If Windows Update is not offering Windows 11, do not assume the installer is broken or try to bypass the check. First install every pending update for your current Windows version, then verify eligibility with Microsoft’s PC Health Check or Windows Update assessment. A compatible PC may still be waiting for Microsoft’s staged rollout, or a known compatibility issue may have placed it under a safeguard hold.
Diagnose why Windows 11 is not appearing
“Eligible” and “offered” mean different things. Microsoft evaluates hardware and software compatibility, device reliability data, rollout timing and known issues. Passing the requirements therefore does not guarantee that the upgrade appears immediately.
| What you observe | Likely situation | Correct next action |
|---|---|---|
| Updates are waiting for the current Windows version | Pending maintenance is delaying the feature upgrade | Install all offered updates, restart, and check Windows Update again |
| PC Health Check identifies a failed requirement | The computer is not currently supported | Address a documented, supported requirement or plan for a qualifying replacement PC |
| Requirements pass, but no Windows 11 offer appears | Microsoft has not reached the device in its rollout | Keep the current system updated and wait for the offer |
| Windows Update shows “Coming soon: Upgrade to Windows 11” with “Learn More” | A compatibility safeguard may be delaying the upgrade | Read the device-specific information and wait until the underlying issue is resolved |
These are different conditions. Installing an official tool cannot make an unsupported processor compliant, and a compatible PC can remain unoffered while Microsoft resolves a reliability issue.
1. Install pending updates and restart
Microsoft’s preparation guidance says the Windows 11 feature upgrade may not appear until updates for the installed Windows version are complete.

- On Windows 10, open Settings > Update & Security > Windows Update.
- Select Check for updates.
- Install every update Windows offers for Windows 10, including updates that require a restart.
- Restart the PC when prompted. If Windows requests more than one restart, complete them all.
- Return to Windows Update and check again for the Windows 11 upgrade.
Do not treat an apparently empty first scan as proof that the upgrade is unavailable. Complete the current-version updates, restart, and run the check again. If Windows Update reports that the device is fully up to date but still shows no Windows 11 offer, continue with the eligibility check rather than repeatedly forcing scans.
2. Check whether the PC meets Windows 11 requirements
Run Microsoft’s official PC Health Check app, or use the eligibility assessment shown in Windows Update. The result should identify a specific failed requirement instead of leaving you to guess which component is responsible.
Baseline requirements relevant to the upgrade
| Component | Microsoft’s published baseline | Important qualification |
|---|---|---|
| Processor | 1 GHz or faster, with two or more cores | The processor must also appear on Microsoft’s approved CPU list |
| Memory | 4 GB RAM | This is a minimum requirement, not a promise of good performance in every workload |
| Storage | 64 GB or larger | Additional space may be needed for updates, applications and personal files |
| Firmware | UEFI firmware with Secure Boot capability | Capability and configuration are separate; a system may support Secure Boot without currently having it enabled |
| Security module | TPM 2.0 | The PC Health Check result is the safest way to identify whether the required version is present |
| Graphics | DirectX 12-compatible graphics with WDDM 2.0 driver | Feature-specific requirements can be stricter than this baseline |
| Display | An adequate Windows 11-compatible display | Microsoft’s full requirements page should be consulted for display and feature-specific details |
The Windows Update upgrade route also requires Windows 10 version 2004 or later. A machine can meet the hardware baseline yet fail to receive the normal upgrade path if its installed Windows 10 release is older.

If you enabled a firmware feature, replaced a component or otherwise changed the hardware, the eligibility display may take up to 24 hours to refresh. That refresh period does not promise an immediate Windows 11 offer: Microsoft still considers rollout and reliability factors after eligibility is recalculated. Keep the PC connected, finish pending updates and check again after the refresh window.

What a failed requirement means
Use the exact failure reported by PC Health Check. If it identifies TPM, Secure Boot or a firmware setting, consult the computer or motherboard manufacturer’s documentation before changing UEFI settings. If the processor is not on Microsoft’s approved list, adding memory or storage will not make that processor supported. Do not describe the minimum figures as a complete performance specification; they establish eligibility only.
3. Understand an eligible PC that still has no offer
Microsoft rolls Windows 11 out by device rather than presenting every eligible PC with the offer at the same time. Hardware eligibility is therefore necessary but not sufficient. The practical response to a clean eligibility result is to keep Windows 10 current and wait for Windows Update to present the upgrade.
Recognize a safeguard hold
A safeguard hold is a deliberate block applied when Microsoft knows that a feature update could cause a problem on a particular hardware or software configuration. Microsoft describes the purpose this way: “Safeguard holds prevent a device with a known issue from being offered a new feature update.”
What’s actually slowing this PC down?

