A hard drive that appears smaller than its label is often working normally. The usual explanation is that manufacturers calculate capacity in decimal units while Windows or another utility may display binary units. Other cases are caused by an undersized partition, unallocated space, an MBR limit on disks larger than 2 TB, or a problem in the cable, USB port, enclosure, controller, or drive. Check the whole physical disk before changing partitions, and protect any files on the disk before initializing, formatting, cleaning, or repartitioning it.
First decide what “wrong capacity” means
There are three different measurements that people commonly call a drive’s capacity:
- Advertised capacity: the byte count printed by the manufacturer.
- Physical-disk capacity: the size that the computer’s storage controller detects for the entire device.
- Volume capacity: the size assigned to a partition and shown in File Explorer or another file manager.
Compare the same measurement with the same unit before assuming space is missing. A physical disk can have its full size while the mounted volume uses only part of it. Conversely, a disk that is genuinely detected at the wrong size points toward a partition-style, connection, controller, enclosure, or hardware issue rather than ordinary unit conversion.

Why a new drive displays a smaller number
Manufacturers use decimal units
Drive manufacturers define 1 GB as 1,000,000,000 bytes and 1 TB as 1,000,000,000,000 bytes. A drive sold as 500 GB therefore contains approximately 500,000,000,000 bytes. These are decimal gigabytes and terabytes.

Some utilities use binary units
Some operating-system utilities count in powers of 1,024: 1,073,741,824 bytes for a binary gigabyte and 1,099,511,627,776 bytes for a binary terabyte. The technically precise names for those units are GiB and TiB, although software may label them GB and TB. Seagate’s support guidance gives the conversion for binary terabytes as decimal bytes divided by 1,099,511,627,776.
| Label or display | Bytes represented | What you should expect |
|---|---|---|
| Manufacturer’s 1 TB (decimal) | 1,000,000,000,000 bytes | About 0.91 TiB when counted in binary units |
| 1 binary GB (GiB) | 1,073,741,824 bytes | More bytes than a decimal GB |
| 1 binary TB (TiB) | 1,099,511,627,776 bytes | Used by the conversion above |
Consequently, a nominal 1 TB drive appearing as roughly 0.91 TB or 0.91 TiB in a binary-oriented display is not, by itself, evidence of a defective drive. The difference is a counting convention, not lost sectors. The exact displayed value can also be slightly lower because a small amount of space is used by partition metadata and file-system structures.
Check the physical disk separately from its volume
Windows can show a disk at its full physical capacity while a partition or mounted volume occupies only some of that space. The unused portion may be unallocated, assigned to another partition, or outside the volume you are viewing.

Inspect the whole disk in Disk Management
- Sign in to Windows with an account that can manage disks.
- Press Win+X and select Disk Management. You can also search for “Create and format hard disk partitions.”
- In the lower pane, identify the correct Disk 0, Disk 1, or other physical disk by matching its model and reported size. Do not rely on the drive letter alone.
- Read the size shown next to the physical disk, then inspect each partition and any area marked Unallocated.
- Compare that physical-disk number with the size of the volume shown in File Explorer. A smaller volume does not prove that the physical disk is smaller.
For example, a disk can be detected at about 3 TB while its only mounted volume is about 2 TB and the remainder is unallocated. In that situation the hardware is reporting its capacity; the partition layout is the reason the volume appears smaller.
Use unallocated space carefully
On a new, empty disk, Disk Management can create a volume from unallocated space and let you choose the volume size. Extending or creating a volume changes the partition layout, so first confirm that the unallocated area belongs to the intended disk and that no needed partition is being overlooked. If the disk contains files, do not delete partitions or create a new volume merely to make the numbers look larger.
When a disk over 2 TB is using MBR
Why MBR can hide capacity
In the Windows scenario documented by Microsoft, Master Boot Record (MBR) uses 32-bit sector addressing. With 512-byte sectors, that arrangement reaches a limit of approximately 2.2 TB. Space beyond the limit may be present on the physical device but unavailable to the operating system.

A 3 TB disk configured as MBR can therefore show only the first roughly 2 TB as usable, with the remainder unavailable. This is different from the decimal-versus-binary difference: the missing area is a partitioning or addressing limitation, not a fractional change in how the same bytes are displayed.
GPT addresses the full disk
GUID Partition Table (GPT) is the partition style normally required to address the full capacity of a disk larger than 2 TB. Microsoft recommends GPT on modern systems using UEFI, especially when a large-drive capacity or more than four partitions is needed.
For a disk that must boot Windows, GPT alone is not sufficient. The computer’s firmware must support UEFI, and the storage controller and operating-system version must also support the disk. Older hardware may have additional limits, so check the computer or motherboard vendor’s specifications before converting or replacing a disk.

