Before investing, determine whether a company’s announced expansion can be funded through its ramp, completed on schedule, qualified by customers, and run at yields and selling prices that can cover its costs. A capacity announcement is only the start: construction, equipment installation, process and customer qualification, and stable production are separate hurdles. Assess them alongside the project’s demand, remaining cash needs, incentives, balance-sheet resilience, and site risks.
Is there profitable demand for the new capacity?
Start with what the facility will make, who is expected to buy it, and how firmly customers have committed. Industry growth forecasts do not show that a particular company will win customers, fill its new lines, or earn attractive prices.
- Identify the product and end market. Establish whether the project is for front-end wafer manufacturing or for assembly, packaging, or test. These address different bottlenecks and have different economics. Clarify which products and processes the proposed capacity can support.
- Separate commitments from expectations. Look for disclosed design wins, customer awards, qualification progress, long-term agreements, deposits, co-investment, and binding purchase commitments. Treat a management forecast or customer discussion as less certain than a binding commitment; an award is not necessarily a firm order for all planned output.
- Assess concentration and flexibility. Determine whether a small number of customers or specialized programs must fill the facility. Consider whether it can serve more customers or products if one program is delayed or canceled.
- Test demand downside. Consider weaker end-market demand, inventory corrections, customer delays, lower selling prices, and competing capacity coming online at the same time. Foundry GlobalFoundries identifies cyclicality, overcapacity, lower average selling prices, customer concentration, and customer awards among its disclosed business risks (fiscal 2024 filing).
The central question is not simply whether demand exists, but whether demand for this company’s products will arrive in time and at prices and volumes that support the project’s economics.
Can the company fund the full project and its ramp?
A headline project cost may not capture the full cash requirement. Map spending from site preparation through stable production, including the period when a new facility is incurring costs before it generates meaningful shipments.

Build a complete funding timeline
Include land and buildings, cleanroom fit-out, equipment, installation, process development, hiring, working capital, and ramp losses. Check the company’s definition of project investment and capital expenditure: disclosed construction spending may not include later tool purchases or operating costs during the ramp.
Then compare expected cash outlays and their timing with operating cash flow, available cash, debt maturities, borrowing capacity, customer funding, and possible equity issuance. A company may be able to approve a project but still face a funding gap before it becomes productive. GlobalFoundries warns that costs can exceed plans during long build periods and that unavailable financing could require expansion to be delayed or curtailed (fiscal 2024 filing).
Discount incentives for status and conditions
Do not treat announced public support as unrestricted cash. Distinguish a signed award or funding agreement from a proposed, non-binding term sheet. Check eligible expenses, milestones, payment timing, job requirements, restrictions, and repayment or clawback provisions.

Micron’s third-quarter 2026 filing reported up to $6.4 billion in CHIPS Act grants connected to U.S. manufacturing expansion and modernization projects, and a separate New York term sheet for up to $5.5 billion over more than 20 years that it described as non-binding. These are company-reported program amounts and statuses, not proof that all funds will be received on a particular schedule. Micron also says incentives generally carry conditions; GlobalFoundries identifies restrictions and possible repayment demands as risks.
Is the project advancing through the right milestones?
Construction progress is not the same as saleable production. Track physical completion, equipment readiness, technical qualification, and customer acceptance as distinct events rather than treating a single opening date as the finish line.

Ask what evidence supports each forecast date, what dependencies remain, and how management defines completion. Review the availability of construction labor, suppliers, equipment, permits, and utilities in the project’s region. Micron’s third-quarter 2026 filing illustrates the length of some project schedules: it described an HBM packaging facility in Singapore expected to expand capacity beginning in the first half of calendar 2027 and a separate NAND cleanroom expected to become operational in the second half of calendar 2028. Those were company plans disclosed in that filing, not guaranteed outcomes.

Technical execution matters after installation too. Intel identifies construction and ramp delays, low yields, and process-technology problems as possible sources of lost sales and higher costs. For a project involving a technology transfer or a new process, examine how the company plans to demonstrate performance and yield before assuming forecast output will translate into revenue.

Utilization tells you how much capacity is being used; it does not, by itself, tell you whether production is profitable. Evaluate utilization alongside yield, selling prices, product and process mix, depreciation, and fixed overhead.
- Yield: What share of output is saleable, and how quickly does management expect yield to improve? Poor yield means more of the fab’s cost is carried by fewer saleable units.
- Pricing and mix: Which products and processes are filling capacity, and what does management disclose about their margins? High volumes of lower-margin output can weaken factory economics.
- Fixed costs and depreciation: How do overhead and depreciation affect results during the ramp, when shipments may still be modest?
- Cash returns: Where disclosures permit, compare gross margin, cash capital expenditure, and operating cash flow before and after the ramp. Check whether expected returns rely on demanding assumptions for utilization, yield, selling prices, or tool reuse.
GlobalFoundries says shipment utilization, yield improvement, and process-technology mix affect profitability. It also notes that lower-margin demand can fully utilize capacity while weakening factory financial performance (fiscal 2024 filing). Company forecasts can explain management’s expected economics, but a filing does not independently verify that those forecasts will be achieved.

Can the balance sheet withstand delays or weak demand?
Model combined downside cases, not only one risk at a time. For example, consider a delayed ramp occurring alongside weaker customer demand. Revenue may then arrive later while fixed operating costs, financing costs, and depreciation continue.
Review cash and borrowing capacity through the expected ramp period, debt maturities, and any relevant covenant constraints. Ask what the company could do if project costs rise or customer uptake falls short: raise debt or equity, defer other investment, slow or curtail the expansion, or accept weaker returns.
Underused assets or a changed technology roadmap can also lead to shorter useful lives, accelerated depreciation, or impairment. Intel reported $3.1 billion in non-cash impairment and accelerated-depreciation charges in the third quarter of 2024, most related to Intel 7 (Intel Corporation, 2024). This is a historical company-reported example, not a forecast or an industry-wide estimate. Intel also identifies high fixed costs as difficult to reduce quickly when demand falls short.

Could the site or supply chain interrupt production?
Assess whether the location can reliably supply electricity, water, natural gas, transport, materials, and skilled labor at the scale and timing the project needs. A facility’s stated capacity is not useful if infrastructure or a critical supplier cannot support it.
Consider utility interruptions, infrastructure constraints, geographic concentration, geopolitical tension, export restrictions, and the locations of customers and essential suppliers. GlobalFoundries identifies aging infrastructure and risks involving power grids and supplies of gas, electricity, and fresh water among possible threats to production (fiscal 2024 filing). Check whether the company has described mitigation measures, rather than assuming the location’s risk is covered.
How should you compare two expansion projects?
Use the same definitions and reporting dates for each company. A forecast capacity figure at one stage of development is not directly comparable with qualified, shipping capacity at another. Record whether figures are company plans, reported operating results, signed funding, or non-binding proposals.

Use the latest company filings for current project status and figures. Company filings are primary evidence of reported results, disclosed risks, and management plans; they do not independently confirm future demand, returns, incentive payments, or schedules. This framework supports investment due diligence, not a buy-or-sell recommendation.
