Windows 11 desktop applications and Windows PC drivers cannot run natively on an Android phone or iPhone. A phone-to-PC connection does not turn mobile hardware into a Windows computer. Install the publisher’s Android or iOS app when one exists, or leave the Windows program running on a PC and use a suitable remote-access method. If your actual problem is a phone feature failing in Windows 11, troubleshoot Phone Link as a connection and compatibility issue instead.
First identify which direction you need
The wording “Windows 11 apps do not work on my phone” can describe two different situations. The correct fix depends on which device is supposed to run the software.
You are trying to install Windows software on the phone
A traditional Windows application is built for Windows, not Android or iOS. A PC driver is even more specific: it communicates with Windows and a particular class of PC hardware. It is not a universal phone driver, and a USB cable or Phone Link connection cannot convert it into one. You may see an installer file copied to a phone, but that does not make the program executable there.

Microsoft Phone Link connects a Windows PC with supported phones so selected phone functions can be viewed or controlled on the PC. On supported Android devices, its Apps feature mirrors Android applications that continue running on the phone. It does not install those Android apps as Windows programs, and it does not run Windows desktop software on the phone. Microsoft explains that “apps you open will be running from your Android device” and that Phone Link is mirroring what is displayed on the phone (Microsoft’s Apps support page).

If you need a Windows app on the phone
Look for an official mobile edition
Search the application publisher’s official Android or iOS listing and documentation. Confirm that the mobile edition includes the function you need; a mobile app may be a companion with fewer features rather than a full replacement. Check the phone’s operating-system version and the publisher’s stated hardware or account requirements before installing.
Use remote access when the Windows program must stay on a PC
If no mobile edition exists, the practical alternative is to keep the Windows application running on a Windows PC and view or control that PC from the phone with a remote-access solution. The software still executes on the PC; the phone receives the screen and sends input. Before choosing a method, verify:
- Whether the remote tool supports the Windows edition, phone operating system and application you need.
- Whether the PC can remain powered on, connected and reachable when you are away.
- Whether the program needs precise mouse, keyboard, pen, camera, USB or other hardware input that remote control may not reproduce well.
- How sign-in, encryption, permissions and access revocation are handled, especially on a work computer.
- Whether your network has enough reliability for the screen and input delay you can tolerate.
No remote-access product is universally compatible. Check the current documentation for the particular tool and application rather than assuming that any remote viewer will handle specialist software.

What Phone Link can and cannot do

Phone Link’s broad Android setup guidance lists Windows 10 or Windows 11, Android 10 or later and both devices on the same Wi-Fi network. Individual features can impose additional requirements, so meeting the baseline does not guarantee Apps or phone screen support (Microsoft’s requirements and setup page).
Set up Phone Link for a supported Android phone
- Confirm the direction. Phone Link is for using selected phone functions from Windows. It will not make a Windows installer or PC driver run on Android.
- Check eligibility for the exact model and feature. Open Microsoft’s supported-device list and check your phone model, Android version, country or market and the specific experience you want. The list is feature-specific and changes over time; a basic link can work even when Apps or phone screen is unavailable.
- Meet the baseline connection requirements. Keep the PC and phone powered on, nearby and connected to the same Wi-Fi network. For Android Apps, Microsoft recommends using the same Wi-Fi band when possible.
- Update the connection software. Install the latest available Phone Link on Windows and Link to Windows on Android. During pairing, use the same Microsoft account on both devices and follow the QR-code flow or the manual pairing option shown by the setup screens.
- Approve requested permissions. On the phone, allow the notifications, device access and other permissions requested during pairing. If a permission was denied, open the phone’s app settings and grant it, then retry the feature.
- Test one feature at a time. First verify that basic phone linking works. Then test Apps or phone screen separately; successful pairing does not prove that every feature is enabled for your model.
Troubleshoot Phone Link Apps
Check the network before resetting anything
Both devices must be on, close enough for their normal network connection and able to communicate on the same Wi-Fi. Temporarily disconnect a VPN, guest-network isolation or a restrictive firewall if your organization permits it, then reconnect both devices to the primary network. Microsoft’s setup troubleshooting guidance starts with nearby, powered-on devices and a shared Wi-Fi connection (setup troubleshooting).
Verify versions, account and permissions
Install pending updates for Windows, Phone Link and Link to Windows. Sign out and pair again if the two apps show different Microsoft accounts. Recheck every permission requested on the phone; Android can revoke permissions after an update or a period of inactivity. Battery-saving settings that stop Link to Windows in the background can also interrupt mirroring, so review the phone’s battery and background-activity controls.

