Keep your distance, do not touch or move an unidentified buoy, and report what you can safely observe. Photograph visible markings, record the location and time, and describe any damage, leaks or danger. In the United States, a suspected NOAA oceanographic drifter should be reported to NOAA’s Global Drifter Program; a buoy washed ashore should be reported to the nearest Coast Guard District. A possible navigation hazard belongs with a Coast Guard Sector Command Center, while a serious immediate danger warrants 911.
1. Check for danger before you approach
Treat a buoy on the beach as unidentified until its markings and condition establish otherwise. Stay back if it is large, damaged, leaking, entangled, giving off an unusual odor, or appears to contain fuel, chemicals, batteries or other hazardous material. Do not pull it out of the surf, drag it above the tide line, open a compartment, cut attached lines or carry it away.
NOAA Marine Debris Program guidance states: “If you don’t know what an item is, don’t touch it.” That rule matters even when an object looks like ordinary marine equipment. A float can be heavy, unstable, under tension from a line, contaminated, or important to navigation. Keep children, pets and bystanders away and choose a safe position upwind if there is a smell or visible vapor.
When to call 911
Call 911 when the object presents a serious, immediate threat to people—for example, an active leak, fire, explosion risk, injury, or another condition requiring urgent local response. Tell the dispatcher that the item is marine debris or a buoy on a beach, give the exact location and explain what you can see without approaching it.

2. Record information from a safe distance
Once you are in a safe place, preserve the details that responders or a scientific program will need. Do not return to the object merely to read a label or obtain a better photograph.
- Record the beach name, nearest access point, landmarks, town, state and country. If available, save a map pin or coordinates.
- Note the date and time you found it and whether it is in the water, at the high-tide line or farther inland.
- Photograph the entire object and then zoom in from where you are standing on visible numbers, lettering, logos, colors, antennas, solar panels, lights, cables and warning labels.
- Describe its condition: intact, broken, overturned, entangled, leaking, smoking, emitting an odor or creating an obstruction.
- Estimate whether it could interfere with swimmers, boats, vehicles, a channel, a launch area or other traffic.
NOAA’s Global Drifter Program asks finders to provide “any/all information listed on the surface float.” A clear, safe photograph can preserve that information without requiring anyone to handle the equipment.
3. Work out what kind of object it may be
The word “drifting” describes movement, not ownership. A beach find could be an oceanographic drifter designed to travel with currents, a navigation buoy that has broken loose, or another piece of marine debris. The reporting path changes with the markings, apparent function, condition and risk.

Do not classify an object as a NOAA drifter solely because it floats or has a small instrument package. Conversely, do not assume every buoy on a beach belongs to a navigation service. Identification should come from visible markings and apparent function, not from guesswork.

4. If it appears to be a NOAA oceanographic drifter
NOAA’s Global Drifter Program specifically asks people who find a drifting buoy to contact a program member with all information printed on the surface float. Include the photographs, every readable identification number or label, the location and time, and the condition of the instrument. Explain whether it is still in the water, stranded, damaged or leaking.
NOAA may attempt to redeploy a recovered drifter when its batteries and sensors are still operational. That decision belongs to the program; a finder should not launch, recharge, dismantle or transport the instrument independently.
Handling and disposal limits
NOAA says that when a Global Drifter Program unit is no longer operational, it can be disposed of as an alkaline-battery product. This instruction is specific to that program’s drifters and does not establish a disposal method for an unidentified buoy, navigation aid or other debris. Until the object is identified and the responsible authority responds, leave it where it is and keep people away.

The U.S. Coast Guard Office of Navigation Systems answers the question “I found a buoy washed up on the beach” by directing the finder to report it to the nearest Coast Guard District. Use the location and photographs you collected, identify any readable markings, and state whether the buoy blocks access or could affect navigation.

