The best office campus is not the one with the lowest quoted rent or the most impressive lobby. It is the site that gives your workforce a workable commute, meets operational and infrastructure requirements, can be occupied on schedule, and remains financially defensible over its useful life. Compare candidates with a company-specific scorecard, then validate the finalists through site inspections and a documented feasibility case.
Start by defining non-negotiable requirements and the location envelope. Screen regions and properties for workforce access, transport, utilities, total occupancy cost, building readiness, safety, accessibility, amenities and surrounding conditions. Only then rank the finalists.
1. Define the decision before you tour properties
A campus search becomes expensive when teams tour attractive buildings before agreeing on what “fit” means. Write a one-page decision brief first. It should state:
- Location envelope: cities, submarkets, maximum travel times, proximity to customers or operations, and any geographic constraints.
- Workforce requirement: current headcount, planned growth, key skills, employee origins, shift patterns and expected peak occupancy.
- Capacity: usable workstations, meeting rooms, laboratories, storage, loading, parking, visitor areas and expansion space.
- Timing: lease expiry, move date, construction or fit-out time, permit dependencies and acceptable schedule risk.
- Operating constraints: power quality, connectivity, cooling, water, security, regulated processes, business-continuity requirements and accessibility.
- Financial limits: acceptable occupancy cost, capital budget, lease or purchase preferences, and the time horizon for the decision.
- Non-negotiables: requirements that eliminate a site if they cannot be met, regardless of its score elsewhere.
The Minnesota Department of Employment and Economic Development (DEED) describes this kind of staged site-selection process: define selection criteria, screen locations, evaluate property and resources, visit finalists, and complete feasibility work. See DEED’s site-selection guidance.

Separate a “must have” from a preference. For example, redundant telecommunications may be mandatory for a 24-hour support operation, while a nearby restaurant may simply improve convenience. This distinction prevents a site with a serious operational defect from winning because it has better amenities.
2. Compare workforce access and the real commute
Commute performance is an operating issue, not just an employee-perks issue. Difficult access can reduce the pool of people who will accept jobs, complicate shift coverage and increase relocation or attrition pressure. DEED includes transportation access, labor quantity and quality, and commute-distance profiling among site-screening factors.
A 2026 India Office Occupier Survey reported by CBRE South Asia Pvt. Ltd. found that about seven in ten occupiers ranked commute and connectivity as their top criterion when selecting office space within a chosen city. That result is specific to the survey and India; it is not a global benchmark. The same release quoted Anshuman Magazine, Chairman & CEO – India, South-East Asia, Middle East & Africa: “As India’s cities grow denser and commutes grow longer, occupiers are effectively counting it in their leases.” Read the CBRE India release.
Map the actual employee catchment
Use anonymized home-area data or representative workforce samples to map where employees and likely hires live. Analyze existing staff, hard-to-fill roles and future recruiting markets separately; an average commute can conceal a critical group that faces an impractical trip.
- Measure travel by car, public transport, walking, cycling and company shuttle where relevant.
- Check peak-hour conditions, not only off-peak map estimates.
- Model shift start and end times, weekend service and late-night safety.
- Include transfers, station or stop access, parking availability, tolls and weather exposure.
- Test access from major residential clusters, airports and customer or production locations when those trips matter.
Record the method and date of each travel estimate. A single distance-to-transit figure is not a substitute for a workforce catchment analysis.
Assess recruiting and retention implications
Compare whether each campus is reachable by the skills you need, not merely by the number of people within a radius. Consider competing employers, housing availability, school and family needs, and whether the move would force a significant staff relocation. DEED’s layered evaluation approach includes labor resources, transportation and quality-of-life factors when a location affects staff recruitment or relocation.
3. Compare total occupancy cost, not quoted rent
Base rent is one line in a campus decision. A defensible comparison includes recurring operating costs, one-time capital, financing or purchase terms, incentives and the cost of risk. DEED identifies lease or purchase terms, labor, construction, taxes, power, insurance and operating assumptions as relevant cost categories and recommends a feasibility analysis.
| Cost category | Questions to answer for every candidate | Evidence to collect |
|---|---|---|
| Lease or purchase | What is the rent or purchase price, term, escalation, renewal option, deposit, financing cost and exit liability? | Signed term sheet, draft lease or purchase assumptions; identify which items are negotiable. |
| Fit-out and construction | What work is required before occupancy, who pays, and what happens if the schedule slips? | Scope, estimates, allowances, contingency, permits and contractor schedule. |
| Utilities and building operations | How are electricity, water, sewer, gas, cooling, waste, cleaning, maintenance and common areas charged? | Utility tariffs, historical consumption where available, service contracts and escalation assumptions. |
| Taxes, insurance and fees | Which property taxes, assessments, insurance premiums, association fees and local charges apply? | Local tax treatment, insurance quotes and landlord or owner pass-through provisions. |
| People and transport | Will labor costs, relocation, parking, shuttle service or travel time change? | Compensation analysis, relocation estimates, parking terms and transport plan. |
| Risk and exit | What is the cost of delay, downtime, remediation, expansion or early exit? | Risk register with probability, impact, owner and mitigation cost. |
Use the same cost boundary for every property. Comparing one building’s net rent with another’s fully loaded occupancy cost produces a false ranking. State whether figures are nominal or inflation-adjusted, whether taxes are recoverable, and which assumptions are estimates.

