Before construction begins in Ireland, confirm that the planned work is covered by the right planning status, identify the applicable building-control route, schedule any required commencement notice, assess site conditions and put construction-safety arrangements in place. These are connected but separate checks: planning permission does not replace building-control compliance, and neither removes the need to manage safety. The exact obligations depend on the project, site, intended use and scale, so treat this as a starting checklist and confirm decisions with the relevant local authority and competent professionals.
1. Confirm planning status and the work you are actually proposing
First establish whether the development needs planning permission or may qualify for an exemption. Do not assume that a project is exempt because it is small, domestic or similar to work carried out nearby. The detailed exemption rules depend on the facts, and the available official guidance does not support a single exhaustive decision tree for every type of work. If you are relying on an exemption or are unsure, check with the planning authority for the area where the site is located before committing to a start date.
If permission has already been granted
Compare the work you intend to carry out with the permission itself, its conditions and the approved drawings. Check that the proposed design, location, use and scope still match what was authorised. A change made during design development can matter even if it seems minor; ask the planning authority or an appropriately qualified planning professional whether the permission covers the revised proposal rather than assuming it does.

Check the permission’s validity and remaining duration with the planning authority. If the permission is close to expiry or work has not begun, do not rely on a general statement that it can be extended. The Planning and Development (Amendment) Act 2025 introduced a specific route for certain uncommenced housing permissions to receive an extension, subject to conditions and limited application timing. That provision is not a general extension route for every permission or project. The Department’s planning circular information also notes the phased commencement of the Planning and Development Act 2024, so confirm which rules and commencement provisions apply to your case.

If you do not have permission
Ask the planning authority whether permission is required or whether the proposed work may be exempt. Obtain advice before starting physical work, ordering work on the assumption that permission is unnecessary, or treating an informal opinion as a formal determination. Record the plans and project description you asked about so the advice can be compared with the final scope.
2. Identify the building-control route before finalising the programme
Planning is only one approval track. Department of Housing, Local Government and Heritage guidance says building-control rules generally cover new buildings and existing buildings subject to an extension, material alteration or material change of use. The building-control procedure and required documents vary with the type of work, so first classify the project accurately rather than assuming that every project follows the same filing process.
Establish which building rules apply
Identify whether the project is new construction, an extension, a material alteration or a material change of use, and ask the local Building Control Authority which procedure applies. The Building Regulations set minimum performance requirements across Parts A–M. The relevant provisions and supporting technical guidance depend on the work and its commencement date; consult the current guidance for the project instead of relying on a generic list or an old example.
That classification is also a prompt to ask which certificates or approvals are required. Depending on the project, the process may involve a Fire Safety Certificate, a Disability Access Certificate, statutory design certification, appointment of an assigned certifier, builder assignment, an inspection plan or completion certification. These are not universal requirements for every job. Ask the local Building Control Authority and the project’s competent design and compliance professionals to identify the applicable items and sequence.

Get the people and documents in order
Where the procedure requires named parties or supporting documents, establish who will prepare, sign and submit each item before work is booked. Department guidance describes, in applicable cases, owner-signed commencement notices, design and builder or assigned-certifier information, inspection planning and completion certification. The correct combination depends on the route. Register relevant parties on the Building Control Management System (BCMS) early enough to complete the filing, and check that the information in the system agrees with the project documents.
Keep a working record of the project description, drawings, approvals, conditions, certificates and responsible contacts. This helps the owner, designer, builder and certifier work from the same scope and makes it easier to spot a mismatch before a submission or site start. It also gives the team a clear reference if the design or programme changes: check whether a change affects the route, documents or approvals, rather than assuming earlier filings still describe the work accurately.
3. Schedule the commencement notice correctly
A commencement notice is a building-control filing associated with the start of relevant work; it is not a substitute for planning permission or for meeting the Building Regulations. The Department’s Residential Commencement Notices Background and Methodology, published in February 2026, states that a notice is submitted 14–28 days before work begins and that construction must start within 28 days of council acceptance.
Do these 3 things before closing this tab:
1Scan for outdated or missing drivers - takes under a minute2Clear out junk files and repair common Windows errors3Fix the driver behind crashes, sound loss and screen glitchesFiling sequence
- Ask which notice route applies. Contact the local Building Control Authority with the project type and proposed scope. Confirm the current notice type and the attachments required for that project; procedures and supporting documents are not identical across all work.
- Confirm the start date. Work backwards from the intended commencement date using the official 14-to-28-day filing window. Allow time to assemble the documents and resolve errors before submission.
- Submit through BCMS. Use the Building Control Management System and check that the relevant parties, project particulars and attachments are complete and consistent.
- Track the authority’s acceptance and the actual start. The Department’s 2026 methodology says work must begin within 28 days of council acceptance. Coordinate the accepted notice with the contractor’s programme so the planned start falls within that period.
Do not schedule the site start on the basis of an old online article or an assumed notice category. Check current forms, requirements and timing with the authority before fixing the date, particularly if the scope or start programme changes.

