First, treat the intrusion as an active safety and business incident—not an IT outage. Activate your incident-response and communications plans, assemble one decision team, isolate affected systems without destroying evidence, and move safety-critical work to documented manual procedures. Then notify your cyber insurer and appropriate authorities, identify clean recovery sources, and restore services in a controlled dependency order.
Construction companies have an added complication: a compromised office network can affect drawings, schedules, payroll, procurement, access control, telemetry, or equipment systems at several jobsites at once. The sequence below is designed to keep people safe and preserve contractual options while specialists determine what happened.
What to do in the first hour
Activate one incident team and the approved plans
Use the company’s incident-response plan, business-continuity plan, and communications plan immediately. Name one incident commander and one deputy; conflicting instructions slow containment. Include operations, IT or the managed service provider, executive leadership, legal counsel, the cyber insurer or its approved response firm, safety, project controls, human resources/payroll, and communications. Add a representative who understands jobsite technology and equipment controls.
Recommended Free Tools
Give the team a current contact list, an out-of-band meeting method (for example, prearranged phone bridges or a separate messaging service), and a decision log. NIST’s 2019 incident-response guidance emphasizes defined recovery roles, decision criteria, exercised plans, isolated backups, and maintained contacts. Assume corporate email and shared drives may be monitored or unavailable; do not coordinate the response through a potentially compromised account.

Contain the spread without erasing evidence
CISA’s 2023 #StopRansomware guidance says to “determine which systems were impacted, and immediately isolate them.” Disconnect affected computers from Ethernet and Wi-Fi. If several systems or subnets are involved, take the network offline at the switch level where feasible. Ask an incident responder before shutting down machines that may contain volatile evidence, unless leaving them connected creates an immediate safety or containment risk.
Separate office, jobsite, guest, and equipment networks. Disable suspected VPN, remote-desktop, and cloud-sync sessions; suspend automatic replication that could carry encrypted files into clean backups. Do not reconnect a device simply to see whether it works. Record which switch ports, wireless access points, virtual machines, cloud tenants, and field devices were isolated and when.
Preserve evidence and the attacker’s indicators
Keep ransom notes, file extensions, timestamps, endpoint alerts, firewall and identity logs, suspicious email samples, and an inventory of affected devices. Preserve forensic images when your responder can collect them safely. Do not wipe, rebuild, or delete accounts before forensic advice unless safety or containment requires it. Evidence supports law-enforcement reporting, insurance conditions, root-cause analysis, and later eradication.

Use a read-only incident log to capture every action, decision maker, time zone, and observed result. Note the first known outage, the last successful backup, unusual administrator accounts, unexpected encryption processes, and any systems that remained reachable. Preserve chain-of-custody details for exported logs or devices that may be requested by investigators.
Notify the right parties promptly
Tell the cyber insurer and its designated breach or incident-response contact before hiring an outside firm if the policy requires insurer approval. Ask which forensic, legal, negotiation, and restoration providers are approved, and document any notice deadlines. Inform owners, general contractors, lenders, payroll providers, and key subcontractors when contractual or safety obligations require it; share only verified facts.
For a U.S. incident, CISA recommends engaging internal leadership, IT providers, insurers, and public-information staff and reporting to CISA, a local FBI field office, the FBI Internet Crime Complaint Center (IC3), or the U.S. Secret Service as appropriate. The FBI directs victims to report ransomware to IC3. Organizations elsewhere should use their national cyber authority and police service. Legal counsel should assess breach-notification, employment, privacy, export-control, and contractual requirements in every affected jurisdiction.

