Stop digging, leave the object and its surrounding soil undisturbed, document the find in place, and contact the land manager or heritage authority before moving it. The correct next step depends on the country, land type and what you found. A coin on private farmland is handled differently from a concentration of material in a protected site, shipwreck material, or possible human remains.

Preserving the findspot is as important as preserving the object. Soil layers, nearby fragments and precise coordinates can tell archaeologists more than the artifact alone. The procedures below use England and Wales, Northern Ireland and United States rules as examples; they are not a worldwide legal survey.

What to do in the first few minutes

  1. Stop detecting. Do not widen the hole, probe the surrounding soil or remove nearby items. A cluster of objects or a find below ordinary plough soil may be an archaeological deposit.
  2. Leave the artifact where it is. The National Park Service’s visitor guidance states: “Leave the artifact where you found it.” Do not pocket it while continuing to search.
  3. Do not clean or alter it. Avoid washing, brushing, polishing, scraping, chemical treatment or separating an object from attached soil, wood, textile, bone or other material. Cleaning can destroy evidence and may reduce an authority’s ability to identify or date it.
  4. Photograph the find in place. Take a close image without moving the object, then a wider image showing a stable landmark. Include a scale only if it can be placed without disturbing the ground.
  5. Record the context. Note coordinates, depth, soil or ground conditions, whether the area is cultivated or under grass, and visible pottery, rubble, metal, bone or other fragments. A phone note is sufficient; a small notebook is optional.
  6. Identify who controls the land. Record the landowner or site manager and whether the location is private, public, protected, federal, tribal, parkland, shoreline or underwater.
  7. Contact the responsible authority. Follow the land manager’s instructions. In a United States National Park unit, alert a ranger. In the United Kingdom, use the reporting route for the relevant nation and type of find.
  8. Keep the location private. Do not post exact coordinates or sensitive photographs on social media. Publicity can attract unauthorized digging and damage the site.

Why the findspot matters

An isolated object can be interesting, but its relationship to other material often establishes its archaeological significance. A coin beside pottery, a group of metal objects, a buried layer below plough soil or a deliberately placed deposit may represent a settlement, burial, hoard or historic activity area. Once the material is mixed or the hole is enlarged, that evidence may be impossible to reconstruct.

Record before anything moves

  • Latitude and longitude, or another precise location system such as What3Words where the local authority accepts it.
  • Depth from the current ground surface and whether the item was in topsoil, subsoil, a wall, bank, beach or another feature.
  • Ground condition: cultivated soil, pasture, woodland floor, riverbank, beach, building site or hard surface.
  • Objects and fragments visible in the spoil or undisturbed face of the hole.
  • Photographs from close, medium and landmark distances, with the date and direction if available.

When to stop even if the object looks ordinary

England and Wales’ Treasure Act Code of Practice recommends stopping and seeking archaeological assistance when a find lies below plough soil or appears as a concentration of finds or unusual material. The same preservation-first approach is sensible elsewhere. An apparently common object can be significant because of its depth, association or location.

Do not assume detecting permission gives removal permission

A landowner’s permission to use a detector is not automatically permission to excavate, remove, retain or sell an archaeological object. Protected-site laws, park regulations, reporting duties and ownership rules are separate questions. Check the legal status of the place before detecting, and check the reporting rules after a discovery.

  • Protected monuments and archaeological areas may require specific written consent for detecting or excavation.
  • Public agencies may own archaeological material even when a visitor finds it.
  • Human remains and culturally sensitive objects trigger special duties.
  • Underwater or wreck material follows a different reporting route from an ordinary land find.

