If an embassy website shows unauthorized changes, redirects visitors, or triggers a malware warning, treat it as a security incident—not a cosmetic problem. Notify the responsible security team and hosting provider through trusted channels, restrict unsafe public access under the embassy’s incident plan, preserve evidence where feasible, and investigate whether the compromise extends beyond the visible pages. Restore only after the access path is addressed and the site has been cleaned or rebuilt and tested.
1. Confirm the incident and contain the exposure
Report the suspected compromise immediately to the embassy’s IT or security lead and incident commander. Involve the hosting or cloud provider and communications leadership using contact information obtained from trusted internal records or an established provider account—not details displayed on a page that may have been altered.
Follow the embassy’s incident-response plan to restrict public access. CISA’s incident-response guidance puts the priority plainly: “Immediately isolate affected systems.” For a public website, the practical action might be taking the site offline, restricting access to the affected service, or serving a safe holding page. The right choice depends on visitor risk, mission-continuity needs, whether responders can isolate the compromised component, and who controls the infrastructure.
Google’s hacked-site guidance advises taking a hacked site offline while its owner investigates, fixes, cleans, and secures it. A holding page is not automatically safe: the response team should verify that it is served from a clean, isolated path and does not rely on compromised components. If the team cannot establish that quickly, restricting public access is safer than leaving visitors exposed to malicious downloads, phishing, or redirects.

Initial actions
- Use a clean, trusted device and communications channel to alert the incident team and hosting provider.
- Record what was observed, when it was first noticed, the affected URLs, and any browser or search warnings.
- Restrict public access according to the incident plan, while coordinating the operational impact with mission leadership.
- Do not make ad hoc edits, delete suspicious files, or rebuild the site before responders consider evidence needs.
2. Preserve evidence and find the full scope
A changed homepage does not prove the incident is limited to that page. The attacker may have altered other files, injected code into templates, created hidden pages, stolen administrator credentials, or reached connected services. CISA recommends collecting and reviewing relevant logs, data, and artifacts; its advisory also recommends considering forensic images and memory captures for affected systems. Qualified responders should decide what can be collected safely for the embassy’s specific hosting architecture.
Preserve relevant web-server, application, authentication, hosting-control-plane, and network logs where available. Record suspicious files, timestamps, account changes, and configuration changes. Coordinate collection with the provider so that routine log rotation or automated cleanup does not erase useful evidence. Avoid running improvised cleanup scripts or restoring over the affected system before evidence has been secured as far as practical.
Investigate the web application and the systems and accounts connected to it. Depending on the architecture, the review may need to include the content management system (CMS), plugins and themes, administrator accounts, hosting control panel, DNS, databases, email, deployment pipeline, and any linked services. Determine whether unauthorized content was served, whether credentials or data may have been accessed, and whether the intrusion is ongoing.

Google Search Console’s Security Issues report can help identify categories such as hacked content, malware or unwanted software, and social-engineering content. Its example URLs are samples, not a complete inventory: the report may omit affected pages. Responders must therefore inspect the site and relevant systems beyond the URLs Google lists.
3. Choose a safe recovery route
Recovery is not simply a choice between putting the old homepage back and keeping the site offline. The response team should compare the confidence it has in a backup, the ability to remove the original access path, the integrity of connected accounts and services, evidence-preservation needs, and the time required to restore essential mission functions. NIST’s recovery guidance emphasizes prioritizing resources, planning realistic recovery, and maintaining continuity of important functions.
| Recovery route | When it may fit | Checks before returning to service |
|---|---|---|
| Restore affected files from a last known-good backup | Responders can establish that the backup predates the compromise and covers the necessary files. | Confirm the vulnerability or stolen access path is fixed; review connected accounts and systems; test the restored site. |
| Clean or rebuild the affected system | The backup’s integrity is uncertain, the compromise is broad, or a clean rebuild is the safer way to regain confidence. | Remove unauthorized content and code, correct the entry point, review related services, and test the rebuilt environment before public access. |
Google describes replacing affected files with files from the last good backup or removing injected content as possible cleanup approaches. Neither is sufficient if the original weakness remains or other affected pages and systems are overlooked. Do not restore a backup merely because it is available; establish that it is safe enough for the incident and that credentials, configurations, and connected services are also addressed.