Keep jobsites safe while systems are unavailable
Do not decide priorities by asking which server is most expensive. Use a documented business-impact analysis that scores each workflow for safety, contractual exposure, revenue impact, regulatory duty, recovery-point objective (how much data can be lost), recovery-time objective (how long it can be unavailable), and technical dependencies.
| Workflow or system | Why it matters | Safe fallback while isolated | Recovery dependency |
|---|---|---|---|
| Site safety, inspections, and equipment controls | Failure can injure people or stop legally required inspections. | Use printed emergency contacts, permits, inspection forms, lockout/tagout procedures, and supervisor check-ins. Stop work if a control cannot be verified. | Clean identity, network segmentation, and validated control-system images before connection. |
| Scheduling, dispatch, and daily reports | Drives crews, deliveries, equipment, and owner commitments. | Use numbered paper logs or an isolated, approved spreadsheet; have a supervisor reconcile changes at each shift. | Scheduling database, authentication, and a clean file share or application server. |
| BIM/CAD, drawings, RFIs, and submittals | Wrong or missing revisions create rework, safety issues, and claims. | Use the latest verified offline drawing set with revision stamps. Freeze unverified changes and log every request. | Clean document-management storage, version history, and malware-scanned project files. |
| Payroll and timekeeping | Employees and subcontractors still require accurate, timely payment. | Use signed paper timecards, supervisor approval, and a sealed transfer to payroll staff; protect personal data. | Clean payroll application, identity services, and validated backups. |
| Procurement, purchase orders, and suppliers | Materials and equipment deliveries can halt critical paths. | Call known contacts using independently verified numbers; issue sequential manual purchase orders and dual approvals. | Clean enterprise-resource or procurement systems and supplier master data. |
| Corporate and site communications | Coordination and emergency notification depend on trusted channels. | Use the out-of-band channel in the communications plan, radios, phone trees, and posted notices. | Clean identity provider, mail, collaboration, and mobile-management services. |
Keep safety and regulatory records available offline where possible. A field supervisor should know where to find emergency contacts, current approved drawings, permits, inspection forms, utility information, and stop-work authority without logging in to a corporate system. Reconcile manual records into restored systems only after the incident team confirms the system is clean, and have a second person verify critical entries.
Choose what to restore first
Build a recovery queue with the project-controls and safety leads. A system with a short recovery-time objective is not automatically first if it depends on an identity service or database that is still compromised. Restore in dependency order and record why a lower-priority service was deferred.

| Recovery stage | Typical services | Gate before proceeding |
|---|---|---|
| 1. Foundation | Clean recovery network, hardware, hypervisor or golden images, identity directory, privileged-access controls, time synchronization, and monitoring. | Incident responders confirm the segment is isolated and administrator credentials have been reset or replaced. |
| 2. Safety and communications | Emergency notification, radios or approved collaboration, site-control interfaces, inspection records, and access needed to operate safely. | Safety lead verifies controls locally and confirms that restored configurations match approved settings. |
| 3. Revenue-critical project systems | Scheduling, dispatch, document control, BIM/CAD repositories, estimating, RFIs, submittals, and procurement. | Owners of each system validate a sample of projects, revisions, permissions, and integrations. |
| 4. Workforce and finance | Payroll, timekeeping, accounting, invoicing, and human-resources systems. | Privacy and finance leads verify data integrity, pay-period cutoffs, and segregation of duties. |
| 5. Convenience and lower-criticality services | General file shares, archival applications, analytics, and nonessential endpoints. | Restoration will not consume resources needed for safety or contractual milestones. |
Restore from clean sources, not from hope
- Confirm the source. Use known-clean, offline or immutable, encrypted backups and maintained golden images. Identify the backup date, retention policy, encryption-key location, and owner. A backup that was continuously connected to the compromised network may contain encrypted or tampered data.
- Scan before use. In a separate recovery environment, scan backup sets and images with current security tools and have responders review them for the attacker’s indicators. Validate that restoration software and licenses are available without relying on the damaged environment.
- Rebuild a clean segment. Use dedicated recovery hardware where possible. Install supported operating systems, patch them, enable multifactor authentication, apply least privilege, and restrict inbound and outbound traffic. Do not attach rebuilt servers to the production network yet.
- Close the entry path. Reset compromised privileged, service, VPN, cloud, and local accounts; rotate keys and tokens; disable abandoned accounts; patch the exploited vulnerability; remove unauthorized persistence; and review remote-access rules. Require MFA before normal connectivity returns.
- Restore the smallest critical set. Bring back foundational identity and monitoring first, then safety and communications, followed by the next approved workflow. Restore to new or cleaned systems rather than overwriting evidence-bearing devices.
- Validate content and behavior. For each application, test representative projects, drawing revisions, permissions, integrations, calculations, time records, and exports. Compare restored data with signed paper logs or independently retained reports. Have business owners—not only IT—approve the result.
- Reconnect in stages. Permit one network segment or site at a time, with enhanced endpoint, identity, DNS, firewall, and file-change monitoring. Keep a clean recovery segment and offline copies until eradication is confirmed. If encryption or suspicious authentication recurs, isolate the segment again and return to forensic review.
- Reconcile manual work. Enter dispatches, daily reports, RFIs, submittals, timecards, and purchase orders in sequence. Preserve the originals, record who entered each item, and have supervisors check safety- or payment-critical data.
NIST’s 2026 OT Backup Quick Start Guide states, “OT backups are vital for recovery from reliability or cyber incidents.” It also says effective backup management requires regular creation, testing, and review during recovery exercises. Apply that discipline to cranes, batching systems, access-control equipment, telemetry, and other site-control or equipment systems connected to corporate networks.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Should you pay the ransom?
Payment is not a recovery plan. The FBI states: “The FBI does not support paying a ransom in response to a ransomware attack.” CISA, FBI, and NSA guidance warns that payment can encourage further crime and does not guarantee decryption, deletion of stolen data, or an end to extortion. Some groups return defective keys, demand additional payments, or attack again.
If leadership considers any communication with the attacker, require legal counsel, the insurer, sanctions screening, law-enforcement coordination, and a documented assessment of whether restoration is possible without payment. Check whether payment could violate sanctions, anti-money-laundering rules, export controls, or contractual conditions. Never use an unvetted intermediary, conceal the incident from required recipients, or destroy ransom notes and logs. Record alternatives considered, technical findings, approvals, and the reason for the final decision.

