Treat unauthorized AI-agent activity as a potential security incident, not merely an unusual crawler. Preserve logs first, contain credentials and permissions, classify the traffic, investigate what it could read or change, then block or challenge the behavior without disrupting search engines, partners, or real users.
Start with incident response, not an instant IP block
An agent that fetched pages may be harmless automation, but an agent that used an authenticated session, submitted forms, called administrative APIs, or changed content can represent account compromise or a software vulnerability. Begin an incident record and use the lifecycle in NIST’s Computer Security Incident Handling Guide (SP 800-61 Rev. 2): preparation, detection and analysis, containment, eradication, recovery, and lessons learned. NIST published the revision in 2012; its workflow remains a useful baseline for a website incident.
Do not delete logs, reset the server before collecting volatile evidence, or rely on the visitor’s user-agent string as proof of identity. An attacker can copy a legitimate browser string, while a legitimate automation service may identify itself inconsistently.
Preserve evidence before changing the environment
Export original records to restricted storage and record who collected each file, when it was collected in UTC, and whether it was transformed or filtered. Preserve at least:

- File-integrity alerts, database audit records, object-storage access logs, email or webhook delivery records, billing events, and deployment history.
Keep an immutable or write-protected copy and a working copy for analysis. Note the first observed event, the last observed event, time-zone conversions, and gaps caused by retention limits. If a provider cannot export raw records, save its report and document the provider, export time, filters, and limitations.
Determine what actually accessed the site
“AI bot” is not a sufficient diagnosis. Separate the behavior, the authority it had, and the result of each action. The same source address can make both ordinary public requests and privileged API calls.
| Behavior | Typical evidence | Immediate implication |
|---|---|---|
| Search crawler | Mostly public GET requests, predictable crawl patterns, no login or state-changing calls | Usually preserve access; verify identity and crawl controls rather than blocking broadly |
| Training collection | Large-scale page retrieval over time, often without a user account or write action | Decide whether policy, robots controls, contractual terms, or WAF rules should limit collection |
| Real-time agent or browser-use automation | Short task-like sequence: search, login, click, submit, call an API, then retrieve a result | Inspect the account, session, tools, and data reachable during the sequence |
| Ordinary malicious automation | Credential stuffing, scraping, exploit probes, form abuse, or high-volume requests with no reliable agent signal | Use the same evidence and containment process; do not wait for an “AI” label |
Cloudflare’s terminology distinguishes Search, Agent, and Training activity. An Agent is automated activity acting in real time for a person, such as a chat-fetch service or browser-use agent. That classification describes behavior, not trustworthiness.
Quick wins for a faster PC:
Scan for outdated or missing drivers - takes under a minuteDriver Scan →Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →Check whether a person’s account was involved
Compare the request sequence with identity records. Look for a new device or source address, impossible travel, a session created immediately before unusual actions, an OAuth grant the user did not approve, API-key use outside its normal network, or a service account invoking tools at an unusual time. A browser-like sequence with a valid cookie can be an account takeover even when every request looks like a normal user request.

