Check official local updates before leaving, postpone nonessential travel, and ask your employer about working from home or changing your hours. If you must make the journey, verify that your transport is operating, compare safe alternatives, allow extra time, tell someone where you are going, and carry basic supplies. Fuel restrictions and emergency measures vary by country, state, and the severity of the disruption.
Start with the next 15 minutes
A fuel shortage can change quickly: a station may close, a bus route may be curtailed, or roads may become congested by queues. Do not rely on yesterday’s information or assume that a station showing on a map is dispensing fuel.
- Check official updates. Look at your local government or emergency-management notices, road authority alerts, and the public-transport operator’s current service page or alert feed.
- Confirm the destination. Check whether your workplace is open, whether an appointment can be moved, and whether your normal entrance or car park is accessible.
- Pause before joining a queue. A line at one station does not prove that driving there is the best option. Check several sources and consider whether the trip is necessary.
- Tell a household member or colleague what you are deciding. If you travel, share your intended route and an expected arrival time.
Follow instructions from transport staff, police, emergency services, and local authorities during an active disruption. Their directions take priority over a route-planning app.

Postpone optional travel
Cancel or delay errands, social trips, and other nonessential journeys when local authorities or transport operators report a serious disruption. Combining several errands into one later trip can reduce fuel use and exposure to congestion. Ask whether the task can be handled by phone, online service, delivery, or a colleague without creating a new safety problem.

Separate a work commute from an urgent trip
A commute to a normal shift is important, but it may not be as urgent as travel for medical care, an evacuation, or a critical public service. If the situation is worsening, reserve limited transport capacity for genuinely time-sensitive needs and follow any local priority instructions.
Ask before assuming your employer’s policy
Do not assume that a workplace will close, provide fuel, pay for a taxi, or approve remote work automatically. Contact your manager, human-resources contact, or the duty supervisor as early as possible and explain the transport problem factually.
Ask your employer for a workable alternative
Employers can often reduce commuting pressure without changing the job itself. Present a specific option and the time period you need rather than simply saying that you cannot attend.

- Work from home: Ask whether your duties can be performed remotely for a day or for the duration of the disruption. Clarify which meetings, systems, or security controls would still apply.
- Change the shift: A later start, earlier finish, or temporary split shift may avoid the worst queues or align with a public-transport timetable.
- Use another worksite: If the organization has a satellite office or nearby branch, ask whether you can work there and what access you need.
- Share a ride: Coordinate with coworkers who live nearby, while agreeing on pickup points, cost sharing, passenger capacity, and a backup if the driver’s fuel runs short.
- Reassign attendance: For meetings or tasks that need a physical presence, ask whether a colleague can attend or whether the activity can be rescheduled.
An employer cannot make every role remote, and not every worker has a suitable home workspace or reliable internet connection. Explain any accessibility, caring, health, or safety constraint that affects the alternatives so the manager can make a practical decision.
Compare alternatives on your actual route
Choose an option that is operating today, not merely one that normally exists. Compare the whole door-to-door journey, including walking to a stop, transfers, waiting, parking, and the return trip.
| Option | Check before leaving | Advantages | Limitations to assess |
|---|---|---|---|
| Public transport | Operator alerts, cancellations, reduced frequency, final service time, and accessible replacement services | Can avoid using scarce fuel in your own vehicle | Overcrowding, missed connections, weather exposure, suspended routes, fares, and limited service outside cities |
| Walking | Distance, lighting, footpath condition, weather, and safe crossings | No fuel requirement and predictable progress on short trips | May be unsafe or impractical for long distances, mobility limitations, heat, cold, or heavy loads |
| Cycling | Safe route, bicycle condition, weather, secure parking, and required equipment | Independent travel without petrol or diesel | Traffic risk, hills, distance, theft risk, and suitability for the rider and cargo |
| Shared ride | Driver’s fuel, pickup timing, vehicle capacity, insurance rules, and a backup plan | Splits one journey among several people | One vehicle failure can affect everyone; do not pressure someone to drive when it is unsafe |
| Taxi or hired car | Whether the service is accepting bookings, its pickup estimate, fare, and fuel-related surcharge or cancellation policy | Flexible door-to-door travel when available | High demand, higher cost, long waits, and possible service suspension |
For each realistic option, score five things: current availability, total time, total cost, safety and accessibility, and reliability for the return journey. A route that is cheap but leaves you stranded after work is not a complete solution.

