If a crypto exchange website will not load in South Korea, first check the provider’s current status on the Financial Intelligence Unit (FIU)’s list of reported virtual asset service providers. If the provider is confirmed unreported, treat the situation as an asset-security issue—not just a connection problem: protect your credentials, seek official withdrawal instructions, and withdraw your own assets and deposits promptly if you can. Do not assume a withdrawal will be possible; the FIU has warned that access restrictions may interfere with withdrawals.
What to do first if the exchange will not load
A failed page load does not by itself prove that the government blocked the exchange. The cause could be an official access restriction, a service outage, a local network problem, or another issue. South Korea’s FIU announced on October 13, 2026, that the Broadcast Media and Communications Review Committee had decided after reviews on October 6 and 7 to block domestic access to 27 currently operating websites associated with unreported virtual asset service providers. The decision extended earlier domestic app-store measures to websites.
Use this sequence to establish what is known and protect your position. Do not try a mirror site, replacement domain, or VPN to get around a suspected official block. Those routes can expose you to impersonation and credential theft, and they do not establish that the provider is permitted to serve users in Korea.

Search for the provider’s exact legal or service name, not just a similar brand name. The FIU listed 28 reported providers in its June 24, 2026 notice, but that count can change; use the current list rather than relying on an old number, an exchange’s own claims, or a search result.
- Read current official notices. A blocking decision and an ordinary outage can look similar from the browser. Check the FIU’s notices and the provider’s established support or status communications, if available, without following unsolicited links. A provider’s own statement is not a substitute for checking its FIU status.
- Secure your account and identity information. Do not send private keys, passwords, one-time codes, or copies of identity documents in response to an unsolicited message or an alleged recovery service. If you suspect that account credentials have been exposed, use the provider’s verified support channel and follow its account-security process; do not give a caller or message sender your authentication codes.
- If the provider is confirmed unreported, seek withdrawal instructions immediately. The FIU says users should promptly withdraw their own virtual assets and deposits where possible. Its notice anticipates that blocking may cause withdrawal restrictions, so do not assume the website will remain available or that every withdrawal will succeed.
- Report suspected illegal activity. The October 13 FIU notice lists police at 112, the FIU at infiu@korea.kr, and the Digital Asset eXchange Alliance (DAXA) at jebo@kdaxa.org. Include a clear description of what happened and preserve relevant records.
How to check whether a provider is reported
The FIU list is the key check before deciding whether to keep using a provider or choose a replacement. The status is about whether a virtual asset service provider has reported as required; it is not a guarantee that an exchange is financially sound, that an account is safe, or that a particular withdrawal will be processed.

Use the current list, not an old count
The FIU’s June 24, 2026 notice counted 28 reported providers. That is a dated snapshot, not a permanent total. Look up the service on the current FIU list when you need to make a decision. If the name is missing or ambiguous, do not treat the absence as proof that the provider is authorized. Confirm the legal entity and service identity through official information before sending additional funds or documents.
Do not use the investigative-referral list as an approval list
The FIU also refers to a list of providers sent to investigative authorities, but says that list is not exhaustive. A provider’s absence from it does not show that the provider is lawful or properly reported. The reported-provider list and an enforcement list answer different questions; for checking reported status, use the former.
Choose replacements only after checking status
A familiar name, an overseas headquarters, an active website, or an app-store listing does not establish that a provider is reported to the FIU. Before opening an account or transferring assets, check the current FIU list. Then independently confirm that the service supports your required assets and withdrawal networks, that you meet its eligibility and identity-verification rules, and that its fees, limits, and support arrangements work for your situation. Those terms are provider-specific and should be checked in the provider’s official materials.

If the exchange is confirmed unreported: pursue withdrawals safely
The FIU’s October notice says users should promptly withdraw their own virtual assets and deposits if the provider is confirmed unreported. It also says the FIU will work through DAXA, with the provider’s cooperation, to give existing users detailed withdrawal methods and procedures. That is an intended support measure—not a promise that a particular account, asset, or transfer will be available.
Ask for instructions through the stated support channel
For guidance related to an unreported provider, contact DAXA at jebo@kdaxa.org or the FIU at infiu@korea.kr. Ask for the current procedure for existing users, including what identity verification is required, which withdrawal methods are available, and whether deposits and virtual assets require separate steps. The notice does not specify individual provider procedures, so do not rely on a generic guide or another user’s experience as a guarantee for your account.
Use a contact address from the FIU notice or another independently verified official source. Be wary of people who claim they can release funds for an upfront payment, promise guaranteed recovery, or ask for your private key or login codes. An official withdrawal process should not require you to surrender control of a wallet’s private keys to a stranger.

