The safest way to choose a credit card-as-a-service provider is to evaluate the entire program, not just an API demo. Define the exact card product and launch markets, map every party that issues, sponsors, processes, funds, services, and governs the account, then test compliance, technology, security, economics, and exit rights against written acceptance criteria.
Start with a precise program brief
“Card-as-a-service” can mean very different arrangements. An issuer processor may provide APIs and authorization infrastructure while a bank issues the account, a network carries transactions, another company supplies credit, and separate teams handle underwriting, servicing, fraud, and disputes. A modern developer experience does not tell you who carries legal or financial responsibility.
Write the program brief before taking demonstrations or requesting prices. Record the following decisions:
Quick wins for a faster PC:
Clear out junk files and repair common Windows errorsFree Scan →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →- Product: consumer credit card, commercial credit card, charge card, debit card, or prepaid card. Do not treat debit or prepaid controls as evidence that a provider can support regulated consumer lending.
- Customers and geography: consumer or business users, residence and merchant countries, launch markets, supported currencies, and any country-specific eligibility rules.
- Funding and settlement: who supplies credit or prefunding, where funds sit, settlement frequency, expected currency conversion, and how returns, chargebacks, and negative balances are covered.
- Card form factors: physical, virtual, tokenized, single-use, employee, or multi-card accounts; production, shipping, replacement, and wallet requirements.
- Controls and decisioning: real-time spend controls, merchant-category rules, velocity limits, authorization webhooks, offline or fallback behavior, and any proprietary underwriting or risk models.
- Operations: billing, statements, customer support, complaints, disputes, fraud investigations, collections, and regulatory reporting.
Confirm market availability from current documentation and the contract. For example, Adyen’s issuing documentation describes support for the EEA, UK, and US, including card creation, authorization controls, balance accounts, and webhooks. That is a provider-specific example, not evidence that every issuer processor serves those markets or that one integration works identically in each jurisdiction.

Map the parties, powers, and liabilities
Request a named-party diagram for each provider. It should identify the issuing bank, BIN sponsor, card network, issuer processor, program manager, ledger or balance platform, credit underwriter, servicer, fraud and dispute vendors, and outsourced compliance or security providers. For every box, document the contract, service delivered, data handled, regulatory role, and liability allocation.
Questions for the issuing bank and sponsor
- Which legal entity opens the account and appears on cardholder disclosures?
- Who sponsors the BIN and network relationship, and which networks and currencies are available?
- Who supplies a line of credit, settlement account, or other funding?
- What customer, industry, country, and use-case restrictions apply?
- Who approves marketing, applications, disclosures, underwriting rules, credit-line changes, and material product changes?
The bank can have authority that the API provider cannot override. Marqeta’s public filing says that, in arrangements it manages, the issuing bank ultimately approves each program and may provide card issuance, network sponsorship, lines of credit, and settlement accounts. Its June 2025 terms also describe continuing issuer approval and supervision, including requirements for customer verification, transactions, disclosures, and restricted industries. These are examples of how authority may be allocated; your agreement may differ.
One clause in those terms states: “The Parties understand that under Applicable Law, the Issuer is responsible for monitoring and enforcing the regulatory compliance of the Card Program.” Treat that principle as a diligence question: who can reject a feature, pause transactions, impose new controls, or terminate the arrangement, and how much notice and remediation time do you receive?
Assign operational ownership
Put the answers in a responsibility matrix. Name the party that handles cardholder complaints, billing errors, chargebacks, fraud claims, account closure, collections, suspicious-activity escalation, and regulator requests. Also identify who submits applications and marketing for approval, who retains records, who bears fraud and credit losses, and who communicates with customers during an outage. “The provider handles compliance” is not an adequate assignment.

