Leave the water and beach immediately. Move away from the shoreline and nearby waterways, then follow local officials and posted evacuation signs to a designated safe place outside the tsunami hazard zone. If you cannot reach one, go as high or as far inland as possible. Keep monitoring official updates and do not return until authorities issue an all-clear.
Take these actions in order
A tsunami warning is an instruction to act, not an invitation to watch conditions. The National Weather Service says a warning means a tsunami that could cause widespread flooding is expected or occurring; dangerous flooding and currents are possible, and evacuation is recommended. Follow this sequence as soon as you receive the warning.
1. Stop swimming and leave the beach
Get out of the water and move off the beach at once. Do not stay to photograph the shoreline, watch the first wave, collect belongings or wait for more information at the water’s edge. A tsunami can produce powerful currents and flooding even when the surface does not initially look dramatic. Guidance from the National Weather Service is to move away from the beach and other low-lying coastal areas immediately.
2. Move away from every connected waterway
Continue inland or uphill, away from the shoreline, harbors, marinas, bays, river mouths, canals and streams. Tsunami water can travel up waterways, so reaching a parking area just behind the beach is not necessarily enough. Keep moving until you are outside the posted evacuation zone or have reached the locally designated safe place.

3. Use the local evacuation route
Follow official instructions, evacuation arrows and local maps. Go to the designated assembly point, shelter or safe area rather than choosing a place based only on what looks high from the beach. Routes and hazard boundaries differ by community, so a route that is appropriate at one coast may not be safe at another. If emergency personnel redirect you, follow their directions even if they differ from a familiar route.
4. Use a fallback only when the local destination is unavailable
If you cannot identify or reach a designated safe place, follow evacuation signs. When neither a usable route nor a destination is available, the U.S. Tsunami Warning Centers give a general fallback of at least 100 feet above sea level or one mile inland. This is a broad federal guideline, not a replacement for a local evacuation map or order; local authorities may require a different distance because of the shape of the coast, terrain and expected inundation. 5. Keep receiving official information
Once you are in a safer location, monitor NOAA Weather Radio, local radio or television, and mobile alerts or data. Continue listening for changes to evacuation boundaries, additional waves, road closures and the all-clear. Do not leave safety simply because an alert stops appearing on your phone or the water looks calm.

6. Remain out until officials say it is safe
Do not return to the beach, harbor or evacuated neighborhood until local officials issue an explicit all-clear. A cancellation, quiet interval or apparent lull is not proof that the danger has ended. The National Weather Service after-tsunami guidance warns that the first wave may not be the largest and that dangerous conditions can continue for hours or days.
Act on natural warning signs even without an alert
A local tsunami can arrive before an official message reaches your phone, radio or television. Treat any of these natural signs as a warning and evacuate as soon as you can move safely:
- A strong earthquake, or shaking that lasts a long time.
- The sea suddenly rising or receding much farther or faster than normal.
- A loud roar or unusual noise coming from the ocean.
The National Weather Service explanation of tsunami alerts says not to wait for official instructions when these signs occur. If an earthquake is shaking you, drop, cover and hold on. As soon as the shaking stops and you can move without immediate injury, leave the beach and evacuate. Do not wait for confirmation that the earthquake generated a tsunami.

What the warning level means
People sometimes delay because they are unsure whether “warning” means to prepare or to leave. For a tsunami warning, the required response is evacuation.

The exact wording, maps and routes in your area come from local authorities. Federal guidance provides the general response, while local emergency managers determine which neighborhoods and roads are affected.
Choosing where to go when you are unsure
Best option: the posted local safe area
Use the evacuation signs and maps at the beach. They account for local elevation, coastal shape and waterways more reliably than judging distance by eye. A designated safe place may be on high ground, inland or in a structure identified by local authorities. Keep following signs until you are clearly outside the hazard zone.

Fallback option: higher or farther inland
If signs are missing, damaged, confusing or lead to a route you cannot use, continue toward higher ground or farther inland. The federal fallback of at least 100 feet above sea level or one mile inland is intended for situations in which a safe place cannot be reached. It should not cause you to ignore a shorter, clearly marked local route or an instruction from responders.
Why “just behind the beach” may not be enough
Tsunami flooding and currents can move through bays, ports, rivers and other channels. A location that feels separated from the surf may still be within the evacuation zone. Base your decision on the posted hazard boundary and official directions, not on whether the first shoreline appears quiet.

- Do not wait for a second confirmation. Natural signs can be the only warning before a nearby tsunami arrives.
- Do not remain in the water. A wave may approach as a fast change in current or water level rather than a cinematic wall of water.
- Do not go toward the shore to see better. Viewing, filming or retrieving equipment puts you closer to changing currents and flooding.
- Do not stop at a low coastal location. Parking lots, beaches, harbors and river mouths can all be affected.
- Do not treat a quiet period as the end. The first wave is not necessarily the largest, and hazardous conditions can persist.
- Do not return because a phone alert disappears. Use local radio, NOAA Weather Radio and official announcements for the all-clear.
After you reach a safer place
Keep monitoring more than one official channel
Continue checking NOAA Weather Radio, local broadcast stations and mobile alerts or data. These channels can provide updated evacuation boundaries, shelter information and the timing of additional waves. If one channel fails, another may still carry the latest instruction.

Stay outside the zone for the full advisory period
Remain where officials direct you, even if the ocean looks normal from a distance. Tsunamis are a series of waves and currents, not a single event that ends after the first surge. Only an explicit local all-clear authorizes a return.
Use local instructions for your specific location
Evacuation maps, safe areas and orders vary by country, state, territory and municipality. The U.S. sources linked here describe U.S. federal guidance; visitors elsewhere should follow the emergency authority and signage for that coast. If responders give an instruction that is more restrictive than the general 100-foot or one-mile fallback, follow the local instruction.

- Are you in the water or on the beach? Exit immediately and move away from the shoreline.
- Are there nearby waterways? Keep moving away from harbors, bays, rivers, streams and canals as well as the open coast.
- Is there a posted evacuation route? Follow it to the designated safe place outside the hazard zone.
- Can you reach that place? If not, follow evacuation signs or go higher or farther inland; the federal fallback is at least 100 feet above sea level or one mile inland.
- Have officials issued an all-clear? If not, remain out of the evacuated area and keep monitoring official channels.
Prepare the response before your next beach visit
The fastest response is easier when you recognize the local signs before an emergency. Note the beach’s evacuation arrows and hazard-zone map when you arrive, identify the direction of higher ground or inland travel, and know which local authority provides alerts. These actions support the immediate response; they do not replace leaving when a warning or natural sign occurs.
