If a FortiGate firewall or VPN gateway may have been exposed to FortiBleed, treat the event first as a possible credential compromise: terminate active administrator and VPN sessions, reset the related passwords, require MFA, inspect the device and connected identity systems, and remove public access to management interfaces. Do not assume that installing firmware alone resolves the risk.
Fortinet’s June 19, 2026 analysis describes FortiBleed as a credential-harvesting campaign that reused credentials from earlier incidents and applied brute-force techniques against devices with weak password hygiene and no MFA. Fortinet states that it is “not a new Fortinet vulnerability” and is not related to a recent Fortinet incident or advisory.
What FortiBleed means for a FortiGate administrator
FortiBleed is the name used for a campaign against internet-facing FortiGate and VPN portals. Singapore’s Cyber Security Agency (CSA) describes brute-force, dictionary and credential-stuffing attempts. Credential stuffing means trying username-and-password combinations stolen from one service against another service, relying on password reuse.
What’s actually slowing this PC down?

The distinction matters operationally. A firmware update can be appropriate hardening, but it does not invalidate a password that an attacker may already have obtained. Your response must cover sessions, credentials, multifactor authentication, configuration integrity, logs and connected identity infrastructure.

Campaign-level figures do not prove that a particular organization was affected. CISA’s June 18, 2026 notice refers to leaked credentials associated with approximately 74,000 Fortinet devices, including firewalls and VPN gateways. Singapore CSA’s June 22, 2026 advisory reports credentials for more than 70,000 FortiGate devices worldwide. Those counts describe reported campaign data, not confirmed compromise of every listed device.
First response: contain access before investigating deeply
Use the following order when you have a credible exposure concern. If your organization has a security-operations or incident-response process, open an incident and preserve relevant evidence while these containment actions proceed.
- Terminate active sessions. End all current administrative sessions and VPN sessions on the FortiGate. This removes already-authenticated access while you rotate credentials.
- Reset credentials. Change every FortiGate administrative password and every VPN password that could have been used on an internet-facing system. Include shared, emergency and service credentials where they can authenticate to the device. Do not reuse a password from another service.
- Enable MFA. Apply multifactor authentication to every administrator and VPN account. CISA specifically urges phishing-resistant MFA for remote-access and administrative accounts and says it should be enforced on external gateways and administrative interfaces.
- Record the change window. Note who performed the session termination and password changes, which accounts were changed, and the exact time. These records help distinguish authorized changes from later unauthorized activity.
Resetting a password without terminating sessions leaves an already-authenticated session potentially usable. Conversely, terminating sessions without changing passwords allows an attacker to authenticate again. Perform both actions as one containment sequence.
Strengthen administrator credential storage
Fortinet recommends moving to a current FortiOS 7.4, 7.6 or 8.0 release that supports PBKDF2 hashing for administrator credentials, and removing weaker legacy password settings by following its documented procedure. CISA gives the same direction: use PBKDF2 and eliminate weaker legacy hashes.

Before changing firmware, verify the exact FortiGate model, current FortiOS build, available storage and the vendor-supported upgrade path for that hardware. The campaign advisories do not establish a safe, device-specific upgrade sequence. Export and protect a known-good configuration according to your change-control policy, confirm out-of-band access, and schedule a maintenance window so a failed upgrade does not strand the firewall.
PBKDF2 improves the protection of stored administrator passwords; it does not recover a password already exposed to an attacker. Complete the password rotation and MFA work even after upgrading.
Check whether the device configuration was altered
After containment, compare the running configuration with a known-good baseline. Review both current settings and the change history available on the appliance or in your centralized management and logging systems.

Accounts and authentication settings
- List all local firewall administrators and VPN users, including disabled, emergency and recently created accounts.
- Investigate unfamiliar accounts and unexpected privilege changes. Fortinet and Singapore CSA specifically mention names such as
forticloud,fortiuser,fortinet-supportandfortinet-tech-supportas examples to look for; the name alone is not proof, so verify ownership and creation time. - Check authentication servers, certificates, API tokens, automation accounts and scheduled jobs for additions or modifications you did not authorize.
Firewall and VPN configuration
- Compare firewall policies, virtual IPs, address objects, routing, DNS settings and local-in policies with the approved baseline.
- Review VPN portals, tunnels, group memberships, split-tunnel settings and endpoint restrictions.
- Look for unexpected password resets, newly created VPN users and policy changes that expose internal services.
Save a copy of the current configuration and relevant change records before correcting suspicious settings. An immediate edit can destroy evidence of what changed and when.