Which rule applies? Start with land and find type

Situation Immediate action Typical authority or route
Private land, isolated ordinary object Leave it until the owner and local heritage service advise; preserve notes and photographs. Landowner plus the applicable state, provincial or national heritage authority.
Protected monument, archaeological area or park Stop digging and report to the site manager. Do not remove the object unless expressly directed. Park ranger, monument agency or other responsible land manager.
Concentration, hoard-like deposit or material below plough soil Stop work, protect the hole from disturbance and seek archaeological assistance. Local finds service, heritage authority or designated official.
Possible human remains or associated cultural items Stop all nearby activity and make an immediate report. Responsible law-enforcement, land-management, coroner or Indigenous authority, as local law requires.
Material from a wreck or recovered from UK territorial waters Do not treat it as an ordinary land find. Report to the UK Receiver of Wreck under the applicable wreck rules.

England and Wales: reporting a possible treasure find

Report within 14 days

GOV.UK guidance requires potential treasure to be reported to a local Finds Liaison Officer within 14 days of finding it. The 14-day period also applies from the date you realize an object might be treasure, even if you have held it for longer. Do not wait for a private identification before asking the Finds Liaison Officer for advice.

Other historically interesting objects

Finds that are not legally defined as treasure may still be valuable to archaeology. The Portable Antiquities Scheme (PAS) records such finds in England; Cymru PAS serves Wales. Ask the relevant scheme or local archaeological service how to submit the object and its context. Reporting a non-treasure object does not remove the need to follow landowner, protected-site or ownership rules.

What to record

The Treasure Act Code of Practice asks finders to provide precise latitude and longitude or What3Words, depth, whether the ground is cultivated or under grass, and nearby metal objects, pottery fragments or rubble. Include the original photographs and explain any action already taken. Keep the object and associated material together unless an official instructs otherwise.

Protected places

The Ancient Monuments and Archaeological Areas Act 1979 makes detecting in a protected place without specified written consent an offence and addresses removal of archaeological or historical objects discovered by metal detector without consent. A landowner’s informal permission may not cover a scheduled monument or other protected area. Check the site’s legal status before detecting and tell the heritage authority exactly where the discovery occurred.

Wreck material

GOV.UK says material recovered from UK territorial waters, or brought into the United Kingdom from outside those waters, must be reported to the Receiver of Wreck. Material from non-tidal waters is treated as a land find under other relevant legislation. Do not use the ordinary land-find route for an object that may be wreck material.

Northern Ireland: a separate reporting route

Northern Ireland has different rules from England and Wales. Department for Communities guidance says anyone finding archaeological objects, including treasure, should report and surrender them within 14 days to the relevant authority. Keep the item, packaging and location record together, and use the department’s current instructions to identify where and how to surrender it. Do not substitute the England-and-Wales Finds Liaison Officer process.

United States: public, federal, tribal and private land

National Park units

National Park Service guidance tells visitors to leave an artifact in place, photograph it with a landmark, note the location and alert a park ranger. Federal law protects archaeological sites and artifacts on federal lands, and National Park units prohibit digging, collecting and metal detecting. If the discovery is in a park, stop and contact a ranger rather than carrying the item to a visitor center unless instructed.

Human remains and cultural items on federal or tribal lands

Under National Park Service guidance for the Native American Graves Protection and Repatriation Act (NAGPRA), a discovery of human remains or cultural items on federal or tribal lands must be reported immediately to the responsible official. Activity near the discovery must stop until an authorized official permits it to resume. Do not photograph, handle, expose or move remains to improve a picture.

State and private land

Rules vary by state, tribe and landowner. The federal park example cannot be applied automatically to private property. Consult the relevant State or Tribal Historic Preservation Officer and the land manager. Confirm whether state archaeological statutes, burial laws, permit conditions or ownership rules require reporting or surrender.

If the find may be human remains

Treat bone that could be human as a safety and legal emergency, even if you are uncertain. Stop detecting, leave the area undisturbed, keep people and pets away, and contact the responsible authority immediately. On federal or tribal land in the United States, the NAGPRA guidance requires immediate reporting and a halt to nearby activity. Elsewhere, contact the police, coroner or equivalent authority and the land manager according to local law. Do not take a fragment home for identification.

