If a missing or damaged red road reflector makes the roadway immediately unsafe, contact the appropriate local emergency or law-enforcement service. If the defect is not an immediate emergency, report it to the authority that owns or maintains the road. Give the exact location, the number of affected studs, and photographs when you can obtain them safely.
Red road reflectors are also called road studs or cat’s eyes. Reporting the defect is the safe remedy: public-road reflectors have jurisdiction-specific designs and installation rules, so drivers should not install, glue, or repair them personally.
First decide whether the danger is urgent
The correct reporting route depends on the risk created by the defect, not simply on whether one reflector is absent. Judge the roadway from a safe position and do not stop in a live traffic lane to inspect a stud.
Use an emergency or law-enforcement route when the road is unexpectedly unsafe
Contact local law enforcement or the relevant highway emergency service if the missing or damaged reflectors contribute to an immediate danger, such as an edge that is difficult to identify at night, a damaged installation creating a hazard for vehicles or motorcycles, or a wider roadway problem that could lead to a collision. North Carolina’s Department of Transportation advises immediate notification of local law enforcement when a roadway unexpectedly becomes unsafe and directs motorists to that route for roadway damage or obstructions that may threaten drivers.

Westmorland and Furness Council uses a separate emergency telephone route for its area: 0300 373 3306. The council defines a highway emergency as something very likely to present an imminent threat to life, serious injury, or serious property damage. That telephone number and definition apply to the Westmorland and Furness Council area; they are not a general-purpose road emergency number.
Use a routine defect channel when there is no immediate danger
If traffic can proceed safely and the issue is a maintenance defect, submit it through the road owner’s current road-problem portal, telephone line, or other published reporting channel. A routine report still matters: authorities can inspect the site, decide whether the reflector needs replacement, and prioritize work where visibility or safety may be affected.
Identify who owns the road
Road ownership is the most common reason a report goes to the wrong place. A national or state route may be maintained by a transport department, while a city street or county road may be handled by a local highways or public-works department. Use the authority responsible for that particular road rather than choosing a contact based only on your location.

State, national, interstate, and U.S. routes
Indiana provides a clear example. Its Department of Transportation accepts reports through its customer-service portal for missing or faded pavement markings on an interstate, U.S. route, or state road. If the marking creates a safety hazard, it lists the Transportation Services Call Center at 1-855-INDOT4U. The example concerns pavement markings rather than road studs, but it illustrates the underlying rule: state-owned routes use a state transport channel.
City and county roads
For a city street, contact the city street department; for a county road, contact the county highway department or its equivalent. Indiana’s guidance specifically directs those reports to the local city or county department instead of the state agency. Other jurisdictions use different names and portals, so check the road authority’s current website or telephone directory.
When ownership is unclear
Start with the local government’s road-problem page or a transport-department road-defect portal. Describe the road name, route number, direction of travel, and nearest landmark if known. If the authority does not maintain that road, it can often redirect the report; an emergency, however, should go to the emergency or law-enforcement route immediately rather than waiting for a transfer.

Build a report that an inspector can use
A vague message such as “red reflector missing somewhere on the highway” may be difficult to locate. Westmorland and Furness Council asks for three core items: the location, the number of studs affected, and photographs where possible.
Record the precise location
- Give the road name or route number.
- Identify the direction of travel and the side or edge of the carriageway.
- Use a house number, junction, exit, bridge, mile marker, or other fixed landmark to narrow the position.
- If the reporting form accepts map coordinates or a map pin, add them while parked safely or after the journey.
Do not create a new hazard while collecting information. Never stand on a shoulder, median, or traffic lane solely to photograph a reflector if doing so exposes you to moving vehicles.
Count and describe what is affected
- State how many studs are missing, loose, broken, or difficult to see.
- Say whether the issue is isolated or extends along a section of road.
- Describe whether a reflector is detached, its reflective face is scratched or damaged, or the surrounding surface is covered by dirt or maintenance material.
- Explain why the condition affects visibility or lane-edge guidance, especially at night or in poor weather.
Add photographs when safe and practical
A photograph can help the authority confirm the road edge, the condition of the stud, and nearby landmarks. Take it from a safe place without entering the carriageway. If the image cannot be obtained safely, submit the location and written description instead; safety takes priority over documentation.

What happens after you report it
The receiving authority may inspect the site, verify which agency owns the road, and classify the defect by risk. Westmorland and Furness Council says it will assess reports and prioritize repairs where safety may be affected. That does not promise an immediate replacement for every missing stud: priority can depend on the hazard, traffic environment, weather, and other road works.
Keep any confirmation number or copy of your submission if the reporting system provides one. If the condition becomes more dangerous after a routine report—for example, additional studs disappear, a loose unit becomes a vehicle hazard, or visibility deteriorates—make a new urgent report rather than assuming the original case has been escalated.

Westmorland and Furness Council states: Road studs, also known as cat’s eyes, help improve visibility, particularly at night and in poor weather.
Their principal job is to help drivers recognize the road’s edge or alignment when painted markings are hard to see.

A South African Department of Transport manual describes studs as a way to delineate roads. It notes that a stud’s height can keep its reflective element above a film of water that may obscure conventional markings. This is a design explanation from that manual, not a guarantee that every country uses the same shape, height, or optical system.
Common ways studs fail
The same manual identifies several failure causes:
- Loss of adhesion: the unit separates from the pavement.
- Surface damage: the retroreflective element becomes scratched or otherwise less effective.
- Contamination: dirt or other material covers the reflective face.
- Road maintenance: fog-spray, resurfacing, or related work can obscure, damage, or remove a stud.
These causes explain why a reflector that looks intact in daylight can still perform poorly at night or in rain. They also show why the remedy requires inspection of the pavement and the approved installation method, not simply a replacement object placed on top.

Do not glue down a loose stud, drill into the pavement, paint a substitute marker, or place a consumer reflector on the road. Public-road installations can require approved products, traffic control, surface preparation, spacing, and inspection. The technical requirements differ by jurisdiction and road class, and an improvised marker could detach, confuse drivers, or interfere with maintenance equipment.

There is also a personal-safety risk. Working on a carriageway or shoulder exposes you to traffic, and stopping to perform a repair can create the very hazard you are trying to correct. Report the condition and let the responsible authority decide whether to remove, repair, or replace the unit.
Color and technical rules are not universal
“Red” does not have one worldwide meaning. Hong Kong’s Transport Department manual, dated November 2025, specifies red reflected light for studs indicating the left-hand edge of the carriageway in that jurisdiction. The manual also sets limits, approval requirements, and installation rules. Other countries or road authorities may assign colors differently or use different approved designs.
For that reason, report what you observe—such as a missing red reflector or a damaged cat’s eye—rather than telling the authority which product or color should be installed. The road owner’s standards control the replacement.

- Assess whether the roadway presents an immediate danger.
- Use emergency services or local law enforcement for an urgent unsafe condition.
- For a routine defect, identify the road-owning authority.
- Provide the precise location and travel direction.
- Count the missing, loose, or damaged studs.
- Attach photographs only when they can be taken without entering traffic.
- Describe the visibility problem and any associated road damage or maintenance.
- Do not install, glue, paint, or remove public-road reflectors.
- Keep the report reference and submit an updated urgent report if the hazard worsens.
