If a crypto exchange stops withdrawals or trading, treat the account as at risk but the cause as unresolved. A halt can be limited to one asset or network, caused by maintenance or verification, or reflect a much broader financial problem. It does not, by itself, prove that the exchange is insolvent. Preserve your records, verify notices through the exchange’s own channels, avoid giving anyone access to your account, and prepare to use formal complaint or insolvency procedures if they become necessary.

This guidance is U.S.-focused because the cited reporting and court resources are U.S. resources. If you are elsewhere, use your national financial regulator, consumer-protection authority and insolvency process.

  • Your total balance and each asset holding.
  • Transaction history, deposit addresses and transaction IDs.
  • Every pending withdrawal, including the requested amount, destination address and network.
  • Error messages, restriction banners and maintenance notices.
  • The account agreement, custody terms, staking terms and product-specific conditions.
  • Support tickets, chat transcripts, emails, representative names or IDs and promised follow-up dates.
  • Dated announcements from the exchange’s status page, blog or verified social account.

Keep the original files and note the date and time of every event. The Federal Trade Commission’s business-dispute guidance recommends retaining copies of online messages, contact details and promised actions. These records can be essential if the exchange later changes its explanation, closes your account or enters a court-supervised process.

2. Establish exactly what has been halted

Open the exchange’s official app or type a website address you already know. Do not follow a link from an unsolicited email, direct message or “recovery agent.” Check the status page, in-app notices and formal announcements, then compare the restriction against these questions:

Question What to determine Why it matters
Which function stopped? Withdrawals, deposits, trading, swaps or all services A single disabled function has a different scope from a platform-wide shutdown.
Which assets and networks are affected? One token, a blockchain network, or every supported asset Network maintenance or congestion can affect one route without explaining other restrictions.
Who is affected? Your account only, a customer segment, or every customer An account-specific verification hold is different from a general moratorium.
What cause is stated? Maintenance, compliance review, security incident, liquidity issue or another explanation A specific, dated explanation is easier to verify than a vague promise.
Where was it published? Official in-app notice, status page, company announcement, regulator notice or court filing Verified sources reduce the risk of impersonation and rumor.

Contact support from inside the account or through a contact method displayed on the verified website. Ask for the reason, affected assets and networks, whether the restriction is account-specific, the next update time and a ticket number. These questions gather facts; they do not guarantee a response or show that your assets are safe.

3. Secure your account and avoid making the loss worse

Never disclose credentials or wallet secrets

No legitimate support representative needs your password, one-time verification code, private key or seed phrase. Do not install remote-access software because someone claims to be an exchange employee, regulator or investigator. Change your exchange password through the official app if you suspect it was exposed, and review active sessions, withdrawal-address settings and two-factor authentication.

Reject “unlock,” “tax” and “validation” demands

Do not deposit more money or pay a fee to release a withdrawal unless the requirement is independently confirmed in the official written account terms and through a trusted in-account channel. An unsolicited demand is especially suspicious. The FTC warns that recovery scammers impersonate government agencies or other organizations and demand money or account information from people who have already lost funds.

If withdrawals resume

Use only the exchange’s official instructions. Confirm the asset, destination address and blockchain network character by character. Check network fees, minimums, daily limits and any waiting period. If the platform permits it, a small test transfer can reduce an address or network mistake. Self-custody may be appropriate for assets you successfully withdraw, but a wallet cannot retrieve assets that remain locked on the exchange and it does not guarantee future safety.

4. Decide whether the halt is a technical restriction or a wider warning

There is no reliable public statistic showing how often a withdrawal halt leads to bankruptcy or what percentage customers ultimately recover. Use the pattern of official information rather than a single headline. A narrowly defined network maintenance notice with a stated end time is different from an indefinite halt affecting every asset, trading market and customer.

  • Limited asset or network halt: verify the named network, expected restoration time and whether other withdrawals work. Do not assume the explanation proves solvency.
  • Account-specific restriction: ask what identity or compliance document is required, how it must be submitted and how long review normally takes. Submit documents only through the authenticated account.
  • Platform-wide withdrawal halt: preserve all records, monitor official announcements and avoid sending additional funds. A halt can signal serious liquidity or operational trouble, but it is not conclusive proof of insolvency.
  • Trading-only suspension: record open orders and liquidation rules, and determine whether deposits and withdrawals remain available. Do not treat a trading pause as permission to cancel or move an order unless the exchange confirms the effect in writing.