How to make a useful report

  1. State the location first. Give the country, administrative area, land type, site name if known, coordinates and access details privately to the authority.
  2. Describe the discovery, not a guess. State the material, approximate dimensions, depth, orientation, condition and whether it was isolated or part of a group.
  3. Attach context photographs. Include the in-place image, landmark image and a photograph of the spoil or exposed section only if it was taken without further digging.
  4. Explain permissions. Identify the landowner, detector permission and any site designation you know about.
  5. Declare every action. Say whether the item was lifted, cleaned, separated from soil or moved, and when. Accurate disclosure helps officials decide how to stabilize and document it.
  6. Follow custody instructions. Some systems ask you to retain the object securely; others require surrender within a deadline. Obtain a receipt or reference number whenever you hand anything over.

What to do while waiting for instructions

  • Keep a moved object dry, stable and separate from modern metal or household chemicals; do not improvise conservation.
  • Do not sell, export, melt, mount or restore it.
  • Do not return to excavate the signal or invite others to search the spot.
  • Keep original photographs and notes in more than one secure location.
  • Respond promptly if the authority asks for additional images, coordinates or a handover.

If an official tells you to leave the item in situ, mark the location discreetly without placing a damaging marker in the ground. If removal is authorized, use the packaging and labeling method supplied by that authority.

Can you keep a historic artifact?

There is no universal yes-or-no answer. Ownership and reporting depend on the jurisdiction, land status, object category, site designation and any agreement with the landowner. In England and Wales, potential treasure must be reported within 14 days; reporting does not mean the finder may simply keep it. In Northern Ireland, archaeological objects, including treasure, are to be reported and surrendered within 14 days. In United States National Park units, collection is prohibited. Private-land rules elsewhere must be checked with the relevant state, tribal or local authority.

Wait for a written decision or clear instruction before assuming an item is yours. A detectorist’s permission to search is not a title document.

Common situations and the safest response

An old coin appears in a ploughed field

Stop the machine, photograph the coin in the soil, record depth and coordinates, and check whether other objects are visible. Tell the landowner and contact the applicable finds service. Do not sweep the surrounding area for more coins until you receive advice.

A signal reveals several objects together

Treat the location as a possible deposit. Do not separate the objects or dig beneath them. Photograph the concentration and contact an archaeologist or heritage authority through the local reporting route.

You find pottery or metal fragments in a park

Leave everything in place and alert a ranger or site manager. Park restrictions may prohibit both detecting and collection, regardless of how ordinary a fragment looks.

You uncover a bone-like object

Stop immediately, prevent further disturbance and report it as potential human remains. Do not clean or transport it for a second opinion.

An object comes from a beach or tidal water

Record the exact setting and tide or shoreline context, then use the coastal or wreck-reporting authority required in that jurisdiction. In the United Kingdom, possible wreck material follows the Receiver of Wreck route.

Frequently Asked Questions

Do I have to report every old object found with a metal detector?

Not every jurisdiction uses the same reporting rule. Potential treasure in England and Wales must be reported within 14 days, while other interesting finds can be submitted through PAS or Cymru PAS. Northern Ireland requires archaeological objects, including treasure, to be reported and surrendered within 14 days. Elsewhere, ask the local heritage authority or land manager.

Should I dig around an old coin to see whether more are there?

No. Stop when an object may be significant, especially if it is below plough soil or part of a concentration. Record the exposed context and seek archaeological assistance before any further digging.

What if I already picked up and cleaned the artifact?

Do not clean it further or discard the soil and associated material. Record its original location and depth as accurately as possible, disclose what you did, and contact the responsible authority promptly.

Can I post the find on social media?

Avoid posting exact coordinates or sensitive site photographs. Public details can attract unauthorized digging and damage the location. Share images privately with the responsible authority instead.

Who should I contact first in the United States?

Contact the land manager first. In a National Park unit, alert a park ranger. For possible human remains or cultural items on federal or tribal land, make an immediate report to the responsible official under NAGPRA guidance. State and private-land discoveries require the applicable state, tribal or local authority.
