Before paying for a broadband or home-internet connection in India, verify that the provider can serve your exact address, identify the access technology, obtain the complete tariff and restriction details, and get installation, equipment, billing, cancellation and complaint terms in writing. A provider’s national coverage claim or an “unlimited” label does not by itself tell you what will work at your building or how the plan behaves after heavy use.
Start with address-level availability
Availability is the first gate. A provider may operate in your city or state without having a usable connection at your street, building, apartment block or individual unit. TRAI’s Industry Charter treats coverage and availability as information consumers should receive before subscribing. Do not treat a provider list or an online plan page as proof that an installation slot exists at your home.
Give the complete installation address
Ask the provider to check the full address, including house or flat number, building name, floor, locality, PIN code and any gated-community or apartment details. Ask whether the result means that a network passes nearby, that a port is available in your building, or that an engineer has confirmed an installable connection. Those are different levels of certainty.

Identify the actual access technology
The Department of Telecommunications identifies fibre, DSL and wireless broadband as access technologies. Ask which one will be installed at your address, not merely which technologies the company advertises.

If two providers serve your address, compare the technologies actually offered there. A higher headline speed on a plan that cannot be installed in your building is not a real option.
Find the complete, current tariff
TRAI’s Industry Charter says consumers are entitled to advance disclosure of service terms and tariffs, including restrictions. Use TRAI’s consumer tariff portal to search filed offers by service area, provider and connection type, then confirm the result with the provider. A filed offer is a useful reference, not independent proof that an installation is currently open at your address.
Match the offer to your service area
- Identify the relevant state or licence service area for the address.
- Search the tariff portal for the provider and the relevant connection type.
- Open the full offer, not just a summary card, and note the plan name, speed, data terms, one-time charges, recurring charges and validity conditions.
- Ask the provider to confirm that the same offer is live, applies to your address and has not been withdrawn or replaced.
TRAI notes that tariff changes and withdrawals are reported to the portal. Check the date of the offer and save a copy or screenshot of the terms you relied on. If the sales page and the filed tariff differ, ask which document governs your order and request the answer in writing.

Separate recurring and one-time costs
Request an itemized quotation. It should distinguish the recurring plan charge from activation, installation, wiring, taxes or other one-time amounts. It should also identify whether equipment is purchased, rented, loaned or included at no separate charge. “Free installation” can still leave an equipment or activation fee, so ask what the phrase covers.

Check speed claims and service conditions
Ask for the advertised or committed download and upload speeds for the specific plan and access technology. Get the conditions in writing, including whether a speed is a maximum, a tier label or a performance commitment. The official sources used for this guide do not establish actual speeds at any home, so a headline number should not be presented as a guarantee.
Ask how underperformance is handled
Ask which support channel accepts a performance complaint, what information the provider needs, and how the provider investigates sustained underperformance. Keep dated records of outages, speed tests and ticket numbers if the service is installed. Do not infer that the charter’s general right to quality and reliable service guarantees a particular speed; applicable quality-of-service rules and the provider’s terms determine the remedy for a specific case.
Compare like with like
When comparing plans, put the same measurements beside one another. A plan with a higher download figure may have a lower upload speed, different access technology, stricter data conditions or higher one-time costs. The comparison should use the provider’s stated performance conditions rather than an isolated test from another location.

Read every “unlimited” condition
“Unlimited” describes a plan label, not necessarily unrestricted use at the advertised speed. Ask whether the plan has a fair-use threshold, what counts toward it, when the threshold resets, and what happens afterward.
- What is the data threshold, if any, during each billing period?
- Does speed reduce after the threshold, and to what stated level?
- Are particular uses, devices, ports or included services restricted?
- Does unused allowance roll over, expire or remain unavailable?
- Can the provider change the threshold or post-threshold treatment, and how will notice be given?
TRAI’s charter says tariff details, including restrictions, should be transparent. Ask the sales representative to point to the exact clause covering fair use and post-threshold speed. If the representative cannot provide it, treat the practical limit as unresolved rather than assuming that “unlimited” means unlimited full-speed data.
Understand equipment and installation responsibility
Clarify what hardware arrives with the connection and who owns it. Ask whether the provider supplies a router, modem, optical device or other access equipment, whether a deposit applies, and whether you may use your own compatible router. If equipment is rented or loaned, ask about repair, replacement, relocation and return at cancellation.

