A foreign financing offer is not proof that an infrastructure project is worthwhile, affordable, or ready to build. Before accepting a loan, grant, export credit, private investment, or blended package, test the project’s public need, economic case, lifetime cost, fiscal exposure, procurement terms, safeguards, delivery readiness, and accountability. The checks below provide a decision sequence that can be adapted to a road, railway, port, power plant, water system, hospital, or digital network.
Start by identifying exactly what is being offered
“Foreign-funded” is a financing description, not a single legal category. A sovereign development loan, grant, export credit, private concession, and blended-finance structure can have different interest rates, repayment priorities, procurement rules, disclosure duties, environmental standards, and dispute clauses.
Write down the proposed financier, borrower, instrument, currency, tenor, grace period, interest-rate basis, fees, security, guarantees, co-financing, and implementing agency. Identify which government entity will repay the money and which entity will own and operate the asset. Do not apply one financier’s rules to another project: the World Bank Procurement Framework, for example, governs projects financed through its Investment Project Financing operations; it is not a universal procurement code.

The first question is not “How much money is available?” It is “Is this the best response to a documented public problem?” Check the project against the country’s national development strategy, sector plan, infrastructure pipeline, climate commitments, spatial plans, and published investment priorities.

Ask whether the project solves a verified need
- What service gap, safety problem, capacity constraint, or resilience risk is being addressed?
- Who will use the asset, in which locations, and at what time horizon?
- Are the stated outcomes measurable, with a baseline and responsible agency?
- Does the project duplicate an existing or already approved facility?
Compare credible alternatives
A proper appraisal considers more than the sponsor’s preferred design. Require a comparison with rehabilitation, maintenance, demand management, operational improvements, a smaller project, different technology, a different route or site, and a no-build option where appropriate. The World Bank’s PPP appraisal guidance treats the economic case as an assessment of options and political, economic, social, technical, legal, and environmental factors. OECD infrastructure guidance similarly calls for economic, social, fiscal, environmental, and climate costs and benefits to be considered over the asset’s life.
If the proposed project wins only because alternatives were excluded, pause the decision. A lower-cost intervention that delivers most of the benefit may be better public investment than a large facility tied to an attractive financing package.
2. Require a transparent economic case
Request the complete appraisal rather than a presentation of headline benefits. At minimum, it should explain the problem, options, demand forecast, capital cost, operating cost, benefits, implementation schedule, distributional effects, risks, and assumptions.

Interrogate the assumptions
- Demand: Check the population, traffic, load, tariff, income, and growth assumptions against recent independent data. Ask what happens if demand is lower or delayed.
- Costs: Separate base construction cost, land, taxes, resettlement, supervision, financing during construction, contingencies, replacement cycles, and eventual decommissioning.
- Benefits: Distinguish monetised benefits from wider claims such as “development,” “jobs,” or “connectivity.” State who receives each benefit and when.
- Timing: Test whether benefits depend on several linked projects, policy changes, or permits that are not yet secured.
- Sensitivity: Examine scenarios for cost overruns, exchange-rate movements, interest-rate changes, lower demand, construction delays, climate damage, and higher operating costs.
Large or high-risk projects should receive independent expert review. OECD guidance recommends transparent, independent assessment of costing, fiscal sustainability, timing, risk management, and governance. An appraisal is a forecast, not a guarantee; publish the uncertainty and the conditions under which the project remains worthwhile.
3. Calculate affordability and the government’s full exposure
Look beyond the advertised loan amount. Build a year-by-year cash-flow model covering construction, financing, operation, maintenance, renewals, subsidies, and closure. Include both direct payments and obligations that may arise only if something goes wrong.
Include every financing and budget item
| Exposure to examine | What to verify |
|---|---|
| Debt service | Principal, interest, commitment fees, grace-period terms, refinancing risk, and the repayment currency. |
| Counterpart funding | Taxes, land acquisition, utility relocation, local-currency contributions, and other costs the government must provide. |
| Guarantees | Sovereign, revenue, minimum-payment, completion, or exchange-rate guarantees and the events that trigger them. |
| Subsidies and user charges | Required tariff support, affordability subsidies, collection assumptions, and who pays if tariffs are politically or legally constrained. |
| Operating obligations | Staff, energy, insurance, maintenance, spare parts, technology refreshes, and major periodic replacements. |
| Contingent liabilities | Termination payments, litigation, force-majeure compensation, public-private partnership commitments, and off-balance-sheet promises. |
Check that multi-year commitments appear in the medium-term budget, debt records, fiscal-risk statements, and public accounts. OECD guidance calls for disclosure and monitoring of spending commitments, including contingent and off-balance-sheet liabilities, and for life-cycle costs to be included. The terms of a particular foreign loan cannot be inferred from the financier’s name; obtain country-specific debt, legal, and currency analysis before signing.

