If a Korean crypto exchange freezes your withdrawal, preserve every notice and transaction record, ask the exchange in writing for the exact reason and rule, and then escalate through official channels if the explanation or review is inadequate. South Korea’s Virtual Asset User Protection Act generally prohibits a provider from blocking virtual-asset deposits or withdrawals without a prescribed justifiable reason, but a freeze is not automatically unlawful and the outcome depends on the facts.
First, secure the evidence and your account
Do not delete, edit or overwrite anything while the restriction is active. Create a dated folder and save:
- The exact error message, pop-up or exchange notice, including the time shown.
- The asset, amount, destination address, network and requested withdrawal time.
- The transaction ID or hash, if the exchange created one.
- Account notices, identity-verification requests, emails, chat transcripts, ticket numbers and call records.
- Screenshots showing the account context and timestamps. Keep original files, not only cropped images.
Use the exchange app or website reached through a known official address. Do not give anyone your password, one-time code, private key, seed phrase or remote access on the promise of “unlocking” the account. A person who contacts you privately and asks for those details is not an official recovery channel.

A useful complaint is specific enough to establish what is blocked and what the exchange expects you to do. Ask for answers in the same ticket or email so there is a permanent record:

- What exact reason is being applied to this withdrawal?
- Is the restriction on crypto withdrawals, fiat withdrawals, deposits, trading, one asset, one destination address or the whole account?
- What law, regulation, published policy or account term is being applied?
- What action or documents, if any, are required from me?
- What is the next review date, and how will the result be communicated?
- What internal complaint or escalation process applies, and what is the case reference?
Article 11 requires advance notice of the reason when a provider blocks a user’s virtual-asset deposit or withdrawal. The provision refers to “justifiable reasons prescribed by Presidential Decree”; the complete set of grounds and their application to an individual account must be checked against the current subordinate rules and the exchange’s explanation. The current statutory text is available from the Korean Law Information Center.
Identify what kind of restriction you have
“My withdrawal is frozen” can describe several different events. Classifying it prevents you from sending the wrong complaint or assuming that a technical delay is a legal account seizure.

These categories are questions for clarification, not a definitive legal taxonomy. A restriction can involve more than one category at once.
Check whether an anti-voice-phishing delay is involved
The Financial Services Commission (FSC) described withdrawal delays as an anti-voice-phishing measure in a notice dated April 8, 2026. It said exchanges had been using different standards for exceptions and announced a common standard policy, closer monitoring and periodic source-of-funds checks for customers granted exceptions. The policy is intended to stop fraud-related withdrawals while allowing immediate withdrawals unrelated to voice phishing; the notice gives liquidation as an example of a possible exception.

Ask the exchange directly whether this delay program applies to your transaction, what evidence it needs to determine that, and whether an exception review is available. Do not assume that every frozen withdrawal is part of this program: the exchange may instead be waiting for verification, resolving a network issue or following another instruction. The FSC’s notice is at fsc.go.kr/po010102/86656.
The notice reported that 1,490 of 2,526 fraud-use accounts recorded from June through September 2025—59%—were accounts that qualified for a withdrawal-delay exception. Its table reported KRW 1,705 hundred-million won in those cases, out of KRW 2,257 hundred-million won overall. Those are regulator-reported figures describing the policy context, not a probability that an individual customer is committing fraud.
Know the current Korean legal rule
The current version of the Virtual Asset User Protection Act shown by the Korean Law Information Center took effect on October 2, 2026. Article 11(1) states:

A working translation is: “A virtual asset service provider shall not block a user’s deposit or withdrawal of virtual assets without justifiable grounds prescribed by Presidential Decree.” The Korean statutory text controls if a translation differs.
Article 11 also requires the provider to notify the user in advance of the reason when it blocks a deposit or withdrawal and to promptly report the fact to the FSC. That does not mean every restriction must end immediately, nor does it create one universal maximum duration. The available statutory page identifies the role of the Presidential Decree but does not establish a complete list of grounds for every fact pattern.
The article contains a damages rule for loss caused by a violation in specified circumstances. It states limitation periods of two years from when the claimant knew of the violation or five years from the violation, subject to how the statutory text applies. A lawyer must assess which period, cause of action and evidence fit an individual case; the provision is not a guaranteed recovery.