4. Clean the site and verify the repair
Responders should identify how the attacker gained access and close that route before restoring normal service. Depending on findings, that can mean removing injected code or unauthorized pages, correcting a vulnerable component or configuration, and reviewing privileged accounts and connected systems. A visible text change may be only one symptom of a deeper compromise.

- Remove unauthorized material and address the entry point. Clean or replace affected files and correct the vulnerability, configuration problem, or compromised access that enabled the change.
- Review connected accounts and services. Determine whether web, hosting, DNS, email, database, or deployment access was exposed, and take appropriate action for each affected system.
- Test the repair before reopening. Verify that the changed pages are clean, expected content works, suspicious redirects and downloads are absent, and the restored service does not depend on a compromised component.
- Document what was changed. Keep a record of findings, recovery decisions, and verification results for incident leadership and any required follow-up.
If the internal team lacks the expertise or access needed to investigate and clean the site safely, bring in a qualified incident-response or website-recovery professional through established embassy procurement and security channels. Google recommends using a reliable professional when needed to clean, fix, and secure a hacked site; NIST also discusses seeking a trustworthy external party experienced in incident response and recovery.
5. Protect accounts and assess visitor impact
Once responders have contained the incident and established which access may have been exposed, review privileged accounts and credentials. Revoke access where appropriate, rotate compromised or potentially exposed credentials, and strengthen authentication in line with the organization’s identity policy. Changing passwords alone does not remove malicious code or fix the weakness that allowed access, so coordinate account changes with technical cleanup.

CISA’s #StopRansomware Guide recommends phishing-resistant multifactor authentication (MFA), particularly for email, VPNs, and accounts that access critical systems. A compatible hardware security key is one possible implementation, subject to the embassy’s policy and system support. MFA is a protection for accounts; it is not a substitute for containing or cleaning an active website compromise.
Assess whether visitors may have encountered phishing pages, malicious downloads, redirects, or exposed information. Coordinate any visitor notice, diplomatic communication, or legally required notification with the responsible security, legal, and foreign-ministry teams. The relevant reporting contact, legal deadline, and notification duties cannot be determined without knowing the embassy’s country, host country, incident facts, and affected data.

6. Clear Google warnings only after remediation
If Google Search Console reports a security issue, first fix all listed problems and test the repairs across the site. Then use the Security Issues report to request a review and explain what happened and what remediation was completed. Do not request review while known issues remain: Google warns that fixing only some listed pages is insufficient, and the listed examples may not include every affected URL.

Google says review timing varies. Malware reviews may take a few days, while hacked-spam reviews can take up to several weeks; its general guidance describes reviews as taking several days to weeks. Warning systems may take additional time to reflect approval. Do not promise visitors or leadership that a warning will disappear immediately after cleanup or submission.
A search-engine review is distinct from restoring the site safely. The incident team should complete its own technical verification and follow the relevant browser, hosting-provider, and organizational processes; a cleared search warning does not replace investigation of the underlying compromise.
7. Follow the embassy’s jurisdiction and incident plan
The operational steps above draw on U.S. government guidance, including CISA incident-response material and NIST recovery guidance. CISA’s playbooks are tailored to U.S. federal civilian agencies, so they are useful reference material—not a statement of legal obligations for every embassy.

After the immediate response
When service is restored, keep the incident record and recovery decisions, track any unresolved risks, and incorporate findings into the security plan. Confirm that ownership of follow-up actions is clear across the embassy, hosting provider, and any external responders. Review whether access controls, authentication, backups, logging, and recovery arrangements need to change based on what the incident revealed. NIST’s emphasis on planned recovery and continuity is especially relevant to services that support important mission functions.