| Situation | Appropriate direction | Important qualification |
|---|---|---|
| Modern computer with UEFI and a disk over 2 TB | Use GPT to address the full disk | Controller and operating-system support still matter |
| Older hardware or operating system without UEFI support | MBR may be required for compatibility | Capacity beyond about 2.2 TB may remain unavailable |
| Non-boot data disk on a supported modern system | GPT is generally the practical choice | Verify that the system recognizes the disk before changing it |
Changing MBR to GPT, deleting partitions, or reinitializing a disk can make existing volumes inaccessible. Treat a conversion as a planned migration with a verified backup, not as a first diagnostic step.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone. If the physical disk itself reports the wrong size
If Disk Management, firmware, or another disk utility reports a physical capacity that is materially different from the expected size, isolate the connection path before blaming the drive. A USB hub, inadequate power, damaged cable, enclosure bridge, host-controller problem, or faulty port can change what the computer detects.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errorsRun a low-risk hardware isolation sequence
- Record the observation. Note the disk model, the capacity reported by the computer, whether the status is Online, Offline, Uninitialized, or Unreadable, and whether important files are present.
- Reconnect and rescan. Turn off the external device if its instructions require that, reconnect it securely, then in Disk Management use Action > Rescan Disks. Do not click Initialize if the disk may contain needed data.
- Bypass the hub. Connect the drive directly to a USB port on the computer. Microsoft notes that a port may provide insufficient power or have a port-specific problem.
- Try another suitable cable. Use a cable appropriate for the drive and enclosure. A cable that powers a device intermittently may still fail to carry reliable data.
- Check Device Manager. Look under disk drives and Universal Serial Bus controllers for warning icons or error messages. Record the exact message rather than repeatedly uninstalling devices.
- Test another computer. Use a known-good system and a direct connection where possible. Compare the physical-disk capacity, not just the drive letter or free-space figure.
If the same incorrect capacity follows the disk to another computer and cable, the evidence points to the drive, its enclosure or bridge controller, or another part of the disk-side hardware. It does not identify the failed component with certainty. If the disk works normally on another computer, investigate the original host’s port, controller, drivers, power, or firmware.

Interpret status messages cautiously
Microsoft’s Windows guidance notes that an uninitialized or missing disk can result from absent or corrupted disk formatting, a hardware issue, or another problem. In the described situation, a failing disk is the most common cause of failure to initialize, but a status label is not a diagnosis. “Unreadable” can involve hardware failure, corruption, or input/output errors. A capacity number alone cannot distinguish among them.
| Observation | Most useful interpretation | Next safe action |
|---|---|---|
| Physical disk has expected size; volume is smaller | Partition, volume, or unallocated-space issue | Map the partitions before changing anything |
| Physical disk is about 0.91 TiB for a decimal 1 TB label | Normal unit conversion | No repair is needed for the number alone |
| Disk over 2 TB is MBR and only about 2 TB is usable | Addressing limit | Plan GPT/UEFI migration only after backup |
| Capacity changes with cable, port, enclosure, or computer | Connection or host-path problem | Use the configuration that detects the disk reliably and replace the failed path component |
| Same wrong capacity or unreadable status everywhere | Possible disk-side or enclosure failure | Prioritize data recovery and hardware support |
Protect files before attempting a repair
Data preservation takes priority over restoring a capacity figure. Microsoft states: Formatting a volume will destroy any data on the partition.
Do not format a RAW or unallocated partition when your goal is to recover its files.
- Stop using the disk if it contains irreplaceable files and is showing read errors, disconnects, or a rapidly changing capacity.
- Do not initialize, clean, delete partitions, repartition, or format it as a troubleshooting experiment.
- If the disk is still readable, copy critical files to a separate, healthy storage device before changing the partition style or volume layout.
- If the drive is failing or the files are valuable, consider a qualified data-recovery service. Recovery is a protection decision, not a guarantee that the displayed capacity can be restored.
Only proceed with initialization or formatting when the disk is confirmed empty or a complete, verified backup exists. Microsoft also notes that some USB disks cannot be initialized through the standard Disk Management workflow, so an inability to initialize is not a reason to force the operation.

A safe decision path
- Quantify the difference. Convert the manufacturer’s decimal byte count to the binary unit used by the utility. A decimal 1 TB is about 0.91 TiB.
- Inspect the physical disk. Compare the disk’s reported size with the mounted volume and identify unallocated space.
- Check partition style. For a Windows disk over 2 TB, determine whether MBR is imposing the approximately 2.2 TB limit and whether the computer supports UEFI and GPT.
- Isolate the hardware path. Rescan, bypass hubs, try another cable and port, check Device Manager, and test another computer.
- Choose the least destructive action. Adjust a verified-empty volume or plan a backed-up GPT migration only when the evidence points there. If files are at risk, stop and recover them instead.
What this guidance does not establish
The decimal/binary explanation and the Windows procedures do not identify a single cause for every drive. A current, platform-specific macOS or Linux procedure is not established by the Windows documentation described here, and menu names differ among operating-system versions. On any platform, first distinguish the physical device from its partition or mounted volume, then preserve data before destructive changes. For an unexplained capacity that remains wrong through multiple known-good connections, use the drive or enclosure manufacturer’s technical support after securing the files.