Check the Android profile
Phone Link Apps shows applications from the phone’s default Android profile. Microsoft says multiple Android profiles and work or school accounts are not supported for this feature; apps installed only in another profile will not appear (Apps troubleshooting guidance). Switch to the default profile and install or enable the app there if your organization’s policy allows it.

Some Android apps block projection, require sensors or protected content, or are excluded by the device’s feature support. Check the supported-device page for the exact Apps capability rather than judging eligibility from the phone’s brand or from another model that works.
When Phone Link’s phone screen does not work
Phone screen is a separate mirroring experience, not the same as the Apps feature. Microsoft lists requirements that include a compatible graphics card and the same Wi-Fi network, and availability is limited to supported devices and markets (phone screen setup requirements).

- Check the exact phone model and market in Microsoft’s current supported-device list.
- Confirm that the PC’s graphics hardware meets the requirement documented for phone screen.
- Keep both devices on the same Wi-Fi network and avoid switching the phone between cellular data and Wi-Fi during setup.
- Update both linking apps, approve permissions and unlock the phone when prompted.
If your phone links for messages or notifications but phone screen is missing, that normally indicates feature eligibility rather than a defective cable. Phone Link does not use a cable to add unsupported capabilities.
A complete recovery sequence for persistent failures
- Record what already works. Note whether pairing succeeds, which features are missing and whether the failure occurs on one Wi-Fi network or all networks.
- Recheck support and versions. Compare the phone model, Android release, Windows release and requested feature with Microsoft’s live requirements and supported-device pages.
- Repair the basics. Restart both devices, reconnect them to the same Wi-Fi, update Phone Link and Link to Windows, and restore the permissions needed for pairing.
- Remove account and profile conflicts. Use the default Android profile, avoid unsupported work or school profiles for Apps, and make sure both apps use the same Microsoft account.
- Unlink and pair again. Remove the phone from Phone Link and the PC from Link to Windows, then repeat the QR or manual pairing process.
- Reset only as a last step. Microsoft documents resetting the Android device and PC connection for persistent problems (reset instructions). A reset removes the existing pairing, so you must configure the connection again and reapprove permissions.
Common symptoms and the correct response
“The Windows .exe or driver installer will not open on my phone.”
This is expected operating-system incompatibility, not a Phone Link fault. Find a publisher-supported mobile version or use remote access to a Windows PC. Do not expect an adapter, cable or phone setting to install a PC driver locally.
“My phone is linked, but an Android app is not listed.”
Check that Apps is supported for the exact model, the app is installed in the default Android profile, permissions are granted and both devices are on the same Wi-Fi. Multiple profiles and work or school accounts are unsupported for Phone Link Apps.

“Basic Phone Link works, but Apps or phone screen is unavailable.”
Features have separate eligibility rules. Recheck Microsoft’s feature-specific device list, Android and Windows versions, market availability and, for phone screen, the compatible graphics-card requirement.
“It worked until an update or network change.”
Update both linking apps again, review permissions and background-activity settings, reconnect to the same Wi-Fi band and pair again if necessary. Use reset only after those checks.
Bottom line
Windows 11 applications and PC drivers belong on Windows PCs. Use an official mobile edition when available, or remotely access a Windows PC when the full desktop program must remain there. Use Phone Link for supported phone-to-PC features—especially Android app mirroring—not as a way to run Windows software on a phone. Checking the exact device, feature, operating-system versions, network, permissions and Android profile resolves most Phone Link failures without buying new hardware.