First-hour containment procedure
Use this order unless an active destructive action requires an emergency stop. Record each decision and its time.
- Declare a potential security incident. Name an incident lead, open a timeline in UTC, and preserve the records listed above. Restrict access to the evidence and incident notes.
- Stop dangerous actions. Temporarily disable the affected integration, write-capable agent, webhook, administrative endpoint, or account if it is actively changing data. If disabling the entire site is necessary, serve a trusted maintenance page and preserve the underlying system for forensic work.
- Revoke exposed authority. Invalidate active sessions and refresh tokens associated with the affected users or service accounts. Revoke API keys, OAuth grants, webhook secrets, and temporary credentials that may have been exposed. Rotate replacement secrets through a trusted channel, not from a potentially compromised host.
- Reduce permissions. Remove unused tools, separate read-only from write access, and require explicit authorization for financial, account-changing, administrative, or destructive actions. Disable integrations that are not required for recovery.
- Apply a narrow traffic control. Use a temporary rate limit, managed challenge, or block against the specific route, identity, fingerprint, or behavior. Leave unaffected public pages and documented partner APIs available where possible.
- Verify the stop. Watch live logs and authentication events for retries, alternate addresses, newly created accounts, or use of a second credential. A block that stops one IP address is not proof that the activity has ended.
Contain credentials and agent authority
Assume that any credential visible to the agent, its browser context, a tool response, a prompt, a log, or a client-side page may be recoverable. Reset the credential’s entire trust chain, not just the password.
Credential actions
- Revoke sessions, refresh tokens, personal access tokens, API keys, OAuth authorizations, signed URLs, and webhook secrets within their exposure window.
- Rotate secrets in the secret manager and update every dependent service. Confirm that old values fail rather than merely receiving a new expiration date.
- Review password-reset, MFA-enrollment, recovery-email, and device-registration events for the affected accounts.
- Check whether keys were copied into source repositories, build logs, browser storage, support tickets, or analytics payloads.
Permission actions
- Grant an agent only the minimum tools required for its specific task, following OWASP’s AI Agent Security guidance.
- Use separate identities for reading public content, reading private records, editing content, administering users, and initiating payments.
- Enforce resource-level authorization on every tool call. A tool that can edit one article must not accept an arbitrary object ID and edit every article.
- Require human approval or a second control for irreversible deletion, privilege changes, exports of sensitive data, purchases, and changes to authentication settings.
- Set short-lived credentials, audience restrictions, network restrictions, quotas, and per-tool rate limits.
Cloudflare’s Agent Access Model summarizes the principle as: “Do not trust the run. Authorize every action against the task and its accumulated state.” Enforcement must occur in the tool harness and network layer; instructions to the agent alone are not a security boundary.

Build a behavior-based rule
Combine several signals: route sensitivity, authentication state, request rate, sequence of actions, failed authorization, source reputation, TLS or browser consistency, and whether the client completes a challenge. A request to a public article and a request to an administrative API should not receive the same policy.
Cloudflare’s documented WAF example uses bot scores of 1 for definitely automated traffic and 2–29 for likely automated traffic eligible for a managed challenge. Treat those values as an example of a provider’s scoring model, not a universal standard. Create exceptions for authenticated, documented API clients only after validating their identity, scopes, and expected methods.
Choose the least disruptive response
| Action | Use when | Watch for |
|---|---|---|
| Observe and log | The behavior is uncertain and currently read-only | Data exposure can continue while you investigate |
| Rate-limit | Requests are excessive but not clearly destructive | Legitimate batch jobs may be slowed |
| Managed challenge | Automation is likely and the route can tolerate an interactive check | Some accessibility tools and headless clients may fail |
| Block a route, identity, or fingerprint | There is confirmed abuse or an active exploit | Attackers may rotate addresses or accounts |
| Revoke credentials or take an integration offline | Authority is compromised or write actions are unsafe | Business processes depending on the integration will stop |
Cloudflare announced a planned default for new domains on September 15, 2026: sites displaying ads would block Training or Agent bots while leaving Search allowed. Treat that as a provider policy for eligible new domains, not a replacement for reviewing your own routes, contracts, and exceptions.

Read access
- Private pages, unpublished content, customer profiles, support tickets, and internal documentation.
- Admin and management APIs, configuration files, environment endpoints, database query interfaces, and object storage.
- Forms or API responses containing reset links, session tokens, payment data, personal information, or secrets.
Write and side effects
- Content edits, user creation, role or permission changes, password and MFA changes, and deletion.
- Orders, refunds, subscriptions, cloud resources, email sends, webhooks, and outbound integrations.
- Unexpected usage charges, resource exhaustion, denial-of-wallet activity, or recursive tool calls.
Compare current content, users, roles, configuration, database records, object versions, deployment artifacts, and billing data with known-good snapshots. Search for data exfiltration indicators: unusually large responses, repeated exports, requests to unfamiliar destinations, encoded payloads, or outbound messages containing internal values. Preserve altered objects before restoring them so the original state remains evidence.
OWASP identifies prompt injection, tool abuse, privilege escalation, data exfiltration, memory poisoning, excessive autonomy, denial-of-wallet, and supply-chain attacks as relevant risks for agents. Test each category that matches the tools and data in your environment; do not assume a read-only page fetch had no downstream effect.

