If an electronic roadside message appears wrong, outdated, or confusing, do not brake, turn, or change lanes abruptly just to obey the display. Keep driving predictably, follow current traffic controls and the conditions you can safely observe, and report the sign to the agency that owns that road when it is safe. If the message points to an immediate danger, use emergency services rather than a routine web form.
First, protect yourself and other road users
Do not make a sudden maneuver
A changeable message sign can be accurate even when the road immediately in front of you looks normal. The warning may concern a crash, debris, flooding, weather, congestion, lane closure, or another condition farther ahead. Treat the display as advance information, not as a command to panic. Check the roadway, lane markings, fixed signs, signals, and traffic around you. Maintain a steady, legal speed and move only when a lane change, turn, or exit is safe and permitted.
If the message conflicts with what you can safely verify, do not stop in a travel lane or shoulder solely to study it. Do not use a handheld phone while driving. A passenger can note the wording, or you can pull into a legal, safe location before making a report.
Separate an immediate danger from a suspected error

There is no single nationwide number for a false message. The correct contact depends on whether the road belongs to a state or provincial transportation department, a county or city, a toll-road operator, or another owner.

What these electronic signs are designed to do
CMS, DMS, and VMS are the same general category
Agencies use several names for electronic roadside displays: changeable message signs (CMS), dynamic message signs (DMS), and variable message signs (VMS). They can update information about unusual conditions, incident response, diversions, travel restrictions, and planned events. The Federal Highway Administration (FHWA) describes them as tools for dynamic information and advance warning. Caltrans describes its signs as real-time safety and guidance for planned and unplanned events that significantly affect the state highway system.
These displays supplement conventional traffic-control devices; they do not replace regulatory signs, pavement markings, signals, or an officer’s directions. A message can be useful while still being incomplete, delayed, or aimed at a point several miles ahead.
Why a message may look wrong
- The incident has cleared but the message has not yet been removed.
- The warning applies beyond your current location or to a different lane, ramp, or direction.
- A planned closure or event is being displayed before its effects are visible.
- A sensor, communications link, controller, or sign panel has malfunctioned.
- The wording is abbreviated so it can be read quickly, making its meaning unclear without local context.
FHWA’s January 4, 2021 official ruling says the primary purpose of CMS is to provide relevant information on changing highway traffic conditions. It identifies five effectiveness principles: a message should fulfill a need, command attention, convey a clear and simple meaning, command respect, and give adequate time for a proper response. Mark R. Kehrli, director of FHWA’s Office of Transportation Operations, explained that clear, simple messages should be readable with short glances away from the roadway, minimizing visual and cognitive distraction.
Use this decision process when the warning seems false
1. Read it once without taking your eyes off the road
Do not stare at the sign or circle back to photograph it. Read only what you can safely absorb during normal forward scanning. Note whether it gives a route, exit, direction, distance, time, lane, or action. If you miss part of the message, do not make an abrupt maneuver to recover it.

2. Check the road, not your phone
Look for the condition described: stopped traffic, emergency vehicles, cones, blocked lanes, smoke, water, ice, fallen objects, or a detour. The absence of a visible hazard at your exact position does not prove that the warning is false. Obey a lower speed, lane restriction, closure, or detour shown by fixed traffic controls even if the electronic display is confusing.
3. Choose the urgency branch
If you see an immediate hazard or believe the sign itself creates a dangerous situation, use emergency services after reaching a safe place, or have a passenger call. If there is no immediate threat, record the details for a non-emergency report and continue your trip without unsafe stopping.
4. Identify the road owner
State highways are generally handled by a state transportation department; city streets and county roads usually have separate public-works or transportation offices. Toll facilities may have their own operations center. A sign near a boundary can still be controlled by the agency that owns the roadway, not the city where you happen to be. Check the official transport, public-works, tollway, or road-operator website for that location. Do not assume a phone number published for one state applies elsewhere.

How to report a non-emergency incorrect message
Prepare the location information
Agencies need enough information to find one sign among many. Include:

