Slow down, give the diving area a wide berth, and keep a sharp lookout for divers at the surface and underwater. Follow the speed and distance rules for your location and vessel; there is no single nationwide diver-flag buffer. If people are close to your boat, keep them in view and shut off the engine when safe.

What to do when you spot a diver-down flag

Treat the flag as a warning that people may be in the water nearby, not as a marker that tells you exactly where every diver is. Reduce speed, steer well clear of the flag and any associated dive vessel, and scan the water carefully for divers. A person on the surface may be difficult to see, and a submerged diver may not be visible at all.

  1. Slow down as soon as you recognize the signal. Avoid making a fast pass near the flag, a dive boat, or people in the water.
  2. Choose a route that gives the area a wide berth. Do not aim for a narrow gap beside the flag just because the flag itself is visible. The warning concerns nearby divers, not only the spot where the flag is placed.
  3. Keep watching the water as you maneuver. Look for people at the surface and keep the flag and any dive vessel in view while you pass at a safe distance.
  4. Apply the local rule for your waterway and craft. Distance and speed requirements differ by jurisdiction, and a rule for one type of vessel may not apply identically to another.
  5. If people are close to your boat, keep them on the operator’s side in view. The U.S. Coast Guard’s recreational boating guide advises shutting off the engine when approaching people in the water. Do so when it is safe, and avoid putting the boat or its propeller near them.

If you are uncertain where the divers are or what route will keep you clear, do not press through the area. Slow further and maneuver away rather than treating the flag as a challenge to estimate a minimum passing distance.

Recognize the two signals used in diving contexts

The familiar U.S. diver-down flag is red, square or rectangular, with a white diagonal stripe. Florida Fish and Wildlife Conservation Commission (FWC) describes it as a warning device for divers in the water, and Florida law defines the symbol in those terms.

You may also encounter International Code Flag A, commonly called the Alpha flag. It is blue and white and has a different shape from the red-and-white diver-down flag. It is a separate signal, not another color scheme for the same flag. The National Association of State Boating Law Administrators (NASBLA) boating education standard calls for boaters to learn to recognize both signals and applicable local rules.

Signal Appearance What to take from it
Diver-down flag Red square or rectangle with a white diagonal stripe A warning that divers are in the water nearby.
International Code Flag A (Alpha) Blue-and-white pennant A distinct signal used in diving contexts; local legal treatment may differ from that of the diver-down flag.

Recognizing both matters, but do not assume that every jurisdiction gives them identical statutory treatment. When in doubt, choose the cautious response—slow down, keep clear, and check the local rule—rather than relying on an assumption about which signal carries a particular legal distance.

Why a flag calls for more than a glance

A flag is a warning to boaters, not a visual locator for each diver. A diver could be submerged or away from the point where the flag is displayed. The flag’s presence is therefore a reason to be alert across the surrounding area, not permission to pass close to it after checking only the water directly beside the pole or float.

Visibility and attention also matter: a flag does not guarantee that every nearby operator will see it or follow the applicable rule. Keep control of your own boat and maintain your lookout even when other boats are present. If you can see people in the water, prioritize keeping them visible to the operator and keeping the engine off when approaching them, if safe.

There is no single nationwide distance or speed limit

The U.S. Coast Guard’s federal recreational boating guide says the Coast Guard does not regulate diver/ski flags. Its regulations page directs boaters to consult the laws and regulations of their own state or territory. As a result, do not treat a distance quoted for one state—or for one kind of boat—as a national rule.

For the precise requirement where you are boating, check the rules for the state or territory and the waterway you are using. Pay attention to the kind of craft covered, the type of water, and whether a requirement concerns speed, distance, or both. A general safety buffer is not a substitute for a legal requirement, and a legal minimum should not be treated as a guarantee that a pass is safe in the actual conditions.

Florida example: speed depends on the waterway

Florida FWC says boaters must operate at idle speed within 300 feet of a diver-down flag in open water and within 100 feet in rivers, inlets, or navigation channels. These are Florida rules, not national distances. Florida’s statute also describes the red-and-white symbol and distinguishes distances by water type. Check the current rule for the place you will boat rather than applying the open-water figure to a river or channel.

