If an energy bill is competing with rent, food, medicine, transportation, or debt payments, act before the account reaches disconnection. Call the utility, ask about hardship and payment options, check the account’s shutoff status, and apply for local assistance through 211 and the Low Income Home Energy Assistance Program (LIHEAP). Then make a realistic budget that does not create a new crisis elsewhere.
Start with the utility, especially if a shutoff is possible
Use the telephone number printed on the bill or the provider’s official website. Tell the representative immediately if service has already been disconnected or if you have received a shutoff notice. Ask the representative to explain the account status, the exact date and amount needed to prevent disconnection, and every hardship option available in your service area.
Possible options include a payment arrangement, hardship plan, discount rate, budget billing, or a provider-funded assistance program. These are questions to ask, not benefits every provider must offer. Get the terms in writing or ask for a confirmation number, including the due dates, installment amount, fees, and what happens if a payment is missed.

- Gather the account information. Have your account number, service address, recent bill, shutoff notice, household income information, and a list of any medical or safety concerns ready.
- Ask for the account’s current status. Find out whether the account is in a warning period, has a scheduled disconnection, or is already disconnected.
- Describe the hardship briefly. Explain that the higher bill is interfering with essential expenses and state what you can realistically pay, rather than promising an amount you cannot sustain.
- Request all available programs. Ask specifically about payment arrangements, hardship plans, reduced rates, budget billing, crisis funds, and protections for households with qualifying medical, disability, age, or weather-related circumstances.
- Confirm the prevention step. Ask what payment, application, document, or approval must occur to stop a shutoff and when the provider must receive it.
Disconnection protections are not uniform across the United States. USAGov says rules can depend on weather, age, disability, and the provider, so verify the rule with the utility or the appropriate state office instead of assuming a national protection applies.

USAGov’s guidance states: The Low Income Home Energy Assistance Program (LIHEAP) can help you pay your heating or cooling bills or get emergency services during an energy crisis.

Apply for LIHEAP and other public assistance
What LIHEAP may cover
LIHEAP may help eligible households with heating or cooling costs. In some locations, the program also covers electric bills, and it may provide emergency help during an energy crisis. Eligibility, benefit amounts, application windows, required documents, and intake methods vary by state, territory, and tribal program.
Start with the Administration for Children and Families’ LIHEAP eligibility screener to identify the office serving your area. A screener can indicate that you may qualify, but it is not an approval. Only the local program can decide eligibility and the amount or type of assistance available.

How to apply efficiently
- Identify your state, territory, or tribal LIHEAP office through the federal resource.
- Check whether the office accepts applications online, by phone, by mail, or in person, and note the opening and closing dates.
- Prepare the documents requested by that office, such as identification, proof of address, household income records, and a recent energy bill.
- If a shutoff is imminent, say so when you apply and ask whether the office has an emergency-energy-crisis process.
- Keep the submission receipt, case number, and instructions for supplying missing documents. An application does not automatically stop a utility disconnection unless the utility or local program confirms that it does.
Program funding and intake schedules can change. Confirm current details with the local office rather than relying on an old social-media post, a previous year’s application date, or a general eligibility estimate.

Use 211 and the LIHEAP Clearinghouse to find local help
Call 211 or use your local 211 resource search for utility-bill assistance, emergency funds, housing support, food resources, and other services in your area. Tell the specialist your county or ZIP code, utility provider, shutoff deadline, household size, and whether the account is already disconnected. Those details help narrow the search to programs that serve your location and situation.
The LIHEAP Clearinghouse’s energy-bill assistance page provides state-office contacts, information about utility and charitable programs, and the NEAR referral service. The NEAR hotline listed by the Consumer Financial Protection Bureau and the Clearinghouse is 866-674-6327; verify the current number and hours on the official page before calling.
Ask every referral service four questions: Does the program serve my utility and location? Is the assistance a grant, bill credit, loan, or referral? What deadline applies? What documents are required? A referral is not the same as an approval, and some funds are limited or first-come, first-served.
Protect the rest of your household budget
Make a short, accurate cash-flow list
Write down take-home income, cash currently available, essential expenses, each bill’s due date, and any shutoff or eviction deadline. Include irregular costs such as prescriptions, transportation to work, school expenses, and repairs. Use the amount that actually reaches your account, not gross pay or an optimistic estimate of overtime.

