When a data center backup power system fails to start, first identify which transition stopped: the automatic transfer switch (ATS) issuing a generator-start request, the generator cranking and running, the generator becoming an accepted emergency source, the ATS transferring, or the UPS and downstream load receiving power. Read and preserve the alarms and event history before resetting anything; an ATS start-failure alarm reports a failed sequence, not necessarily a failed generator.

Map the sequence before troubleshooting

A backup-power event involves separate controls and equipment. The normal sequence is for the ATS to detect the applicable condition and request generator start; the generator controller to receive that request and start the engine; the source to reach the controller’s available state; and the ATS to transfer the load. The UPS may support critical equipment while generation starts. After transfer, the emergency source still has to reach the intended downstream distribution and load.

These stages matter because a single alarm can describe the outcome of a sequence without identifying its cause. For example, an ATS may report generator start failure after its configured waiting period expires. That does not by itself establish whether the request was sent, whether the generator received it, or why the generator did not reach an accepted state. Schneider Electric’s TransferPacT guide describes a configured T10 wait and says a start-failure alarm can occur if the generator has not started when that wait expires; the precise timer and behavior depend on the controller.

Use the event timeline and status indications to locate the last successful transition. Schneider Electric’s Power Monitoring Expert 2023 design guidance identifies ATS states and generator stopped, starting, running, and available indications as monitoring signals. Your installed system may label or expose these states differently.

Stage to establish Evidence to record What it helps distinguish
ATS request ATS mode, alarm history, and whether a generator-start request was recorded Whether the sequence appears to have stopped before or after the command was issued
Generator response Controller state and faults; whether the engine did not crank, cranked without starting, started and stalled, or continued running Whether the generator received a request and how far its start sequence progressed
Source acceptance Whether the generator’s emergency-source-available indication asserted Whether a running indication was followed by an accepted-source state
Transfer and load ATS transfer state, UPS status, and confirmation of downstream supply by qualified staff Whether the problem lies after the generator has started

Preserve evidence and assess the immediate state

Before changing modes, resetting alarms, or initiating a test, capture the displayed alarms, time-stamped event history, controller mode, and current equipment status. Include the ATS state (for example, Normal, Test, or Emergency, if those labels apply at your site), generator controller indications, UPS alarms and operating mode, and any available source-available or transfer indications. Record the times as displayed rather than relying on memory.

Keep this first review to reading displays and records if you are not authorized and qualified to work on the equipment. Do not force a transfer, bypass an interlock, or repeatedly reset controllers as a diagnostic shortcut. A reset or mode change can alter the automatic sequence or remove context that helps service staff understand what happened.

Also determine the condition of the critical load path. The UPS may be carrying the load while the generator starts, but that does not mean its available ride-through is unlimited. If UPS alarms or operating conditions indicate a developing power risk, follow the facility’s incident and escalation procedures rather than treating generator diagnosis as a routine maintenance task.

Check whether the ATS issued and delivered the start request

Review the ATS operating mode and event history to establish whether it recorded a generator-start request. If it did, compare that event with the generator controller’s status history to see whether the generator registered the request. If there is no recorded request, or the two controllers’ records do not line up, the unresolved issue is in the control sequence or its interface—not something that can be diagnosed from a generator running light alone.

For persistent alarms or an unclear signal path, authorized service personnel can assess the control wiring and interfaces under the equipment documentation and site procedure. Do not bypass an interlock or manually force the ATS to transfer to see whether it works. If an ATS has issued a start request and then reports failure after its configured wait, treat that alarm as evidence that the sequence did not complete in time, not as a definitive component diagnosis.

Use generator indications to narrow the service diagnosis

Record the generator’s observed progression in precise terms: no start request received; request received but no crank; cranking without starting; starting and then stalling; running without becoming an available emergency source; or running and becoming available. These observations help distinguish where the sequence stopped without assuming a root cause that the display does not prove.

For authorized personnel following the exact engine and generator manuals, useful evidence may include controller fault codes, starter-battery condition and voltage during startup, generator electrical values, and available engine readings. Schneider Electric’s Backup Power Testing NEMA design guide lists generator status and diagnostics, electrical measurements, optional coolant and exhaust temperatures, oil pressure, and start-battery voltage as possible monitoring inputs. Its monitoring guidance describes battery-health reporting as well.

