Evaluate a data center against your workloads’ required recovery outcomes, not against a Tier label or an attractive uptime percentage. Document each critical application’s acceptable outage, acceptable data loss, dependencies and customer responsibilities; then verify the facility’s certification scope, failure behavior, recovery exercises, operating practices, site risks and contractual remedies.
A strong evaluation produces evidence you can compare across providers: a certificate tied to the exact building, engineering explanations for maintenance and failures, dated disaster-recovery test results, trained staff and procedures, known network and utility dependencies, and contract language that measures availability the way your business experiences it.
1. Define the outcome your business must protect
Start with a business-impact and dependency inventory. NIST SP 800-34 Rev. 1 describes contingency planning as a way to evaluate systems and operations, then determine planning requirements and priorities. Its publication page is dated May 2010 and was updated on 2010-11-11; a 2023 planning note appears on the page. It is useful guidance, not a universal legal requirement for every private organization.

- The business process it supports and the consequence of an outage.
- Users, regions and operating hours that depend on it.
- The longest tolerable interruption, expressed as a business requirement rather than a provider marketing number.
- The maximum data loss the business can accept, including whether transactions can be replayed or reconstructed.
- Required dependencies: network carriers, internet or private connectivity, identity services, DNS, certificates, storage, cloud services, backup systems, suppliers and customer-side equipment.
- Who must act during a recovery and what access, credentials, scripts or decisions those people need.
Ask each provider to state its commitments against this profile. A generic recovery target is not a substitute for a workload-specific requirement, and a facility can be highly resilient while an application remains unable to restart because a dependency or customer procedure is missing.
Separate RTO and RPO
| Requirement | Question to answer internally | Question for the provider |
|---|---|---|
| Recovery time objective (RTO) | How long can this service be unavailable before the business impact becomes unacceptable? | What restoration time is committed, for which service boundary, and what customer actions or prerequisites are assumed? |
| Recovery point objective (RPO) | How much data can the business afford to lose, measured from the incident back to the last usable recovery point? | How is data replicated or backed up, where are recovery points held, and what conditions could make the stated point unattainable? |
| Dependencies | Which external systems must be available before users can work? | Which dependencies are supplied, monitored or guaranteed by the provider, and which remain the customer’s responsibility? |
Do not infer an RTO or RPO from a facility Tier or an availability SLA. The reviewed guidance does not establish universal target values.
2. Verify the facility and any Tier claim
Understand what Tier levels do—and do not—say
Uptime Institute describes four progressive Tier classifications. At a high level, Tier I represents a basic facility infrastructure, Tier II adds redundant capacity components, Tier III is concurrently maintainable, and Tier IV is fault tolerant. The exact requirements and scope are defined by the current standard and the certification documents.
Recommended Free Tools
| Tier | Practical distinction to investigate | What it does not prove |
|---|---|---|
| Tier I | Basic infrastructure appropriate to some less critical operations. | That your application has a separate recovery site, redundant connectivity or a tested restoration process. |
| Tier II | Redundant capacity components are included in the facility design. | That every distribution path, device connection or customer configuration is redundant. |
| Tier III | Concurrent maintainability: planned maintenance can be performed without shutting down operations when the facility is operated as designed. | That an application will meet its RTO/RPO, or that every failure is tolerated without service impact. |
| Tier IV | Fault-tolerant design: an individual equipment failure or distribution-path interruption should not affect operations within the standard’s scope. | That external carriers, utilities, software, people or customer equipment are fault tolerant. |
Uptime Institute states: “The Tiers are progressive, so each Tier incorporates the requirements of the lower Tiers. This progression does not mean that a Tier IV data center is better than a Tier II — it means that these levels fit differing business operations.” Choose the level that matches your risk and cost tolerance rather than assuming the highest label is automatically appropriate.
Match the certificate to the actual site
Request the current certificate and check the legal facility name, street location, campus or building identifier, certificate status and scope. Uptime Institute describes certification stages for design documents, the constructed facility and operational sustainability. A design certification is not the same evidence as a certificate for the constructed building, and neither alone demonstrates how the site is operated today.