On May 1, 2026, CISA and partner agencies issued joint guidance on careful adoption of agentic AI services. Its core recommendations—strong identity, limited autonomy, threat modeling, continuous monitoring, and regular assessments—also provide a useful checklist for deciding which controls must be improved after an incident.
Eradicate the cause and recover safely
- Remove the entry point. Patch the vulnerable application, dependency, plugin, misconfigured endpoint, prompt-handling flaw, or exposed administrative interface. Close the same weakness in staging and infrastructure-as-code, not only in production.
- Rebuild trust. Rotate secrets again if the patch process may have exposed them. Reissue certificates or signing keys when their private material could have been accessed. Re-enroll compromised devices or service identities.
- Restore verified content. Recover from a known-good backup after checking its creation time and integrity. Review every restored account, role, scheduled job, webhook, and integration.
- Reintroduce access gradually. Start with read-only scopes, low quotas, and enhanced logging. Require approval for write operations until monitoring shows the expected sequence.
- Test abuse cases. Exercise prompt injection, tool misuse, privilege escalation, memory poisoning, data exfiltration, and recursive or excessive tool use. Confirm that authorization is enforced even when the agent’s instructions are manipulated.
- Monitor for recurrence. Alert on new credentials, unusual tool combinations, privilege changes, bulk reads, unexpected outbound traffic, and repeated challenge failures. Keep heightened monitoring for a period based on your normal retention and risk requirements.
Use a practical control decision framework
For every observed flow, write down six decisions. This prevents a vague “AI bot” label from driving an overly broad block.
| Question | Examples of answers |
|---|---|
| What behavior is it? | Search, Training, Agent, or ordinary malicious automation |
| What authority does it have? | Public read, authenticated read, write, administrative, financial, or account-changing |
| What is the scope? | One endpoint, one account, the whole site, an API, a database, or third-party systems |
| What response is proportionate? | Observe, rate-limit, challenge, block, revoke credentials, or take an integration offline |
| What legitimate traffic must survive? | Search crawlers, partner APIs, accessibility tools, monitoring, or real users |
| Is the evidence adequate? | Identity, UTC time, path, method, action outcome, and provider telemetry all recorded—or a documented gap |
Common mistakes that make an incident worse
- Blocking before collecting evidence: You may lose the request sequence and cannot prove what was accessed.
- Trusting a user-agent: Headers are easy to forge and do not establish authorization.
- Rotating one password: Active sessions, OAuth grants, API keys, and webhook secrets can remain valid.
- Disabling every bot: Search, monitoring, accessibility, and partner traffic may fail while the attacker changes tactics.
- Restoring without checking: A compromised backup or altered scheduled job can reintroduce persistence.
- Giving agents broad tools “temporarily”: Temporary permissions often outlive the task and expand the blast radius.
- Treating a successful challenge as proof of safety: A human-assisted agent or compromised browser can pass it; authorization and resource checks still apply.
- Reporting only request volume: Ten privileged requests can matter more than thousands of public page views.
After-action improvements
Turn the incident timeline into concrete control changes. Inventory every agent, browser automation workflow, integration, credential, tool, data source, and external destination. Assign an owner and expiry date to each permission. Define which operations require approval, which data may appear in prompts or tool responses, and which logs must be retained.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
Document expected request sequences for search, partner APIs, customer applications, and internal automations so deviations are detectable. Add alerts for privilege changes, token issuance, bulk reads, unusual spend, and tool chains that were never approved. Rehearse a tabletop scenario in which an agent has a valid account but attempts a sensitive action; the exercise should test evidence preservation, credential revocation, customer communication, restoration, and provider escalation.
The objective is not to identify every automated request. It is to ensure that automation—whether labeled AI, browser use, or something else—cannot obtain more authority than the task requires, cannot turn one compromised credential into site-wide access, and leaves enough evidence for you to contain and explain what happened.