Communicate without creating a second incident
Issue one approved status through channels that are still trusted. Tell field supervisors what is unavailable, which manual forms to use, where to report safety events, and when the next update will arrive. Tell owners, general contractors, subcontractors, and suppliers only what is verified: operational impact, work that can continue, expected next update, and any action they must take.
Do not speculate about attribution, the attacker, or data exposure. Do not ask employees to forward suspicious files or negotiate independently. If personal, payroll, or project-owner data may have been accessed, let counsel and the insurer direct notices and required forensic work. Keep a separate log of contractual notices, regulator contacts, media inquiries, and approved wording.
What to do after operations resume
Resumption is a checkpoint, not proof that the incident is over. Maintain heightened monitoring and restricted connectivity until responders confirm eradication. Then complete a written review covering the timeline, affected systems and sites, indicators of compromise, containment actions, decisions, costs, communications, data loss, restoration results, and unresolved risks.
- Test restores on a schedule and during continuity exercises; include at least one isolated or immutable copy and the hardware, keys, and credentials needed to use it.
- Rotate credentials, certificates, encryption keys, API tokens, and service-account secrets that could have been exposed.
- Improve segmentation between corporate IT, project collaboration, guest access, and operational technology; enforce least privilege and MFA.
- Update incident, communications, and manual-fallback procedures with named alternates and offline contact lists.
- Share useful indicators with CISA or the relevant sector information-sharing group when legally and contractually appropriate.
- Recheck owner and subcontractor access, dormant accounts, remote-support tools, and third-party integrations before restoring broad connectivity.
No authoritative construction-specific universal figure establishes how much downtime or financial loss a ransomware event will cause. The practical target is therefore the recovery capability you have measured: tested restore times, acceptable data loss for each workflow, and a safe manual process for the period before those targets are met.
Quick Recap
Common mistakes to avoid
- Reconnecting a workstation or jobsite subnet “just to test it” before containment is complete.
- Rebuilding every machine immediately and losing evidence that could identify the entry path.
- Restoring the newest backup without checking whether it was connected during the attack.
- Letting each project manager issue a different status to owners or subcontractors.
- Restoring applications before identity, network segmentation, monitoring, and privileged access are trustworthy.
- Assuming a decryptor or ransom payment proves that stolen data was deleted.
- Leaving paper fallback records unsecured or entering them into restored systems without reconciliation and approval.