Check competition and evaluation
- Are qualified domestic and international firms allowed to compete on equal terms?
- Were specifications written around outputs and lifecycle performance rather than a favoured supplier?
- Are bid evaluation criteria, weights, clarification rules, and award reasons disclosed?
- Are beneficial ownership, conflicts of interest, debarment, and anti-collusion checks required?
- Has the implementing agency assessed each bidder’s technical capacity, financial strength, safety record, and ability to maintain the asset?
Read the risk allocation before accepting the price
The contract should assign construction, design, land, demand, tariff, currency, political, environmental, force-majeure, and operating risks to the party best able to control or absorb each risk. A nominally low financing cost can be outweighed by an unconditional government guarantee or a poorly defined change mechanism.
Review price-adjustment formulas, completion tests, delay damages, performance security, insurance, maintenance standards, handback conditions, audit rights, termination compensation, dispute resolution, governing law, and restrictions on contract amendments. Require public records of material changes. If a project is structured as a PPP, assess its economic, commercial, and financial cases separately, including market testing, bankability, affordability, funding, and risk allocation.

5. Verify environmental and social safeguards
Obtain the impact assessment and all associated plans before approval, not after contracts are signed. The package should cover alternatives, land acquisition, physical and economic displacement, labor and working conditions, community health and safety, biodiversity, cultural heritage, pollution, climate hazards, and cumulative impacts.
Evidence that should be available
- Baseline environmental and social data and a comparison of project alternatives.
- Land, resettlement, livelihood-restoration, and compensation plans where people or businesses are affected.
- Labor-management procedures, worker safety requirements, and contractor monitoring arrangements.
- Greenhouse-gas, flood, heat, drought, seismic, and other climate-risk analysis appropriate to the site and asset life.
- Consultation records showing who was engaged, what concerns were raised, and how the design or mitigation changed.
- Costed mitigation, monitoring, and independent-supervision budgets.
- An accessible grievance mechanism with response deadlines, escalation, protection from retaliation, and a route to remedy.
The World Bank Environmental and Social Framework contains ten Environmental and Social Standards and emphasises timely disclosure, continuing consultation, and grievance mechanisms for operations covered by that framework. OECD responsible-finance guidance likewise addresses identification, response, communication, stakeholder engagement, and remediation. The applicable standard depends on the financier, instrument, host-country law, and project category. Export-credit frameworks may classify potentially high-impact work as Category A and medium-impact work as Category B, but classification and disclosure requirements depend on the specific framework and its adherents.
6. Test whether the project is ready to build and operate
Do not approve construction merely because a financing agreement is available. A project can be financially closed yet lack land, permits, a workable design, or an agency capable of operating it.

