Before moving a workload to an Iraq-based data center, verify five things in writing: which Iraqi rules apply, where every copy of the data will reside, whether the site can deliver dependable power and connectivity, whether its security and recovery controls match your risk, and what the contract guarantees when service fails or you leave. Iraq has a new data-center regulatory framework, but the public material available does not establish a single localization rule for every private workload. Suitability depends on your sector, data, users, dependencies, target facility, and signed contract.
Start with the legal question: what rules apply to this workload?
Do not begin with a provider’s “local” or “compliant” label. Begin with an applicability analysis for your organization and each workload.
Review the Communications and Media Commission framework
The Communications and Media Commission (CMC) public IT and digital-services page lists a regulation for data-center services dated 20 July 2026. A CMC meeting announcement says commissioners approved the regulation on 14 April 2026. The publicly accessible listing and announcement do not, by themselves, establish the licensing process, effective date, transitional period, or customer obligations.
Ask the provider for the complete current text, its current license or approval evidence, and the exact scope of its authorization. Have Iraqi counsel or the CMC confirm which provisions apply to your service. Treat a date on a listing page or an approval announcement as a reason to obtain the operative text, not as proof that a facility has every authorization you need.

Do not infer a universal localization mandate
The Iraqi News Agency reported a Nokia contract for two government data centers in Baghdad. Communications Minister Hiyam Al-Yasiri described the government service this way: “This means that the data of Iraqis and all companies benefiting from this service will be stored inside Iraq, at government sites, and by Iraqi hands.” That statement describes the announced government-hosting initiative. The report does not say that every private organization must host in Iraq or that the government sites are generally available to commercial customers.
Whether data must remain in Iraq is therefore a facts-specific legal question, not a conclusion to draw from the government announcement. Obtain written advice from the responsible regulator and counsel for government, financial, health, telecommunications, payment, and other regulated workloads.

Understand the CMC digital-platform scope
The CMC’s digital-platform framework covers specified providers that operate or supply digital services or content to users in Iraq, including some providers without a local physical presence. Its cloud-regulation definition refers to current or future Iraqi requirements. This is relevant context for a workload serving Iraqi users, but it does not determine your status without reviewing the full framework and other applicable laws. Ask counsel to assess the operator, service, users, data categories, and sector together.
Separate official evidence from provider advertising
Public pages from EarthLink, Ankido, and T964 advertise local data-center, connectivity, security, backup, or managed services. Marketing pages are useful leads for a diligence questionnaire; they do not independently establish uptime, certification, usable capacity, route independence, or contract performance.
Request dated documents, inspection access, test records, customer references with comparable workloads, and a signed responsibility matrix. For every advertised control, ask who operates it, what is in scope, how it is measured, which exceptions exist, and what remedy applies if it fails.
Inspect power, cooling, and the physical facility
Power problems can stop a workload even when servers and software are healthy. Require evidence rather than a list of equipment.

Power questions
- Obtain the electrical one-line diagram or an equivalent description of utility feeds, switchgear, generators, automatic transfer equipment, and distribution to your rack or cage.
- Ask for generator capacity, fuel autonomy, refueling contracts, recent load-test results, maintenance schedules, and records of failed starts.
- Confirm UPS topology, battery autonomy at your expected load, bypass arrangements, battery age, replacement plan, and monitoring.
- Define whether a utility interruption, generator start, UPS battery event, or rack-level power loss counts as an outage under the SLA.
- Require notice periods for maintenance and a remedy for missed availability, not merely a statement that backup power exists.
EarthLink advertises multi-source power, generators, and UPS backup at its colocation facility. Ankido advertises redundant power and cooling. Those descriptions identify controls to verify; they are not independent proof of redundancy or performance.
Cooling and environmental controls
Ask for cooling-redundancy design, operating temperature and humidity ranges, alarm thresholds, environmental telemetry, water-leak detection, and incident history. Clarify whether cooling maintenance can require a workload shutdown and whether the provider will supply trend data for your cabinet. Request records for recent thermal incidents and corrective actions.
Customer-owned equipment and rack UPS units
A rack-mount UPS supplied by the customer is relevant only when you own physical equipment, the facility permits customer UPS hardware, and the electrical design calls for it. First establish whether the facility already provides UPS-backed power, whether additional batteries affect heat or fire requirements, and who is responsible for installation, monitoring, replacement, and safe disposal.
Prove network reachability and workload performance
National market share is not a substitute for a diverse circuit into one building. The CMC reports that Zain Iraq, Asiacell, and Korek Telecom together represented more than 90% of Iraq’s mobile-broadband market in 2023. That figure concerns mobile broadband in that year; it does not show fixed-network diversity, facility latency, or route resilience.