When Windows Update displays “Coming soon: Upgrade to Windows 11” and a “Learn More” option, open that information. Microsoft says the resulting page can provide a customized summary of safeguard holds affecting the device. Read the listed issue and follow the linked release-health guidance for that issue. Hold duration varies; Microsoft lifts the hold after the originating problem is resolved.

A safeguard is not evidence that the PC failed the permanent Windows 11 requirements. It is a temporary compatibility decision, and repeatedly running an installer does not resolve the underlying issue. Waiting protects the device from a known failure mode and preserves the supported upgrade route.
4. Choose an official installation method safely
Wait for Windows Update when possible
Microsoft recommends waiting until Windows Update offers Windows 11 before using Installation Assistant. That route reflects Microsoft’s current compatibility and rollout decision for the device.
Using Installation Assistant
Installation Assistant can be used before an offer appears, but it first checks hardware eligibility and may direct you to PC Health Check for more information. It is not a supported way to turn an ineligible PC into an eligible one, and it may not override a compatibility safeguard. If the assistant reports a block, use the reason it gives rather than searching for a bypass.

Using installation media
Installation media supports two fundamentally different operations. Starting the installer from within the existing Windows installation can perform an in-place upgrade, subject to compatibility checks. Booting the PC from the media for a clean installation erases files, installed applications and the existing Windows installation on the selected drive.

| Method | What happens | Risk to files and apps | When it makes sense |
|---|---|---|---|
| Windows Update offer | Microsoft presents the upgrade through the normal supported path | Designed to preserve the existing installation | Preferred option when available |
| Installation Assistant | Checks eligibility and starts an upgrade outside the normal offer | Generally an upgrade-in-place, but backup is still required | Only after understanding why Windows Update has not offered it |
| Installation media run from Windows | Can upgrade the existing installation | Preservation depends on the choices made in setup | Useful when an official in-place reinstall is needed |
| Installation media booted at startup | Performs a clean installation | Erases files and installed apps on the target installation | Only when you deliberately want a clean start and have a verified backup |
Back up before any upgrade
Microsoft recommends backing up files before installing a new Windows version. Use an existing cloud or local backup, or optionally copy important data to an external USB drive. Confirm that the backup contains documents, photos, browser data, license information and any files stored outside your normal user folders. A backup does not fix an eligibility block; it protects you if an installation fails or you accidentally select a clean-install option.

When PC Health Check identifies a requirement that cannot be corrected, the supported choices are to remain on the current operating system for as long as its support permits or move to a qualifying replacement PC. Microsoft identifies a Windows 11-compatible replacement device as an option for hardware that cannot meet the requirements.
Do not rely on registry edits, modified installation media or other methods intended to bypass Windows 11 checks. Such methods do not change the processor, TPM, firmware or driver state that caused the failure, and they can leave the installation outside Microsoft’s supported configuration. If you need Windows 11-specific features or support, use hardware that meets Microsoft’s published requirements.
6. Put Windows 10’s support status in context
Windows 10 support ended on October 14, 2025. After that date, Microsoft no longer provides free software updates through Windows Update, technical assistance or security fixes for Windows 10 under its standard support arrangement. Therefore, remaining on Windows 10 while waiting for a delayed Windows 11 offer is a temporary compatibility decision, not a return to a fully supported long-term platform.
If your device is eligible but under a rollout delay or safeguard hold, keep it patched with whatever updates remain available and monitor Microsoft’s current release-health information. If the device is ineligible, plan the move to supported hardware rather than treating the absence of an offer as a problem that a different installer can solve.
A practical decision path
- Finish current-version maintenance: install every offered Windows 10 update and restart.
- Run the eligibility assessment: use PC Health Check or Windows Update and record the exact failed requirement, if any.
- If a requirement fails: correct a documented firmware or configuration issue only with manufacturer guidance; otherwise plan for qualifying hardware.
- If requirements pass: look for a “Coming soon” message and open “Learn More” to identify a safeguard hold.
- If no hold is shown: keep the device updated and wait for Microsoft’s staged offer.
- Before manual installation: back up files, verify whether setup will upgrade in place or erase the drive, and use only Microsoft’s official Installation Assistant or installation media.
This sequence separates a fixable update backlog from an unsupported PC, a normal rollout delay and a temporary safeguard. It also avoids the most damaging mistake: booting installation media for a clean install when the goal was to preserve files and applications.
