Keep people and pets away, do not touch or move the fish, and report it to the local fisheries, wildlife, environmental or coastal authority. From a safe, lawful distance, record the exact location and time, estimate the fish’s size and number, note whether it appears alive or dead, and take a photograph only if you can do so without approaching it. There is no single worldwide hotline for fish strandings; the correct reporting route depends on your country, region and the type of event.
What to do immediately
1. Create distance
Move children, dogs and other people away from the fish. A large animal may thrash unexpectedly if it is alive, and a dead or dying fish can be associated with disease, toxins, pollution or poor water conditions that are not visible from the beach. Do not wade into the water, climb over rocks, or cross a restricted area to get closer.
2. Do not touch, move or collect it
Do not pick up the fish, drag it above the tide line, return it to the sea, cut it open, take scales or tissue, or put it in a bag or vehicle. Handling can expose you or your pet to contaminants and can destroy evidence needed by investigators. Only trained and authorized responders should attempt a rescue, examination or sample collection.
3. Do not eat it
Never cook or consume a fish found washed ashore, even if it looks fresh or is a species you recognize. You cannot determine from appearance whether it contains toxins, pathogens or chemical contamination. Keep pets from licking, chewing or carrying it; contact a veterinarian if an animal has already eaten part of it.

4. Photograph only from a safe distance
A clear photo can help an authority decide which team should respond, but the picture is optional. Use your phone’s zoom, remain on stable ground, and do not use a flash, poke the fish or reposition it. Follow beach rules and private-property restrictions. A short video can show movement if the fish is alive, but do not approach to check whether it is breathing.
What to record before you leave
Write down observations while they are fresh. Authorities can often do more with precise, neutral information than with a guess about the cause or species.
- Exact location: beach name, access point, nearest landmark, local address, or GPS coordinates. Include the side of a jetty, inlet or river mouth when relevant.
- Date and time: when you first saw it, and when you made the report if different.
- Condition: whether it appears alive, dead, stranded, floating, bleeding or unable to move normally. Do not approach to test its response.
- Number of fish: one specimen, several fish, or a broad area of mortality. Estimate rather than disturbing the site to count.
- Approximate size: length in metres, feet or another familiar comparison. An estimate is sufficient; do not stretch a tape beside the fish.
- Visible features: unusual shape, fins, markings, colour, injuries, swelling or other traits. State “unknown” rather than forcing an identification.
- Environmental observations: unusual water colour, surface sheen, foam, strong odour, dead wildlife nearby, or a visible discharge. Describe what you see without claiming it caused the event.
- Media: one or more photos or a video made without entering a dangerous area or touching the fish.
- Your contact details: name, phone number or email if the reporting form requests them and you are willing to answer follow-up questions.
Who to contact
Use the official website or published phone line for the place where the fish was found. Search for phrases such as report unusual fish, fish kill, dead fish report or marine wildlife report plus your city, state, province or country. The responsible office may be a fisheries department, wildlife agency, environmental regulator, coastal municipality or national marine authority. A harbourmaster, beach manager or local government contact can direct you if the specialist agency is not obvious.

For example, the U.S. National Oceanic and Atmospheric Administration publishes a directory with species- and region-specific contacts. Its listings include fish contacts in some circumstances, such as a giant manta ray report route, while other entries are specifically for marine mammals or turtles. Treat that directory as a way to find the appropriate office, not as a universal fish-stranding number.
Single unusual fish versus a fish kill
One large or unfamiliar fish
Report a single specimen when it is unusually large, belongs to a protected or uncommon species, has conspicuous abnormalities, or is alive but stranded. The agency may ask for a photo and location first, then decide whether a responder is needed. Avoid delaying the report while trying to identify it with an app or field guide.
Several dead or distressed fish
When fish are scattered along the shoreline, concentrated in one area, or appearing repeatedly, use the local fish-kill, aquatic-disease or environmental incident channel. State the approximate number and area affected. Do not assume that a mass event is pollution, an algal bloom or disease; those conclusions require testing and environmental data.

Florida’s Fish and Wildlife Conservation Commission, for instance, accepts reports of fish kills, diseased fish and fish with abnormalities through an online form or hotline. Its requested information includes location, number of fish, species if identifiable and the reporter’s contact details. The commission says these reports help it evaluate causes, patterns and occurrence and coordinate with partner agencies. Its page states that about 2,000 people submit fish-kill and disease reports each year. That figure describes Florida’s reporting system and is not a worldwide estimate.