4. Assess the site, ground and moisture risks
Site preparation is not just clearing and setting out. Ground conditions and moisture can affect the design, construction sequence and long-term performance of a building. Raise those issues early enough for the design team to specify appropriate measures, rather than waiting until excavation or foundations expose a problem.
Use the current moisture and radon guidance
Technical Guidance Document C (2023 Amendment) addresses site preparation and resistance to moisture. The Department says the amendment applies to new buildings and extensions commencing from 1 October 2023. It references the Environmental Protection Agency’s updated radon map and provides guidance on radon-resistant measures in high-radon areas, including a radon-resisting membrane in the context of the applicable guidance.
Check the EPA map as one input to the design discussion, not as a replacement for a site assessment or professional advice. Ask the designer or other competent professional to interpret the site conditions and determine what measures are appropriate for the building and the relevant guidance. Do not assume that one map result alone specifies a complete design or that the same detail is appropriate on every site.

Depending on the site, matters to investigate may include contamination, flood risk, protected habitats, archaeology, access, utility services or geotechnical conditions. 5. Put construction-safety responsibilities in place
Construction safety duties in Ireland are addressed by the Safety, Health and Welfare at Work (Construction) Regulations 2013, SI 291 of 2013. The Department of Enterprise, Tourism and Employment describes the regulations as clarifying and strengthening the general duties of parties involved in securing occupational safety, health and welfare in construction work, including clients, project supervisors, designers, contractors and employees.
Confirm roles and safety arrangements for this project
Before site work, identify the client and determine which project supervisors and other duty-holders must be appointed for the project. Check whether appointment, planning, safety-plan or notification duties are triggered by the project’s characteristics. The role requirements are not identical for every small domestic job, and public-works contract guidance should not be treated as a universal checklist for a homeowner’s project.
Ask the contractor and competent safety adviser how the required arrangements will be managed in practice, who is responsible for each action, and how relevant information will reach workers and other parties. Verify the duties against SI 291 of 2013 and current Health and Safety Authority guidance. Make the arrangements before work starts, not after a hazard or site coordination issue has arisen.

A project is ready to start only when its separate tracks have been checked against the same final scope and programme. The owner or commissioning client can use these questions in a pre-start meeting with the designer, builder and relevant certifier or safety professional:

- Does the planned work match the planning permission, conditions and approved drawings, or has the planning authority confirmed the relevant status?
- Has the applicable building-control route been identified, with the required parties and documents assigned?
- Is the commencement notice type confirmed, filed in the correct window and accepted in time for the scheduled start?
- Have site, moisture and radon considerations been addressed in the project design, with any relevant specialist checks identified?
- Are the applicable construction-safety roles, planning and site arrangements clear before workers arrive?
If any answer is uncertain, pause the start decision and resolve that item with the authority or competent professional responsible for it. Keep the project description, drawings, conditions and filing information aligned as the design develops; if the scope changes, check whether that affects the planning status, building-control documents, site measures or safety arrangements.
Frequently Asked Questions
Do I need planning permission before I start building in Ireland?
You need to establish whether the proposed work requires permission or qualifies for an exemption before starting. The answer depends on the facts of the project; do not assume a small or domestic job is exempt. If unclear, check the project description and plans with the planning authority for the site.
What is a commencement notice, and when do I submit it?
It is a building-control filing associated with the start of relevant work, not a replacement for planning permission or compliance with the Building Regulations. The Department’s February 2026 methodology states that it is submitted 14–28 days before work begins and that construction must start within 28 days of council acceptance. Confirm the correct notice route and attachments with the local Building Control Authority, and file through BCMS.
What safety roles do I need on a construction project?
SI 291 of 2013 sets duties for parties including clients, project supervisors, designers, contractors and employees. The roles, appointments, planning and notification requirements depend on the project’s characteristics, so check current Health and Safety Authority guidance and competent safety advice rather than assuming every small domestic project has identical requirements.
Does every project need a Fire Safety Certificate or an assigned certifier?
No single list applies to every job. Depending on the project and building-control route, requirements may include a Fire Safety Certificate, Disability Access Certificate, statutory design certification, an assigned certifier, builder assignment, an inspection plan or completion certification. Ask the local Building Control Authority and the project’s competent professionals which apply.
Should I use the EPA radon map to decide what to build?
Use it as an input to site and design discussions, not as a substitute for assessment or design advice. Technical Guidance Document C (2023 Amendment) references the updated EPA map and provides guidance on radon-resistant measures in high-radon areas. A competent professional should determine appropriate measures for the site and building.
The Bottom Line
Before fixing a construction start date, verify planning status against the actual scope, identify the applicable building-control route, confirm and time any commencement notice, assess site-specific conditions, and put the required safety arrangements in place. No single approval covers all of these checks. Because obligations depend on the project and rules can change, confirm the current position with the relevant local authority and competent professionals.