Ask which systems and activities were examined. The certification overview includes electrical and mechanical systems, distribution paths, site location, management and operations, physical security, maintenance and other facility elements. Confirm whether the claim applies to the room, building, campus or only a particular phase.
Uptime Institute reports more than 4,300 awards in more than 120 countries. That is the organization’s own program count, not an independent measure of reliability for a particular provider. Certification status can change, so verify it for the named facility at the time of contracting.
3. Walk through failure and maintenance behavior
Ask the provider to use a diagram of the exact path serving your equipment and narrate what happens during both planned work and unplanned faults. The discussion should cover:
- Utility entrance, generators, uninterruptible power systems, switchgear, distribution boards and the point where your rack or hosted equipment connects.
- Cooling production and distribution, control systems, environmental alarms and the effect of losing a chiller, pump, fan or control component.
- Whether paths are physically separate or merely connected to separate ports on the same upstream device.
- How maintenance is approved, isolated, tested and reversed if the expected state is not achieved.
- What alarms trigger an incident, who receives them and how customers are notified.
Ask for a concrete walk-through of an equipment failure, a distribution-path interruption and a planned maintenance event. Then ask whether your own power supplies, network interfaces, firewalls and storage can actually use the claimed redundant paths. Redundancy in the building is of limited value if both of your connections terminate on one customer-side device or one carrier.
4. Inspect the disaster-recovery plan and its proof
Request the plan or a usable summary
A provider may not disclose sensitive diagrams or security details, but it should be able to explain its recovery model. Request the recovery roles, authority to activate the plan, escalation criteria, communications tree, alternate sites or services, data-protection method, dependencies, RTO and RPO assumptions, and the actions expected from you.

Look for explicit decision points: who declares a disaster, how the scope is assessed, when failover is stopped, how data integrity is checked and who authorizes a return to normal operations. A document that lists technology without ownership, timing and decision authority is not an executable plan.

Demand exercise evidence
Ask for the date, scenario, scope, participating teams, measured outcomes, unresolved issues and follow-up from a recent exercise. Useful evidence may include a tabletop record, technical failover report, backup-restore validation or a coordinated customer test. Compare the observed result with your required RTO and RPO, not merely with the provider’s internal objective.
Ask whether the exercise included the dependencies that matter to you: carrier failover, identity, DNS, certificates, monitoring, customer configuration and access to people with production authority. The reviewed material does not establish a universal exercise interval or testing cadence, so require a schedule and scope that are justified by your risk and contract.
Check assumptions and exclusions
Recovery claims often depend on prerequisites such as current backups, reachable administrators, supported software versions, spare capacity or a functioning customer network. Have the provider list each assumption in writing. If a stated RTO starts only after you approve a failover, that trigger belongs in the contract and in your internal runbook.
5. Evaluate the operating model, not only the equipment
Uptime Institute’s operations criteria identify staffing, maintenance, training, planning and operating conditions as factors that affect sustained performance. Ask:

- Is the facility staffed 24/7, and what is the escalation path outside normal business hours?
- Which roles can authorize switching, maintenance or disaster declaration?
- How are new technicians trained and how is competence recorded?
- How are changes reviewed, approved, tested and documented?
- Are abnormal-condition procedures available at the console and practiced?
- How are incidents, near misses and exercise findings tracked to closure?
- How often are contact lists, diagrams, runbooks and access permissions checked?
Request anonymized examples of a completed maintenance record, a change review and a post-incident corrective-action report. The goal is to verify controlled behavior, not to collect confidential customer information.
6. Examine location and external dependencies
Tier topology does not capture every site risk. Consider location-specific hazards such as regional weather, flood or seismic exposure, building-code constraints, neighboring property use, physical security and access during an emergency. Ask what site assessments have been performed and what mitigations are in place.
Map dependencies beyond the building: utility feeds, fuel deliveries, telecommunications carriers, cross-connect providers, internet exchanges, cloud services, identity platforms and DNS. Ask whether network routes are genuinely independent, how a carrier outage is detected, and whether the provider has tested operation when an upstream service is unavailable. Include your own offices, remote administrators and shipping or replacement-equipment processes in the map.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.7. Read the contract as an operational document
Do not evaluate an SLA from its headline percentage alone. Review the actual agreement for:
- The measurement boundary: power, cooling, cross-connect, hosted hardware, network, managed service or complete application.
- How availability is calculated, including measurement points, averaging periods and evidence supplied to the customer.
- Scheduled-maintenance windows, emergency work and exclusions for customer equipment or third-party dependencies.
- Notification deadlines, incident updates, root-cause reports and access to event records.
- Service credits, other remedies, caps and whether remedies are the exclusive recourse.
- RTO/RPO commitments, assumptions, test rights and the treatment of failed exercises.
- Termination rights, data return, equipment removal, migration assistance and continued access during an exit.
The reviewed sources do not define universal contract wording or jurisdiction-specific remedies. Have counsel check the agreement against applicable law and your regulatory obligations, and require the provider to put material recovery assumptions into the signed documents rather than leaving them in a sales presentation.