How to make the report
- Find the official channel. Search the relevant government site for an unusual-fish, fish-kill, aquatic-disease or marine-wildlife reporting page. Confirm that the channel covers your location and fish, rather than only marine mammals or turtles.
- Choose the fastest available option. Use a phone line when the page identifies an urgent or after-hours incident route. Use an online form when it accepts photos and the situation is stable. If people are at immediate risk from an animal, damaged structure or restricted area, follow local emergency or beach-management instructions as well.
- Enter the location precisely. Give the beach, access point, nearest landmark and coordinates or a map pin if available. A vague description such as “near the water” can prevent responders from finding the site.
- Describe observations, not conclusions. Write “approximately 20 dead fish over 30 metres of shoreline” rather than “a toxic spill killed them.” Include the date, time, estimated size, condition and visible features.
- Attach safe-distance media. Submit the clearest photo or video that shows scale and identifying features. Keep the original file in case the agency requests its timestamp or metadata.
- Answer follow-up questions. Officials may ask whether more fish appeared, whether anyone handled the specimen, or whether there was an unusual odour or water colour. Do not revisit the fish solely to obtain a closer image.
- Follow local instructions. If officials ask you to mark the location, avoid an area or notify another agency, do so without touching the fish or collecting material.
Why appearance cannot reveal the cause
A fish on shore may have been affected by disease, parasites, toxins, low oxygen, temperature or other environmental conditions, injury, entanglement, starvation or natural events. Several causes can produce similar external signs, and a single carcass may not explain a wider event. Authorities may need laboratory samples, water measurements, weather information and reports from other locations.
A 2026 incident in South Africa shows why a plausible explanation is not a confirmed one. The Department of Forestry, Fisheries and the Environment reported dead and dying sardines at multiple Western Cape locations. It advised the public not to collect, handle or consume them. Although a harmful algal bloom was present in part of the area, the department said it could not assume that bloom caused every reported death. Its notice stated: “No cause has yet been confirmed, and conclusions should not be drawn before the samples and available environmental information have been assessed.”

Australia’s Department of Agriculture, Fisheries and Forestry describes fish-kill investigation as an early-warning measure for emerging aquatic disease. Its protocol also distinguishes disease from environmental causes. This is why an accurate location, count and observation is more valuable than a diagnosis made on the beach.
If the fish is alive
Do not push it back into the water, tow it, pour water over it or attempt to restrain it. A fish that appears stranded may be injured, ill, trapped by changing tides or affected by water conditions that are unsafe for people. Report its position and movement from a safe distance. Only an authorized responder with the right equipment should attempt a rescue or relocation.

Size alone does not tell you which agency has jurisdiction. A large shark, ray or other fish may have a fisheries reporting route, while a seal, dolphin, turtle or whale on the same beach may belong to a separate marine-animal program. If you are unsure whether the animal is a fish, describe its visible features and send the report to the local wildlife or coastal authority; do not handle it while deciding.

Government instructions in England and Wales, for example, advise the public not to approach, touch or return stranded animals to the sea. Their large-marine-animal guidance includes sharks among reportable examples and asks for the location, date and species if known. Those contacts are geographically limited, so use the equivalent authority for your own area rather than copying a foreign number.
What not to do
- Do not touch the fish with bare hands, gloves, a stick or fishing equipment.
- Do not move it to make a photograph, clear a path, or place it in the water.
- Do not remove a fin, tooth, scale, tissue or other specimen.
- Do not eat it or let pets or wildlife feed on it.
- Do not publish an unverified claim that a spill, disease or algal bloom caused the death.
- Do not enter closed beaches, unstable rocks, surf or water with unusual colour or odour to investigate.
- Do not assume a marine-mammal or turtle hotline accepts fish reports.
After you report
Keep your original notes and media, and record the report reference number if the system provides one. Avoid repeatedly returning to the site. If you later notice a larger concentration of dead fish, a new discharge or a risk to beach users, submit an update through the same official channel and identify it as a follow-up to the original report. Do not remove warning signs or barriers placed by authorities.