Ohio example: the cited rule concerns personal watercraft

The U.S. Coast Guard’s state-law database reports a restriction on personal watercraft (PWC) operation within 300 feet of an official diver’s flag in Ohio. That database entry is a state-specific data point and addresses PWC operation; it should not be generalized to every vessel or treated as a substitute for checking the controlling Ohio law.

How to check the rule before or during a trip

  1. Identify the jurisdiction. Start with the state or territory whose waters you are entering. If you are outside the United States, consult the rules that apply there rather than assuming U.S. signals or distances govern.
  2. Find the applicable boating regulation. Use the relevant state or territory boating-law source. The Coast Guard’s regulations guidance points boaters to state and territory rules because diver/ski-flag regulation is not set by the Coast Guard.
  3. Match the rule to your situation. Confirm whether it covers a red-and-white diver-down flag, an Alpha flag, or both; whether it applies to your vessel type; and whether the distance or speed changes by waterway.
  4. Use the stricter practical response when uncertain. Slow down and stay well away while you verify the applicable requirement. Do not assume a familiar number from another state applies to your location.

The location for this question is unspecified, so an exact legal distance or speed limit cannot be given for every reader. Florida and Ohio illustrate why checking matters: the Florida guidance differentiates by waterway, while the cited Ohio database entry specifically addresses personal watercraft.

What to do in common situations

You see a flag but no diver

Still reduce speed, keep clear of the diving area, and continue scanning the water. Not seeing a diver does not establish that the area is empty; the signal warns of divers nearby, who may be underwater or difficult to spot from a boat. Follow the local distance and speed rule even when no person is immediately visible.

You see a diver near your intended route

Do not continue toward the diver to get a better look or pass close to the flag. Slow down, choose a route away from the people in the water, and keep them in view while maneuvering. If a person is close to the boat, the Coast Guard guidance is to shut off the engine when approaching them. Prioritize doing so when safe rather than keeping the engine running while you close the gap.

You are operating a personal watercraft

Check whether the local rule has a PWC-specific provision. Ohio’s Coast Guard database entry, for example, reports a 300-foot restriction for PWC operation near an official diver’s flag. That example should not be assumed to set the rule for other states, other craft, or every interpretation of Ohio law.

You are unsure whether the flag is a diver-down or Alpha flag

Do not use uncertainty as a reason to approach. The red-and-white flag and blue-and-white Alpha flag are distinct signals, and NASBLA’s education standard includes recognition of both. Slow down and give the area room while checking the local rule for the signal you have seen.

Common mistakes to avoid

  • Applying a Florida distance everywhere. Florida’s 300-foot open-water and 100-foot river, inlet, or navigation-channel idle-speed zones are Florida-specific.
  • Treating the Coast Guard’s role as a national rule. The Coast Guard guide says it does not regulate diver/ski flags; it does not establish a universal buffer.
  • Assuming the flag marks the diver’s exact location. It warns that divers are nearby; it is not a guarantee that every diver is directly beside the flag.
  • Confusing the two signals. The red-and-white diver-down flag and blue-and-white Alpha flag are distinct, and their legal treatment should not be presumed identical.
  • Watching the flag but not the water. Continue looking for people at the surface and keep visible swimmers or divers in view as you maneuver.
  • Assuming other boaters will comply. The flag cannot ensure that others have noticed it, so maintain your own lookout and keep clear.

Sources for the rules and signal descriptions

The U.S. Coast Guard recreational boating guide and regulations page explain the federal role and direct boaters to state or territory requirements. NASBLA’s boating education standard covers recognition of diver-down and Alpha flags. Florida FWC and the Florida Senate statute supply the Florida signal definition and waterway-specific speed example; the Coast Guard state-law database supplies the Ohio PWC example. Consult the current controlling rule for your location before relying on a particular legal distance or speed.