Run a separate credit-compliance workstream
Credit products require analysis beyond processor functionality. For a US consumer credit-card program, the issuing institution and its advisers must evaluate the applicable Consumer Financial Protection Bureau rules, state requirements, network rules, and other obligations. Regulation Z §1026.60 requires specified disclosures with covered credit- or charge-card applications and solicitations. Section 1026.51 requires a card issuer to consider a consumer’s ability to make required minimum payments before opening covered consumer open-end accounts or increasing limits, using income or assets and current obligations.
Ask the bank and counsel to show how the proposed workflow satisfies the rules rather than accepting a compliance slide. Review:
- Application and solicitation disclosures, including rates, fees, and promotional terms.
- Account-opening and billing disclosures, statement production, payment allocation, and error-resolution procedures.
- Underwriting evidence, income or asset collection, ability-to-pay calculations, and exception handling.
- Credit-line increase triggers, customer notices, adverse-action handling, and manual review.
- Complaint intake, escalation, record retention, servicing scripts, and regulator response.
- Marketing approval, disclosures in the app and checkout, and controls for translated or accessible content.
These cited requirements are US consumer-credit examples. They do not automatically apply to commercial cards, debit, prepaid, or programs launched elsewhere. Obtain a jurisdiction- and product-specific legal assessment, and identify which entity is the “card issuer” for each obligation.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Clear out junk files and repair common Windows errors3Scan for outdated or missing drivers - takes under a minuteTest the complete technology workflow
Evaluate a realistic account from onboarding through closure, not isolated API calls. Convert each vendor promise into an acceptance test with an owner, expected latency, failure behavior, evidence, and service-level remedy.

Core lifecycle and ledger tests
- Create, activate, freeze, unfreeze, replace, expire, and close physical and virtual cards.
- Represent account holders, balance accounts, cards, funding sources, authorizations, captures, refunds, reversals, and disputes without ambiguous ownership.
- Reconcile the processor ledger to bank settlement files and your general ledger at transaction, daily, and month-end levels.
- Replay missed webhooks safely, detect duplicate events, and recover after an endpoint outage.
- Export complete transaction, fee, customer, and audit data in a usable format for finance, support, risk, and migration.
Authorization, fraud, and servicing tests
- Measure decision latency for normal, peak, degraded, and offline or fallback conditions.
- Apply merchant-category, geography, amount, velocity, balance, and custom rules in real time; verify precedence when rules conflict.
- Test declines, partial approvals, reversals, incremental authorizations, recurring payments, tips, refunds, and chargebacks.
- Trace a fraud alert from detection to customer notification, temporary block, investigation, representment, and final loss allocation.
- Give support agents the required account history and controls while enforcing role-based access and audit logging.
Stripe’s issuer-processor guidance recommends comparing reliability, API and feature depth, real-time controls, reporting, service levels, and technical support. Use those categories as test headings, not as a substitute for your own traffic profile. Stripe reports more than 275 million cards created in a December 23, 2025 update; that is a dated, company-reported figure and is not an independent reliability benchmark.
Establish PCI DSS and security responsibilities
Outsourcing card-data functions reduces some technical scope but does not transfer your ultimate oversight. Request the provider’s current PCI DSS Attestation of Compliance (AoC), its scope statement, and a description of controls that are shared rather than fully delegated. PCI DSS v4.0.1 was released June 11, 2024, according to Adyen’s compliance guide; the release date does not guarantee that it will remain the current version for the life of your contract.
Build a shared-responsibility register
- List every system that receives, stores, processes, or transmits cardholder data, including support tools, logs, analytics, test environments, and subcontractors.
- Mark which components are in your cardholder-data environment and which are covered by the provider’s validated service scope.
- Assign each applicable PCI requirement to a named party, with evidence, review frequency, and escalation contact.
- Confirm the validation method required by the issuer, acquirer, and relevant payment scheme; an AoC alone may not satisfy your obligations.
- Review incident notification deadlines, forensic cooperation, vulnerability disclosure, penetration testing, key management, access reviews, and data deletion at termination.
- Check the provider’s status in the relevant scheme registry and repeat the check at procurement, renewal, and after a material change.
Adyen’s guidance explicitly says outsourcing does not remove a customer’s responsibility and recommends due diligence, written acknowledgment of responsibilities, collecting an AoC, checking scheme listings, and monitoring annually. A PCI matrix published by Marqeta marks many controls as shared and directs processor-only customers to the issuing bank for guidance. Treat both points as prompts to obtain current evidence, not as proof that another party has completed your validation.
Compare economics, funding, and loss exposure
Ask for an itemized quote tied to your forecast and a stress case. Public pages rarely provide a universal, current price, and a low per-transaction figure can hide funding, bank, network, support, or exit costs.