Keep a clear record of your claim and communications
Save account statements, deposit and withdrawal records, transaction IDs, relevant messages, and screenshots of any error or restriction. Note dates and the addresses or channels through which you contacted the provider, DAXA, or the FIU. Keep copies in a secure place and avoid posting account details or identity documents publicly. These records can help you explain what happened when contacting support or reporting suspected wrongdoing; they do not guarantee recovery.
Expect that access may be limited
The FIU explicitly recognizes that blocking access can result in withdrawal restrictions. It says it will work with DAXA and provider cooperation to provide procedures to existing users, but the availability and outcome of a withdrawal depend on the relevant service and circumstances. If you cannot withdraw, preserve your records, use the official contacts above, and report suspected misconduct rather than paying an unverified intermediary.
Why an exchange website may be blocked in South Korea
South Korea’s Specific Financial Information Act imposes reporting requirements on virtual asset service providers. According to FIU notices, an overseas provider can also fall within the requirements when it conducts business targeting Korean residents. Foreign location alone therefore does not settle the question—but neither does the fact that a website is inaccessible prove that every foreign exchange is illegal.

In assessing whether a provider is doing business in Korea, the FIU says it considers indicators together, including whether the provider offers a Korean-language website, markets to Korean customers, or supports KRW payments. The focus of the October 2026 action was websites associated with providers identified as conducting unreported business directed at users in Korea.
The FIU says an unreported provider can face up to five years’ imprisonment or a fine of up to KRW 50 million for unreported business. This is a stated maximum penalty for the provider’s conduct. It is not a penalty that users should assume they face simply because they visited or used a blocked website.

The October 13, 2026 decision concerned 27 currently operating websites. The FIU describes different measures depending on where the server or operator is located: service termination applies where the server or operator is in Korea, while access blocking applies to overseas sites. The website action followed earlier app-store restrictions, but its figures should not be confused with those app measures.

In 2025, the FIU reported that Google Play began blocking domestic access to 17 apps from March 25; users could no longer newly install or update those apps. Apple began blocking domestic access to 14 apps from April 11, with KuCoin and MEXC named as examples in the notice. Those are historical app actions, separate from the 27 website decisions announced in October 2026.
The FIU says it may seek prompt review and blocking after identifying an unreported business, even without a user harm report or judicial determination. It also expects operators may change addresses or establish replacement sites and says those sites will be monitored for additional review requests. A new domain appearing online therefore is not evidence that the service has been cleared or that using it is safe.
Common mistakes that can make the situation worse
- Assuming a loading error proves a block. Verify the provider against current official information; the browser error alone cannot identify the cause.
- Assuming a working replacement domain is legitimate. The FIU anticipates that replacement sites may appear. Check the provider’s reported status instead of following links in chats, ads, or unsolicited messages.
- Sending more money to unlock an account. Do not pay a self-described recovery agent or an unverified contact who guarantees access or a withdrawal. Seek instructions from the FIU/DAXA channels or the provider’s verified support.
- Sharing secrets to prove account ownership. Private keys, passwords, authentication codes, and identity-document copies are sensitive. Do not disclose them to an unsolicited contact or hand over wallet control.
- Treating absence from an enforcement list as approval. The FIU says its investigative-referral list is not exhaustive. Check the current reported-provider list directly.
- Assuming every foreign exchange is prohibited. The FIU’s stated criteria concern providers doing business targeting Korean users; foreign location by itself is not enough to characterize a provider.

When contacting them, state the provider’s name, what access or withdrawal problem you encountered, and when it occurred. Share relevant evidence through the channel’s requested process, not by posting it publicly. If you are choosing another provider, return to the FIU’s current reported-provider list before transferring funds.
