Borrowing to repair or refresh a home before listing can make sense only when the work is necessary, the cost is documented, and the debt can be repaid from a realistic sale plan. Before applying, define the work, obtain multiple written estimates, calculate the project cost plus financing cost, and ask how the balance will be paid when the home sells.
Do not assume that every improvement will return its cost in a higher sale price. Official consumer guidance reviewed for this article does not establish a universal resale return for repairs, staging, maintenance or cosmetic upgrades in any particular market.
Start with a sale-and-borrowing test
Write down the minimum work needed to list the property safely and credibly. Separate health, safety and code issues from projects that are merely attractive. Then estimate your net sale proceeds after paying the existing mortgage, the preparation work and every dollar owed on new financing.
A simple planning formula is:
Estimated net proceeds = expected sale price − selling costs − existing mortgage payoff − preparation costs − loan payoff and financing charges.

The expected sale price should come from local, recent comparable sales or a qualified agent’s pricing analysis, not from the amount you hope to spend. The formula is a planning tool, not a guarantee; the final payoff and sale price can differ.
Define the scope before discussing a loan
- List each repair or preparation task and classify it as essential, marketability-related or optional.
- Note whether permits, inspections, engineering or local approval may be required. HUD advises checking approval requirements for improvements.
- Set a written scope: materials, labor, start and completion dates, cleanup, warranties and who obtains permits.
- Include a contingency for genuinely unknown conditions, but do not use a loan approval as permission to expand the project.
Get more than one written estimate
HUD recommends obtaining more than one contractor estimate and understanding all documents before signing. Ask each contractor to price the same scope so bids are comparable. Confirm whether an estimate includes tax, disposal, permit fees, change orders and financing charges. Keep copies of licenses, insurance certificates, references and the written contract.
Understand what secures the debt
The most important distinction is whether your home secures the borrowing. A secured balance can make a missed-payment problem a property problem. The Consumer Financial Protection Bureau (CFPB) explains that both home equity loans and HELOCs use the home as collateral; failure to repay can lead to foreclosure.

| Option | How funds are provided | Rate and payment features | Sale-related concern |
|---|---|---|---|
| Cash or existing savings | Use money already available; no new lender balance | No interest or lender fees, but reduces your cash reserve | No loan payoff, though you still need funds for other closing costs |
| Home equity loan | Generally a lump-sum advance | Compare the disclosed rate, upfront charges, monthly payment and total repayment; terms vary by lender | Repayment of the second mortgage is often required when the home sells |
| HELOC | Revolving line; draw only what you use during a draw period | Rates are usually variable. Payments can rise when the repayment period starts | Ask for the exact payoff calculation and whether a balance becomes due at closing |
| Unsecured personal credit | Lump sum or revolving credit without a lien on the home | Pricing and approval depend on your credit and lender; compare total repayment | No home lien, but missed payments can still damage credit and trigger collection action |
| PACE financing | Finances eligible improvements through a property-related assessment where available | Payments are collected through property taxes and can increase the tax bill | The assessment can complicate a sale or refinance and may create tax-sale risk if unpaid |
| Home equity contract | Provides funds in exchange for a future settlement tied to the property or its value | Not an ordinary loan; settlement formulas can be complex | A sale may trigger settlement, and the amount can depend on the home’s later value |
Compare the full financing cost
Do not choose an offer because its advertised rate or first payment is the lowest. HUD advises accounting for interest, payments and service charges. CFPB lists potential HELOC fees including application, origination, appraisal, title, annual, inactivity, cancellation and conversion fees. Home equity loans may also have upfront fees and third-party closing costs.
Use this comparison checklist
- Rate: Is it fixed or variable? If variable, what index and margin determine changes, how often can the rate reset, and is there a cap or floor?
- APR or equivalent disclosure: Compare the lender’s standardized cost disclosure where available, while checking which fees are included or excluded.
- Upfront charges: Ask for application, origination, appraisal, title, recording, broker and other closing costs in dollars.
- Ongoing charges: Check annual, inactivity, maintenance, cancellation, conversion and early-payoff fees.
- Access to funds: Confirm whether the product is a one-time advance or a line, whether minimum draws apply and whether draws are restricted to certain work.
- Payment schedule: Obtain the required payment during every phase, including any interest-only draw period, amortizing repayment period or balloon payment.
- Total expected repayment: Request a written amortization or payoff illustration using the amount and timing you actually expect to borrow.
- Collateral and default: Ask what lien is recorded, what happens after a missed payment and how the lender handles a pending sale.
- Sale payoff: Ask whether the full balance is due at closing, how many days a payoff quote remains valid and whether a daily interest charge continues until funds arrive.
How a HELOC can change while you prepare the home
A HELOC is revolving credit, not a guaranteed cash reserve. CFPB says a lender may freeze or reduce a line in some circumstances. Rates are usually variable, so the payment can increase even if you never draw more. When the draw period ends, the required payment often rises because the balance must be repaid rather than merely serviced.
Questions to ask the HELOC lender
- What are the start and end dates of the draw period?
- What payment is required during the draw period, and is it interest-only?
- When does principal repayment begin, and over what term?
- Can the lender reduce or freeze available credit before the sale?
- Is there a balloon or lump-sum amount at the end?
- What fees apply if the line is unused, cancelled or converted to a fixed-rate balance?
- How will the lender issue a final payoff statement for a closing?
What to verify on a home equity loan
A home equity loan generally provides a lump sum secured by the property. That can suit a precisely priced project, but borrowing the entire amount up front means you pay according to the contract even if the work costs less. CFPB cautions that foreclosure is possible if you cannot repay and recommends comparing more than the monthly payment because upfront costs may apply.