- Mark expenses that keep people housed, fed, medically safe, and able to work or attend school.
- Record the minimum payment, late fee, and consequence for each account.
- Reserve a small margin for an unexpected cost before agreeing to a utility installment amount.
- Update the list when income, weather, or the utility’s payment terms change.
Negotiate before another bill is late
Contact landlords, lenders, card issuers, medical providers, insurers, and other creditors before the next due date. Ask whether they have a hardship extension, fee waiver, modified payment date, or temporary reduced payment. Keep promises conservative: a payment arrangement that causes you to miss rent, food, medicine, or another essential bill can create additional problems.
The Consumer Financial Protection Bureau advises calculating a realistic payment and considering the consequences of falling behind on other bills. That budgeting principle applies here, but it is not a universal rule that ranks one bill above every other bill; your household’s safety, housing, health, and legal deadlines matter.

The table reflects different purposes: a utility call addresses an immediate account deadline, LIHEAP and local funds may reduce what you owe, referrals help locate programs, and weatherization targets future consumption. National sources do not set a standard benefit size or processing time, so obtain those details from the local program.

Weatherization is not an emergency payment and should not delay a call about a shutoff. The cited federal guidance does not require you to purchase equipment or materials before applying. Ask the state office what improvements it funds, whether an assessment is required, and how long the local queue is.
Prepare for an application or utility call
- Recent utility bills and every shutoff notice
- Utility account number and service address
- Identification and proof of household members, if requested
- Recent pay statements, benefit letters, or other income records
- Lease or proof of residence when the program requires it
- Medical, disability, age, or weather-related information relevant to local protections
- A written list of questions, deadlines, confirmation numbers, and names of representatives
Save screenshots or copies of online submissions and note the date and time of every call. If an office says information is missing, ask exactly what document is needed and where to send it. If a utility representative gives a shutoff date, treat that date as real until the provider confirms a change.
What to do if service is already disconnected or the deadline is very close
- Call the utility and state that service is disconnected or that the deadline is imminent. Ask for the minimum restoration or prevention requirement and whether same-day payment or an emergency arrangement is available.
- Call 211 and the local LIHEAP office on the same day, providing the exact deadline and any health or safety concern.
- Ask whether your state or provider has protections connected to severe weather, age, disability, or medically necessary equipment. Do not assume you qualify; request the documentation and filing steps.
- Protect safe temporary arrangements for heating, cooling, food, and medication while applications are pending. Never use an indoor grill, generator, or fuel-burning appliance in an enclosed space.
- Confirm restoration in writing or with a confirmation number, and ask when service will actually return after the required payment or approval.
Understand the national funding context without counting on it
The LIHEAP Clearinghouse reported on October 9, 2026, that approximately $3.6 billion in regular fiscal-year 2027 LIHEAP block-grant funding had been released. The Clearinghouse described that release as 90 percent of the funding under the continuing appropriations act cited on its homepage. This is a national funding release, not money guaranteed to any particular household, state, or application. Local offices still control eligibility, intake, awards, and timing.
Avoid common mistakes
- Waiting for the final shutoff notice: earlier calls leave more time for an arrangement or referral.
- Paying an unrealistic installment: an amount that crowds out rent, food, medicine, or transportation can worsen the overall crisis.
- Assuming a screener is an approval: only the designated local office can make the eligibility decision.
- Relying on a national rule: disconnection protections and program requirements vary by provider and jurisdiction.
- Paying an unverified third party: confirm assistance offers through the utility, 211, a state office, or the official Clearinghouse resources.
- Buying a product or subscription as a prerequisite: the assistance routes above are referrals, applications, and utility programs; the cited weatherization guidance does not require an upfront purchase.
Use this order of operations
Today: call the utility, identify the shutoff status, request every hardship option, and record the terms. Call 211 if you need local referrals.
