Do not choose a Japanese data center by country, city, or advertised uptime alone. Approve a move only after the specific site and service demonstrate resilience, power and cooling capacity, diverse communications, accountable cybersecurity controls, and a lawful data-handling model for your workloads.

Start by documenting each workload’s users, dependencies, latency, availability target, recovery time objective (RTO), recovery point objective (RPO), data classes, and support-access paths. Then test every candidate against that baseline, using current Japanese infrastructure, cybersecurity, energy, and personal-information guidance as diligence references rather than as certifications of any facility.

1. Define the workload before comparing facilities

A facility cannot be “best” in the abstract. A latency-sensitive application serving users in Japan has different requirements from a batch analytics platform, backup repository, industrial-control system, or regulated personal-data service.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Create a workload inventory

  • Business function and criticality: record what fails when the workload is unavailable and which business processes depend on it.
  • Users and locations: identify user geographies, office networks, mobile users, partners, and machine-to-machine clients.
  • Dependencies: map databases, identity systems, DNS, payment services, message queues, monitoring, backup, software vendors, and physical devices.
  • Data classes: separate personal information, confidential business data, credentials, logs, telemetry, and public content.
  • Access paths: document production, administrative, vendor-support, remote-hands, backup, and disaster-recovery access.
  • Performance targets: specify latency, throughput, transaction rate, storage growth, and maintenance-window limits.
  • Continuity targets: set an RTO, RPO, availability objective, and maximum tolerable data loss for each workload. These are your requirements, not universal thresholds imposed by the cited Japanese guidance.

Decide what “Japan” means for the design

Clarify whether you need equipment physically located in Japan, Japanese user latency, a Japanese contracting entity, a particular legal jurisdiction, or simply a regional failure domain. A Japanese server does not automatically mean that all operators, support staff, backups, or subprocessors are Japanese or that every personal-data obligation disappears.

2. Verify site-specific resilience

METI and the Ministry of Internal Affairs and Communications (MIC), in their October 4, 2024 Interim Report 3.0 on digital infrastructure, describe strengthened resilience and secure energy and communications as requirements for infrastructure locations. The report is policy context, not a certification or procurement standard. Convert it into evidence requests for the exact building and service you would buy.

Ask for evidence covering the actual site

  • Building location, flood, earthquake, tsunami, landslide, fire, and other hazard assessments, with the assessment date and assumptions.
  • Structural and seismic design basis, critical-equipment anchoring, fire detection and suppression, water-leak detection, and physical segregation of rooms.
  • Concurrent-maintenance or fault-tolerant design claims, including which components are redundant and which are shared.
  • Generator, uninterruptible-power-supply (UPS), fuel, battery, and cooling runtime commitments under realistic load.
  • Planned-maintenance procedures, notice periods, change approval, and incident communications.
  • Business-continuity and disaster-recovery arrangements, including whether recovery occurs in a separate building, utility zone, or geographic region.
  • Recent test records for failover, generator operation, fire systems, and disaster-recovery procedures; request scope and results, not a marketing label.

Match resilience to your RTO and RPO

A single building with redundant power may protect against a component failure but not a regional disaster. If your RTO requires rapid recovery after a site outage, ask where replicas run, how data is transferred, what capacity is reserved, and who performs the recovery. Confirm whether the contractual service covers your entire workload or only facility availability.

3. Check power, cooling, and energy performance

Power availability is a capacity and operating question, not just a utility-connection claim. Obtain the electrical design and the amount actually committed to your rack, cage, or hosted instance.

Power questions for a provider

  • What contracted utility capacity serves the site, and what portion is available to your deployment?
  • Are feeds, switchgear, UPS units, generators, and distribution paths physically and electrically independent?
  • What voltage, phase, connector, circuit, and rack-density limits apply?
  • How are overloads, brownouts, fuel shortages, and cooling failures detected and handled?
  • What power-quality measurements and historical interruption data can the provider share?
  • How much expansion capacity is reserved, and what lead time applies to adding cabinets or higher-density equipment?
  • Which cooling systems support your equipment, what inlet-temperature and humidity ranges are guaranteed, and how is liquid cooling handled if required?

Request current efficiency information

The Agency for Natural Resources and Energy’s May 20, 2026 explainer discusses growth in data-center electricity demand and measures under Japan’s energy-saving and non-fossil transition law. It notes that data-center-related reporting items were added for fiscal-year 2026 submissions for covered entities. That policy does not prove that any particular facility has spare capacity or a specific efficiency level. Ask for current site-level measurements, the measurement boundary, reporting period, and whether figures cover common areas and cooling.

Useful evidence can include power usage effectiveness (PUE), water-use information where relevant, renewable-energy accounting, carbon-intensity data, and a plan for efficiency at your expected load. Treat a single design-point number as incomplete unless the provider explains how it was measured.

