If a credit-card charge still looks unauthorized after you check the merchant name, receipts, subscriptions, pending transactions, and authorized users, contact the card issuer immediately through its official app, website, or the telephone number on the card or statement. Ask whether the card should be locked or replaced, then send a written billing-error notice to the issuer’s billing-dispute address within 60 calendar days after the charge first appeared on your statement. Keep paying the part of the bill you do not dispute while the investigation is pending.

This guidance summarizes U.S. credit-card rules. Debit cards, bank-account transfers, state law, and your card agreement can follow different procedures or offer stronger protections.

First, make sure the charge is actually unauthorized

An unfamiliar descriptor is not automatically fraud. Merchants sometimes bill under a parent company, payment processor, shortened trading name, or a different location. Before reporting the transaction, check the date, amount, merchant descriptor, and status.

  • Look at the status: a pending authorization can disappear or change before it posts. You can still alert the issuer about suspicious activity, but note whether the transaction is pending or completed.
  • Check receipts and order histories: search email, delivery apps, app stores, travel bookings, and online accounts for the same amount.
  • Review recurring payments: subscriptions, free trials that converted, annual renewals, and installment plans may use a descriptor you do not recognize.
  • Ask household authorized users: a spouse, employee, or other person you permitted to use the account may have made the purchase.

If those checks do not explain it, describe it as a suspected unauthorized charge until the issuer completes its review. Do not wait for the next statement before reporting suspicious activity; the Consumer Financial Protection Bureau (CFPB) advises contacting the provider promptly.

Contact the card issuer through a verified channel

Use the app, website, or number printed on the card

Open the issuer’s official mobile app or type the issuer’s known website address yourself. You can also call the telephone number printed on the back of the card or on your statement. Avoid phone numbers in unexpected texts, emails, search advertisements, or social-media messages. A caller claiming to be the issuer may be trying to obtain your one-time code or full account number.

State exactly what you are reporting

Tell the representative that you did not make or authorize the transaction. Provide the posted or pending date, amount, and merchant descriptor, and explain whether the physical card is still in your possession. Ask whether the issuer recommends locking the card immediately, cancelling it, issuing a replacement number, or taking additional account-security steps. If card data may have been exposed, ask whether other cards or digital-wallet tokens linked to the account need attention.

Record the report

Write down the date and time, the department you reached, the representative’s name or identification if provided, the case or confirmation number, and any promised follow-up. A phone call can start the process, but it does not replace the written notice needed to preserve federal billing-error rights.

Send a written billing-error notice within 60 days

For a U.S. credit-card billing error, the CFPB says written notice must reach the issuer within 60 calendar days after the charge first appeared on the statement. Sending notice promptly gives you more time to correct an incomplete explanation or resend it if delivery fails.

Use the correct address

Follow the billing-dispute instructions on your statement. The dispute address may be different from the address used for payments. Sending the letter to the payment address can delay handling, so copy the exact billing-inquiries or billing-error address shown on the statement and use the issuer’s specified method.

Include enough information to identify the claim

  • Your name and account number, or enough masked account information for the issuer to identify the account.
  • The transaction date, amount, and merchant descriptor.
  • A clear statement that you did not make or authorize the charge.
  • Why the transaction is unauthorized, such as possession of the physical card while the number was used elsewhere.
  • Copies, not originals, of relevant receipts, messages, or other supporting records.
  • Your current mailing address and a request for written results.

Keep a complete copy of the notice and attachments. Use a delivery method that gives you a record of when it was sent and received, consistent with the instructions on your statement.

Simple notice wording

Subject: Billing-error notice — suspected unauthorized charge

I dispute the following credit-card transaction as unauthorized:
Date: [transaction date]
Amount: [amount]
Merchant descriptor: [descriptor]

I did not make or authorize this transaction. Please investigate it as a billing error and send me the results in writing. My account information is [account-identifying information].

Sincerely,
[name, address, phone number]

Replace each bracketed item with your information before sending. Do not include a full card number in ordinary email unless the issuer specifically provides a secure method.

What happens while the issuer investigates

Know the general acknowledgment and investigation periods

The CFPB’s credit-card billing guidance says the issuer generally has 30 days to acknowledge receipt of a proper written notice and up to two billing cycles to complete the billing-error investigation. These are general regulatory procedures, not a guaranteed refund date. The issuer may ask questions or request documents while it reviews the claim.

Pay the undisputed part of the bill

You generally do not have to pay the disputed charge or related finance or other charges while the billing-error process applies. You must, however, pay all correct, undisputed amounts by their due dates, including any required minimum amount attributable to those undisputed charges. Do not stop paying the entire statement simply because one transaction is under review.

If you cannot tell what minimum payment remains due, contact the issuer and ask for written instructions. Keep proof of each payment and continue monitoring later statements for fees, credits, reversals, or a reappearance of the transaction.