Before signing, request the total dollar cost through the planned payoff date, not only the cost over the full scheduled term. Ask whether the contract includes a prepayment penalty, a minimum interest period or a requirement to use approved contractors. Confirm the lien position and whether the lender will release or subordinate it for a sale.
Special risks of PACE financing
PACE arrangements are repaid through property taxes rather than a conventional monthly loan bill. CFPB warns that the assessment can increase the tax bill, create payment strain and expose an owner to tax-sale risk if the taxes are not paid. Selling or refinancing before the assessment is paid can be difficult.
Availability and rules are local. Before signing, obtain the exact assessment schedule, payoff amount at a projected sale date, treatment of missed tax payments and requirements imposed by a mortgage lender or buyer. Have the title and closing professionals review how the assessment appears in the transaction.

Home equity contracts are not interchangeable with loans
A home equity contract can provide money now in return for a future settlement calculated under the contract’s formula. The CFPB describes these agreements as complex and difficult to compare with conventional loans. A sale can trigger settlement, and the amount may depend on the home’s later value rather than a simple principal balance.
In a 2025 CFPB report, settlement amounts under many contracts were described as growing at 19.5% to 22% per year in the early years. That is a reported range for many contracts in the report, not a universal rate, guaranteed return or individual quote. Ask for examples showing the amount owed if the home sells at several prices and dates, including an early sale. Have an attorney or housing counselor explain the settlement formula, valuation method, fees and dispute process before you sign.
Reject pressure from contractor-arranged financing
The Federal Trade Commission’s consumer guidance says: “Never agree to financing through your contractor without shopping around and comparing loan terms.” A contractor may offer convenience, but convenience does not prove that the financing is competitive or that the work is properly documented.

Warning signs
- You are told the rate or discount is available only if you sign immediately.
- The contractor will not provide a complete written scope, payment schedule or cancellation terms.
- Loan papers contain blank fields, a payment amount different from the estimate or a lien you did not expect.
- You are asked to sign a completion certificate before the work is finished.
- The contractor discourages independent estimates, inspections or title review.
- High points, fees or a large interest charge are presented as “free” financing.
Read every financing and construction document yourself. FTC guidance describes scams involving home equity loans with high rates, points and fees alongside incomplete or poor work. Do not let a contractor hold your property title, insurance proceeds or loan disbursement without understanding the legal arrangement.
Plan the payoff before you list
For a home equity loan or second mortgage, repayment is often required when the property sells. Contact the lender before listing and ask for the payoff process in writing. Find out who orders the payoff, how long the quote is valid, whether interest accrues daily, what wire or recording fees apply and whether the lender needs advance notice of closing.
Give the payoff information to the listing agent and closing professional so it appears in the estimated seller’s statement. For a HELOC, ask whether the line must be frozen before closing and whether the lender will require a formal account closure and lien release. For PACE or another property-related assessment, confirm the exact amount needed to clear the obligation and any buyer or mortgage-lender requirements.

A practical decision process
- Prioritize the work. Remove optional upgrades until essential repairs and safety issues are priced.
- Document the scope. Obtain at least two comparable written estimates and verify permits, insurance and completion terms.
- Estimate the sale economics. Use a realistic price range and subtract selling costs, existing debt, project costs and financing payoff.
- Compare available funding. Evaluate cash, unsecured credit, a home equity loan, a HELOC and any local program using the same checklist.
- Stress-test the plan. Calculate payments if the sale takes longer, the rate rises, a contractor change order occurs or the sale price is lower than expected.
- Confirm the exit. Obtain written payoff instructions and verify how the lien, assessment or contract settlement will be cleared at closing.
- Sign only after review. Keep the final estimate, disclosures, contract, payment records and payoff statement together.
When to pause or seek help
Pause the project if the expected borrowing would leave no emergency reserve, if the lender cannot explain the payoff, or if the work is unlikely to be completed before the planned listing. A loan that depends on a quick, high-price sale is vulnerable to delays, inspection concessions and market changes.
If you are already struggling with mortgage payments, CFPB guidance points homeowners toward a HUD-approved housing counselor. A counselor can help you review affordability and available options without making the contractor or lender your only source of information.