4. Validate communications and latency

Connectivity failures can make a powered data center unreachable. Evaluate routes, carriers, cross-connects, and failure handling in relation to your users and dependencies.

Build a route and latency map

  • List required internet, private-network, cloud, carrier, exchange, and partner connections.
  • Measure latency and packet loss from real user and dependency locations, not only from the provider’s test endpoint.
  • Identify building entrances, carrier rooms, meet-me rooms, submarine-cable or terrestrial backhaul exposure, and any single shared duct or exchange.
  • Confirm whether “diverse” circuits use different carriers, buildings, ducts, power paths, and upstream providers, rather than separate ports on one route.
  • Define routing, DNS, load-balancing, DDoS, and failover behavior during a carrier or facility outage.

Ask for service commitments

Request committed bandwidth, burst rules, cross-connect pricing and lead times, BGP or managed-routing responsibilities, maintenance-notice periods, packet-loss or latency commitments, and escalation contacts. Confirm that network service-level agreements (SLAs) cover the paths your architecture actually uses; a facility power SLA does not guarantee internet reachability.

5. Assess cybersecurity and supplier accountability

METI and the National Cybersecurity Office (NCO) issued English and Japanese Guidelines on the Roles Expected of Cyber Infrastructure Providers on March 31, 2026. The guidance covers providers that develop, supply, or operate software, including cloud services, and organizes responsibilities and concrete requirements into six categories with evaluation checklists. Use it as a structured supplier-review reference alongside your architecture, contracts, and internal controls.

Turn the guidance into a review

  1. Identify every provider: include the data-center operator, managed-hosting company, cloud platform, software supplier, network carrier, backup service, remote-hands contractor, and support subcontractor.
  2. Assign each control owner: for identity, patching, vulnerability management, logging, backup, incident response, physical access, encryption, and recovery, write whether you or the supplier performs the control.
  3. Request evidence: ask for policies, audit reports, penetration-test summaries, vulnerability-disclosure procedures, security-contact details, incident records or metrics, and recovery-test results appropriate to the service.
  4. Test operational boundaries: verify how privileged access is approved, recorded, time-limited, and revoked; how support staff access systems; and how emergency access is reviewed afterward.
  5. Check software supply-chain practices: ask how components are inventoried, vulnerabilities are triaged, updates are signed and distributed, and customers are notified of material risk.
  6. Align contracts: make the agreed controls, evidence delivery, incident deadlines, audit rights, subcontractor rules, data deletion, and termination assistance enforceable.

Do not confuse certifications with responsibility

A certificate or attestation may cover a service boundary that excludes your operating system, application, keys, or support arrangement. Read the scope, period, exceptions, and shared-responsibility statement. Require compensating controls where the supplier does not provide a needed capability.

6. Resolve personal-data and cross-border questions

Physical server location is only one fact in a personal-information analysis under Japan’s Act on the Protection of Personal Information (APPI). Map where data is stored, viewed, copied, backed up, supported, and administered, and identify every legal entity involved.

Foreign servers and operators

Personal Information Protection Commission (PPC) FAQ Q12-3 explains that storage on a foreign server operated and controlled by the organization itself is not, on that fact alone, provision to a foreign third party. It also describes a situation in which a foreign operator’s storage may fall outside that particular third-party-provision characterization when the operator is contractually barred from handling the data and appropriate access controls are implemented. Even then, the organization must understand the foreign legal environment and apply necessary and appropriate safety measures.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

PPC FAQ Q12-4 addresses foreign-operated cloud services with servers in Japan. A foreign operator’s handling of personal data can still be relevant even when the hardware is physically in Japan, subject to the FAQ’s qualification concerning domestic handling and use of personal-information databases in Japan. Therefore, document support access, remote administration, telemetry, troubleshooting copies, and subprocessors—not just rack location.

Check offshore-transfer routes

The PPC guideline on providing personal data to third parties abroad was partially revised in December 2025. It describes a general need for advance consent unless a specified route or statutory exception applies, including a qualifying foreign protection system or a recipient system that continuously takes equivalent measures. The correct route depends on the parties, data, and service arrangement. Do not assume that every offshore backup requires consent, or that Japan hosting avoids transfer rules.

Evidence to collect from suppliers

  • Names and locations of contracting entities, operators, subprocessors, support centers, and backup sites.
  • Data-flow diagrams showing storage, processing, replication, logs, support tools, and deletion.
  • Technical controls for encryption in transit and at rest, key ownership, tenant isolation, privileged access, and access logging.
  • Contract language restricting use, disclosure, onward transfer, and administrator access.
  • Incident-notification, cooperation, data-subject request, retention, deletion, and exit provisions.
  • Legal assessments or transfer mechanisms your privacy counsel determines are applicable.