5. Understand the protection gap

Crypto held with a crypto platform is not the same as money in an FDIC-insured bank deposit. The FTC states that crypto deposits with crypto-based providers are not FDIC insured and describes Voyager customers being locked out after that company failed and filed for bankruptcy. When a crypto platform fails, customers may not have a government obligation guaranteeing recovery.

Ownership and priority can depend on the contract and product used. A bankruptcy opinion from the U.S. Bankruptcy Court for the Southern District of New York in the Celsius case addressed disputes over whether assets connected with different customer account types belonged to the bankruptcy estate. That decision is case-specific, not a universal rule for every exchange or account. Save the exact terms for your own custody, earn, lending, staking or trading product.

6. Report suspected fraud or misconduct in the United States

Choose the reporting channel that matches the conduct and product. Include a concise timeline, the exchange’s legal name, your account identifiers (redacting passwords and full payment details), transaction IDs, screenshots and copies of communications.

  • Federal Trade Commission: Report suspected scams or deceptive recovery solicitations through ReportFraud.ftc.gov.
  • Commodity Futures Trading Commission: Use the CFTC complaint portal for suspicious activity or information about possible commodity-trading-law violations.
  • Securities and Exchange Commission: Submit information through the SEC’s TCR system when the facts concern a possible securities-law violation.
  • FBI Internet Crime Complaint Center: File at IC3 when you suspect an online crime, account takeover or impersonation.
  • The exchange: Keep an internal ticket open and provide the evidence through its authenticated support process.

A report helps authorities identify patterns and preserve intelligence. It is not a promise of an individual refund and does not replace a court claim or a deadline imposed by an insolvency case.

7. If the exchange files bankruptcy or enters another insolvency process

Verify that the case is real

Confirm the proceeding through the court docket, a court-appointed claims agent or a regulator-linked notice. Do not rely on a social-media post or a person who says they can move your claim ahead of other customers.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Follow the official claim process

Read the case notice for the correct claim form, submission method, bar date and required identity or account records. Preserve proof of balances, transaction history, deposits, withdrawals, identity verification and communications. Use the exact legal entity named in the notice; an app brand may operate through several entities.

Expect account-specific treatment

Terms can distinguish custody accounts from lending, yield, staking or margin products. The Celsius custody litigation illustrates why the relationship and account type matter. Do not assume that another customer’s treatment, a social-media estimate or a general statement about “your crypto” determines your claim or recovery.

8. Historical example: why a halt deserves attention, not a prediction

The SEC’s July 2023 complaint described Celsius halting customer withdrawals, transfers and swaps on June 12, 2022, followed by a Chapter 11 bankruptcy filing on July 13, 2022. The complaint stated that liabilities exceeded assets by approximately $1.2 billion at filing. Those allegations and dates concern Celsius specifically; they are historical facts in an enforcement complaint, not evidence that every exchange halt will end in bankruptcy.

The lesson is procedural: a halt can precede a formal failure, so preserve evidence and monitor authoritative notices immediately. It cannot tell you, without additional verified information, whether your own exchange is solvent or what you will recover.

9. Common mistakes that create a second loss

  • Sending funds to a new address supplied in an unsolicited message.
  • Giving a “helper” a seed phrase, private key, password or verification code.
  • Installing remote-control software for alleged troubleshooting.
  • Paying an advance fee, tax or validation charge to release a withdrawal.
  • Depositing more crypto to satisfy a promised minimum withdrawal.
  • Deleting support chats, transaction records or account terms.
  • Assuming a self-custody wallet can unlock an exchange balance.
  • Missing a court claim deadline because a post on social media said no action was required.

10. A practical decision checklist

  1. Capture balances, holdings, transaction IDs, pending withdrawals, errors, terms and all communications.
  2. Verify the notice in the official app or a website address you entered yourself.
  3. Classify the scope: function, asset, network, account coverage and stated cause.
  4. Open an authenticated support ticket and request a written explanation, timeline and ticket number.
  5. Secure the account; refuse requests for secrets, remote access or advance payments.
  6. If a legitimate withdrawal window opens, verify the address, network, fees and limits before sending.
  7. Report suspected fraud to the appropriate U.S. agency and retain the confirmation.
  8. If insolvency is announced, verify the court or claims-agent notice and meet every stated deadline.

The safest working assumption is that a halt is unresolved: protect your evidence and access first, then act only on information confirmed through official channels.