Those lists identify data that can be monitored; they do not set universal pass/fail limits. Battery voltage, oil pressure, temperature, and cranking criteria vary by equipment and configuration. Use the manufacturer’s limits and the site’s approved procedure. Do not apply a generic threshold from another generator, or treat a normal-looking reading as proof that the complete backup path works.

Check the UPS while generation is starting

Review the UPS alarm history, operating mode, input state, battery condition, load, and remaining runtime. The UPS is intended to bridge the time required for backup power to come online, so the available stored energy and operating time need to support both the critical load and the generator start interval. Whether the installed system has sufficient ride-through depends on its design and current operating state; confirm it from the UPS indications and facility procedures.

Fault categories in one Schneider Electric/APC UPS manual for specified SURTA models include low or absent input voltage, a tripped input breaker, loose battery connections, weak batteries, overload, and internal fault. The manual directs internal-fault service to service personnel and wiring faults to a qualified electrician. These are examples for those specific models, not instructions or a universal diagnosis for a different UPS. Use the installed UPS manual for alarm meanings and permitted actions.

Verify transfer and downstream power separately

If the generator is running, establish whether it asserted the emergency-source-available state and whether the ATS recorded a transfer. A generator running indication is not proof that the ATS accepted the source, transferred, or delivered power to the critical load.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

After reviewing those statuses, authorized qualified staff should confirm that emergency power reaches the intended downstream bus and load using the site’s approved procedure. If the ATS indicates transfer but the expected load path is not confirmed, the unresolved issue is downstream of the generator start stage. Keep the generator, transfer switch, UPS, monitoring, and rack distribution in view as one power chain rather than treating each device’s status as proof of end-to-end supply.

Test the integrated sequence only under an approved procedure

A planned EPSS test can use ATS Test mode to trigger generator start and transfer to the emergency source. Schneider Electric’s Power Monitoring Expert 2024 EPSS page, last updated January 9, 2024, describes evaluating such a test by elapsed time to successful transfer. The acceptable timing depends on the applicable standards and site criteria; there is no single transfer-time target that can be applied universally.

Testing should evaluate the sequence, not just whether the engine ran once. Schneider Electric Data Center Science Center commissioning guidance recommends sequenced testing of failure, restart, and stable return across the integrated power chain. Follow the facility’s approved commissioning or maintenance plan, the installed equipment instructions, and the requirements applicable to the site. Do not initiate a transfer test during an operational event or outside the authority and controls established for the facility.

Know when to stop and escalate

Generator controls, ATS and switchgear, and energized distribution equipment are facility electrical systems. Unqualified staff should limit their role to reading displayed alarms and preserving records. Work inside controls or energized equipment belongs to authorized, qualified personnel using site procedures and manufacturer instructions.

  • Escalate a persistent generator-start failure alarm to generator field service; the TransferPacT guide’s stated direction for the described alarm is to contact field service.
  • Involve ATS or switchgear service when the start-request, source-available, or transfer path is implicated.
  • Involve UPS service or a qualified electrician according to the installed UPS manual and the fault type.
  • Use the site’s incident process if critical-load support or the UPS’s available ride-through is in doubt.

Exact repair steps, settings, thresholds, and permitted actions cannot be determined without the installed generator, ATS, and UPS make and model; the controller alarm codes; system voltage and configuration; and the applicable site requirements. The monitoring and testing guidance cited here helps identify what to observe, but it is not a service manual for a particular installation.

Give the service team a useful event record

A concise chronology helps qualified technicians focus on the failed transition. Preserve the original alarm text and timestamps, and distinguish what a controller reported from what someone directly observed. Include the following where available:

  • ATS operating mode and state before and during the event, plus the recorded start request and transfer events.
  • Generator controller state changes, fault codes, and whether the engine did not crank, cranked, started, stalled, ran, or became available.
  • UPS alarms, operating mode, input state, battery condition, load, and displayed remaining runtime.
  • Any available voltage, battery, or engine readings collected by authorized personnel under the equipment manual.
  • Whether qualified staff confirmed power at the intended downstream bus or load.

This record supports diagnosis while avoiding an unsupported conclusion about which part failed. Keep the event history intact for service staff and follow the facility’s process for maintaining and sharing equipment records.
