Startup credits should be treated as conditional, time-limited discounts—not cash you can count on as runway. Before committing to an AI architecture, verify the approved amount in your account, the exact services and models it covers, the account receiving it, activation and expiry dates, and the bill that resumes when the balance reaches zero.
Published figures such as AWS’s “up to $200,000” and Google’s “up to $350,000” are program ceilings for qualifying applicants. They are not guaranteed awards, and a large headline amount may have little value if your chosen model, marketplace service or account is excluded.
Start with the offer in your account, not the marketing headline
Provider program pages describe maximums, tiers and eligibility routes. Only the approval notice, program agreement and billing console establish what your company can actually use. Save those records before moving production workloads.

- Confirm approval. Check that the application is accepted rather than merely submitted or eligible to apply.
- Record the exact amount and currency. Note whether it is a one-time award, a tiered allowance or a maximum spread over a stated period.
- Identify conditions. Capture requirements involving funding stage, company age, investor or provider affiliation, prior awards, geography, account type and business verification.
- Write down the receiving account. Record the cloud billing account, subscription, organization or API account named in the approval.
- Copy the activation and expiry dates. A credit that cannot be activated in time, or expires before your workload is ready, is not available runway.
Do not add several advertised maximums to your financial model. Eligibility can differ by program, prior credits may reduce a new award, and providers may not allow awards to be combined on one bill.

Separate a published ceiling from usable value
A maximum is useful only after you apply the program’s restrictions to your planned workload. AWS advertises up to $200,000 in Activate credits for eligible startups, with separate routes for self-funded Founders applicants and startups connected to an Activate Provider. Google advertises up to $350,000 in Google Cloud credits over two years for qualifying AI-first startups. Both figures are conditional: the provider decides whether an applicant qualifies and which offer is approved.
Calculate usable value rather than repeating the headline number:
- Start with the approved amount shown for your company, not the public maximum.
- Remove services, models, regions or marketplace purchases that the terms exclude.
- Spread the remaining value across the months in which the credit is valid.
- Subtract any existing balance that must be consumed first or any prior-credit restriction that affects eligibility.
- Compare the result with your expected usage at normal rates.
For example, a two-year allowance may sound large but provide limited help if your team will use a model outside the covered catalog or if most spending goes to an excluded third-party service.

AWS Activate routes
AWS distinguishes a Founders route for self-funded startups from a Portfolio route for startups affiliated with an Activate Provider. The Portfolio application requires an Activate Provider organization ID. AWS also evaluates company age, stage and prior-credit history. Having a new company or an AI product does not by itself guarantee the maximum award.
Google for Startups Cloud Program, AI Scale
Google’s AI Scale offer lists funding-stage, company-age and AI-product requirements and says acceptance is at Google’s discretion. It also includes criteria concerning previous credits. Prepare evidence that your product is genuinely AI-focused and that the company fits the stated funding profile.

Microsoft for Startups
Microsoft states that every accepted startup receives startup credits, but the amount and current offer are determined in the startup’s account. Activation instructions differ for startups that joined before May 29, 2026 and those joining on or after that date.
OpenAI startup access
OpenAI says startups backed by some venture-capital partners may receive API credits, higher rate limits and technical support. It does not promise general access or a fixed public amount. Founders must ask their VC whether it participates and obtain the applicable referral or access instructions.
Identity and evidence checks
Google asks for a Cloud billing account ID and a business email matching the startup’s public website domain. Its guidance describes public-funding evidence or investor verification for stealth companies. AWS’s Portfolio route asks for the provider organization ID. A mismatch between the legal entity, domain, investor record and billing account can delay or invalidate an application.
Verify exactly where the credits land
Credits are attached to a specific billing object. A balance in one account may not pay for workloads running in another account, organization or subscription.
- AWS: credits typically sit at the account level. Confirm the account number in the approval and billing console, especially if you use consolidated billing or multiple production accounts.
- Google Cloud: the application uses a Cloud billing account ID. Confirm that projects running your AI endpoints are linked to that billing account.
- Microsoft: manage Azure sponsorship and activation in the Azure portal. Check which subscription is sponsored before deploying resources.
- OpenAI: verify which API organization receives the credit or rate-limit benefit and whether separate organizations used by contractors or subsidiaries are covered.
Ask whether transfers, account migration or multi-account use are allowed. Do not assume that moving a project, subscription or API key will move the credit with it.

