What to check in a data center project’s environmental impact assessment starts with whether the report describes the entire project, uses recent site-specific evidence, shows how impacts were calculated, and commits to measurable mitigation. Pay particular attention to electricity and cooling-water assumptions, associated infrastructure outside the main parcel, climate risks, cumulative effects, and the public decision record. Legal requirements vary by location, so use the EU framework and IFC Performance Standard 1 as reference points, then verify the host jurisdiction’s screening, permit and participation rules.

Start with the project boundary and a complete description

An assessment cannot be complete if it evaluates only the server building while omitting the systems that make it operate. Compare the project description with planning drawings, utility applications and the construction schedule. The report should identify the site and all phases, including enabling works, expansion phases, demolition or decommissioning assumptions, and the maximum build-out that approvals would allow.

Check the physical footprint

  • Map buildings, substations, generators, fuel storage, cooling plant, water-treatment equipment, drainage and waste areas.
  • Show land take, soil disturbance, excavation, access roads, parking, security works and temporary construction compounds.
  • Identify transmission lines, pipelines, telecommunications routes, water and sewer connections, rail or road upgrades and any off-site utility works.
  • State whether the proposal includes several buildings, a campus, or later phases that could change impacts.

International Finance Corporation (IFC) Performance Standard 1 treats associated facilities and the area likely to be affected as part of risk identification. A report that draws a boundary around the main parcel while leaving a new power line or water pipeline unexplained is therefore incomplete from a practical risk perspective.

Test the operating assumptions

Look for a transparent schedule of expected electricity demand, peak load, backup-generation hours, fuel type and storage, cooling technology, staffing, deliveries and maintenance. The assessment should state which assumptions represent normal operation, commissioning, emergency operation and the maximum credible case. It should quantify resource use and expected emissions and waste rather than relying on labels such as “high efficiency” or “low impact.”

Verify the baseline and the assessment methods

Predictions are only as credible as the baseline against which change is measured. IFC Performance Standard 1 calls for recent environmental and social baseline data at an appropriate level of detail. Check the date, season, sampling locations and quality controls for each dataset, and ask whether conditions could have changed since the surveys were performed.

What a useful baseline covers

  • Surface water, groundwater, drainage, flood conditions and existing water users.
  • Air quality, noise, vibration, light levels and existing heat sources.
  • Soils, geology, contamination, habitats, protected species and ecosystem services.
  • Population, public health, land use, livelihoods, traffic, cultural heritage and vulnerable groups.
  • Existing electricity, transport, water and wastewater capacity, including constraints during drought or peak demand.

Follow the reasoning chain

For every important effect, you should be able to trace a chain from baseline evidence to source or activity, predicted change, affected receptor, significance judgment, mitigation and monitoring. Methods should identify models, emission factors, hydrological assumptions, noise contours, climate scenarios and data sources. The report should explain limitations, confidence levels and knowledge gaps. If a conclusion depends on an unverified load forecast or a single water sample, that dependency belongs in the significance judgment, not in a footnote.

Check that construction and operation are assessed separately. Where relevant, the report should distinguish direct, indirect, secondary, cumulative, transboundary, temporary, permanent, short-, medium- and long-term, positive and negative effects. These dimensions are expressly reflected in the EU EIA framework.

Make energy, water and climate assumptions visible

Electricity demand and supply emissions

Require the applicant to show annual and peak electricity demand, growth by phase, the source of supply and the carbon-intensity assumptions used. A grid connection does not automatically mean zero operational emissions: the significance of electricity use depends on the generation mix and how that mix may change. Backup generators, testing regimes, fuel deliveries and emergency runtime should be assessed separately from normal grid operation.

Do not substitute a sector-wide claim for project evidence. The European Commission identifies emissions from non-decarbonized energy as a data-center environmental pressure, but only the project’s load, supply contract, dispatch assumptions and local grid conditions establish its actual effect.

Cooling water and wastewater

Ask for water withdrawal and consumption quantities by month and by operating mode, the source, treatment requirements, discharge destination, temperature and quality, and the share attributable to each cooling system. Distinguish water withdrawn from water consumed or evaporated. Explain how drought, seasonal scarcity, competing users and ecological flow requirements affect availability. If recycled or non-potable water is proposed, verify its dependable supply and treatment residuals.