Confirm where the installation team will place equipment, what internal cabling is included, and whether work outside the standard installation attracts a charge. In an apartment or gated community, ask whether building permission or a technician visit is required before the order can be completed. Do not buy a replacement router or mesh system until the provider confirms the access interface and equipment policy.

Check billing, renewal and cancellation before paying
Ask when billing begins: at order, installation, activation or the first successful connection. Confirm the billing date, accepted payment methods, late-payment consequences and whether a plan renews automatically. If a promotional period exists, record its end date and the charge that follows it; do not rely on a verbal promise that the price will remain unchanged.
Get the exit terms
Ask how to cancel or change the plan, how much notice is required, whether a minimum term applies, and how unused prepaid amounts are treated. Confirm the process for returning rented or loaned equipment and request a written acknowledgment when it is returned. Keep invoices, payment receipts, the order confirmation and the final closure message until the account is settled.
If installation fails or the service cannot be delivered, ask specifically whether activation, installation or equipment amounts are refunded and how long the refund takes. These are provider- and plan-specific terms; do not assume that a failed installation automatically produces a full refund.

For each provider that passes the address check, fill in the same worksheet. The following axes capture the decisions that affect the real cost and usability of a connection.

Where a value is not stated in the provider’s current terms, write “not stated” and ask for clarification. Do not fill a blank with an assumption based on another provider.
Know your consumer rights and complaint route
TRAI’s Industry Charter describes rights to advance information about terms, tariffs, coverage and availability; choice among available providers and tariffs; privacy; accurate bills; complaint redressal; quality and reliable service under applicable quality-of-service standards; and protection from unfair trade practices. The charter also says providers should communicate geographic coverage and make tariff details, including restrictions, transparent.
The charter describes itself as non-justiceable. Treat it as a consumer charter that sets out expected rights and information standards, not as a separate guarantee of a particular speed, refund or compensation in every case.
Follow the two-tier process
- Contact the provider’s complaint centre using the published channel. State the account or connection details, the problem, the date it began and the remedy you want.
- Save the complaint docket or reference number, screenshots, bills and relevant correspondence.
- If you are dissatisfied with the response, or the issue remains unresolved, appeal to that provider’s Appellate Authority using the details the provider publishes.
TRAI’s complaint FAQ states that “individual consumer complaints are not handled by the TRAI.” TRAI therefore is not the first destination for resolving your individual outage, billing dispute or installation problem. The same FAQ says that, where the applicable quality-of-service regulations do not specify a time limit, complaints and service requests should be addressed within no more than three days. That is a fallback for cases without a specified limit, not a universal deadline for every complaint category.
A practical pre-payment checklist
- Confirm service at the full address, including building or apartment details, and record the access technology.
- Search the current filed tariff in TRAI’s consumer portal by service area, provider and connection type.
- Ask the provider to confirm that the filed offer is still live and applies to your address.
- Obtain download and upload figures and all performance conditions in writing.
- Ask for the fair-use threshold, post-threshold speed and other restrictions behind any “unlimited” claim.
- Request an itemized statement of recurring charges, installation, activation, taxes or other fees, deposits and equipment costs.
- Confirm billing start, due date, renewal, minimum term, cancellation, refunds and equipment return rules.
- Save the order confirmation, tariff, payment receipt, installation appointment and support contacts.
- Record the complaint-centre contact and Appellate Authority details before a fault occurs.
Only pay after the provider has answered the address, tariff, performance, data-use, equipment and exit questions. This process cannot guarantee a particular speed or prevent every outage, but it turns an attractive plan name into a documented decision you can compare and challenge.