- Road or route number and, if known, the roadway name.
- Direction of travel, such as northbound, eastbound, or an inbound/outbound designation.
- Nearest exit, interchange, cross street, mile marker, landmark, or jurisdiction boundary.
- The sign’s position, such as before an exit, over a specific lane, or on an entrance ramp.
- Date and local time when you saw it.
Transcribe the message accurately
Write the exact words, numbers, symbols, and lane arrows. Record each screen if the sign cycles through multiple screens, and state whether the display was blank, dark, flickering, damaged, or showing an old date. Add one short explanation of the apparent problem—for example, “The sign still displayed a crash warning at 3:20 p.m.; traffic was moving normally and no incident was visible.” Distinguish what you observed from what you inferred.
Use the authority’s official channel
Look for a “road condition,” “traffic sign,” “service request,” or transportation-management contact on the responsible agency’s official website. Caltrans directs questions about electronic-sign messages to the Public Affairs Officer for the relevant locality. INDOT accepts reports about damaged, missing, or deteriorated signs on state roads and directs local-road reports to the appropriate local authority. These are jurisdiction-specific examples, not a universal procedure.
Some agencies provide a form, an operations-center telephone line, or both. Submit the report when safely parked, or ask a passenger to do it. Keep any confirmation number so you can provide follow-up information without sending repeated reports.
When emergency services are the right contact
Call for an immediate roadway emergency
Use emergency services for a current threat requiring rapid intervention: a collision with injuries, a vehicle or object blocking a live lane, fire, hazardous-material release, a collapsed sign or bridge component, a wrong-way driver, or another danger that could harm people before a routine report is reviewed. Tell the dispatcher the route, direction, nearest exit or landmark, and what is happening now. Do not delay an emergency call while searching for the road department’s website.

Understand local distinctions
Delaware’s transportation department, for example, tells the public to use its 24/7 Transportation Management Center for urgent roadway conditions such as sign damage and to call 911 for other emergencies such as a crash. That distinction applies to Delaware; other jurisdictions may organize contacts differently. Follow the emergency instructions for the place where you are driving.
Photographs, dash cameras, and privacy
A photo can help an agency confirm the wording, but it is optional. Never hold a phone while driving, lean out of a window, or stop on a shoulder that is not intended for stopping. A passenger may take a picture from inside the vehicle, or you can photograph the sign from a legal, safe parking location. Avoid photographing injured people, license plates, or private information unless it is necessary for an official incident report. A written transcription with time and location is usually sufficient.
You do not need a dash camera, special app, or roadside equipment to report a questionable message. The essential evidence is the sign’s location, time, direction, and wording.

The eight-second guidance
An FHWA incident-management publication from 2010 says a DMS message at typical highway speeds must be presented in about eight seconds or less. Its design examples translate that limit to eight words at 55 mph, seven words at 65 mph, and six words at 70 mph. This is dated message-design guidance, not a guarantee that every driver will read or comprehend a display in precisely eight seconds. It helps explain why agencies abbreviate words and divide information across screens.

Historical deployment counts
The same 2010 FHWA publication cites the 2006 Intelligent Transportation Systems Deployment Survey: 3,398 permanently installed and 1,362 portable dynamic message signs in 81 U.S. metropolitan areas. Those are historical counts from the cited survey, not a current national inventory.
What happens after you report
Agency verification
Traffic-management staff can compare your time and location with controller logs, camera feeds, incident records, planned-event schedules, and maintenance information. They may discover that the message was intended for a downstream location, had already been queued for removal, or was produced by equipment that needs service.
Why you may not receive a personal update
Many service-request systems acknowledge receipt without explaining the final disposition. A message can also change between the time you see it and the time staff investigate. If the danger remains or worsens, make a new urgent report rather than relying on the earlier non-emergency submission.

Examples of the correct response
A cleared crash warning
You pass the reported location and see normal traffic, but the sign still says “CRASH AHEAD.” Maintain your lane and speed, note the route, direction, nearest exit, time, and exact wording, then report the stale message to the road owner after stopping safely.
A closure that appears premature
A sign announces a ramp closure while the ramp is still open. Do not enter against cones, barricades, an officer’s direction, or a fixed closure sign. If no physical restriction exists, continue safely and report the apparent conflict with the ramp and sign location.
A damaged or unreadable display
If characters are missing, flashing, or forming a confusing instruction, treat the display as unreliable but obey other traffic controls. Report the defect as a sign or roadway hazard. If the structure is leaning, has exposed wiring, or threatens traffic, use the urgent contact or emergency services specified for that jurisdiction.
Jurisdiction checklist
- Identify the owning authority from the route, toll facility, city, county, or state information.
- Use that authority’s current official contact page, not a number copied from an unrelated jurisdiction.
- For an immediate danger, contact emergency services first.
- For a non-emergency, report only after you are safely stopped or a passenger can assist.
- Provide road, direction, nearest landmark, sign position, date, time, exact message, and the reason it appeared wrong.
- Keep the confirmation or case number and update the agency if conditions become dangerous.
Scope of the guidance
The FHWA ruling and incident-management material describe U.S. federal guidance and dated U.S. deployment information. Caltrans, INDOT, and DelDOT instructions apply only within their own jurisdictions. The United Kingdom Department for Transport also uses VMS terminology, but its 2015 leaflet does not establish U.S. reporting procedures. Outside the United States, use the road operator or transport authority for the country or region where the sign is located.