The assessment should model construction water separately from operational cooling demand and identify accidental releases, blowdown, chemicals and sewage. The European Commission specifically highlights cooling-water needs as a data-center pressure; it does not establish a universal water-use benchmark, so the report must establish local quantities and effects.

Climate impact and resilience

Check both sides of the climate question: greenhouse-gas emissions caused by construction and operation, and the facility’s vulnerability to climate change. Look for heatwaves, water scarcity, flooding, wildfire, storms, sea-level rise where relevant, and temperature effects on cooling performance and backup systems. IFC Performance Standard 1 calls for consideration of greenhouse-gas emissions, climate risks and adaptation opportunities. Adaptation measures should have triggers, responsible parties and maintenance requirements, not merely a statement that the design is “climate resilient.”

Check pollution, nuisance and waste in construction and operation

The report should connect each source to a predicted effect and a receptor. Review air emissions from generators, boilers, vehicles, earthworks and refrigerants; water pollution from runoff, wastewater, cooling blowdown and spills; and soil contamination risks from fuels and chemicals.

Noise, vibration, light, heat and radiation

  • Noise modelling should show day, evening and night levels at homes, schools, hospitals and other sensitive receptors, including tonal alarms and generator testing.
  • Vibration analysis should cover piling, excavation, heavy traffic and equipment that could affect people or structures.
  • Lighting plans should address glare, sky glow, wildlife and nearby residences.
  • Waste-heat releases, cooling towers and exhaust plumes should be evaluated for local effects where material.
  • Electrical and radio-frequency sources should be identified and assessed against applicable standards rather than dismissed as negligible.

Waste streams and accidental events

Require quantities and handling routes for excavated soil, construction debris, packaging, wastewater sludge, spent filters, batteries, lubricants, electronic equipment and hazardous materials. Check emergency scenarios such as fuel or chemical spills, fire-water runoff, generator failure, refrigerant release and flooding. The report should state prevention, containment, response, cleanup and notification arrangements.

Assess nature, people and place beyond the fence

Use maps to test whether the study area matches the pathways of impact, not just the ownership boundary. The EU framework lists population and human health, biodiversity, land, soil, water, air, climate, landscape, material assets and cultural heritage among relevant factors.

Ecology and land

Check habitat surveys, protected areas, species seasons, wetlands, groundwater-dependent ecosystems, soil functions and fragmentation. Follow indirect pathways such as changed drainage, abstraction, transmission corridors, road traffic and light. Where ecosystem services support farms, fisheries, drinking water or recreation, the report should identify users and explain trade-offs.

Communities, health and heritage

Identify affected communities, vulnerable groups, workers, traffic routes and emergency-service capacity. Consider construction employment and other benefits as well as displacement, noise, air pollution, water competition and visual change. Cultural-heritage surveys should cover known and previously unrecorded assets, with procedures for chance finds. Effects on material assets can include roads, utilities, agricultural land and heritage structures.

Test alternatives and cumulative effects

An alternatives chapter is meaningful only when options are compared on consistent assumptions. At minimum, examine reasonable location, layout, scale, cooling, energy-supply and water-supply alternatives, plus the no-project option where required. Explain why options were rejected; do not present a preferred design as the only feasible choice without evidence.

Comparison axis Evidence to require for each alternative
Land and ecology Land take, soil disturbance, habitat sensitivity, protected areas, fragmentation and restoration obligations.
Energy Peak and annual demand, supply source, carbon-intensity assumptions, backup generation and grid constraints.
Water Cooling technology, withdrawal and consumption, source reliability, drought exposure, discharge and competing demand.
Pollution and nuisance Construction and operational emissions, noise, vibration, light, heat, traffic and waste by type and quantity.
Climate resilience Flood, heat, wildfire, storm and water-scarcity exposure, plus adaptation performance and maintenance.
People and heritage Affected residents, vulnerable groups, health pathways, landscape, cultural heritage and material assets.
Cumulative pressure Incremental effects on shared grid, watershed, airshed, transport routes and ecological systems.
Mitigation quality Specific actions, responsible parties, timing, performance indicators, verification and corrective action.

Cumulative assessment should include existing, approved and reasonably defined projects that share a watershed, airshed, grid or transport corridor. It should explain the project’s incremental contribution, not merely list nearby developments. IFC guidance and EU materials both support this broader view.