7. Compare facilities with a weighted decision matrix

Score real options against the same workload requirements. Keep evidence, assumptions, and unresolved items visible rather than hiding them in a single overall rating.

Category Questions to score Evidence to retain
Resilience Does site design and recovery capacity meet the workload’s RTO, RPO, and availability objective? Hazard studies, diagrams, test records, SLA and recovery procedures
Power and energy Is committed capacity, redundancy, cooling, expansion, and efficiency adequate at your expected load? Electrical single-line diagrams, capacity statement, measurements, maintenance history
Connectivity Are routes diverse, latency acceptable, and carrier failures survivable? Route maps, test results, circuit commitments, failover design
Data handling Who can access data, where are copies held, and which APPI route applies? Entity list, data-flow map, contracts, transfer analysis
Cybersecurity Are controls assigned, evidenced, tested, and contractually enforceable? METI/NCO checklist responses, attestations, procedures, incident terms
Migration and operations Can you test, cut over, roll back, staff, monitor, and exit without unacceptable risk? Runbook, support model, rollback plan, pricing and termination terms

Weight categories according to business impact. A small latency difference may matter more than a modest price difference for an interactive service; for archival storage, recoverability, data jurisdiction, and egress terms may dominate.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

8. Plan and test the migration

Treat migration as a controlled change, not a relocation date.

  1. Discover: validate the dependency map, data classification, licenses, IP addressing, certificates, secrets, monitoring, and operational owners.
  2. Prepare: establish connectivity, identity federation, backup, encryption keys, logging, alerting, and supplier escalation before moving production data.
  3. Test representative workloads: measure latency, throughput, failover, restore time, batch windows, peak behavior, and application correctness with realistic data volumes.
  4. Verify integrity: use checksums, record counts, reconciliation reports, and application-level validation for databases and files.
  5. Set cutover gates: define objective pass/fail criteria for performance, monitoring, security, backups, support coverage, and rollback readiness.
  6. Execute in stages: move a pilot, then low-risk services, then production groups with an approved change window and named decision makers.
  7. Monitor and reconcile: watch errors, latency, capacity, security alerts, data replication, costs, and user impact after each stage.
  8. Retain rollback capability: preserve the old environment, backups, configuration, DNS controls, and tested reversal steps until post-move verification is complete.
  9. Close out: confirm data deletion or retention at the old site, update diagrams and procedures, and document lessons and residual risks.

9. Contract and operating checks before signing

  • Define the service boundary: facility, hardware, hypervisor, operating system, application, network, backup, and support.
  • Specify availability measurement, exclusions, maintenance windows, service credits, and remedies that matter to your workload.
  • Set incident severity levels, notification deadlines, evidence-sharing duties, and cooperation with regulators and affected customers.
  • Require advance notice and approval rights for material subcontractor, location, architecture, or data-handling changes.
  • Document data ownership, portability format, retrieval time, deletion certification, and assistance at termination.
  • Confirm pricing for power overages, cross-connects, remote hands, bandwidth, storage, egress, spare parts, and emergency work.
  • Establish audit, inspection, penetration-testing, and compliance-evidence rights proportionate to risk.

10. Red flags that should stop approval

  • The provider offers a national or city-level claim but cannot provide evidence for the proposed building.
  • Redundancy is described without identifying shared rooms, ducts, switchgear, fuel, cooling, or carrier dependencies.
  • Power capacity is “available” but not contractually reserved for your deployment.
  • Network diversity means two services from the same entrance, carrier, duct, or upstream route.
  • Support personnel, subprocessors, or backup locations are undisclosed.
  • Security responsibilities are described in marketing language but absent from contracts and procedures.
  • The migration plan has no integrity checks, rollback criteria, or tested restore path.
  • Personal-data analysis considers only server geography and ignores operator access or foreign legal exposure.

Final approval checklist

Approve the move only when the accountable owners can answer “yes” to all applicable questions:

  • Are workload requirements and dependencies documented and tested?
  • Does site evidence support the required RTO, RPO, availability, hazard tolerance, and recovery design?
  • Is committed power, cooling, expansion, and connectivity capacity sufficient for the forecast period?
  • Are communications routes and failure procedures proven from actual users and dependencies?
  • Are cybersecurity controls, evidence, incident duties, and supplier responsibilities contractually clear?
  • Is every storage, processing, support, backup, and administration location known?
  • Has privacy counsel selected and documented the applicable APPI and offshore-transfer route?
  • Have pilot tests, integrity checks, cutover gates, monitoring, rollback, and post-move verification passed?
  • Are exit, deletion, portability, pricing, and operational-support terms acceptable?