Use a readiness gate
- Design: Confirm that the required feasibility studies, surveys, geotechnical work, detailed design, technical standards, and independent design review are complete for the decision stage.
- Land and permits: Verify title or access, resettlement actions, utility relocation, environmental approvals, construction permits, water rights, and any cross-border authorisations.
- Procurement documents: Check that specifications, bills of quantities or output requirements, draft contracts, safeguards clauses, and evaluation plans are internally consistent.
- Implementation structure: Name the project owner, implementing unit, supervising engineer, treasury contact, safeguards specialists, and escalation authority. Confirm staffing and delegated powers.
- Schedule and funding: Match the construction timetable to seasonal conditions, procurement lead times, counterpart-funding releases, and the financier’s disbursement conditions.
- Operations: Identify the operator, maintenance standard, staffing model, spare-parts supply, data systems, emergency procedures, and annual funding source before construction begins.
The World Bank Public Investment Management Reference Guide identifies preparation steps between appraisal and construction, including detailed design, tender documents, procurement arrangements, approvals, and land acquisition. Treat missing items as decision conditions, not administrative details to be solved later.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.7. Check governance, selection, and public accountability
Find out who proposed and selected the project, what criteria were applied, and whether the same criteria are used for domestically and externally financed investments. An attractive donor offer should not bypass the country’s investment-management system.
Questions for the approving authority
- Was the appraisal reviewed by a central finance, planning, or infrastructure body independent of the sponsor?
- Are project-selection criteria published, consistently applied, and recorded?
- Will the financing agreement, procurement notices, contract, beneficial ownership information, safeguards documents, and implementation reports be public, subject only to lawful confidentiality limits?
- How will donor funds, counterpart funds, assets, and liabilities be recorded in government accounts?
- Who audits the project, how often are findings published, and who must correct deficiencies?
- How can parliament, local authorities, affected communities, bidders, and the public challenge an unlawful or poorly justified decision?
The IMF Public Investment Management Assessment framework asks whether major appraisals are centrally reviewed, selection criteria are published and followed, procurement is open and monitored, and donor-funded capital projects are integrated into government accounts. Those are practical benchmarks for accountability even when the IMF is not the financier.

When several projects or financing structures are available, score them using the same evidence and record assumptions. Do not let a concessional interest rate compensate automatically for weak public value or high operating risk.
| Decision dimension | Evidence to compare | Warning sign |
|---|---|---|
| Strategic fit | Plan references, quantified need, alternatives, and distribution of benefits. | The project is justified mainly by the availability of finance. |
| Economic value | Independent appraisal, demand and cost scenarios, sensitivity analysis, and timing. | Benefits are presented as certain and downside cases are absent. |
| Fiscal affordability | Full-life cash flow, currency exposure, guarantees, subsidies, and contingent liabilities. | Only the headline loan and construction price are shown. |
| Procurement and contract | Competition, evaluation rules, bidder capability, change control, and risk allocation. | A negotiated award or vague risk clauses are treated as advantages. |
| Safeguards | Impact studies, consultation, resettlement, mitigation funding, and grievance access. | Safeguards are promised after approval or are not costed. |
| Readiness | Design, land, permits, tender documents, staffing, schedule, and operating plan. | Construction dates are fixed before prerequisites are complete. |
| Governance | Selection record, independent review, audit, disclosure, and legislative oversight. | Key terms are confidential without a clear legal basis. |
Documents to obtain before the final decision
- Strategic-plan reference and options analysis, including the no-build case where relevant.
- Full economic and financial appraisal, model files, assumptions, sensitivity tests, and independent review.
- Term sheet, financing agreement, guarantees, security documents, co-financing commitments, and disbursement conditions.
- Fiscal-risk, debt-sustainability, currency, and life-cycle affordability analysis.
- Procurement plan, bidding documents, evaluation methodology, conflict-of-interest declarations, and draft contract.
- Environmental and social assessment, management plans, resettlement instruments, consultation record, and grievance procedure.
- Detailed design, land and permit register, implementation manual, schedule, and readiness assessment.
- Operations and maintenance plan, staffing assumptions, tariff or subsidy policy, and renewal budget.
- Approval minutes, audit arrangements, disclosure plan, and reporting templates.
Red flags that justify stopping or staging the decision
- The financing deadline is used to pressure officials to skip appraisal or competition.
- The project has no credible alternative analysis or relies on a single optimistic demand forecast.
- Repayment, guarantee, or termination obligations are unavailable to the finance ministry or legislature.
- Construction can start before land, permits, safeguards, or counterpart funding are secured.
- The proposed operator and maintenance budget are undefined.
- Contract changes can be made without transparent approval and disclosure.
- Communities cannot access information, raise grievances, or obtain remedy.
- Donor funds sit outside government accounting and audit without a documented legal basis.
A staged approval can preserve a useful opportunity without committing the public to an unready project: approve further investigation, land preparation, or competitive procurement only after explicit conditions are met, and reserve final borrowing authority for the completed evidence package.