Map every model and service to the terms
“AI credits” is not a universal pass for every model. Make a service inventory before estimating savings.

- List each model endpoint, embedding service, fine-tuning job, vector database, storage service, data-transfer path and monitoring product in your architecture.
- For each item, identify the provider, SKU, region and billing account.
- Check the program terms for that exact service and model family.
- Mark items that are billed by a third party, purchased through a marketplace or charged directly by a model vendor.
- Recalculate the monthly bill using paid rates for anything outside the covered scope.
Google says its Cloud credits cover Google Cloud services and specified Google models such as Gemini and Gemma. It also says third-party model charges and third-party Marketplace offerings are not covered. A workload that combines a covered Gemini endpoint with an uncovered external model therefore has two different payment paths.
AWS says Activate credits can be used with Amazon Bedrock, subject to the AWS Promotional Credit Terms. Confirm the specific Bedrock model and related services in your account rather than assuming every provider or feature is eligible. Terms can also distinguish new usage from historical charges.
Record activation windows and expiry dates
Credits have an operational clock. Record three separate dates: the last day to accept or activate the offer, the date the balance becomes visible, and the date unused value expires.
Microsoft’s older activation path requires Azure credits to be activated within 90 days of accepting the program agreement. Microsoft separates that instruction from the newer flow for startups joining on or after May 29, 2026, so use the instructions associated with your cohort. A payment method is required for activation.

For AWS and Google, use the dates and conditions shown in the approved offer and billing console. Do not infer an expiry period from a public page or from another startup’s award. Set calendar reminders at activation, halfway through the term and 30 days before expiry.
Model the bill after the balance is gone
The financial risk is not the credit itself; it is the automatic return to paid usage. Build a post-credit budget before enabling production traffic.
- Estimate requests, input and output tokens, batch jobs, storage, network transfer and supporting cloud services for a normal month.
- Price that workload at the provider’s standard rates, without promotional credits.
- Identify the payment method that will be charged when the balance is exhausted or expires.
- Set budget alerts below the remaining balance and at the monthly amount you can afford.
- Define an automatic response: cap requests, lower rate limits, switch to a cheaper eligible model, pause noncritical jobs or disable the deployment.
- Test the alert and shutdown path with a small staging workload.
AWS says standard charges apply when credits run out or expire and that credits do not retroactively cover past charges. Microsoft warns that charges can begin if credits are exceeded and the account moves to pay-as-you-go. Treat the payment method as an active production dependency, not an administrative detail.

These offers cannot be ranked by maximum dollars alone. One may cover general cloud infrastructure, another may exclude third-party models, and another may depend on a referral relationship. Compare the approved, eligible and time-bounded value for your own architecture.
Common failure modes and how to prevent them
Planning from the maximum
Symptom: a runway spreadsheet assumes the public ceiling. Fix: replace it with the approved amount and attach the approval record.

Assuming every model is covered
Symptom: an invoice includes a model or marketplace SKU outside the credit. Fix: maintain a model-and-SKU inventory and price excluded items at standard rates.
Deploying in the wrong account
Symptom: usage appears on a paid bill while the credit balance remains unused elsewhere. Fix: verify billing linkage before deployment and restrict production permissions to the credited account.
Missing activation or expiry
Symptom: the offer is approved but unavailable when the workload launches. Fix: activate within the stated window and schedule expiry reminders.
Unexpected charges after exhaustion
Symptom: traffic continues on a payment method after the balance reaches zero. Fix: configure budget alerts, quotas and an explicit shutdown or downgrade policy before launch.
Double-counting awards
Symptom: the financial plan treats multiple programs as stackable. Fix: ask each provider how prior credits affect eligibility and whether awards can be combined; count only confirmed, usable balances.
A decision test for relying on the credit
You can responsibly include a credit in runway planning only when all of these statements are true:
- The provider has approved your company and stated the exact amount.
- The credit is attached to the account, subscription or API organization that will run production.
- Every important model and supporting service has been checked against the eligible-SKU terms.
- Activation is complete, and the expiry date covers the period when you will use the balance.
- Your monthly paid-rate bill is affordable after the credit ends.
- Alerts, quotas and a fallback plan are tested.
If one answer is no, treat the credit as upside rather than committed runway. Build the product so that it can be capped, moved to an eligible lower-cost model or paused without data loss when the promotional balance changes.