Demand enforceable mitigation and monitoring

Turn each significant effect into a commitment that can be checked. A useful mitigation schedule names the action, location, timing, responsible organization, performance standard, monitoring method, reporting frequency and remedy if results exceed a limit. Distinguish design measures that are already secured from proposals that depend on a future permit, contractor or supplier.

  • For water, specify meters, sampling points, drought triggers, discharge limits and reporting.
  • For noise, specify equipment controls, restricted hours, receptor locations and complaint response.
  • For biodiversity, specify habitat protection, timing restrictions, restoration targets and independent verification.
  • For emissions, specify fuel standards, generator testing limits, leak detection and corrective action.
  • For traffic and communities, specify routing, worker conduct, emergency coordination and grievance handling.

Monitoring is not a substitute for prevention. If a predicted impact is uncertain or potentially irreversible, the assessment should use conservative assumptions, explain the uncertainty and commit to adaptive management.

Check participation and the decision trail

Find the notices that explain the project, the EIA process, comment periods, hearings and where documents can be inspected. Participation must occur early enough to influence alternatives and mitigation, not only after the preferred design is fixed. Check whether notices reached affected communities and whether materials were understandable and accessible.

A complete record includes submitted comments, the applicant’s responses, changes made, the competent authority’s reasoned decision, conditions, monitoring requirements and appeal information. The European Commission describes public participation and disclosure of the decision as core elements of the EIA process. Its overview states: “The EIA procedure guarantees environmental protection and transparency with regard to the decision-making process for several public and private projects.”

Use the correct legal yardstick

Under the EU EIA Directive, major building or development projects are assessed before they start. Directive 2014/52/EU amended Directive 2011/92/EU and specifies information about project location and characteristics, operational resource and energy demand, residues, emissions and waste, risks, cumulative effects, climate impact and vulnerability, alternatives and mitigation. These are EU requirements, not worldwide rules.

IFC Performance Standards have been effective since 1 January 2012. Performance Standard 1 is a useful international reference, especially where financing or project commitments incorporate it, but it does not replace host-country law. For an unnamed project, confirm local screening thresholds, environmental permits, water and air standards, noise limits, public-notice rules and appeal procedures with the competent authority.

Regulatory policy can also change. On 21 September 2026, the European Commission announced a consultation on possible EU minimum performance standards for data centers, with feedback invited by 14 December 2026 and a proposal planned for the second quarter of 2027. Those dates describe an announced consultation and planned proposal, not adopted standards; they should not be used as current legal requirements.

A practical review sequence

  1. Identify the rules. Determine the project’s jurisdiction, screening category, permits, consultation duties and any lender or corporate standards that apply.
  2. Reconstruct the project. Draw the main site, associated facilities, construction areas, utility routes and full build-out boundary from the report and plans.
  3. Audit the baseline. Record survey dates, seasons, locations, quality controls, missing data and sensitive receptors.
  4. Trace major impacts. For energy, water, emissions, noise, biodiversity and communities, follow source, pathway, receptor, significance, mitigation and monitoring.
  5. Stress-test assumptions. Check peak load, drought, heat, flooding, emergency operation, construction overlap and climate scenarios.
  6. Compare alternatives. Use the same axes and disclose uncertainty or data gaps for every option.
  7. Check cumulative effects. Add existing, approved and reasonably defined projects sharing infrastructure or environmental resources.
  8. Verify commitments. Look for named owners, dates, limits, indicators, reporting and corrective action.
  9. Follow the decision record. Locate notices, comments, responses, the reasoned decision, conditions and appeal route.

Red flags that warrant clarification

  • The report gives a power-usage-effectiveness label but no demand, supply or carbon assumptions.
  • Cooling water is described as “minimal” without withdrawal, consumption, source or drought analysis.
  • Transmission lines, substations, roads or pipelines appear on plans but not in the impact boundary.
  • Baseline surveys are old, one-season, poorly located or unsupported by methods and quality controls.
  • Construction impacts are absent, or generator testing and emergency operation are excluded.
  • Alternatives are named but not compared with consistent assumptions.
  • Cumulative effects are reduced to a list of projects with no incremental analysis.
  • Mitigation uses words such as “will seek to” without a responsible party, metric or deadline.
  • Public comments, responses or the final reasoned decision cannot be found.

A report can be long and still fail these tests. The strongest assessment is the one in which a reader can reproduce the logic, see where uncertainty remains, and verify whether commitments are being met after construction begins.