The FSC published a 2024 Q&A on the Virtual Asset User Protection Act and subordinate rules. It is implementation context, while the current Act page is the source for the operative Article 11 language.

Verify that the provider is reported in Korea
FSC guidance dated June 24, 2026 advises consumers to check whether a virtual-asset service provider is reported with the Korea Financial Intelligence Unit (KoFIU). Reported status matters because an unregistered provider does not operate within the same legal and user-asset protection framework. The FSC notice counted 28 reported providers at the time it was published; that number can change, so use the current KoFIU list rather than relying on the historical count.
If the exchange appears unregistered, preserve evidence of its name, domain, app, payment instructions and communications. The FSC warning about unregistered providers is available at fsc.go.kr/no010101/87177. Do not send additional funds to an unverified “agent” who claims a tax, deposit or clearance payment is needed to release your coins.

Financial Supervisory Service
If the exchange does not provide a meaningful explanation or review, call the Financial Supervisory Service consumer center at 1332. Ask which complaint route fits a virtual-asset withdrawal restriction and provide your exchange ticket number and evidence chronology. The FSS material confirms the number and identifies e-People as a complaint option during a service interruption, but it does not promise a crypto-specific resolution process or immediate release of funds. The FSS website is fss.or.kr.

For suspected unregistered or illegal virtual-asset activity, the FSC guidance identifies these reporting channels:

A report is not an order requiring an exchange to release funds immediately. Describe observable facts—dates, amounts, notices, domains, wallet addresses and requests for payment—rather than making unsupported conclusions.
When to obtain legal advice
Consult a Korean lawyer experienced in virtual-asset disputes if the restriction continues, the amount is material, the exchange alleges fraud or law-enforcement involvement, or you may have suffered a measurable loss. Give counsel the untouched notices, ticket history, transaction records, identity-verification responses and a timeline of every communication.
A lawyer can test whether Article 11 applies, whether the provider had a prescribed justifiable reason, whether notice was adequate, how causation and loss would be proved, and which limitation period governs. A complaint to a regulator and a damages action are different processes; neither should be described as an automatic path to recovery.

- Deleting the first notice: later screenshots may omit the original reason or timestamp.
- Using unofficial support accounts: scammers imitate exchange staff and request credentials or recovery payments.
- Sending repeated transactions: new attempts can create additional fraud flags or confusing records.
- Assuming a fixed deadline: the available law does not set one universal freeze duration or same-day release guarantee.
- Calling every delay illegal: legality depends on the stated reason, subordinate rules, notice, evidence and the exact function blocked.
- Relying on an old provider list: registration status and exchange terms are volatile and must be checked at the time of the dispute.
A practical decision path
- Freeze the evidence, not your records: save notices, transaction details and all support exchanges in their original form.
- Define the scope: record exactly which asset, network, address, account function and currency are affected.
- Request the reason in writing: ask for the governing rule, required documents, review date and case reference.
- Test the anti-fraud explanation: ask whether a withdrawal-delay control applies and whether an exception review is possible.
- Check provider status: verify the exchange through current KoFIU information, especially if its conduct appears irregular.
- Escalate proportionately: use FSS 1332 for an unresolved consumer complaint; use KoFIU, DAXA or police channels for suspected illegal or unregistered activity.
- Assess legal action: obtain individual advice before relying on Article 11’s damages provision or limitation periods.
What a satisfactory response should contain
An adequate exchange response should identify the affected function, explain the reason in understandable terms, cite the applicable rule or policy, state what evidence or action is required, and give a review or update date. If the provider cannot disclose sensitive investigative details, it should still clarify the restriction’s scope and the process for submitting information. Keep asking for those particulars through the official ticket rather than arguing through social media.
Bottom line for a Korean crypto withdrawal freeze
Document first, demand a written reason and governing basis, distinguish a fraud-prevention delay from other restrictions, and escalate with the right Korean authority. Article 11 protects against blocking without a prescribed justifiable reason and imposes notice and reporting duties, but it does not make every freeze unlawful or guarantee immediate release. Your records, the provider’s stated reason and the facts surrounding the transaction determine what remedy is realistically available.
