A region-locked key usually cannot be fixed from the game launcher. First determine whether the problem is a missing local store listing, a key that cannot activate in your country, a restricted gift, or an account region that is wrong because you are traveling. Then verify the exact game, edition, platform and activation territory with the seller or publisher. If an already-purchased third-party key is for another region, request a refund or replacement from the seller; do not use a VPN or proxy to disguise your location.
Identify which kind of region problem you have
“Unavailable in my country” describes several different failures. The remedy depends on where the restriction is applied, so save the exact error message and identify what you were trying to do when it appeared.

Steam’s documented key error is “Game not available in your territory.” Other services may use wording such as “Not Available In Your Region.” These messages are clues, not proof that every platform uses the same rule.
Check the exact platform, country and product
Before buying or troubleshooting, write down four facts:

- The launcher the code is for, such as Steam or another PC platform.
- The country where your account is registered and where you are currently trying to activate the code.
- The exact game, edition, bundle and release region.
- The complete error text, plus the listing, order number and date of purchase.
A standard edition, deluxe edition, soundtrack bundle and physical-box code can have different territories. A code for one launcher cannot normally be exchanged inside another launcher. Do not infer eligibility from a game’s global name or from a different edition sold by the same merchant.
Find out whether the key is valid before you pay
Read the listing and ask the retailer
Third-party keys do not follow one universal region rule. Steam states that restrictions vary by publisher and advises checking with the retailer before purchase. Any restriction disclosed by the publisher should appear on the product packaging or listing. Ask a direct question: “Can this exact code, edition and launcher activate on an account permanently registered in [your country]?” Keep the written reply.
Compare a proposed purchase using these checks:
- Activation country: your country must be explicitly included, not merely described as “global” without a definition.
- Restriction type: determine whether the limit affects purchase, activation, gift redemption or gameplay after activation.
- Seller and support: establish whether refunds are handled by the platform, publisher or retailer.
- Disclosure: save a screenshot or copy of the country terms shown before checkout.
- Local rights: check the consumer rules that apply to the transaction in your country.
If the seller cannot confirm the activation territory in writing, the safest choice is not to buy that code. A cheap key is not a solution if it cannot be redeemed.

What to do after a key fails
- Stop repeated activation attempts. Further attempts will not change a country restriction and can make support records harder to interpret.
- Capture evidence. Save the exact error, launcher account country, product page, edition, order confirmation and any country warning.
- Contact the seller first. Explain that the code is restricted to another territory and request either a refund or a replacement compatible with your country. Include the product identifier and the error text.
- Ask for a written decision. If the seller says the code is valid, ask them to name the countries and edition covered by that code and explain the next activation step.
- Escalate to the publisher only for product clarification. Publisher support can confirm a title’s code rules, but it may not be able to refund a retailer’s sale.
Steam states that it cannot refund third-party purchases such as CD keys or wallet cards, and that “Steam Support is unable to modify or remove any region restrictions.” That means opening a Steam ticket does not replace a refund request to the merchant that sold the key.
Steam purchases, keys and gifts are separate cases
Buying directly from the Steam store
Steam says most products bought for yourself directly from its store have no region restriction, although a store restriction can appear on the product page. If the title is missing or checkout is blocked, contact Steam Support and ask whether the product is offered in your account’s correctly configured country.
Activating a third-party Steam key
A Steam key is issued under the publisher’s rules. If it is designated for another region, Steam directs buyers to the seller for a refund. Steam cannot remove the restriction or convert the key into a different territory.

Redeeming a Steam gift
Gift restrictions are shown at purchase and in the gift description. Steam says the countries in which a gift can be redeemed can change, so a gift that worked under an older rule may not be redeemable now. Ask the sender or seller for a version intended for the recipient’s country rather than attempting to bypass the restriction.
Do not use a VPN or proxy to bypass a gift restriction
Changing your apparent location does not make a restricted code legitimate. Steam explicitly warns that using a VPN or proxy to disguise your location to redeem a restricted gift violates its terms and may result in account restrictions. It can also complicate payment checks and future support requests.
Use a legitimate alternative instead:
- Ask the sender to cancel or return the gift, where the seller’s rules allow it.
- Buy a copy offered in the recipient’s country.
- Contact platform support about a store purchase that cannot be completed normally.
- Request a country-compatible replacement from the merchant.
If you are traveling and the store region looks wrong
Steam advises travelers to keep the store region aligned with the country where they permanently reside. A hotel, temporary work location or holiday should not be used as a reason to falsify the account’s country. Check the account’s country and payment information, sign out and back in, and retry only after the permanent-residence setting is correct. If the catalog still appears wrong, contact Steam Support rather than using a location-masking service.

This situation differs from a key that was sold for another territory. Correcting your account does not change the region encoded in a third-party key.

General platform guidance is not a substitute for the publisher’s current page for your exact game. Rockstar, for example, publishes code-location troubleshooting and a country list for some Grand Theft Auto V PC activation codes while warning that additional title or region restrictions may apply. That list does not establish eligibility for another Rockstar product, edition or launcher.

Understand refund rules and consumer remedies
Steam’s direct-purchase policy
Valve’s standard Steam game-refund policy, last updated April 23, 2024, generally permits a request within two weeks of purchase and with less than two hours of playtime. This is a policy for purchases made on Steam. It is not a guarantee that a third-party key or wallet card can be refunded through Valve.
Third-party seller disputes
For a key bought elsewhere, send the refund or replacement request to that seller. Include proof that the listing did not match your activation country if that is the problem. Do not redeem a replacement until its territory is confirmed. If the seller refuses, preserve the listing and correspondence and use the payment provider’s dispute process only where its rules and your local law permit it.
Local consumer law
Refund rights differ by country, seller location, transaction method and whether the code was advertised as compatible. Steam notes that consumers in some jurisdictions may have additional rights, including remedies for faulty games. No general platform policy can determine the law in every country, so consult your local consumer-protection authority for a jurisdiction-specific answer.

Choose a legitimate replacement

A generic PC key, wallet card or physical accessory does not solve an unspecified country restriction. The replacement must be for the exact game and must be confirmed as activatable in your country.
Troubleshooting checklist
- Have you identified whether this is a store, key, gift or runtime problem?
- Does the code match your launcher, edition and account country?
- Did the listing disclose a country restriction before payment?
- Have you recorded the exact error and order details?
- Have you contacted the seller rather than asking the platform to refund a third-party code?
- Are you keeping your account region tied to permanent residence while traveling?
- Have you avoided VPN or proxy location spoofing?
- If the seller refuses, have you checked the consumer rules in your country?
If all answers are yes and activation still fails, send the evidence to the retailer and the publisher’s title-specific support team. Ask each party to state whether the restriction affects purchase, activation, gifting or gameplay; those are different remedies.