Questions for the network design
- Which carriers, transit providers, and internet exchanges serve the site?
- Do supposedly diverse links enter through separate buildings, ducts, risers, and upstream networks?
- What peering and transit arrangements are available, and what are the committed and burst bandwidth terms?
- Are IPv4 and IPv6 provided, and how are addresses, BGP announcements, filtering, and DDoS mitigation handled?
- What is the lead time and recurring charge for cross-connects?
- Can the provider run a route-failure test and provide traceroutes or other evidence before production?
EarthLink, Ankido, and T964 advertise direct internet, carrier-neutral, or multi-ISP connectivity. None of those labels establishes independent physical routes or latency for your users and dependencies.
Measure your own traffic
Establish a baseline from the real user locations and external systems that matter: transaction latency, throughput, packet loss, DNS behavior, API response time, replication lag, and transfer duration. Test at busy and quiet periods, over every proposed carrier, and during a controlled link failure where the provider permits it. Measure paths to identity services, payment gateways, SaaS applications, monitoring systems, and backup destinations, not only to the public internet.
Examine physical, cyber, and privileged-access security
Ask to review the facility’s control descriptions and independent evidence, with scope dates, exceptions, and remediation status.

Physical controls
- Visitor approval, identity checks, escort rules, badge logs, CCTV coverage and retention, and access-log export.
- Separation of cages, racks, customer areas, loading zones, and technician workspaces.
- Staff vetting, contractor supervision, remote-hands authorization, two-person procedures, and equipment chain of custody.
- Fire detection and suppression, flood protection, perimeter security, and documented incident response.

- Network segmentation, management-plane isolation, firewall ownership, patching responsibility, vulnerability scanning, and penetration-test scope.
- Privileged-access approval, multifactor authentication, session logging, break-glass access, and timely removal of departing staff.
- SOC monitoring, alert triage, incident escalation, evidence preservation, and notification deadlines.
- Subprocessor access, support from outside Iraq, encryption in transit and at rest, and customer control of keys.
T964 advertises SOC monitoring, incident response, segmentation, and IT/OT security; EarthLink and Ankido list physical and logical safeguards. Request audit reports or equivalent independent assessments rather than treating those marketing descriptions as certifications.

Make backup and disaster recovery testable
A backup feature is not a recovery strategy. Obtain an architecture diagram showing primary systems, replicas, backup targets, credentials, key ownership, and failure domains.
- Confirm whether backups are immutable, isolated from production credentials, encrypted, and protected from ransomware deletion.
- Record the country and facility for each replica, snapshot, archive, and backup copy.
- Set contractual recovery point objectives (RPO) and recovery time objectives (RTO) for each workload tier.
- Require evidence of restore tests, failover tests, integrity checks, and the date and result of the last exercise.
- Define who declares a disaster, who pays for emergency capacity, and how customer personnel participate.
- Test export and restoration in a different facility or provider so that the exit plan is operational, not theoretical.
Ankido advertises backup and disaster-recovery options, while other provider descriptions include continuity or security services. Ask for test records and measurable commitments behind each feature label.
Negotiate a contract that survives an outage and an exit
Availability percentages matter only when the contract defines the measurement and remedy. Have the provider complete a shared-responsibility matrix covering every control.

Use a controlled migration plan
- Inventory dependencies. Map applications, databases, identities, DNS, certificates, management planes, keys, telemetry, third-party connections, backups, and operators.
- Set baselines. Record latency, throughput, transaction behavior, replication lag, recovery objectives, and acceptable interruption windows in the current environment.
- Choose a pilot. Select a low-risk workload and define rollback triggers before copying production data.
- Test transfer and restoration. Measure bulk-copy time, integrity checks, DNS and routing changes, identity integration, monitoring, backup restoration, and failback.
- Test from real locations. Run security and performance tests from user sites and dependency locations, including link and component failures where feasible.
- Cut over in stages. Assign owners, publish communications, set go/no-go criteria, use a change window, and keep the old environment ready for rollback.
- Verify after migration. Check access controls, logs, recovery, costs, service reports, data-location assumptions, and the ability to execute the exit plan.
Compare Iraq hosting with other placements
Collect comparable quotes and run the same workload tests for each option. Public sources do not provide a like-for-like Iraqi facility cost, uptime, outage, or latency benchmark.
