Keep your distance, keep people and pets away, and contact a local wildlife agency or licensed bird rehabilitator before anyone tries to touch or move the bird. A bird that looks unusual is not necessarily legally endangered, and a lay identification is not enough to establish its status. If it appears healthy, ask the wildlife authority in your area how to report the sighting; there is no single reporting route established for every species and location.
First, decide whether the bird needs immediate help
“Rare” is often an observer’s description: you may not recognize the bird, or it may be an uncommon visitor in your area. “Endangered” can refer to a formal legal status, which cannot be confirmed from an uncertain sighting alone. The practical first question is not what the bird is called, but whether it appears sick, injured, orphaned, or in immediate danger.
Look from where you are. The U.S. Fish and Wildlife Service (USFWS) identifies signs such as bleeding, an apparent broken limb, inability to stand, or a deceased parent as reasons an animal may need help. An unusual appearance by itself does not establish distress. Most wildlife should be left alone, and approaching to get a better look can create additional disturbance.
| What you see | Best next step |
|---|---|
| An apparently healthy bird, including one you cannot identify | Observe from a safe distance. Contact a local wildlife authority for reporting guidance if you think the sighting is significant. |
| A feathered young bird hopping or fluttering | Give it space and keep pets away; it may be a fledgling whose parents are still caring for it. |
| Bleeding, an apparent broken limb, or inability to stand | Call a licensed wildlife rehabilitator or wildlife agency, describe what you see, and follow its directions. |
| A sick or dead bird | Do not touch it. Contact a wildlife agency or rehabilitator for advice. |
| A bird exposed to an immediate hazard | Call a wildlife professional and explain the hazard before attempting to intervene. |
The CDC advises people not to touch sick or dead birds and to contact a wildlife agency or rehabilitator. If you are uncertain whether a bird is injured, describe its visible condition and behavior to a professional rather than trying to diagnose it by getting closer.

What to do while you contact a professional
- Pause at a safe distance. Keep children and pets away. Do not crowd, chase, touch, or feed the bird. These are protective steps while you assess what is happening, not a reason to handle the animal.
- Note only what you can observe safely. Record the bird’s location, what it is doing, visible signs of distress, and any immediate hazard. You do not need to settle its species or legal status before asking for help.
- Call a local wildlife agency or a licensed rehabilitator. Explain the location and condition, and ask what to do next. Confirm that the facility handles that kind of bird before transporting it; a rehabilitator’s license does not by itself establish that the facility can take every species.
- Follow the professional’s specific instructions. They may tell you to leave the bird where it is, move it a short distance, or transport it. Do not substitute your own treatment plan for that advice.
- Keep a sensitive sighting discreet in public. Avoid posting precise location details if they could attract people to the bird. Share the information with the wildlife authority or rehabilitator you contact so they can advise you.
For an apparently healthy bird, the appropriate reporting channel can depend on its identity and where it was seen. Ask the wildlife authority responsible for your location rather than assuming that a general hotline, a particular organization, or a national reporting route applies everywhere. If you are outside the United States, contact your local wildlife authority; U.S. rules and agency procedures should not be assumed to apply in another country.
If the bird is young, check whether it is a fledgling
A young bird on the ground is not automatically abandoned. USFWS distinguishes a nestling, which is featherless or has its eyes closed, from a more feathered fledgling that hops or flutters. Fledglings commonly spend time on the ground while their parents feed them, according to Audubon. If the bird is feathered and moving in this way, give it space and keep pets away rather than taking it home.
When you find a nestling
If a nestling is featherless or has its eyes closed, look for a nearby nest without approaching in a way that disturbs the bird. USFWS says returning it to a nearby nest may be appropriate. If no nest can be found, leave it in place or move it to shade while seeking advice. Contact a rehabilitator or wildlife agency if you are unsure what to do; a professional can help assess the situation without assuming the young bird must be separated from its family.

When you find a fledgling
A feathered bird that hops or flutters may be at the stage when it is outside the nest but still being cared for. Its parents may be nearby even if you cannot see them. Allow it space and keep pets away. The fact that it is on the ground, by itself, is not evidence that it needs to be collected.
For a baby bird whose situation is unclear, a rehabilitator may be able to advise from a description or pictures sent by phone. Jennifer Jill Rockwell, director of the Ruth Melichar Bird Center, has described asking whether parents are around and considering options such as a makeshift nest to keep a baby with its family. Contact a professional for that advice instead of treating every young bird on the ground as an orphan.
If the bird appears injured, sick, or in danger
Call a licensed wildlife rehabilitator or state wildlife agency and describe the observable problem. Be ready to give the location, signs such as bleeding or inability to stand, and any immediate hazard. Call before going to a facility: it is important to confirm both that it is licensed and that it handles the species involved. If you cannot determine the species, say so rather than guessing.