Use a long-term model appropriate to the decision
DEED’s process gives a 10- or 20-year net-present-value pro forma as an example for comparing costs and incentives. That is a planning example, not a universal required horizon. Choose a period that matches your expected occupancy, lease obligations and capital life. Show annual cash flows for rent or debt, fit-out, utilities, maintenance, taxes, insurance, incentives, expansion, exit and residual value where applicable.
Run sensitivity cases for the assumptions most likely to change the result: headcount, occupancy density, energy prices, construction delay, interest rates, incentives and renewal or exit terms. A site that wins only under optimistic assumptions should be treated as a high-risk option, not as the clear winner.
4. Verify building condition and occupancy readiness
“Available” does not mean “ready for your operation.” Readiness is the time required to obtain occupancy and make the space suitable. An existing building may reduce startup time, risk and cost, but only if its condition and systems match your requirements.
Recommended Free Tools
Inspect the physical asset
- Structure, roof, façade, water intrusion, elevators and loading access.
- Floor loading, ceiling heights, column spacing, floor plates and usable-to-gross area.
- Heating, ventilation and air-conditioning capacity, controls, redundancy and maintainability.
- Electrical service, backup generation, uninterruptible power needs, switchgear condition and expansion capacity.
- Fire detection, suppression, egress, emergency lighting and evacuation routes.
- Restrooms, kitchens, waste handling, storage, parking and bicycle or shower facilities where relevant.
Confirm the occupancy path
Ask which permits, inspections, landlord approvals and utility upgrades are required. Obtain a dated schedule for design, procurement, construction, commissioning and occupancy approval. Assign responsibility for each dependency and identify the point at which a delay would affect the move.
Do not accept a listing, brochure or verbal assurance as proof of capacity. Require drawings, equipment schedules, service records, test reports and written confirmation from owners or providers. Record unresolved items as conditions to the lease or purchase decision.
5. Test infrastructure and business continuity
Infrastructure is a capacity and reliability question. Screen each campus for electric power, water, sewer, gas, telecommunications and transportation, then verify the specific service at the property. DEED includes these resources in location screening and advises evaluating critical resources during site visits.
Power and environmental systems
Document available electrical capacity, voltage, redundancy, generator coverage, fuel autonomy, maintenance responsibility and outage history. For operations sensitive to temperature or air quality, verify cooling capacity, filtration, humidity control and monitoring rather than relying on a generic “HVAC included” statement.

Water, sanitation and environmental risk
Check supply capacity, water quality, pressure, wastewater, drainage, waste collection and emergency procedures. In the 2026 India Office Occupier Survey, CBRE South Asia Pvt. Ltd. reported that 50% of respondents identified poor air quality as a major infrastructure threat, 31% flagged water availability and quality, and 29% expected waste-management and sanitation challenges to disrupt daily productivity. These percentages describe that India survey only; use local measurements for your campus decision.
6. Compare safety, security, accessibility and performance
Evaluate the whole facility, not only the office interior. The U.S. General Services Administration (GSA) describes a high-performance building as one that integrates, on a life-cycle basis, “all major high-performance attributes, including energy conservation, environment, safety, security, durability, accessibility, cost-benefit, productivity, functionality, and operational considerations.” See GSA’s high-performance building overview.
For a private company, that description is a useful evaluation framework, not a legal mandate. Check:

- Durability and maintenance: age and condition of major systems, preventive-maintenance records, spare-parts availability and responsibility for failures.
- Energy and environment: metering, efficiency, renewable options, emissions exposure, waste handling and resilience to local hazards.
- Functionality and productivity: daylight, acoustics, thermal comfort, meeting capacity, collaboration areas and the ability to reconfigure space.
Ask for evidence, such as inspection reports, compliance certificates, energy data, accessibility audits and security procedures. If a requirement is regulated, obtain confirmation from the appropriate authority or qualified professional rather than treating a marketing certification as proof of compliance.
7. Evaluate the surrounding location and amenities
The area around a campus affects recruitment, daily operations and the experience of visitors and staff. Compare:
- Food, childcare, healthcare, banking, retail and other services employees use.
- Hotels, airports and major roads when customer or international travel is material.
- Housing supply, neighborhood safety, schools and quality-of-life factors when relocation is expected.
- Nearby development, construction plans, zoning, traffic changes and competing land uses.
- Community effects, environmental justice and local sustainability goals where they are part of your company’s commitments.
GSA’s sustainable and equitable siting rule concerns federal facility decisions, not private-company obligations. Its factors can still inform a voluntary corporate framework. Read the GSA announcement and document which criteria are company policy versus government requirements.
8. Build a company-specific scorecard
There is no evidence-based universal weighting for commute, cost, infrastructure, security or amenities. The right weights depend on your workforce, operating model, risk tolerance and location. Set weights with the executives who own those outcomes before seeing which site scores highest.