8. Compare providers on identical evidence
Use one workload profile and one question set for every candidate. A comparison sheet should contain these fields:
| Comparison axis | Evidence to record |
|---|---|
| Certification | Tier, exact facility, certification stage, scope and current status. |
| Failure and maintenance behavior | Power and cooling paths, component failure response, distribution-path behavior and customer connection design. |
| Availability commitment | Stated service level, measurement boundary, exclusions, notification and remedies. |
| Recovery objectives | RTO, RPO, activation trigger, customer assumptions and written commitment. |
| Exercise evidence | Scenario, date, scope, measured result, open issues and remediation owner. |
| Operations | Staffing, escalation, training, maintenance controls, change management and incident learning. |
| Dependencies and site risk | Utility, carrier, location, security, application and customer-side dependencies. |
| Commercial fit | Total price, implementation obligations, risk tolerance, credits, termination and exit support. |
There is no universal weighting formula. Weight each axis according to the business impact documented at the beginning, and mark evidence as verified, provider-stated, assumed or missing. Missing evidence should trigger a question or a risk acceptance decision, not an optimistic score.
9. When to obtain an independent assessment
An external review is most useful when the workload is high-impact, the architecture is complicated, evidence is inconsistent or your team lacks facility expertise. Uptime Institute describes a data center risk assessment that examines technology, processes, people, skills, existing facility topology and operational plans, then reports expected performance and risks with possible mitigation recommendations.

Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEFix the driver behind crashes, sound loss and screen glitchesFind Drivers →You do not need to purchase that particular service to apply the principle. Define the assessor’s independence, scope, evidence access, deliverables and remediation follow-up before engagement. An assessment should test the claims that matter to your workload, including customer connectivity and recovery dependencies, rather than merely restating a certification label.
10. Red flags that warrant clarification
- A provider cites a Tier level but will not identify the certified building or certification stage.
- A design certificate is presented as proof of current operational performance.
- “Redundant” is used without explaining capacity, physical path separation or the customer connection.
- An SLA has a precise percentage but vague measurement boundaries and broad exclusions.
- RTO and RPO are quoted without activation triggers, assumptions or customer responsibilities.
- Exercise summaries omit dates, scenarios, measured results or unresolved findings.
- Staffing, maintenance, training and change controls are described only in general marketing language.
- Carrier, utility, identity, DNS or customer-side dependencies are absent from the recovery diagram.
- The provider refuses reasonable evidence requests while asking you to accept uncapped assumptions.
11. A practical evaluation sequence
- Document business impact. Inventory workloads, owners, dependencies, outage tolerance and data-loss tolerance.
- Issue the same questionnaire. Give every provider the same workload profile and request the same evidence.
- Verify the facility. Check the current certificate, exact location, certification stage and scope.
- Run the failure walk-through. Trace power, cooling, network and maintenance scenarios to your equipment.
- Review recovery proof. Examine the written plan, assumptions and dated exercise results against your RTO and RPO.
- Interview operations. Test answers about staffing, escalation, training, changes and abnormal conditions.
- Map dependencies and site hazards. Include carriers, utilities, software services, location risks and customer responsibilities.
- Negotiate the contract. Put measurement rules, recovery commitments, exclusions, notifications, remedies and exit assistance in writing.
- Record residual risk. For every unverified claim or unmet requirement, assign an owner, mitigation or explicit business acceptance.
Conclusion
The reliable choice is the provider whose evidence matches your required business outcome. A Tier certificate can validate facility characteristics, but only a workload-specific review of recovery objectives, tested procedures, trained operations, dependencies and contract terms shows whether your services can recover as required.