| Exit | Data extraction, card migration or replacement, customer communication, account closure, and termination charges. |
Model at least three volumes and include authorization spikes, high refund rates, fraud events, dormant accounts, and a delayed settlement. Marqeta’s filing describes volume- and transaction-based issuing-bank and network fees; its June 2025 terms describe required program funding, a minimum funding amount, and possible additional transfers. The exact amounts and triggers are contract-specific, so require them in the order form or schedule rather than relying on a presentation.
Make reliability and continuity contractual
Define service levels for authorization availability, API latency, webhook delivery, incident acknowledgment, restoration, support coverage, and planned maintenance. Specify measurement windows, exclusions, service credits or other remedies, and the evidence used to calculate them. Ask for named escalation tiers and a communication plan for issuer, processor, network, bank, and customer-support incidents.
Require business-continuity evidence: tested recovery objectives, alternate processing arrangements, dependency maps, staff coverage, and notification procedures if the issuing bank or a critical subcontractor changes. Clarify whether the provider may change a bank, network, product feature, pricing schedule, or risk rule without your consent. Include notice periods and a right to terminate for an unacceptable change.
Protect migration, data, and termination rights
Before signing, demonstrate that you can leave. Specify export formats for customers, accounts, cards, tokens, balances, transactions, authorizations, disputes, fees, consents, disclosures, and audit logs. Set retention and deletion dates, encryption requirements, assistance obligations, and the party responsible for communicating with cardholders. Determine whether cards can be migrated, must be reissued, or lose wallet tokens, and price those outcomes in advance.

Check who owns program data, derived risk scores, configuration, and customer relationships. Ensure your support and compliance teams can retrieve records during a dispute or regulator inquiry even if the commercial relationship has ended.
Use a written comparison scorecard
Score every shortlisted provider against the same evidence standard. A useful scorecard has these axes:
| Axis | Evidence to require |
|---|---|
| Product and geography | Supported credit type, customer markets, currencies, networks, industries, and launch prerequisites. |
| Bank and program structure | Named issuer, BIN sponsor, approval path, underwriting and servicing split, and decision rights. |
| Credit and operations | Ability-to-pay process, billing, disputes, fraud, complaints, support, reporting, and continuity. |
| Integration | API model, sandbox, webhooks, controls, reconciliation, monitoring, implementation support, and migration. |
| Security and governance | Current AoC and scope, scheme status, shared-responsibility matrix, audit rights, incident notice, and subcontractors. |
| Economics and contract | All-in pricing, volume assumptions, funding, collateral, revenue share, SLA remedies, change rights, termination, and portability. |
Score documented evidence higher than roadmap statements, and record the date and issuing entity for every document. A provider that cannot identify its bank, responsibilities, or current security validation should not receive the same score as one that can, regardless of API polish.

- Freeze the brief: approve product, geography, users, funding, settlement, card form factors, controls, and service model.
- Request the party map: obtain legal names, contracts, issuer approval conditions, network access, and responsibility assignments.
- Review credit obligations: have the bank and counsel map disclosures, underwriting, ability-to-pay, servicing, complaints, and local rules.
- Run workflow tests: execute lifecycle, authorization, ledger, webhook, dispute, fraud, reporting, and support scenarios with production-like data volumes.
- Validate security: collect the current AoC and scope, complete the shared PCI register, and verify scheme requirements.
- Price normal and stressed cases: include funding, reserves, losses, settlement exceptions, support, and exit costs.
- Negotiate continuity: write SLAs, incident duties, change controls, audit rights, data portability, and termination assistance into the contract.
- Recheck before launch: confirm the current bank, markets, fees, approvals, AoC, scheme listing, and regulator requirements; these facts can change after selection.
Decision rule
Choose the provider whose complete operating model fits your product and jurisdiction and whose responsibilities, controls, economics, and exit path are provable in writing. An API can accelerate card creation, but it cannot by itself provide an issuing bank, satisfy consumer-credit duties, define PCI scope, fund settlement, or guarantee continuity. Treat those items as first-class procurement requirements and reject any proposal that leaves the accountable party or the recovery path unclear.