| Scorecard field | How to use it |
|---|---|
| Criterion | Use a measurable question, such as “Can the site provide two physically diverse fiber routes?” |
| Weight | Assign a percentage based on business impact; make all weights total 100%. |
| Rating | Define what each rating means before scoring. For example, specify the evidence required for the highest rating. |
| Evidence | Link to a lease clause, drawing, inspection report, provider confirmation, travel analysis or cost model. |
| Confidence | Mark information as verified, estimated or unknown. Do not give an unknown the same status as a verified result. |
| Gate | List conditions that disqualify a property regardless of its weighted score. |
Keep the weighted score separate from the decision. A numerical result summarizes assumptions; it does not replace judgment. Require a written explanation for any decision that overrides the top score.
9. Follow a repeatable selection workflow
- Define requirements. Approve the decision brief, non-negotiables, capacity assumptions, timing and cost boundary before requesting proposals.
- Screen regions and sites. Compare geography, workforce and skills, transport, utilities, recruiting context, property availability and broad cost factors.
- Profile finalists consistently. Use the same data template, cost boundary, travel assumptions and risk definitions for every candidate. Mark missing information instead of silently estimating it.
- Visit and inspect. Walk the property with facilities, information-technology, security, human-resources and finance representatives. Test or document critical systems and confirm the occupancy path.
- Build the feasibility case. Model one-time and recurring costs, incentives, schedule, risks and sensitivities over the chosen horizon. DEED’s example uses a 10- or 20-year net-present-value analysis; adapt that horizon to your situation.
- Document and decide. Record assumptions, trade-offs, unresolved conditions, approvals, negotiation points and the rationale for the selected campus and rejected alternatives.
Use stage gates so that expensive diligence is reserved for credible finalists. A regional screen can use approximate data; a final recommendation should rely on property-specific evidence and contractual protections.

Include the assumptions that could change after signing: headcount, peak attendance, hybrid-work policy, expansion timing, utility prices, transit service, construction completion and renewal or exit options. Revisit the model at agreed milestones during negotiation and before committing to fit-out.
For changing requirements, compare expansion rights, contraction options, shared arrangements and subleases. The Australian Department of Finance’s property-planning guidance notes that shared or sublease arrangements can help when accommodation needs change; that guidance is for Australian government property management, not a private-company rule. See the planning guidance.
11. Common comparison mistakes and their fixes
Choosing the lowest advertised rent
Why it fails: Rent omits fit-out, utilities, taxes, insurance, maintenance, transport and risk. Fix: compare a consistent whole-life cost model.
Using one commute statistic
Why it fails: an average distance or nearest-station measure hides shift, transfer, accessibility and neighborhood differences. Fix: analyze the actual workforce catchment and relevant travel modes.
Assuming an existing building is ready
Why it fails: capacity, permits, upgrades and commissioning can push occupancy past the target date. Fix: verify systems and obtain a dated readiness schedule.

Scoring unverified claims
Why it fails: brochures and verbal assurances make candidates appear comparable when they are not. Fix: require evidence, record confidence and treat unknowns as decision risks.
Applying another organization’s weights
Why it fails: a call center, laboratory, headquarters and distribution operation have different priorities. Fix: set weights from your own workforce, continuity and financial requirements.
Treating government guidance as a private mandate
Why it fails: public-sector rules may have a different legal scope. Fix: label government requirements accurately and use broader principles only as voluntary criteria.
Do these 3 things before closing this tab:
1Repair Windows errors before they cause bigger problems2Scan for outdated or missing drivers - takes under a minute3Clear out junk files and repair common Windows errors12. A final decision test
Before approval, ask whether the preferred campus has:
- A documented workforce and commute case for current and planned staffing.
- A like-for-like occupancy and lifecycle cost comparison with sensitivities.
- Verified capacity for power, connectivity, water, cooling, safety and security.
- A credible occupancy schedule with permits, construction and commissioning dependencies.
- Evidence that accessibility, functionality and operational requirements are met.
- Clear treatment of surrounding-location, community and sustainability considerations.
- Contract terms that protect expansion, delay, service failure and exit scenarios.
- A written record explaining why the selected site is preferable to the finalists.
If any answer is “unknown,” decide whether to obtain evidence, negotiate a condition, price the risk or reject the site. That discipline produces a more defensible campus choice than a ranking based on rent or appearance alone.
Frequently Asked Questions
Should a company lease or buy its office campus?
Neither option is universally superior. Compare lease or purchase price, financing, fit-out, taxes, insurance, operating obligations, flexibility, residual value and exit risk in the same long-term model. The preferred structure is the one that fits your time horizon, capital strategy and need for expansion or contraction.
How should a company handle missing property data?
Label the item as unknown or estimated, assign an owner and set a deadline for verification. Reflect the potential cost or schedule impact in the risk register; do not award a full score until the evidence is confirmed.
Does GSA’s high-performance building definition apply to private companies?
GSA’s definition and sustainable-siting rule are federal-government references, not a blanket private-sector requirement. Private companies can use the attributes as a voluntary checklist while applying their own legal, regulatory and business criteria.