Review logs and connected identity systems
Examine firewall, VPN, authentication and domain-controller logs for activity that does not fit your normal administration pattern. At minimum, search for:
- Administrator logins from unknown or unusual IP addresses, countries or networks.
- Successful VPN authentication at unusual times, followed by access to internal systems.
- Repeated failed logins followed by a success, which can indicate brute-force or credential-stuffing activity.
- New accounts, group-membership changes, password resets or privilege changes.
- Configuration modifications that lack an approved change record.
- Connections from VPN-assigned addresses to servers or workstations that the user does not normally access.
If the FortiGate uses Active Directory or LDAP, Fortinet advises treating the integrated account as compromised. Reset or otherwise protect that account under your identity team’s procedures, then monitor the directory for use elsewhere, account creation, privilege changes and lateral movement. A firewall review alone cannot establish that the connected identity environment is clean.
Preserve original logs in a location an administrator of the potentially compromised device cannot alter. Record time zones, retention periods and any gaps. If your organization uses a security information and event management platform, correlate FortiGate, VPN, directory and endpoint events around the first suspicious login and the period after it.
Remove public exposure to management interfaces
Once emergency access is contained, reduce the attack surface. Fortinet lists trusted hosts, local-in policies and removing internet administration as options; it describes removing internet administration as the best of those approaches where feasible. CISA likewise recommends restricting Fortinet management interfaces to trusted internal networks and disabling unauthorized or unnecessary accounts.

- RELIABLE CUSTOMER SUPPORT: FortiCare Premium ensures high-quality support and service continuity.
- EFFECTIVE PROTECTION: Employs advanced filtering technologies to safeguard against sophisticated threats.
- Prefer no public administration. Manage the firewall from a trusted internal network or through a controlled administrative access path.
- If public administration is unavoidable, constrain it. Use trusted-host restrictions and local-in policies to allow only documented source networks, and require MFA for every permitted account.
- Disable unused services and accounts. Remove or disable administrative users, VPN users and management services that have no current business purpose.
- Verify externally. From a network outside your organization, confirm that the management interface is no longer reachable or that only the explicitly approved source addresses can connect.
Document the approved management sources and review them periodically. A rule that is technically restrictive but never maintained can become public exposure again when addresses or providers change.
Decide whether the FortiGate should be treated as compromised
Fortinet says to treat the device as compromised when you find an unapproved configuration modification or another indicator of compromise. Examples include newly created VPN users, unexpected password resets and VPN access from unexpected locations.
Use this decision framework:
| Finding | Response |
|---|---|
| Exposure is possible, but no unauthorized access or configuration change is identified | Complete session termination, credential rotation, MFA, PBKDF2 hardening, log review and management-interface restriction. Continue monitoring for delayed indicators. |
| Suspicious account, login, password reset or configuration change is confirmed | Treat the FortiGate as compromised, preserve evidence, follow Fortinet recovery guidance and expand investigation to VPN users, directory services and internal systems. |
| Evidence suggests the connected AD/LDAP environment or internal network was accessed | Activate the broader incident-response process, protect directory accounts, investigate lateral movement and involve qualified incident-response personnel or Fortinet support. |
Contact Fortinet support when you believe the internal network may be compromised or when you need device-specific recovery guidance. Avoid making a clean-up decision based only on whether the firewall is currently reachable; an attacker may have changed credentials, created persistence or used the device as an entry point into other systems.

Before resetting, preserve the artifacts needed for investigation and recovery:
- Firewall and VPN logs, authentication records and domain-controller logs.
- Current and known-good configurations, including policy and object exports.
- Account lists, certificates, tokens, automation settings and timestamps of suspicious changes.
- Relevant network-flow, endpoint and centralized monitoring data.
The CSA explicitly warns that logs, configurations and other investigation artifacts can be destroyed by the factory-reset process. Coordinate the reset with your incident-response lead and Fortinet guidance, then rebuild from a verified configuration, rotate credentials again as necessary and validate management restrictions before reconnecting the device to production.
How to assess whether your organization may be listed
CISA and Singapore CSA refer to third-party dataset lookup tools that can help an organization check campaign data. Treat any lookup as a lead, not a final determination. A match may identify a historical credential association, while a non-match cannot prove that no account was targeted.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Scan for outdated or missing drivers - takes under a minuteDriver Scan →Confirm exposure against your own inventory and evidence:
- Identify every FortiGate and VPN gateway that was internet-facing during the relevant period.
- Record device models, serial numbers, FortiOS versions, management addresses and exposed services.
- Compare those records with the credentials and indicators in any lookup result, without uploading sensitive data to an unapproved service.
- Review local logs, centralized logs and identity-provider records for the same devices and accounts.
- Apply the containment and hardening steps in this guide even when the lookup result is inconclusive.
Do not publish or communicate that a specific organization was compromised solely because a campaign-level estimate or third-party dataset contains a related device. Confirm with internal evidence.
Common mistakes that leave the exposure open
- Only upgrading FortiOS. A patch does not revoke stolen passwords or existing sessions.
- Changing one administrator password. Other administrators, VPN users, shared accounts and integrated directory credentials may still be usable.
- Enabling MFA for employees but not administrators. The administrative interface and remote-access gateway require MFA themselves.
- Resetting before collecting evidence. A factory reset can destroy logs and configuration artifacts needed to determine scope.
- Leaving management on the public internet “temporarily.” Use trusted hosts or local-in policies only as an interim control and remove public administration when feasible.
- Ignoring the identity layer. An AD/LDAP account used by the FortiGate can be abused elsewhere, and VPN access can enable lateral movement.