A Coast Guard District is the appropriate reporting destination for the washed-ashore buoy itself even when you cannot determine whether it is a navigation aid. If you are unsure which Coast Guard office serves the beach, local emergency services or a Coast Guard watchstander can direct the report to the correct district.
6. Escalate potential navigation and hazardous-material risks
Potential hazard to navigation
For large debris or a buoy that could endanger vessels, mark a channel, obstruct a launch area or otherwise create a navigation hazard, NOAA advises contacting the nearest Coast Guard Sector Command Center immediately. Give the precise location, the object’s approximate size and condition, visible identifiers, and the reason you believe vessels or people could be at risk.
Leaking or potentially hazardous material
For a leak or suspected hazardous substance, NOAA advises contacting local authorities, the relevant state emergency response or environmental health agency, and the National Response Center at 1-800-424-8802. Do not touch, move, sample or attempt to contain the material. Keep your report factual: describe the color, odor, sheen, smoke or visible container damage only from a safe distance.

The nearest Coast Guard District handles the washed-ashore buoy report, while a Sector Command Center is the immediate channel for a possible navigation hazard. Emergency services and hazardous-material agencies address threats to people, property or the environment. One report does not replace another when the object presents more than one kind of risk; tell each agency which danger you observed and what you have already reported.

7. What not to do while waiting for instructions
- Do not tow the buoy, roll it, bury it, throw it back into the water or leave it on a public path.
- Do not open housings or remove batteries, antennas, sensors, ropes, nets or attached containers.
- Do not assume that a printed disposal instruction on one NOAA drifter applies to another buoy.
- Do not ask untrained bystanders to move it or create a crowd around it for photographs.
- Do not enter restricted water or a navigation channel to inspect it.
Remain available by phone if an authority asks follow-up questions, but keep yourself outside the hazard area. If tides, waves, weather or a changing leak make the location more dangerous, retreat farther and update the responding agency rather than trying to secure the object yourself.
8. A practical reporting checklist
Have these details ready before you call or write, provided they can be obtained without approaching the buoy:
- Location: beach, municipality, state or province, country, nearest landmark and map pin if available.
- Timing: when you found it and whether the tide or surf is moving it.
- Identification: every visible number, label, organization name, color, light, antenna or symbol.
- Condition: intact, damaged, leaking, smoking, entangled, overturned or otherwise unstable.
- Risk: danger to people, pets, swimmers, boats, a channel, a road, a beach entrance or other infrastructure.
- Evidence: photographs taken from a safe distance and the direction from which they were taken.
Tell the recipient what you did not do as well: whether you avoided contact, left the item in place and kept others away. That information helps responders plan a safe inspection.
9. If you are outside the United States
The Coast Guard, NOAA contacts and National Response Center number above are U.S.-specific guidance. Other countries use different maritime safety, port, environmental and emergency agencies, and local beach authorities may have their own reporting rules. The safety principle remains the same: do not touch or move an unidentified or hazardous object, document it from a safe distance, and contact the local emergency service for an immediate threat or the country’s maritime authority for a navigation concern.

When crossing jurisdictions—such as a beach near an international boundary—report to the authority responsible for the shore where the buoy is located. If local officials cannot identify the correct office, provide the same location, photographs, markings and hazard description and ask to be transferred to maritime or environmental responders.
10. The key decision in one view
Use the object’s markings and condition to choose the first call, while treating safety as the overriding priority:
- Unknown, damaged or leaking: stay away; use 911 for a serious immediate danger and contact local, state and National Response Center hazardous-material channels for a potential release.
- Possible navigation hazard: contact the nearest Coast Guard Sector Command Center immediately.
- Buoy washed ashore in the United States: report it to the nearest Coast Guard District.
- Clearly marked NOAA oceanographic drifter: send all surface-float information to NOAA’s Global Drifter Program and wait for its instructions.
The safest helpful action is usually accurate observation and prompt reporting, not recovery. Leaving an unidentified buoy untouched gives the agency that owns it—or the responders responsible for the hazard—the best chance to assess it without creating a second accident.