Plan an unavoidable trip step by step
- Verify the latest status immediately before departure. Check the transport operator, road authority, and local emergency notices again. Service conditions can change between planning and departure.
- Choose a primary and backup route. Save stop names, transfer points, and the last practical departure time. Do not depend on a single app if mobile service is unreliable.
- Allow extra time. Official UK travel-disruption guidance states: “If travel is essential, allow extra time for your journey and check the latest guidance and updates for your chosen mode of transport before setting off.”
- Tell someone your plan. Share your destination, route, and expected arrival. Send an update if the plan changes or you are delayed.
- Charge communication devices. Carry a charging cable and a charged portable power bank. A power bank can keep a phone usable, but it cannot create fuel, reopen a station, or restore a cancelled service.
- Carry only what you need. Take water, food, essential medication, and clothing suitable for the weather. Keep medicines in their normal labelled packaging and carry any required documentation.
- Recheck before the return trip. Do not assume that the evening service will match the morning service. Confirm the last bus or train, pickup availability, road closures, and a safe fallback.
Pack for delays, not for a worst-case movie scenario
Official travel-disruption advice identifies a small set of useful items. Adapt it to your health needs, climate, and mode of travel:
- Essential medication and any necessary medical information
- A fully charged phone, charging cable, and portable power bank
- Water and enough food for an unexpected delay
- Warm clothing or waterproof clothing as conditions require
- Identification, payment method, and any travel pass or ticket
- For walking or cycling, suitable footwear, lights, reflective equipment, and weather protection
Avoid carrying fuel in an improvised container or storing extra fuel in a passenger compartment. If local authorities publish rules for fuel transport or storage, follow those rules exactly; otherwise, ask the fire or transport authority rather than guessing.
If you are already on the road
Do not chase a rumour about an open station
Unverified social-media posts can be out of date, and a station may run out while you are travelling there. Use official or directly confirmed information where possible. If your fuel level is low, choose the nearest confirmed safe option rather than making a long detour.

Manage a delay safely
Move to a safe, legal stopping place if traffic is halted. Keep emergency lanes and access to stations clear. If you are in a queue, follow staff instructions and do not leave a vehicle blocking a junction, bus stop, driveway, or emergency access. Contact your workplace with a realistic update instead of continuing to drive while distracted.
Know when to stop
Do not continue a journey that becomes unsafe because of weather, fatigue, medical symptoms, road closures, or a lack of fuel to reach a safe destination. Call the appropriate emergency service for an immediate danger; use the transport operator or local authority for routine disruption information.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteWhat workplaces should do before the next shortage
A business continuity plan is more useful when it is based on how staff actually travel. Management can document common travel modes and identify which roles require a physical presence, then prepare alternatives in advance.

- Maintain a confidential summary of staff travel patterns, accessibility needs, and feasible backup methods.
- Define which duties can move online and what equipment, authentication, and data-access arrangements are required.
- Identify satellite offices or partner locations that could host staff temporarily.
- Set a clear process for reporting delays, approving shift changes, and recording remote work.
- Publish one official channel for transport notices so employees are not relying on conflicting messages.
- Plan coverage for roles that cannot be remote, including handovers and minimum staffing.
These steps support continuity; they do not guarantee that every worker can work from home or that an employer can supply transport or fuel.
How emergency fuel restrictions fit into the picture
Emergency rationing is not the automatic response to a single station running dry. The United Kingdom’s fuel emergency plan, published in 2011, describes national measures for a severe, widespread supply disruption. Those measures include prioritising bulk fuel for critical services and considering a maximum-purchase scheme for retail customers.
That plan is a contingency framework, not a current instruction to commuters and not a rule for every country. Whether purchase limits, priority access, business closures, or other controls apply depends on the jurisdiction and the official declaration in force. Check your own government’s notices rather than assuming that a UK measure applies elsewhere.

Common mistakes to avoid
- Leaving without checking: A familiar route can fail when a station, bridge, bus line, or workplace changes status.
- Making a nonessential trip first: Every extra journey consumes time and transport capacity during a shortage.
- Relying on one source: Pair a route planner with the operator’s direct alert and local authority information.
- Ignoring the return journey: A morning connection may operate while the evening service is suspended.
- Overpacking instead of planning: A power bank and snacks help with a delay; they do not replace a verified route and a contact plan.
- Assuming equal access: Walking, cycling, shared rides, and public transport are not equally safe or practical for every person or location.
- Treating a contingency plan as a present order: Read the scope, date, and issuing authority of any restriction before changing your travel behaviour.
A simple decision rule
If the trip is optional, delay it. If it is necessary but your normal method is unavailable, ask your employer or destination for flexibility and select a currently operating alternative. If travel is essential and no safe option is confirmed, wait for official instructions or assistance rather than taking an unsafe route. Keep checking for updates, communicate your status, and make the return journey part of the plan.