Expect the disputed amount to remain visible temporarily

An issuer may leave the transaction on the statement during the investigation. Its presence does not by itself mean the claim was denied. Read each notice the issuer sends, respond to reasonable requests, and preserve the correspondence.

Understand when you could be liable

Situation General CFPB guidance What to do
Lost or stolen physical credit card reported before any use You cannot be held responsible for unauthorized charges made before use is reported. Report the loss immediately and ask for cancellation and replacement.
Physical card used before you report it lost or stolen Maximum liability is generally $50. Report the loss as soon as you discover it and dispute the transactions in writing.
Only the account number was stolen; the physical card remains with you You generally have no liability for unauthorized use. Notify the issuer promptly so it can replace the number and investigate.
A person you allowed to use the card made the purchase The use may be treated as authorized until you tell the issuer that the person is no longer authorized. Tell the issuer when permission ended and identify the transactions you dispute.

These are general rules, not a promise that every claim will be decided the same way. Give the issuer accurate facts and check the liability section of your card agreement.

Separate fraud from a merchant dispute

An unauthorized-use claim means you did not make or authorize the transaction. A merchant dispute is different: you made the purchase but did not receive the goods, received damaged or different goods, were charged the wrong amount, or were billed after a cancellation. Those situations can involve separate billing-error categories and evidence, such as order confirmations, cancellation records, delivery tracking, or communications with the merchant.

Describe the facts precisely. Calling a purchase fraudulent when you actually received defective merchandise can send the claim into the wrong process and slow resolution. If you recognize the purchase but cannot resolve a service problem with the merchant, tell the issuer that it is a merchant or billing dispute rather than unauthorized use.

If the transaction is on a debit card, stop using the credit-card process

A debit-card purchase draws money from a bank account and is governed by different electronic-transfer rules. Contact the bank immediately and follow its fraud department’s instructions; do not assume the credit-card 60-day written-notice procedure or liability rules apply.

Debit or bank-account timing issue CFPB guidance summarized
Lost or stolen debit card or access device Certain situations require reporting within two business days to preserve the strongest protection.
Unauthorized electronic transfer shown on a statement A separate 60-day notice period applies from the statement date.
Investigation The bank generally has 10 business days to investigate, subject to exceptions and additional procedures.

Because the deadlines and provisional-credit rules differ, tell the bank whether the transaction came from a debit card, checking account, automated transfer, or another electronic method. Locking a debit card does not necessarily stop every pending electronic transfer, so ask what additional account restrictions are needed.

Your rights during an unauthorized-use investigation

The CFPB’s interpretation of Regulation Z, 12 C.F.R. § 1026.12(b), states that “the card issuer must conduct a reasonable investigation of the claim.” An issuer may request cooperation and supporting information, and you should answer reasonable questions honestly. But an issuer may not automatically deny a claim solely because you declined a particular demand, such as an affidavit or police report, when that item is not required to establish the claim under the applicable rule.

This does not mean you should ignore a request. Ask why the information is needed, provide what you can, and keep copies of everything exchanged. If the issuer rejects the claim, read the explanation, compare it with your records, and use the issuer’s written reconsideration or complaint process if available.

Secure the account after reporting

  • Change the password for the card account and for the email address used to receive account alerts. Use a unique password and multifactor authentication where offered.
  • Review recent statements and pending transactions for additional unfamiliar activity.
  • Remove the compromised card from shopping sites, subscription services, and digital wallets until the issuer confirms the replacement details.
  • Enable transaction alerts for purchases, online payments, cash advances, and balance changes.
  • If you entered card details on a suspicious website, tell the issuer that the exposure may extend beyond the one charge and ask whether related account numbers or tokens should be replaced.

The CFPB advises alerting the financial provider when card data may have been hacked. Monitoring or identity-recovery services are not automatically required for every unauthorized charge; consider broader help only when you have evidence that personal information beyond the card number was exposed.

Keep a complete paper trail

Create one folder, digital or paper, containing the statement page with the charge, screenshots of pending and posted transactions, the written notice, delivery proof, call notes, case numbers, issuer letters, and payment confirmations. Add a simple timeline with dates and amounts. This prevents you from relying on memory if the issuer asks follow-up questions or the transaction appears on a later statement.

Common mistakes that can weaken your response

  • Waiting for certainty: report a suspected unauthorized charge promptly while you gather details.
  • Using an unverified contact number: use the card, statement, official app, or official website.
  • Calling but never writing: submit the written notice within the 60-calendar-day period and keep a copy.
  • Paying nothing: pay undisputed amounts on time to avoid late-payment consequences.
  • Confusing an authorized-user purchase with theft: explain when permission was granted and when it ended.
  • Applying debit rules to a credit card: identify the payment method first and follow the bank-account process for debit or electronic transfers.
  • Sending the dispute to the payment address: use the billing-dispute address printed on the statement.

The safest sequence is straightforward: verify the descriptor, contact the issuer through a trusted channel, secure or replace the card, send a timely written notice, pay the undisputed balance, and preserve every record until the issuer closes the claim.