Do not offer food or water, attempt treatment, or keep the bird while deciding what to do. Advice can vary with the bird’s condition, size, and species, and an unrequested intervention may make the situation worse. Kit Lacy, bird curator at Cascades Raptor Center, put the preferred approach this way: “In a perfect world, the person who finds an injured bird can call us and do nothing.” The useful point is to call first and let a qualified professional decide whether intervention is needed.

If a professional specifically directs you to contain a small, obviously injured bird temporarily, Audubon describes using a ventilated box or paper bag. That advice is conditional: it is not an invitation to capture an unfamiliar bird simply because it appears rare. Audubon cautions that larger birds can injure a finder and recommends consulting a rehabilitator before containment. If you have not received directions, ask what the professional wants you to do rather than improvising a capture or transport method.
Do not assume that a bird’s size or apparent stillness makes it safe to handle. If a professional asks you to move or transport it, clarify the instructions before acting, including whether they want you to contain it at all. When the appropriate action is not clear, the call is the intervention; handling is not required merely because you found the bird.

If you find a dead bird
Do not touch or move it. CDC guidance is not to touch sick or dead birds; contact a wildlife agency or rehabilitator and follow its advice. This is particularly important when you do not know what caused the bird’s condition. A rare-looking bird is not a reason to take possession of a carcass or attempt to preserve it yourself.
Describe where it is and what you observed when you call. If the bird is near a place where people or pets might approach it, mention that hazard to the professional and ask what steps, if any, you should take. Do not infer a disease, cause of death, or legal status from appearance alone.
Can you take a rare bird to a rehabilitator yourself?
In the United States, the rules discussed here apply particularly to migratory birds covered by federal regulations. USFWS says a federal migratory bird rehabilitation permit is required for covered rehabilitation activity. The Service describes a limited Good Samaritan provision that allows immediate transport of a sick, injured, or orphaned migratory bird to a permitted rehabilitator. It is not general permission to capture, keep, or rehabilitate a bird yourself, and state requirements may be more restrictive.

That distinction matters: calling for help, following a professional’s directions, and personally taking custody of a wild bird are not interchangeable. Do not treat the limited immediate-transport provision as a license to hold a bird while searching for a facility or to provide care at home. Contact the appropriate wildlife authority or permitted rehabilitator for the rules and directions that apply to your situation. These are U.S.-specific legal points; readers elsewhere should ask their local wildlife authority about local law.
How to report a healthy rare-bird sighting
If the bird appears healthy, there may be no need to approach it or arrange rescue. Contact the wildlife authority for the place where you saw it and ask whether and how the sighting should be reported. A local authority can advise based on the jurisdiction and, if possible, the bird’s identity. This is more reliable than treating an uncertain observation as proof that the bird is legally endangered or assuming every area uses the same reporting system.
When you contact the authority, describe what you observed and where you observed it. Keep public posts about the sighting general if exact location details could draw a crowd. A private report to the responsible agency is different from broadcasting a sensitive location to an audience; the former lets professionals advise you while limiting avoidable attention around the bird.

Why keeping pets away matters
Keeping pets away is a practical precaution even when a bird’s condition is unclear. As background context, a 2023 USFWS account cited a Smithsonian Conservation Biology Institute study estimating that domestic cats kill between 1.3 billion and 4 billion birds annually in the contiguous United States. That estimate concerns bird deaths across the country; it is not a statistic about rare-bird encounters, nor a measure of what any one person can accomplish by handling a bird. For the immediate situation, the relevant action is simply to prevent pets from disturbing the bird while you seek appropriate advice.
Quick Recap
A simple decision path
- It looks healthy: observe from a distance and ask the local wildlife authority whether the sighting should be reported.
- It is a feathered young bird that hops or flutters: give it space; its parents may still be caring for it.
- It is featherless or has its eyes closed: look for a nearby nest only if you can do so safely; if one is available, returning it may be appropriate. Otherwise leave it or move it to shade while seeking professional advice.
- It is bleeding, appears to have a broken limb, cannot stand, or is otherwise visibly distressed: call a licensed, species-appropriate rehabilitator or wildlife agency before moving it.
- It is sick or dead: do not touch it; contact a wildlife agency or rehabilitator.
- You are unsure: describe what you see to a local professional and let that person guide the next step. You do not need to prove that the bird is rare or endangered before asking for advice.
