If a sea turtle hatchling is crawling steadily toward the ocean, do not touch or move it. Stand back, keep people and pets away, turn off lights, and leave its route to the water clear. A hatchling in a road, yard, pool, parking lot, tangled seaweed, or moving away from the sea should be reported promptly to the local wildlife authority or sea-turtle stranding network instead of being “rescued” by an untrained observer.
Do not pick up a suspected washback hatchling or put it back in the ocean unless a trained local responder specifically instructs you to do so. Reporting rules and legal requirements vary by location; Florida’s 24-hour Wildlife Alert Hotline is 888-404-FWCC (3922).
First, decide whether the hatchling is progressing normally
The most important fact is the animal’s direction and circumstances, not simply its size or the fact that it is alone. Hatchlings normally emerge from a nest and crawl toward the sea without human help. A small turtle by itself is not automatically injured or abandoned.

Current Florida Fish and Wildlife Conservation Commission (FWC) guidance states that “sea turtles and hatchlings actively crawling towards the ocean do not need assistance.” That guidance does not mean every hatchling found on a beach should be ignored; it means a normally progressing crawler should be left undisturbed while unusual encounters are reported.

What to do when it is crawling toward the ocean
- Stop at a generous distance. Stay far enough away that the hatchling continues on its own. Do not surround it or stand in its path.
- Clear the route without touching the turtle. Ask other beach users to step back. Keep chairs, toys, towels and other objects out of the animal’s line to the water if you can move those objects without approaching the hatchling.
- Control pets. Put dogs on a leash and prevent any animal from sniffing, pawing, chasing or blocking the hatchling.
- Remove artificial light. Turn off flashlights, phone lights, camera lights and nearby beach lighting that you control. Do not use flash photography or video lighting.
- Let it crawl unaided. Do not pick it up, point it toward the water, carry it over a steep section, feed it or place it in a container.
- Observe quietly only if it is safe. If it stops or changes direction, do not intervene automatically. Call the local authority and describe what you see.
Hatchlings orient using the beach’s slope and reflections from the moon and stars on the water. Bright or moving lights can draw them inland, where they may become dehydrated, trapped or exposed to predators and traffic. Human attention can also block the visual cues and physical space they need.
How to recognize a possible washback
A washback is a post-hatchling that has been carried back onto shore, often with floating seaweed after strong winds, large waves or storms. It may be found among wrack, above the normal surf line or in a place that does not lead naturally to the sea. Its small size alone does not prove that it is a washback.
Signs that call for a report
- The turtle is heading inland or repeatedly away from the ocean.
- It is stranded in seaweed, a tide pool, a pool, a yard, a road or a parking area.
- It is trapped behind an obstacle or in a location where it cannot reach the surf.
- It appears weak, injured, sick, motionless for an unusual period, or exposed to immediate danger.
- It was discovered after a storm or high-tide event and appears to have been deposited with debris.
Do not try to confirm a washback by lifting the turtle, inspecting its underside or testing whether it can swim. FWC specifically advises people not to pick up a washback hatchling and not to put it back in the ocean. Call first and follow the responder’s directions.

How to report a stranded or misdirected hatchling
- Find the correct local contact. In the United States, NOAA directs observers to the appropriate regional sea turtle stranding coordinator. State wildlife agencies, marine conservation offices and local stranding networks may use different numbers and procedures. Outside the United States, contact the local wildlife or marine conservation authority.
- Make the report promptly. Explain that you have found a sea turtle hatchling and say whether it is moving toward the water, moving away, stranded, injured or dead.
- Give an exact location. Include the beach name, access point, nearest landmark, road or parking-lot entrance, and a map pin or other precise description if available. Responders cannot help efficiently if they cannot find the animal.
- Describe, do not handle. From a safe distance, note approximate size, condition, direction of travel and whether it has spray paint markings or visible entanglement. Do not approach closely to obtain measurements.
- Remain available for instructions. If it is safe, keep the animal in sight from a distance until a trained responder arrives. Do not move it while waiting unless an authority explicitly tells you how.
For a sick, injured or dead turtle, FWC asks callers to be ready with the exact location, whether the animal is alive or dead, approximate size, any spray markings and the closest access point. Those details are useful examples for a report, but reporting requirements differ by jurisdiction.
Florida’s specific instructions
Florida has a clear, statewide contact for urgent wildlife reports: the FWC 24-hour Wildlife Alert Hotline at 888-404-FWCC (3922). Use it when a hatchling is in an unexpected place, appears stranded or is otherwise in danger. Tell the dispatcher exactly where you are and what the turtle is doing.
Florida guidance distinguishes sharply between a hatchling actively crawling to the ocean and a suspected washback. Leave the former alone. Do not pick up or return the latter to the water; wait for instructions. FWC also states that it is illegal in Florida to harm or disturb nesting sea turtles, their nests and eggs, or to pick up hatchlings. Other states and countries have their own laws, so do not assume that Florida’s hotline or legal wording applies elsewhere.

Why “helping” can be dangerous
Moving a normal crawler
A hatchling’s trek is part of its natural orientation process. Carrying it changes the route and removes the physical effort and environmental cues associated with reaching the sea. Even a well-intentioned move can place it in deeper water, on an unsuitable shoreline or near another hazard.
Adding light
Flashlights, phone screens, camera flashes and bright building lights can override the natural horizon cues that guide a hatchling seaward. If you are documenting the encounter for a report, do so without illumination and never delay a professional call to obtain a photograph.
Putting a washback in water
A washback may be cold, exhausted, injured or in need of assessment. Saltwater exposure, floating it in a bucket or releasing it at the wrong time and place does not provide the specialized care a responder may prescribe. Do not improvise treatment, feeding or hydration.

Handling and crowding
Touching can injure a fragile hatchling, expose it to contamination and cause it to expend limited energy. A crowd can block its path, attract predators or make it impossible for responders to work. Quiet distance is the safest contribution an observer can make.

The hatchling is walking straight toward the surf at dusk
Back away, leash pets, ask others to clear the path and turn off lights. Do not call a responder merely because it is alone and small if it continues normally toward the ocean. Call if its behavior changes or a hazard cannot be removed without approaching it.
It is walking toward a parking lot
Do not pick it up and carry it to the shoreline. Keep people and vehicles away, call the local wildlife authority, provide the nearest access point and follow instructions while maintaining visual contact from a safe distance.

It is tangled in seaweed above the tide line
Treat this as a possible washback. Do not pull away the seaweed, rinse the turtle, place it in a box or release it. Report the location and wait for trained help.
It is in a hotel courtyard, yard or swimming pool
Prevent pets and people from approaching, stop controllable lights and make an urgent report. Tell the authority whether the turtle is wet, moving, trapped or exposed to traffic. Do not transport it yourself.
You find several hatchlings
Keep the entire group undisturbed and report the location. Do not place any of them in water or arrange a human-led release. A coordinator may provide group-specific instructions.

- Do not block its route or encourage a crowd to watch.
- Do not assume that a Florida phone number or handling rule applies in another jurisdiction.
What to do after you make the call
Follow the responder’s directions exactly. If you are told to wait, remain far enough away to avoid disturbing the turtle while keeping it in sight when practical. Keep vehicles, beach equipment and pets away from the reported location. If the animal enters immediate danger, update the authority rather than improvising a rescue. Once professionals take over, give them any observations you made and leave the site so they can work.
The safest general rule is simple: a hatchling moving normally toward the sea needs darkness, space and time; a hatchling that is stranded, misdirected or endangered needs a precise report and professional instructions.
