, evacuation route, or animal-control tactic.
The Association of Zoos and Aquariums (AZA) says accredited facilities create their own safety plans. Its public safety information describes live-action drills conducted at least annually for four basic emergency categories: fire, region-appropriate weather or environmental emergencies, injury to a visitor or staff member, and animal escape. It also says facilities that house venomous or potentially dangerous animals need alarm systems and/or protocols for bites, attacks, or escapes. This is an organization-level description of AZA-accredited facilities, not a guarantee about every zoo worldwide.
A Singapore government parliamentary answer about a person who fell into a white tiger enclosure moat described alarms and a trained staff response during that 2008 incident. It demonstrates that one facility may have specialized systems; it is not a procedure visitors should copy or a prediction of what another zoo will do.

Once responders arrive, they may ask you to identify the location, explain what you saw, wait for an interview, or leave the area. Give a factual account, distinguish direct observation from inference, and comply with requests to move. Do not publish a person’s identity or injury details while the response is active.

Continue reporting while keeping the barrier between you and the enclosure. If you can safely tell whether the person is conscious, breathing, or in contact with an animal, relay that information. Do not climb in to provide first aid. Medical responders cannot safely treat someone until animal staff or other authorized personnel have controlled the animal hazard.
If another visitor is injured in the crowd or while moving away, tell staff or emergency services about that separate injury. Do not leave a safe location to reach someone inside the animal area.

What should I do if someone climbs into a zoo enclosure?
Alert staff or security immediately, state the exact exhibit, remain outside the barrier, move nearby visitors back, and call local emergency services if staff are unavailable or danger is immediate. Do not follow the person into the enclosure.

Should I try to help the person?
Help by reporting, observing from a safe position, clearing space, and following instructions. An untrained entry, distraction, or attempted animal intervention can add victims and interfere with the trained response.
What if I do not know the animal’s species?
Give the exhibit name, sign color, nearby landmark, or path location. “I do not know the species” is better than guessing; responders can identify the enclosure from the location.
Can I take a photo or video for evidence?
Only if you can do so without moving closer, delaying the alert, attracting the animal, or blocking responders. A clear verbal report is the priority, and staff or police may later request any recording.
What if the person climbs back out?
Still report the incident. Staff may need to check for injuries, secure the exhibit, preserve evidence, or address a continuing hazard. Keep the person and crowd away from the barrier until staff say the area is safe.
